Within the scope of the TÜBİTAK Public Institutions Research and Development Projects Support Program (Program 1007), the call titled “Public Artificial Intelligence Ecosystem – 2026”, in which the Presidency of the Republic of Türkiye Cybersecurity Directorate acts as the client institution, has been launched as of 2 March 2026 by the Public Research Support Group (KAMAG).

The call aims to support the development of artificial intelligence solutions required by public institutions and organizations, as well as to utilize and disseminate the existing knowledge and expertise in the field of artificial intelligence for such solutions.

The call has been structured in three phases:

• Stage 1: Applications will be received from public institutions in need of AI solutions.

• Stage 2: The submitted needs will be prioritized by the commission (comprising the Cybersecurity Directorate, KAMAG, and TÜBİTAK BİLGEM YZE). Technical requirements documents will be prepared for 10 prioritized needs.

• Stage 3: Project proposals will be received from executing institutions in accordance with the specified technical requirements.

The budget for this call is set at 15.000.000 TL.

Under this call, private sector entities or public R&D units operating in the field of artificial intelligence are required to act as the Project Manager Organization (PMO). Depending on the nature of the technology to be developed and the structure of the consortium, universities may also participate as Project Executing Organizations (PEO).

The following thematic areas are included within the scope of the call:

• Intelligent Production Systems,

• Smart Agriculture, Food and Livestock,

• Climate Change and Sustainability

• E-Commerce Technologies

• Smart Education Technologies

Within the scope of this call, the consortium to be awarded project support is required to sign a cooperation protocol with the TÜBİTAK BİLGEM Artificial Intelligence Institute (YZE) prior to contract signature. The consortium submitting a project proposal must provide, as an annex to the proposal, a written commitment stating that the relevant protocol will be signed prior to the contract stage. Public institutions that identify needs must submit their applications to the Cybersecurity Directorate by 2 April 2026.

The needs of public institutions determined within the scope of the call and technical requirements documents will be announced on 5 June 2026 under the "1007 Calls" section on the TÜBİTAK website.  

Technical coordination regarding needs and requirements will be provided by YZE.

Kamu kurum ve kuruluşlarının ihtiyaç duyduğu yapay zekâ çözümlerinin geliştirilmesi, yapay zekâ alanındaki bilgi birikiminin bu çözümler için kullanılması ve yaygınlaştırılması amacıyla TÜBİTAK Kamu Kurumları Araştırma ve Geliştirme Projelerini Destekleme Programı (1007 Programı) kapsamında T.C. Cumhurbaşkanlığı Siber Güvenlik Başkanlığının müşteri kurum olarak yer aldığı “Kamu Yapay Zekâ Ekosistemi - 2026” başlıklı çağrı, Kamu Araştırmaları Destek Grubu (KAMAG) tarafından 2 Mart 2026 itibarıyla açılmıştır.

Çağrı 3 aşamalı olarak planlanmıştır.

• 1. aşamada ihtiyaç sahibi kamu kurumlarından başvurular alınacaktır.

• 2. aşamada ihtiyaçlar komisyon (Siber Güvenlik Başkanlığı, KAMAG, YZE) tarafından önceliklendirilerek 10 ihtiyaç başvurusu için teknik isterler dokümanı hazırlanacaktır.

• Son aşamada, belirlenen teknik isterlere uygun şekilde yürütücü kuruluşlar tarafından hazırlanan proje başvuruları alınacaktır.

Çağrı bütçesi 15.000.000 TL olarak belirlenmiştir.

Bu çağrıda, yapay zekâ üzerine çalışan özel sektör veya kamu Ar-Ge birimlerinin Proje Yöneticisi Kuruluş (PYÖK) olmaları gerekmektedir. Konsorsiyum yapısına, geliştirilecek teknolojinin niteliğine bağlı olarak üniversiteler de Proje Yürütücüsü Kuruluş (PYK) sıfatıyla dâhil edilebilir.

Çağrı kapsamında;

• Finans Teknolojileri, 

• Akıllı Üretim Sistemleri, 

• Akıllı Tarım, Gıda ve Hayvancılık, 

• İklim Değişikliği ve Sürdürülebilirlik 

• E-Ticaret Teknolojileri

temalarına yer verilmektedir.

Bu çağrıda ayrıca, proje desteği verilecek konsorsiyumun TÜBİTAK BİLGEM Yapay Zekâ Enstitüsü (YZE) ile sözleşme öncesi bir iş birliği protokolü imzalaması gerekmektedir.  Proje başvurusu yapacak konsorsiyumun, ilgili protokolü sözleşme öncesinde imzalayacağının taahhüdünü proje önerisi ekinde sunması gerekmektedir. İhtiyaç sahibi kamu kurumlarının 2 Nisan 2026 tarihine kadar Siber Güvenlik Başkanlığına başvurması gerekmektedir.

Kamu kurum ve kuruluşlarının çağrı kapsamında belirlenen ihtiyaçları ve teknik isterler dokümanı, 5 Haziran 2026 tarihinde 1007 Çağrıları sayfasında duyurulacaktır. İhtiyaçlar ve isterlere ilişkin teknik koordinasyon YZE tarafından sağlanacaktır.

Türkiye is a member of The International Center for Genetic Engineering and Biotechnology (ICGEB), since 1989. The International Center for Genetic Engineering and Biotechnology (ICGEB) that Türkiye has been a member since 1989, provides financial support to researchers conducting research and development activities in the fields of basic life sciences, health services, industrial and agricultural biotechnology and bioenergy.

All researchers working in a university or research institute any ICGEB Member State, including Türkiye, and working in the fields of basic life sciences, health services, industrial and agricultural biotechnology and bioenergy can apply to the programme.

Young scientists working at a university or research institute in Türkiye, who are not over 40 years old, have done research abroad for at least 2 years, and who’s return date back to Türkiye is not more than 2 years from the date of application, can apply to the programme.

The grant amount is up to 25,000 Euro per year for a maximum duration of 36 months.

Important Note:

In order to provide equal opportunity for applications from ICGEB member countries, the number of applications to be made from each member country has been determined as a maximum of 3 for the CRP and a maximum of 2 for the CRP Special Programme. In case these numbers are exceeded, the applications received are subject to a preliminary evaluation process by TÜBİTAK. In this process, TÜBİTAK will send the applications to external consultants who are experts in their fields according to the scientific evaluation criteria determined by ICGEB for preliminary evaluations of the ICGEB CRP and the CRP Special Programme. The applications which received the highest scores as a result of the preliminary evaluation process will be considered. In this scope, the first 3 of the applications made for the standard CRP and the first 2 of the applications made for the CRP Special Programme will be sent to the ICGEB CRP Office by the Türkiye ICGEB Liaison Officer, along with the "Endorsement" forms. 

Türkiye’nin 1989’dan beri üyesi olduğu Uluslararası Genetik Mühendisliği ve Biyoteknoloji Merkezi (International Centre for Genetic Engineering and Biotechnology – ICGEB) temel yaşam bilimleri, sağlık hizmetleri, endüstriyel ve zirai biyoteknoloji ve biyoenerji alanlarında araştırma ve geliştirme faaliyetlerinde bulunan araştırmacılara finansal destek sağlamaktadır.

Programa, Türkiye’nin de yer aldığı, ICGEB üye ülkelerinden birinde bir üniversite veya araştırma enstitüsünde çalışmakta olan, temel yaşam bilimleri, sağlık hizmetleri, endüstriyel ve zirai biyoteknoloji ve biyoenerji alanlarında faaliyet gösteren tüm araştırmacılar başvuru yapabilir.

Genç araştırmacılara destek veren programa 40 yaşını aşmamış, en az 2 yıl yurt dışında araştırma yapmış ve başvurunun yapıldığı tarihte Türkiye’ye dönüşü 2 yılı geçmemiş, Türkiye’de bir üniversite veya araştırma enstitüsünde çalışmakta olan genç bilim insanları başvuru yapabilir.

Programın destek kapsamı en fazla 36 ay süreyle yıllık azami 25.000 avrodur.

Önemli Bilgi:

ICGEB üye ülkelerinden gelen başvurulara fırsat eşitliği sağlamak amacıyla, her üye ülkeden yapılacak başvuru sayısı CRP için en fazla 3, CRP Özel Programı için ise en fazla 2 olarak belirlemiştir. Bu sayıların aşılması durumunda, alınan başvurular TÜBİTAK tarafından ön değerlendirme sürecine tabi tutulmaktadır. Bu süreçte TÜBİTAK, başvuruları CRP ve CRP Özel Programı ön değerlendirmesi için ICGEB tarafından belirlenen bilimsel değerlendirme kriterlerine göre konularında uzman dış danışmanlara gönderecektir. Ön değerlendirme sonucunda oluşturulan listede en yüksek puanı alan başvurular değerlendirmeye alınacaktır. Bu kapsamda, CRP için yapılan başvurulardan ilk 3’ü, CRP Özel Programı için yapılan başvurulardan ise ilk 2’si, Türkiye’den yapılan başvurular olarak, Türkiye ICGEB Liaison Officer’ı tarafından, “Endorsement” formları ile birlikte ICGEB CRP Ofisi’ne gönderilecektir.

13. Dönem 4005 Yenilikçi Eğitim Uygulamaları Destekleme Programı başvuru süreci 8 Aralık 2025 saat 17:30 itibariyle sona ermiştir. E-imza süreci başarılı bir şekilde tamamlanan proje başvuruları için değerlendirme süreçleri başlamıştır.

Innovative Educational Applications Support Programme was launched in 2013 and designed for graduate students, academicians in universities, permanent teachers working actively in an institution, and employees of science centers run by public and municipal affiliates. Innovative Educational Applications Support Programme covers interactive activities that provide the students with the necessary knowledge and skills through innovative approaches to arouse interest and curiosity in their branches, develop positive attitudes, increase their motivation and enable them to learn. Since 2018, the project coordinator should have a Ph.D. degree.
