Application Method

All applicants must register in the Researcher Information System (ARBIS), designed and developed by TÜBİTAK.  After this stage, the applications are made online via e-Bideb. within the announced dates in the call announcement. Applicants must approve their applications until 17.30 p.m. (local time) on the deadline. After closing of system it is not possible to submit any documents or change any information.

Documents uploaded to the application system must be in Turkish or English. Docuaments prepared in other languages must be accompanied by their certified Turkish or English translations.

If there are additional documents, they should be uploaded to the system from the "Additional Documents" module on the application page. There is no need to submit the paper form of the online application documents or any other documents uploaded to the system to BİDEB during the application period.

After the announcement of the support decision of those who are entitled to receive the fellowship, the originals or certified copies of the required documents stated above must be delivered to BİDEB.

Application withdrawal can be done at any stage by an original signed petition stating the year and application period for withdrawal to be sent to BİDEB.

A guide containing important principles and rules regarding the use of Generative Artificial Intelligence (GenAI) has been prepared in order to protect research integrity, data privacy, and the transparency of processes in TÜBİTAK support processes. It is of great importance that you carefully review the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes” before starting the application and research processes.

Application Documents

It is obligatory to upload the following documents to the application system at the time of application;

• The curriculum vitae, prepared in the format determined by TUBITAK,

• A detailed research proposal, prepared in the format determined by TUBITAK, and signed by both applicant and his/her academic advisor(s) in Türkiye,

• An invitation letter taken from the top official of a university or research institute in Türkiye,

• A signed letter from the academic advisor(s) in Türkiye including his/her views about the research proposal,

• Curriculum vitae and list of publications of the his/her academic advisor(s) in Türkiye,

• Language certificate, *

• An official student certificate taken from in the last three months before the application date indicating that the applicant is registered as a doctoral student abroad,

• Doctorate diploma for young post-doctoral researchers,

• Copy of the identity part of the passport,

• Two reference letters taken from those other than the academic advisor(s) in Türkiye,

• If necessary, the relevant Ethics Committee Certificate. **

* This certificate should indicate the language which will be used in the research proposal. It could be an international language certificate, an official document from the home university, in which the medium of instruction is the language using in the proposed research or a signed letter from the academic advisor(s) in Türkiye about the language proficiency of the applicant. It is enough the submission of a signed document state of expression for whose native language is the same as the language, which will be used in the proposed research.

**If it is not ready during the application period, it can be submitted later.

Ön İnceleme

Ön inceleme aşamasında başvuru belgeleri kontrol edilmektedir. Başvuru koşullarından herhangi birini sağlamayan, belgeleri istenilen formatta olmayan, süresi içinde yapılmayan, faks veya elektronik posta ile yapılan başvurular bilimsel değerlendirmeye tabi tutulmadan iade edilir.

Bilimsel Değerlendirme

Bilimsel değerlendirme, alanında uzman panelist/danışmanlar tarafından, değerlendirme kriterleri esas alınarak yapılmaktadır.

Değerlendirme yalnızca sisteme yüklenen belgeler üzerinden yapılmaktadır. Bu nedenle her bir koşula ilişkin belge, açık ve belirlenen içerikte olacak şekilde sisteme yüklenmelidir. (Yalnızca web sayfası linki içeren belgeler dikkate alınmayacaktır.)

Değerlendirme sonuçları GYK tarafından görüşülerek Başkanlığa sunulur. Desteklenecek başvurular ve destek miktarları Başkanlık onayı ile kesinleşir.

Applicants must start their research within 12 months from the date they are entitled to support. Fellowship will not be started for those who have not started their work during the determined period without a valid excuse (health, family issues, force majeure, etc.) which is acceptable by the GYK and they will lose their rights to fellowship for the relevant year and term.

Failure to start research during the determined period because of a valid excuse, the starting date of the research might be extended by the GYK decision in response to the reasoned request of the applicant.

After the arrival to Türkiye and starting the proposed research in the university or research institute, the applicant must send the following documents to BIDEB to start his/her fellowship;

1. The originals or certified copies of the documents stated in the in subparagraphs (b), (c), (d), (f), (g), (h), (i), and (k) from the documents uploaded to the system during the application,

2. Letter of commitment, arranged by TUBITAK, and signed by the applicant and the academic advisor(s) in Türkiye,

3. A letter from the academic advisor(s) in Türkiye, indicating the exact starting date of the research of the applicant,

4. Bank account information of the applicant,

5. If necessary, the relevant Ethics Committee Document.

After the completion of the process, the fellowship is started.

In the case of a wish of those supported less than 12 months to extend the fellowship duration up to 12 months, it needed to apply to BİDEB with the following documents;

• Reasoned request for the extension of the fellowship signed by the fellow and the academic advisor(s) in Türkiye and

• Detailed research report signed by the fellow and the academic advisor(s) in Türkiye.

In case the GYK approves the request, extension is finalized with the approval of the Presidency.

Fellows are obligated to submit one progress and one final report within the specified dates based on the starting date and the duration of their fellowship. These reports must be signed by the fellow and the academic advisor(s) in Türkiye.

Bursiyerlerin, kendilerine tahsis edilen bursa hak kazandıkları tarihten itibaren 12 ay içinde çalışmalarına başlamaları gerekmektedir. Bu süre içinde çalışmalarına GYK tarafından kabul edilecek geçerli bir mazeret (sağlık, ailevi sebepler, mücbir sebep vb.) öne sürmeksizin başlamayanların bursu başlatılmaz ve ilgili dönem için bursiyerlik haklarını kaybederler. Geçerli bir mazeret ile çalışmaya başlanamaması halinde, bursiyerin gerekçeli başvurusu üzerine çalışmaya başlama tarihi GYK kararı ile uzatılabilir.

12 aydan kısa süreyle bu programdan yararlanan bursiyerlerin burs sürelerini en çok 12 aya kadar uzatmak istemeleri durumunda;

• Bursiyerin kendisi ve Türkiye’deki akademik danışmanı/danışmanları tarafından imzalanmış gerekçeli ek süre talep yazısı ve

•  Bursiyerin kendisi ve Türkiye’deki akademik danışmanı/danışmanları tarafından imzalanmış ayrıntılı çalışma raporu

ile BİDEB'e başvurması gerekir. GYK’nın ek süre talebini uygun görmesi halinde Başkanlık onayı ile uzatma kesinleşir.

Liability of Reporting

The fellow and the academic advisor(s) in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. In the case of a necessity, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done. In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of AYEK and ENDEK regulations.

Fellows are obligated to submit one progress and one final report within the specified dates based on the starting date and the duration of their fellowship. These reports must be signed by the fellow and the academic advisor(s) in Türkiye. Progress reports should be sent in the 6th month following the start date of the research and final reports should be sent within 1 month following the ending date of the research. These reports are evaluated by experts in the research field.

Reports disapproved as a result of the evaluation are required to be revised within the given period. Fellowship payments will be stopped if the progress reports are delayed. Fellowship of those who do not submit progress reports within 2 months from the date of suspension or their requested reports after revision are not found sufficient, may be deducted with the GYK decision.

TUBITAK support should be indicated in publications made within the scope of the program (if any) and they must be sent to BİDEB together with progress and final reports.

In the case of a wish the change of the university or research institute in Türkiye, it is requires to apply to BİDEB with a reasoned request for the change, signed by the fellow and the academic advisor(s) in Türkiye. In case the GYK approves the request for the change, replacement is finalized. Thereupon, it needed to take an acceptance letter from the new university or research institute in which the research will be carried out.

In the case of wishing the change of the academic advisor(s) in Türkiye, it is required to apply to BİDEB with a reasoned request for the change, signed by the fellow and the academic advisor(s) in Türkiye. In case the GYK approves the request for the change, reassignment is finalized. Thereupon, it is necessary to take an acceptance letter from the new academic advisor(s) in Türkiye to work together

Liability of Repayment

The fellow is obliged to report all kinds of fellowship or financial support received from another institution in Türkiye during the fellowship period to BIDEB within 15 days from the starting date of the support. If the fellow has some financial support received from another institution in Türkiye, the amount of the support within the scope of this program is separately determined by the GYK. If the fellow wishes to finish his/her research before the end of the fellowship period, the fellow and the academic advisor(s) in Türkiye must inform TUBITAK at least 15 days prior to the departure. No payment is made after the termination of the research.

The fellow has to pursue his/her research studies full-time in the university or research institute in Türkiye during the fellowship period. The fellow is obliged to inform TUBITAK about any short or long-term departures and the duration at least 10 days prior to the departure date. If the fellow leaves Türkiye for more than 15 days during the fellowship period, he/she has to obtain TÜBİTAK’s approval before the departure.  Otherwise, the payment is suspended during the period of absence. The fellow has the right to use annual leave not more than 15 days. Departures shorter than 15 days shall not interrupt the payment. Departures longer than 15 days are discussed in GYK and the fellowship might be temporarily suspended or cut if it is deemed necessary. If extra payment is made, the fellow is obliged to repay this amount to TUBITAK.

If requested, suspension of the fellowship or interruption of the research is possible with the GYK’s approval. The fellowship might be canceled if the research is left or interrupted the research without informing TUBITAK.

Those receiving fellowship under this program cannot receive additional fellowship or support from other programs of TÜBİTAK. In case of violation of this rule, fellowship is canceled.

TÜBİTAK destek süreçlerinde araştırma bütünlüğünü, veri gizliliğini ve süreçlerin şeffaflığını korumak amacıyla, Üretken Yapay Zekâ (ÜYZ) kullanımına ilişkin önemli ilkeleri ve kuralları içeren bir rehber hazırlanmıştır. Başvuru ve araştırma sürecine başlamadan önce “Destek Süreçlerinde Üretken Yapay Zekânın Sorumlu ve Güvenilir Kullanımı Rehberi”ni dikkatle incelemeniz büyük önem arz etmektedir.

Rapor Verme Yükümlülükleri

Bursiyerler, araştırmaları ile ilgili olarak, burslarının başlama tarihinden itibaren desteklendikleri süreye bağlı olarak taahhütnamede belirtilen tarihlerde gelişme ve sonuç raporlarını vermekle yükümlüdürler. Bu raporlarda bursiyerlerin Türkiye’deki akademik danışmanının/danışmanlarının da imzaları bulunmalıdır.

Program kapsamında yapılan yayınlarda TÜBİTAK desteğinin belirtilmesi ve varsa yayın örneğinin gelişme ve sonuç raporlarının ekinde BİDEB’e gönderilmesi gerekmektedir.

Desteklenen bursiyer ve Türkiye’deki akademik danışmanının/danışmanlarının, araştırmanın yürütülmesi sırasında evrensel nitelikli bilimsel araştırma ve bilimsel yayın kurallarına uymak zorundadır. Çalışmanın gerektirmesi halinde varsa ilgili kuruldan Etik Kurul Onay belgesinin, çalışmanın yapılabilmesi için yasal izin gerekmesi halinde ilgili yasal iznin alınması zorunludur. Yukarıda belirtilen kurallara aykırı davranılması halinde ilgililer hakkında AYEK ve ENDEK yönetmelikleri hükümleri uyarınca işlem yapılacaktır.

Araştırmanın yapılacağı Türkiye’deki üniversite veya araştırma kurumunun değiştirilmesinin istenmesi halinde, bursiyer ve Türkiye’deki akademik danışmanının/danışmanlarının birlikte yapacağı gerekçeli başvuru GYK tarafından değerlendirilir ve GYK kararı ile ev sahibi kurum/kuruluş değiştirilebilir. Ev sahibi kurum/kuruluşun değiştirilmesi durumunda yeni ev sahibi kurum/kuruluştan kabul yazısı alınması gerekir.

Türkiye’deki akademik danışmanın değiştirilmesinin istenmesi halinde bursiyer ve Türkiye’deki akademik danışmanının/danışmanlarının birlikte yapacağı gerekçeli başvuru GYK tarafından değerlendirilir. Akademik danışman değişikliği durumunda yeni akademik danışmandan birlikte çalışma yapılacağına ilişkin kabul yazısı alınır.
 

 Geri Ödeme Yükümlülükleri

Bursiyer, bu program çerçevesinde desteklendiği süre içinde Türkiye’de başka bir kaynaktan aldığı her türlü burs veya mali desteği, bu desteğin başladığı tarihten itibaren 15 gün içinde BİDEB'e bildirmekle yükümlüdür. Bursiyerin başka bir yerden maddi destek alması durumunda, kendisine yapılacak ödeme GYK tarafından ayrıca belirlenir. Bursiyerin süresi bitmeden çalışmalarını sonlandırmak istemesi durumunda, kendisinin veya ilgili danışmanın bu durumu Kurum’a en az 15 gün önceden bildirmesi gerekmektedir. Bursiyere, araştırma programından ayrıldığı aydan sonra burs ödemesi yapılmaz.

Bursiyerler, program kapsamında desteklendikleri süre boyunca araştırmalarını tam zamanlı olarak sürdürmek zorundadırlar. Bursiyer, görevinden kısa veya uzun süreli olarak ayrıldığını ve ayrılış süresini BİDEB’e söz konusu durumun ortaya çıktığı tarihi izleyen en geç 10 (on) gün içerisinde bildirmekle yükümlüdür. Araştırma süresince bir kez olmak koşuluyla 15 günü aşmayan görevden ayrılışlar ödemeyi aksatmaz. Daha uzun süreli ayrılışlarda durum GYK tarafından değerlendirilir; gerekli görülürse destek geçici olarak durdurulur veya kesilir. Fazladan yapılmış ödeme varsa bursiyer bu miktarı kuruma geri ödemekle yükümlüdür.

Talep edilmesi halinde bursun dondurulması veya çalışmaya ara verilmesi GYK kararı ile mümkündür. Kuruma haber verilmeden araştırmanın bırakılması veya ara verilmesi halinde burs iptal edilebilir.

Bu program kapsamında burs alanlar, aynı anda TÜBİTAK’ın diğer programlarından burs veya destek alamaz. Bu kurala aykırı davranılması durumunda bursiyerin bursu iptal edilir.

The aim of the Short-Term Support Module is to support short-term, small-budget research and development projects to be carried out in universities, research hospitals and research institutes.

Projects as complementary support and the need for support for the device breakdown and maintenance/repair expenses have been excluded from the scope of the Module.

PROJECT DURATION

Maximum project duration is 12 months.

PROJECT BUDGET

As of February 1, 2026 the budget limit (including the scholarship) is 150.000 TRY per year. Project Incentive Bonus (PTİ) payments are not made to principal investigators, researchers and consultants within the scope of this module. The upper limits for scholarships are given below.

Scholarship Upper Limits

Hızlı Destek Modülünün amacı; üniversitelerde, araştırma hastanelerinde ve araştırma enstitülerinde yürütülecek kısa süreli, küçük bütçeli, hızlı araştırma ihtiyaçlarına yönelik veya doktora tezi kapsamındaki araştırma ve geliştirme projelerine destek sağlamaktır. 

• Tamamlayıcı nitelikteki çalışmalar (TÜBİTAK destek programları kapsamında yürütülen projelerde veya TÜBİTAK destek programları kapsamı dışında başka kurum/kuruluşların desteği ile yürütülmekte olan projelerde ortaya çıkan tamamlayıcı bir gereksinimin giderilmesi amacına yönelik ilave kaynak talebinde bulunulan çalışmalar
• Cihaz bozulması, bakım/onarım gideri kapsamında destek ihtiyacı gerekçesiyle sunulan projeler

PROJE BÜTÇESİ

1 Şubat 2026 itibariyle, proje destek üst limiti (burs dahil) yıllık 150.000 TL’dir. Bu modül kapsamında yürütücü, araştırmacı ve danışmanlara PTİ ödemesi yapılmamaktadır. Burslar ile ilgili üst sınırlar, 1 Ocak 2026 tarihinden itibaren geçerli olmak üzere aşağıda verilmiştir:

KKTC'de yerleşik üniversiteler, ilgili protokol kapsamında bu destek programına başvuru yapabilirler. Bu kapsamda sunulacak proje önerilerinin "Öncelikli Ar-Ge ve Yenilik Konuları"ndan en az biri ile uyumlu olması gerekmektedir. Aksi takdirde proje önerileri KKTC tarafından desteklenmeyecektir.

KKTC’deki araştırmacılar tarafından sunulacak proje önerileri için elektronik imza talep edilmeyecek olup, elektronik başvuru sonrasında çevrim içi başvuru sistemi tarafından oluşturulan başvuru çıktısının ıslak imzalı olarak Kurumumuza (*) ulaştırılması gerekmektedir. Islak imza kopya ulaşmadan değerlendirme süreci başlamayacaktır.

Within the scope of the program, the young researchers are provided with the following support;

• Monthly fellowship (stipend) to cover living costs in Türkiye;

• Visa costs at the start of the program;

• Air ticket to (Tickets to reach Türkiye at the beginning of the fellowship and the return journey on completion of the fellowship)

Amount and Duration of the Support

• For doctoral students: A monthly stipend of 32.500 Turkish Liras and the duration of the support is minimum 6 months and maximum 12 months.

• For postdoctoral researchers: A monthly stipend of 43.500 Turkish Liras the duration of the support is minimum 6 months and maximum 36 months.

Program kapsamında genç araştırmacılara aşağıdaki destekler sağlanmaktadır;

• Türkiye’deki yaşam masraflarını karşılamak için aylık burs;

• Programın başlangıcındaki vize masrafları;

• Uçak bileti (Burs başlangıcında Türkiye’ye ulaşım ve burs bitiminde ülkesine dönüş bileti)
   

Burs Miktarı ve Süresi

• Doktora öğrencileri için: Aylık 32.500 Türk Lirası burs. Destek süresi en az 6 ay en fazla 12 aydır.

• Doktora sonrası araştırmacılar için: Aylık 43.500 Türk Lirası burs. Destek süresi en az 6 ay en fazla 36 aydır.

• Be permanent residents and nationals of a developing country other than the host country (the dual citizens, the individuals who renounced Turkish citizenship for any reason are not eligible for the application). • Candidates from Science and Technology Lagging countries (STLC) and women are especially encouraged to apply. For the list of STLC, please see https://twas.org/66-countries.

• Must not hold any visa for temporary or permanent residency in Türkiyeor any developed country;

• Not currently residing in the host country (Türkiye);

• Having a passport (expired passports can be also accepted);

• Having an English proficiency certificate;*

• Having an official acceptance at an eligible department, institution or laboratory of a public or foundation university in Türkiye or TÜBİTAK Research Centers and Institutes*;

• Not taking up other assignments during the fellowship period;

• Not previously supported under this programme and 2216 – Research Fellowship Programme for International Researchers;

• Candidates may apply for only one programme per calendar year in the TWAS and OWSD portfolio. Applicants will not be eligible to visit another institution in that year under the TWAS Visiting Professor programmes. One exception: The head of an institution who invites an external scholar to share his/her expertise under the TWAS Visiting Professor programmes may still apply for another programme;

• Being financially responsible for any accompanying family members;

• Committing to return to the home country on completion of the fellowship.

For doctoral students;

• Holding a Master’s or equivalent degree in natural and related applied sciences (in the fields specified in the call text);

• By the deadline date of the application, having registered to a doctoral in natural and related applied sciences (in the fields specified in the call text), in a higher education institution in the home country or another developing country. S/he must have successfully passed the  PhD qualifying exam or be  in an advanced stage of their PhD research in natural and related applied sciences (in the fields specified in the call text) taken in the last three months before the application date);

• Being 35 years old or younger on 31 December of the application year.

For post-doctoral researchers;

• Holding a PhD degree in natural and applied sciences (in the fields specified in the call text);**

• Being employed in a developing country (other than the host country) and hold a research assignment there;

• Being 45 years old or younger on 31 December of the application year. 

• *Requests for acceptance must be directed to the chosen host institution(s) in Türkiye, and NOT to TÜBİTAK without preliminary acceptance, the application will not be considered for selection.

*If the medium of education was not English: provide any English test result (national or international) or a home university-issued letter certifying the knowledge of the language. If medium of education was English, please write a brief statement indicating what type of education was in English, e.g. high school, BSc or MSc degrees. Please note that reference letters for English competence will not be accepted.

**Requests for acceptance must be directed to the chosen host institution(s) in Türkiye NOT to TÜBİTAK. Without preliminary acceptance, the application will not be considered for selection. The acceptance letter must be written on the letterhead of the inviting institution and signed by the highest authority of the Host Institute in Türkiye. For the definition of the institution’s highest authority, please see the 11. Definitions and Abbreviations section. The maximum number of academic advisors in Türkiye can be 2 (two). Those having received their PhD from a university in Türkiye are required to receive an acceptance from a university other than the one where they received their doctorate degree, and carry out their research with an academic advisor(s) other than their doctoral thesis advisor.

• Başvuru sahipleri, TWAS ve OWSD portföyünde her çağrı takvimi için yalnızca bir programa başvuru yapabilirler. Başvuru sahipleri aynı yıl TWAS Misafir Profesör programlarına başvuru yapamazlar. Bir istisna olarak: TWAS Misafir Profesör programları kapsamında dışarıdan bir akademisyen davet eden kurumun başkanı başka bir programa başvuru yapabilir.

• Aile üyelerinden herhangi birinden mali olarak sorumlu olmak;

• Burs bitiminden sonra kendi ülkesine dönmeyi taahhüt etmek.

Doktora öğrencileri için;

• Doğa ve ilgili uygulamalı bilimlerde yüksek lisans veya eşdeğeri bir dereceye sahip olmak (sadece çağrı metninde belirtilen alanlar için geçerlidir);

• Başvuru son tarihi itibariyle çağrı metninde belirtilen doğa ve ilgili uygulamalı bilimler alanında gelişmekte olan ülkelerde bir doktora programına kayıtlı olmak. Başvuru sahipleri, başvuru tarihinden önceki üç ay içinde doktora yeterlik sınavını geçmiş veya doktora araştırmasında olduklarını belgelendirmelidir.

• Başvuru yılının 31 Aralık tarihi itibariyle 35 yaşını doldurmamış olmak.

Doktora sonrası araştırmacılar için;

• Doğa ve ilgili uygulamalı bilimlerde doktora derecesine sahip olmak (sadece çağrı metninde belirtilen alanlar için geçerlidir);**

• Gelişmekte olan bir ülkede (ev sahibi ülke dışında) çalışıyor ve burada araştırma görevinde bulunuyor olmak;

• Başvuru yılının 31 Aralık tarihi itibariyle 45 yaşını doldurmamış olmak.

*Eğitim dili İngilizce değilse: herhangi bir İngilizce sınav sonucu (ulusal veya uluslararası) veya üniversiteniz tarafından düzenlenmiş, dil bilgisine dair bir resmi belge sunmanız gerekmektedir. Eğitim dili İngilizce ise, lütfen hangi tür eğitimin İngilizce olduğunu belirten kısa bir açıklama yazınız, örneğin lise, lisans veya yüksek lisans dereceleri. İngilizce yeterliliğine dair referans mektuplarının kabul edilmemektedir.

**Kabul talepleri TÜBİTAK’a değil, doğrudan araştırmanın yürütülmek istendiği ev sahibi kuruma yapılmalıdır. Ön kabul olmadan başvuru yapanlar değerlendirmeye tabi tutulmayacaklardır. Davet mektubu; davet eden kurum/kuruluşun antetli kağıdına yazılmış ve söz konusu kurumun en üst yetkilisi tarafından imzalanmış olmalıdır. En üst yetkili tanımı için lütfen 11.Tanım ve Kısaltmalar başlığına bakınız. Türkiye’deki akademik danışman en fazla 2 (iki) olabilir. Doktora derecesini Türkiye’deki bir üniversiteden almış olanların, doktora derecesini aldıkları üniversite dışında bir üniversiteden kabul almaları ve araştırmalarını doktora tez danışmanı dışında bir akademik danışman ile birlikte yürütmeleri gerekmekledir.

• To be able to submit the online application form to TÜBİTAK, the candidate must first create a profile on the platform in the TÜBİTAK Researcher Information System (ARBIS).

• Applications are submitted online via the TÜBİTAK online application system through TYBS within the dates indicated in the call announcement.

• Please make sure that you upload all required documents in the online application system. The application system will be open during the application period. You can make changes in your information and upload new documents before confirming your application.

• Documents to be uploaded to the application system must be in English.

• Documents without signature are not accepted.

• Acceptance Letter must be taken from the highest authority of the host institution. The highest authority of the host institution is the rector or the authorized vice-chancellor public universities; the person authorized by the board of trustees in the foundation universities; the director of the center in case of a research infrastructure that is qualified under the Law No. 6550.

• All application documents must be prepared according to the template of TÜBA-TÜBİTAK. Documents in different formats will not be accepted. For the templates, please see the “application forms”.

• Support payments of the fellow will be initiated based on the starting date of the research. The start date of the research must be the first day of the month in which the research will start.

• Fellowship payments are paid within the first 10 days of the following month to TRY bank accounts on the names of fellows based on the information given in the letter of commitment by the fellow.

• Candidates must organize their own comprehensive medical insurance for the period of their stay to meet any untoward incidents and major ailments before travelling to Türkiye.

• There is no retroactive payment to the fellows who choose to arrive to Türkiye by their own means before the date on the acceptance letter.

• Programa başvuru yapacak araştırmacıların ve danışman(lar)ının Araştırmacı Bilgi Sistemi’ndeki (ARBIS) bilgileri çevrimiçi başvurudan önce güncel olmalıdır.

• Başvurular, çağrı duyurusunda ilan edilen tarihler içerisinde TYBS adresi üzerinden çevrimiçi olarak yapılır.

• Başvuru belgelerinin eksiksiz olarak çevrimiçi başvuru sistemine yüklenmesi gerekmektedir. Başvuru süresince başvuru sistemi açık kalacaktır. Bu süre içerisinde, başvurunuzu onaylamadan önce bilgilerinizde değişiklik yapabilir ve yeni evrak yükleyebilirsiniz.

• Başvuru aşamasında belgelerin sisteme yüklenmesi yeterlidir, posta yoluyla BİDEB’e ulaştırılması gerekmez.

• Başvuru sistemine yüklenecek belgelerin Türkçe veya İngilizce olması gerekmektedir. Diğer dillerde hazırlanmış belgelerin onaylı Türkçe veya İngilizce tercümeleri yüklenmelidir.

• İmzasız belgeler kabul edilmemektedir.

• Başvuru dönemi içerisinde geri çekme işlemi sistem üzerinden onay kaldırılarak yapılabilir. Başvuru dönemi bittikten sonra değerlendirme aşamasında geri çekme işlemi için başvuru yılı ve dönemini belirten imzalı bir dilekçenin BİDEB adresine gönderilmesi gerekmektedir. Dilekçenin BİDEB’ e ulaşmasını takiben güncelleme işlemi yapılmaktadır.

• Özbekistan’da daimi ikamet eden Özbek vatandaşı olmak (çifte vatandaşlık sahibi olanlar, T.C. vatandaşlığından herhangi bir nedenle ayrılmış olanlar başvuramaz),

• Başka bir ülkede geçici veya kalıcı ikamet için herhangi bir vizeye sahip olmamak,

• Halihazırda Türkiye’de bulunmuyor olmak,

• Özbek Hükümeti kamu kurumlarından, Özbekistan Üniversitelerinden veya Özbekistan Bilimler Akademisinden referans mektubu almış olmak,

• Başvuracak adayların Türkiye’deki bir devlet üniversitesi veya kamu kurumları araştırma merkezlerinden davet almış olmak*,

Doktora Sırası Araştırmacılar İçin:

• Son başvuru tarihi itibariyle Özbekistan yükseköğrenim kurumlarından birinde bu çağrı metninde belirtilen alanlardan birinde doktora programına kayıtlı olup, doktora yeterlilik sınavını geçmiş/tez aşamasında olmak,

• Başvuru yılının 31 Aralık itibariyle 35 yaşını doldurmamış olmak,

Doktora Sonrası Araştırmacılar İçin

• Bu çağrı metninde belirtilen alanlardan birinden doktora derecesine sahip olmak,

• Başvuru yılının 31 Aralık itibariyle 45 yaşını doldurmamış olmak.

*Bu programa mahsus olmak üzere seçilecek bursiyerlerin araştırma yapılacakları kurumu ve danışmanı olacak bilim insanını belirleme yetkisi bu burs kapsamında oluşturulacak TÜBA - TÜBİTAK Özbekistan Aziz Sancar Bursu Seçici Kurulu’ndadır.
