General Provisions

• The fellow is obliged to initiate the research and fellowship within 12 months of the date of the award letter. The status of the fellows who cannot start their research due to health, natural disaster and similar force majeure and other reasons can be evaluated by GYK and the fellowship initiation period can be deferred up to 6 months at the most. A fellow who does not begin his/her research within 12 months without the decision of the GYK cannot claim any rights on the fellowship.

• The fellow is obliged to report all kinds of fellowship or financial support, which are received from another institution in Türkiye during the fellowship period to BİDEB within 15 days from the starting date of the support. If the fellow has some financial support received from another institution, the amount of the support within the scope of this programme might be separately determined by the GYK.

• The fellows have to maintain their research studies full-time during the fellowship period. The fellow is obliged to inform TÜBİTAK about any short or long-term visits away from the host institution and the duration of such visits within 10 days of the occurrence causing the time away. Duration of time away for less than 15 days per year shall not interrupt the fellowship payment. For any durations longer than 15 days GYK and the Presidency may consider temporary suspension, repeal or cancelation of the fellowship. In such a scenario, any stipend paid for this period will have to be returned to BİDEB by the fellow.

• Those who receive fellowship within the scope of this programme cannot receive project incentive bonus (PTI), fees, royalties, and similar financial support from other projects supported by TÜBİTAK at the same time.

• In the case of those who receive or are eligible to receive fellowship from other programmes of TÜBİTAK, this situation should be reported to TÜBİTAK in writing by the fellow. If otherwise determined, the fellow is obliged to pay back the entire fellowship amount to BİDEB along with the legal interest.

• It is essential for the fellows to complete his/her research successfully within the fellowship period assigned by TÜBİTAK and TWAS-UNESCO. If fellows, who are supported for less than the maximum support period wish to extend their fellowship, they should deliver the following documents to BİDEB 2 months before the end date of the fellowship period:
  Request Form for Fellowship Extension. The form must include the summary of the research carried out by the fellow during the period of support and justification for the fellowship extension. The form must be signed by both, the fellow and academic advisor(s) in Türkiye.
  A detailed research report on the studies that will be carried out within the requested period. This report should be prepared in the “Progress Report” format in the Application Forms available on the official programme website.

If the request for extension is deemed appropriate by GYK, it will be finalized with the approval of the TÜBİTAK Presidency and UNESCO-TWAS. The extended period cannot exceed fifty percent of the initially awarded support period of the fellowship.

Once the extension is approved, an official addendum to the TÜBİTAK-TWAS-UNESCO award letter will be sent to the fellow for signing. The signed addendum must be returned to BIDEB and UNESCO-TWAS.

• In case of non-compliance with the obligations, action is taken in accordance with the provisions of this Call Announcement and the Letter of Commitment.

Progress and Final Reports

• In relation to their research, the fellows should upload progress and final reports to the online monitoring system on the dates specified by TÜBİTAK. It is sufficient to upload the reports to the online monitoring system and it is not required to deliver them to BİDEB by post.

• A progress report is not requested from the fellows whose support periods are less than 10 months, and it is sufficient for them to upload their final reports to the online monitoring system on the dates specified by TÜBİTAK. Fellows whose support period is determined as 10 months and more are required to upload progress report(s) every 6 months following the start date of their research and a final report within 2 months of the end date of their research.

• Progress reports can be uploaded to the online monitoring system no more than 10 days after the submission dates specified by TÜBİTAK. In case of any delay of the submission of progress reports, the fellowship payments will not be paid and the fellow will be given an additional period of 2 months. The fellowship payments of the fellows who submit their progress reports within the given time period will continue where they left off. The support given to the fellows who do not submit their progress reports to BİDEB within 2 months without relying on force majeure reasons may be repealed or canceled with the decision of the Group Executive Committee (GYK) and the approval of the Presidency.

• If the final report is not uploaded to the online monitoring system within 2 months following the research end date, the fellow can request additional time with a reasoned and signed petition. If the request is considered appropriate by the GYK, additional time may be given for the completion of the report. The fellowship support of the fellow who does not submit their final reports to BİDEB in the additional time given, can be repealed or canceled by the GYK decision and the approval of the Presidency.

• Progress and final reports are evaluated by academic experts to be assigned by BİDEB. Reports that are not sufficient as a result of the evaluation are requested to be revised within 2 months. The support of the fellow who does not send the necessary revisions within the given time period or whose revised reports are not accepted can be repealed or canceled by the decision of the GYK and with the approval of the Presidency. 

• TÜBİTAK and TWAS-UNESCO support should be stated in the publications within the scope of the programme and, if available, the publication should be uploaded to the online monitoring system in addition to the progress and final reports.

Change of Host Institution, Mentor or Research Title

• In case of a request to change the host institution/organization or the academic advisor(s) in Türkiye, the fellow should apply to BİDEB  submitting the following documents:
  Request Form to Change of Host Institution/Academic Advisor(s). The fellow and the current, and the new academic advisor(s) in Türkiye must be signed the relevant parts of the this form.
  The acceptance letter from the highest authority of the new host university in which the research will be conducted.

If GYK decision approves the request, the transfer can proceed. Following the approval, the Letter of Commitment of the fellow will be renewed.

• In case the fellow requests to make changes on the research title without changing the research subject to which it is entitled to support, the fellow must apply to BİDEB along with a letter of justification signed by the fellow and the academic advisor(s) in Türkiye. With the GYK approval, the research title can be changed.

Suspension and Early Cessation

• In the event of a situation requiring the suspension of fellowship based on force majeure, the fellow and the academic advisor(s) in Türkiyemust apply to BİDEB with a justification within 20 days from the date of the incident. Fellowship support can be suspended if GYK deems appropriate. The suspension period may be up to 12 months during the support period and no payment will be made to the fellow during this period. Upon request of the fellow and the academic advisor(s) in Türkiye regarding the resumption of the discontinued support, if deemed appropriate by the GYK, the fellowship support will recommence and the suspension period will be added to the fellowship period.

• In the event that no request is submitted by the fellow and the academic advisor(s) in Türkiye for the resumption of support within the suspension time, the support of the fellow can be repealed or canceled by the decision of the GYK and with the approval of the Presidency.

• If the fellow wants to leave the programme earlier than the end date of the fellowship without completing the research, the fellow and academic advisor(s) in Türkiye must apply to BİDEB with appropriate justification. In the case of abandonment of the fellowship without successful completion of the programme the following conditions will apply:
  The fellowship stipend will no longer be paid from the date of abandonment. If a payment was already made, the fellow must refund it.
  The final report that is prepared for research results and outputs obtained until the date the research was stopped must be uploaded to the online monitoring system within 2 months.
  The fellowship support will be repealed or canceled by the decision of the GYK and the approval of the Presidency.

• If the fellow completes the research earlier than the end date of the fellowship, the fellow and academic advisor(s) in Türkiye must apply to BİDEB with a justification. In case of early completion of the research the following applies:
  The monthly fellowship payments will not be paid from the date of completion. If a payment was already made, the fellow must refund.
  The support of the fellow is terminated with GYK decision and with the approval of the Presidency, based on the approval of the final report as a result of the monitoring evaluation by scientific experts.

Ethical Rules

• The fellow and the academic advisor(s) in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. Where necessary, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done.

• In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of TÜBİTAK Directive ın Research and Publication Ethics Committee (AYEK).

Other Provisions

• TÜBİTAK will be responsible for a monthly allowance to cover accommodation/living expenses and medical facilities for minor ailments as available in Türkiye at amounts to be specified by TÜBİTAK.

• TWAS will cover one air ticket to reach Türkiye at the beginning of the fellowship and the return journey on completion of the fellowship, and visa related expenses incurred at the start of the programme.

• Candidates must organize their own comprehensive medical insurance for the period of their stay to meet any untoward incidents and major ailments before travelling to Türkiye.

• There is no retroactive payment to the fellows who choose to arrive to Türkiye by their own means before the date on the acceptance letter.

The European Molecular Biology Organization (EMBO) provides various scholarship and support programmes for scientists working in the field of life sciences. These programmes, which are financed by the European Molecular Biology Conference (EMBC) Member States and EMBO / EMBC global partners, provide grant, accommodation and networking support to the researchers.

The EMBO Strategic Installation Grant Board under the leadership of Turkey initiated European Molecular Biology Organization Installation Grants in 2006. The grant aims to support talented young scientists in some developing European Molecular Biology Conference member countries in the field of life sciences such as Turkey, Croatia, Czech Republic, Estonia, Lithuania, Montenegro, Poland and Portugal to establish their research laboratories and continue their scientific studies as group leaders. 159 young researchers benefited from this grant between 2007 and 2025, and 43 of them established their laboratories in Turkey. Important Information:

• EMBO Installation Grantees receive an annual grant of 50,000 euros for three to five years. 35,000 euros of the annual payments will be provided by TÜBİTAK for grantees supported in Turkey and 15,000 euros will be provided by EMBC for the first three years. The final two years are fully covered by TÜBİTAK.

• Grantees can apply for additional small grants of up to 10,000 euros per year from EMBO.

• Grantees can benefit from the extensive networking opportunities and practical support of the EMBO Young Investigator Programme.

• Applicants must be negotiating a full-time group leader position at an institute/university in countries eligible for EMBO Installation Grant by the date of application or have established a laboratory in one of these countries in the last two years.

• Research areas must be compatible with the EMBO study areas.

• Applicants should have received their PhD less than nine years prior to the year of application.

• In the four years prior to their application, applicants should have spent at least two consecutive years outside the country in which they are planning to establish their laboratory.

• Applicants must be able to attend an online interview on October 29th, 2025.

• Applications must be made directly to EMBO through the application system.

TÜBİTAK tarafından Türkiye’deki yürütücülüğü yapılan Avrupa Moleküler Biyoloji Organizasyonu (European Molecular Biology Organisation – EMBO), yaşam bilimleri alanında çalışan bilim insanlarına yönelik çeşitli burs ve destek programları yürütmektedir. Türkiye’nin de üyesi olduğu Avrupa Moleküler Biyoloji Konferansı (European Molecular Biology Conference - EMBC) üye, asosiye ve işbirlikçi ülkeleri tarafından finanse edilen bu programlar araştırmacılara hibe, dolaşım ve bilimsel ağ oluşturma desteği sağlamaktadır.

Avrupa Moleküler Biyoloji Organizasyonu Yerleşim Desteği (Installation Grants), Türkiye’nin öncülüğünde EMBO Stratejik Yerleşim Desteği Kurulu tarafından 2006 yılında başlatılmıştır. Desteğin amacı Türkiye gibi yaşam bilimleri alanında gelişmekte olan bazı Avrupa Moleküler Biyoloji Konferansı üye ülkelerinde (Hırvatistan, Çek Cumhuriyeti, Estonya, Litvanya, Karadağ, Polonya ve Portekiz) yetenekli genç bilim insanlarının araştırma laboratuvarı kurup, grup lideri olarak bilimsel çalışmalarına devam etmelerini sağlamaktır. Bu destekten 2007-2025 yılları arasında 159 genç araştırmacı faydalanmış, onlardan 43’ü laboratuvarlarını Türkiye’de kurmuşlardır. Türkiye’de laboratuvar kurarak EMBO Yerleşim Desteğinden faydalanan tüm araştırmacıların bilgisine buradan erişebilirsiniz.

Önemli Bilgiler:

• EMBO Yerleşim Desteği sahipleri araştırma faaliyetleri için 3 yıldan 5 yıla kadar yıllık 50.000 Avro ile desteklenmektedir. Türkiye’de desteklenmeye hak kazanan araştırmacılar için ödülün 35.000 Avrosu TÜBİTAK tarafından karşılanırken 15.000 Avrosu ilk 3 yıl için EMBC yıllık bütçesinden karşılanmaktadır. 4. ve 5. yıllar için fon desteği TÜBİTAK tarafından karşılanmaktadır.

• Ödül sahipleri senelik 10.000 Avro tutarında ek hibeye başvurabilmektedir.

• Ödül sahipleri, EMBO Genç Araştırmacı Programında yer alan tüm imkânlardan yararlanabilecektir.

• Başvuranlar son iki yıl içinde EMBO Yerleşim Desteğinde yer alan ülkelerde araştırma laboratuvarı kurmuş olmalı veya bu ülkelerdeki bir üniversite/enstitü bünyesinde tam zamanlı grup liderliği pozisyonu için görüşme halinde olmalıdır.

• Araştırma alanları EMBO çalışma alanlarına uygun olmalıdır.

• Başvuranlar, doktora derecelerini başvuru tarihinden en fazla 9 yıl önce almış olmalıdır.

• Başvuranlar başvuru tarihinden önceki 4 yıl içinde başvurunun gerçekleştirileceği ülkeden farklı bir ülkede en az iki yıl geçirmiş olmalıdır.

• Başvuranların 29 Ekim 2025 tarihinde gerçekleşecek olan çevrimiçi mülakata katılmak için engeli olmamalıdır.

• Başvurular doğrudan başvuru sistemi üzerinden EMBO’ya yapılmalıdır.

Bilim ve teknolojiye meraklı herkes için yeni bir buluşma noktası olan Bilim Arnavutköy, düzenlenen törenle kapılarını açtı. Açılış töreni; Sanayi ve Teknoloji Bakanı Mehmet Fatih Kacır, İstanbul Valisi Davut Gül, Arnavutköy Belediye Başkanı Mustafa Candaroğlu, TÜBİTAK Başkanı Prof. Dr. Orhan Aydın ve T3 Vakfı Yönetim Kurulu Başkanı Elvan Kuzucu Hıdır’ın katılımıyla gerçekleştirildi.

"Gençlerimize teknolojiyi doğru kullanacakları atmosferi sağlamayı sürdüreceğiz" 

Sanayi ve Teknoloji Bakanı Mehmet Fatih Kacır, Bilim Arnavutköy'ün açılışında yaptığı konuşmada, "Kadim şehrimiz, göz nurumuz İstanbul’umuzun bilim ve teknoloji ekosistemine yeni bir soluk kazandıracak Bilim Arnavutköy’ün başta Arnavutköylü gençlerimiz olmak üzere, şehrimiz ve ülkemiz için hayırlara vesile olmasını temenni ediyorum" dedi.

Bakan Kacır, 81 ilde kurulan Deneyap Teknoloji Atölyeleri ile 32 binden fazla gencin bilim ve teknolojiyle tanıştığını belirterek, "Robotik kodlamadan, tasarım ve programlamaya, nesnelerin internetinden havacılık ve uzay teknolojilerine kadar pek çok yenilikçi teknoloji alanında, 36 ay süresince ücretsiz eğitim imkânı sunuyoruz" ifadelerini kullandı. Ayrıca, "Sektör Kampüste" programı ile üniversite öğrencilerine güncel sektör bilgileriyle zenginleştirilmiş dersler alma fırsatı sunduklarını belirtti.

Sanayi ve Teknoloji Bakanı Kacır, bilim ve teknoloji kültürünü yaygınlaştırmak adına yürüttükleri çalışmaların güçlü halkalarından birisinin de bilim merkezleri olduğunu belirterek, bu merkezlerin en etkili öğrenmenin gözlem yaparak, görerek, işiterek ve soru sorarak gerçekleştiği anlayışıyla tasarlandığını söyledi. 

Ziyaretçilere ve öğrencilere bilimi bizzat deneyimleyerek keşfetme fırsatı sunduklarını dile getiren Kacır "Bugüne kadar 35 bilim merkezimizi, bilim ve teknoloji ateşini canlı tutmak için bilime gönül vermiş vatandaşlarımızın, gençlerimizin hizmetine sunduk. Ziyarete açık olan bilim merkezlerimizde her yaş grubundan, 15 milyondan fazla vatandaşımızı ağırladık. 36. bilim merkezimizin bugün Arnavutköy'de açılışını gerçekleştiriyor olmanın heyecanı ve mutluluğu içerisindeyiz." dedi.

Bilim Arnavutköy, Doğa Bilimleri, Matematik, Astronomi, Uzay ve Havacılık, Tasarım ve Teknoloji alanlarında 5 temel atölyenin yanı sıra Deneyap Teknoloji Atölyesi, Robotik Kodlama, Yapay Zeka Atölyeleri ve planetaryumu da içerisinde barındırıyor. Merkezin, gençlerin bilim ve teknoloji alanında kendilerini geliştirmeleri için önemli bir fırsat sunduğunu vurgulayan Bakan, "Gençlerimizin hayalleri ve hedefleri bizlerin güçlü yarınları demek. Onlara teknolojiyi doğru kullanacakları ve kendilerini sürekli geliştirecekleri bir atmosfer sağlamaya devam edeceğiz" diye konuştu.

Bilim Arnavutköy’ün sadece atölyelerle sınırlı kalmayacağını belirten Bakan, "Bu yıl sonuna kadar hayata geçireceğimiz 50 Milli Teknoloji Atölyesi ile bilim ve teknoloji yarışmalarına katılan takımların ihtiyaç duyduğu tüm makine, teçhizat ve sarf malzemelerini bir arada sunacağız. Buralarda öğrencilerimiz birlikte çalışarak yenilikçi projeler geliştirecek, takım ruhunu deneyimleyecek ve teknoloji üretme yetkinliklerini artıracaklar" ifadelerini kullandı. 

"Bilimi toplumun her kesimine yaymaya devam ediyoruz"

Törende konuşan TÜBİTAK Başkanı Prof. Dr. Orhan Aydın, TÜBİTAK’ın bilim merkezleri projeleri kapsamında yürüttüğü çalışmalara dikkat çekerek, bu merkezlerin bilime olan ilgiyi artırarak geleceğin bilim insanlarını yetiştirmek için önemli bir rol üstlendiğini ifade etti.

Prof. Dr. Aydın, TÜBİTAK'ın hem sunduğu desteklerle hem de kendi merkez ve enstitülerinde yürüttüğü araştırmalarla bilimsel gelişimi teşvik ettiğini belirterek, "Bilim merkezleri bizim için önemli. Bugün burada 36. bilim merkezimizi açıyoruz. Sanayi ve Teknoloji Bakanlığımızın öncülüğünde bilimi toplumun farklı kesimlerine sevdirmek, öğrencilerimizin farklı seviyelerde bilim ve teknolojiye olan ilgisini artırmak amacıyla çalışmalarımızı sürdürüyoruz" dedi.

Konuşmaların ardından Arnavutköy Belediye Başkanı Mustafa Candaroğlu, Sanayi ve Teknoloji Bakanı Mehmet Fatih Kacır’a bir hediye takdiminde bulundu. Daha sonra ise açılış kurdelesi kesildi.

Törenin ardından protokol üyeleri ve davetliler Bilim Arnavutköy’ü gezerek merkezde yer alan atölyeleri ve sergileri inceledi. 

Bilim Arnavutköy, gençleri bilimle buluşturacak

Sanayi ve Teknoloji Bakanlığı ile TÜBİTAK’ın destekleriyle hayata geçirilen Bilim Arnavutköy, gençlerin bilim ve teknolojiye ilgisini artırmayı amaçlayan interaktif ve deneyimsel öğrenme alanları sunuyor. Doğa Bilimleri, Matematik, Tasarım, Teknoloji, Astronomi, Uzay ve Havacılık, Deneyap, Robotik Kodlama ve Yapay Zeka Atölyeleri gibi birçok interaktif alanın yer aldığı Bilim Arnavutköy, ziyaretçilerine bilim ve teknolojiyi deneyimleme fırsatı sağlıyor.

Bilim Arnavutköy, ortaokul ve lise düzeyindeki öğrencilerin bilimsel düşünme becerilerini geliştirmelerine katkı sağlamayı hedeflerken, öğrencilere dokunarak, yaşayarak ve deneyerek öğrenme fırsatı sunan uygulamalı etkinliklerle bilimle iç içe bir deneyim sunuyor.

Bilim Arnavutköy’ün açılmasıyla birlikte Türkiye genelindeki bilim merkezlerinin sayısı 36’ya ulaşmış oldu. TÜBİTAK, bu merkezlerin sayısını artırmayı ve daha fazla genci bilimle buluşturmayı hedefliyor.

Bilim ve teknoloji meraklılarını ağırlamaya başlayan Bilim Arnavutköy, bilimsel keşiflere ilham verecek etkinlik ve atölyeleriyle ziyaretçilerini bekliyor! 

20-27 Nisan 2024 tarihlerinde Çin’in Shenzhen şehrinde düzenlenen 30 ülkeden 151 öğrencinin katıldığı 58. Mendeleev Kimya Olimpiyatı’nda ülkemizi temsil eden öğrencilerimiz üç Bronz Madalya kazandılar.

TÜBİTAK BİDEB bünyesinde yürütülen 2202 Bilim Olimpiyatları Programı kapsamında ülkemizi temsil eden öğrencilerimizden Macit Arda AYDIN, Kemal ÖZKIRŞEHİRLİ ve Efe OK Bronz Madalya kazandılar.

58. Mendeleev Kimya Olimpiyatı’nda ülkemizi temsil eden geleceğin bilim insanı adayı öğrencilerimizi tebrik ediyoruz. Olimpiyatlara katılan tüm öğrencilerimize, ailelerine, öğretmenlerine, başta Komite Başkanlarımız olmak üzere eğitimlerde görev alan tüm akademisyenlere teşekkür ediyoruz.

Our students representing our country won three Bronze Medals at the 58th Mendeleev Chemistry Olympiad held in Shenzhen, China between April 20-27, 2024 with the participation of 151 students from 30 countries.

Our students Macit Arda AYDIN, Kemal ÖZKIRŞEHİRLİ and Efe OK, who represented our country within the scope of the 2202 Science Olympiads Program carried out within TÜBİTAK BİDEB, won Bronze Medals.

58th Mendeleev Chemistry Olympiad, we congratulate our students who represent our country as future scientists. We would like to thank all our students who participated in the Olympiad, their families, teachers and all academicians who took part in the trainings, especially our Committee Chairs.

27 Nisan-2 Mayıs 2024 tarihlerinde Bulgaristan’ın Varna şehrinde düzenlenen 22 ülkeden 137 öğrencinin katıldığı 41. Balkan Matematik Olimpiyatı’nda ülkemizi temsil eden öğrencilerimiz 3 Altın ve 3 Gümüş Madalya kazandılar.

TÜBİTAK BİDEB bünyesinde yürütülen 2202 Bilim Olimpiyatları Programı kapsamında ülkemizi temsil eden öğrencilerimizden Hakan Gökdoğan, Mehmet Can Baştemir ve Barış Koyuncu Altın Madalya, İrem Gülce Yazgan, Selim Doğan ve Mehmet Burak Gönül ise Gümüş Madalya kazandılar.

Türkiye bu başarıyla 41. Balkan Matematik Olimpiyatı’nda toplam puan sıralamasında 199 puanla 22 ülke arasında Birinci oldu.

Gençlik ve Spor Bakanlığı ile TÜBİTAK işbirliğinde sporda teknolojik girişimciliğin ve spor teknolojilerinin geliştirilmesi ve desteklenmesi amacıyla “BİGG SPOR Ödülleri” yarışması düzenlenmektedir. “BİGG SPOR Ödülleri” yarışması ile spor teknolojilerine ilişkin aşağıda belirtilen alanlarda; yaratıcı, yenilikçi, teknik mükemmeliyete ve rekabet özelliklerine sahip, özgün farklılıkları olan ve ulusal teknolojik birikime katkı sağlayan ürünlerin ödüllendirilmesi ve kamuoyuna tanıtılması hedeflenmektedir. Yarışma jürisinin değerlendirmesi sonucunda belirlenecek 5 firmaya (her firmaya 1.000.000 TL) toplam 5.000.000 TL para ödülü ve ayrıca BİGG SPOR Ödül Belgesi verilecektir.

Within the scope of the Turkey Green Industry Project, carried out by TÜBİTAK and KOSGEB with the support of the World Bank and in coordination with the Ministry of Industry and Technology, the technical assistance services that SMEs will receive to meet the requirements within the scope of compliance with Green Transformation legislation are supported by the 1831 Green Innovation Technology Mentorship Call.  Statement of intent for solution partners that want to provide services within the scope of the Green Innovation Technology Mentorship Call were received until 31.01.2025. The organizations that made statement of intent were evaluated by TÜBİTAK. As a result of the evaluation, the organizations listed below were found suitable to serve SMEs as Solution Partners.
