The Clean Energy Transition Partnership (CETPartnership) is a Co-funded Partnership project supported under the Horizon Europe Programme’s Cluster 5: Climate, Energy, and Mobility. Through CETPartnership, the aim is to implement research, development, and innovation (RDI) projects that contribute to the clean energy transition across Europe. Within the scope of the initiative, projects selected through an international evaluation process will be funded by national funding agencies of the participating countries. This collaborative approach enables the alignment of national and European efforts in advancing the energy transition and accelerating the development of sustainable energy technologies.

For project proposals to be prepared within the scope of the call modules, it is mandatory to comply with both the international eligibility criteria and the national rules and conditions of the partner countries. Within the scope of the call, the international consortium submitting the project must consist of partners from at least three different countries (at least two of which must be EU member states or Horizon Europe Associated Countries) that declare their participation in the CETPartnership call modules to be applied for. Each partner will be supported by the funding agency of their respective country

Proposals from following areas will be accepted:

• Multi-vector interactions between the integrated energy system and industrial frameworks 
• Energy system flexibility: renewables production, storage and system integration
• Advanced renewable energy (RE) technologies for power production (ROA &IOA) 
• Carbon capture, utilisation and storage (CCUS) 
• Hydrogen and renewable fuels 
• Heating and cooling technologies 
• Integrated regional energy systems 
• Integrated industrial energy systems 
• Clean energy integration in the built environment 

National Applications are made through TÜBİTAK Online Application system.

International Applications are made through CETPartnership Submission Platform

Deadline for the first stage of international proposal submission (pre-proposal):  9 October 2025 (14:00 CET)

The deadline for the second stage national application, to be carried out through TÜBİTAK PBS for projects with positive results in the international evaluation of the second stage, will be announced by TÜBİTAK to the relevant parties at a later date.

Temiz Enerji Geçişi Ortaklığı (Clean Energy Transition Partnership-CETPartnership), Ufuk Avrupa Programının bileşenleri altında yer alan İklim, Enerji ve Mobilite Kümesi kapsamında desteklenen bir Co-funded Partnership (Ortak Fonlama Ortaklığı) projesidir. Temiz Enerji Geçişi Ortaklığı (CETPartnership) aracılığıyla, Avrupa çapındaki temiz enerjiye geçiş sürecine hizmet sağlayacak ARGE ve Yenilik projelerinin hayata geçirilmesi amaçlanmaktadır. Bu kapsamda, desteklenecek projeler, uluslararası bir hakem kurulu tarafından değerlendirildikten sonra, ülkelerin ulusal fonlama kuruluşları tarafından finanse edilecektir.

Çağrı kapsamında hazırlanacak proje önerilerinde, hem uluslararası çağrı başvuru koşullarına hem de ortak ülkelerin ulusal kural ve koşullarına uyma zorunluluğu bulunmaktadır.  Çağrı kapsamında, proje sunacak uluslararası konsorsiyumun, başvurulacak CETPartnership çağrı modülüne katıldığını beyan eden en az üç farklı ülkeden (en az ikisi AB üyesi veya Ufuk Avrupa Asosiye ülkeden olmak üzere) ortaktan oluşması gerekmektedir. Her ortak yerleşik bulunduğu ülkenin fonlayıcı kuruluşu tarafından desteklenecektir. 

Çağrı kapsamında aşağıdaki alanlarda başvuru gerçekleştirilebilecektir:

• Entegre enerji sistemi ile endüstriyel çerçeveler arasındaki çok vektörlü etkileşimler
• Enerji sistemi esnekliği: yenilenebilir enerji üretimi, depolama ve sistem entegrasyonu
• Güç üretimi için gelişmiş yenilenebilir enerji teknolojileri (Araştırma (A) ya da Yenilik (B) Odaklı Yaklaşım)
• Karbon yakalama, kullanımı ve depolama (CCUS)
• Hidrojen ve yenilenebilir yakıtlar
• Isıtma ve soğutma teknolojileri
• Entegre bölgesel enerji sistemleri
• Entegre endüstriyel enerji sistemleri
• Yapılı çevrede temiz enerji entegrasyonu

• Ulusal Başvurular TÜBİTAK Proje Başvuru Sisteminden gerçekleştirilmektedir.

The call aims to support sustainability-focused, interdisciplinary and solution-oriented projects that address urgent research needs and topics related to ocean and marine biodiversity and its continuity. Within the scope of the call, research proposals that include at least one of the following three thematic areas are expected to be submitted:

• Theme 1: Biodiversity Conservation and Nature-Based Solutions 

• Theme 2: Ocean-Biodiversity-Climate Integration 

• Theme 3: Nature Futures, Ocean Governance, and Ethics for Sustainability

International consortia that submit projects within the scope of the call must include institutions or organisations from at least 3 different call partner countries.

• It is required for the International submissions to be made with all of the necessary forms and documents to the https://bfgo.org website. The deadline for submissions is the 5 March 2026 (20:00 UTC).

• The project proposals that also have a partner from Türkiye shall submit their applications to the https://uidb-pbs.tubitak.gov.tr/ website latest on the 9 March 2026 at 23:59 (UTC+3). 

Project proposals submitted from our country within the scope of the relevant CRA will be supported within the scope of the Support Program for Increasing the Capacity to Benefit from TÜBİTAK 1071 International Research Funds and Participation in International R&D Collaborations. Since the application will be returned without being evaluated in case of non-compliance with the application rules, the national application rules must be examined in detail before applying to the application rules.

Belmont Forum Okyanus Ortak Araştırma Aksiyonu 2. Çağrısı ile okyanus ve deniz biyoçeşitliliğine ilişkin acil araştırma ihtiyaçlarını ele alan, sürdürülebilirlik odaklı, disiplinlerarası ve çözüm odaklı projelerin desteklenmesi hedeflenmektedir. Çağrı kapsamında, aşağıdaki üç tematik alandan en az birini içeren araştırma önerilerinin sunulması beklenmektedir:

• Tema 1: Biyoçeşitliliğin Korunması ve Doğa Tabanlı Çözümler (Biodiversity Conservation and Nature-Based Solutions)

• Tema 2: Okyanus – Biyoçeşitlilik – İklim Entegrasyonu (Ocean-Biodiversity-Climate Integration)

• Tema 3: Doğayla Uyumlu Gelecek Senaryoları, Okyanus Yönetişimi ve Sürdürülebilirlik Etiği (Nature Futures, Ocean Governance, and Ethics for Sustainability)

Söz konusu çağrı kapsamında proje sunacak uluslararası konsorsiyumların en az 3 farklı çağrı ortağı ülkeden kurum/kuruluş içermesi gerekmektedir.

• Uluslararası başvuruların gerekli tüm bilgi ve formlarla birlikte İngilizce olarak https://bfgo.org adresinden 5 Mart 2026 (20:00 UTC) tarihine kadar yapılması gerekmektedir 

• Türkiye’den ortakların yer alacağı projeler için uluslararası başvurunun yanı sıra https://uidb-pbs.tubitak.gov.tr/ adresinden 9 Mart 2026 saat 23:59 (TSİ)’a kadar ulusal ön başvuru yapılmalıdır.

Söz konusu çağrı kapsamında ülkemizden sunulacak proje önerileri, TÜBİTAK 1071 Uluslararası Araştırma Fonlarında Yararlanma Kapasitesinin ve Uluslararası Ar-Ge İşbirliklerine Katılımın Artırılmasına Yönelik Destek Programı kapsamında desteklenecektir. Başvuru kurallarına uyulmaması durumunda başvurunun değerlendirilmeye alınmadan iade edilmesi söz konusu olduğundan, başvuru kurallarına başvuru öncesinde ulusal başvuru kurallarının detaylı bir şekilde incelenmesi gerekmektedir.

2236-A programı kapsamında Avrupa Komisyonu tarafından Ufuk Avrupa MSCA COFUND programı 2023 yılı çağrısında desteklenen CoCirculation3 projesi için 2025, 2026 ve 2027 yılı olmak üzere 3 çağrıya çıkılacaktır. Bu program, dünyanın dört bir yanından deneyimli araştırmacıların Türkiye’nin önde gelen akademik ve akademi dışı kurumlarında yüksek nitelikli araştırmalar yürütmesini amaçlamaktadır.

Program, Türkiye Araştırma Alanı (TARAL) içerisinde yer alan akademi dışı bir kuruluşta isteğe bağlı olarak en fazla 12 ay ek dönem seçeneğiyle birlikte, en fazla 24 aya kadar gelen araştırmacı bursları sunmaktadır. Gelişmiş eğitimler, uluslararası işbirlikleri ve sektörler arası geçişler yoluyla CoCirculation3, araştırmacıların mesleki gelişimini desteklemekte ve disiplinler ile sektörler arasında bilgi aktarımını teşvik etmektedir. Küresel yetenekleri Türkiye’ye çekerek, ülkenin araştırma ve yenilik ekosisteminin güçlenmesine katkıda bulunmaktadır.

CoCirculation3 is a prestigious postdoctoral fellowship program co-funded by the European Commission under the Horizon Europe MSCA COFUND scheme and implemented by TÜBİTAK. With a total budget of €15 million—the highest level of funding awarded under the 2023 COFUND call—the program aims to support experienced researchers from around the world in carrying out high-quality research at Türkiye’s leading academic and non-academic institutions.

The program offers incoming mobility fellowships for up to 24 months, with an optional additional period of up to 12 months in a non-academic organization within the Turkish Research Area. Through advanced training, international collaboration, and intersectoral exchange, CoCirculation3 enhances researchers’ professional development and promotes knowledge transfer across disciplines and sectors. By attracting global talent, the program contributes to strengthening Türkiye’s research and innovation ecosystem.

Under the 2236-A program, three calls will be launched in 2025, 2026, and 2027 for the CoCirculation3 project.
The 2025 call under the CoCirculation3 project will be open from 1 September 2025 to 1 December 2025.

2236-A Uluslararası Deneyimli Araştırmacı Dolaşım Programı şu noktalarda katkı sağlamaktır:

• Doktora sonrası araştırmacıların projelerini Türkiye’nin önde gelen akademik veya sanayi kurumlarında yürütmesini desteklemek.

• Türkiye’yi doktora sonrası araştırmacılar için cazibe merkezi haline getirmek.

• Yurda dönüş yapmak isteyen nitelikli araştırmacılara destek sunmak.

• Ar-Ge insan kaynağının gelişimine katkıda bulunmak.

• Uluslararası ve sektörler arası araştırmacı dolaşımını desteklemek.

• Araştırmacıların kariyer gelişimlerini araştırma ve eğitim imkanlarıyla desteklemek.

Co-funded Brain Circulation Scheme3 (CoCirculation3) is to contribute to the following:

• Supporting postdoctoral researchers in conducting their projects at leading academic or industrial institutions in Türkiye.
• Making Türkiye an attractive destination for postdoctoral researchers.
• Providing support to qualified researchers wishing to return to Türkiye.
• Contributing to the development of Türkiye’s R&D human resources.
• Promoting international and intersectoral mobility of researchers.
• Supporting the career development of researchers through research and training opportunities.

2236-A Uluslararası Deneyimli Araştırmacı Dolaşım Programı (CoCirculation 3) kapsamında destek kazanan araştırmacılara aşağıdaki destekler sağlanmaktadır.

*Türkiye'deki vergi sistemi artan oranlıdır. Başka bir deyişle, geliriniz arttıkça ödediğiniz vergi oranı da artar. 2025 yılı bireysel vergi oranları %15 ile %40 arasında değişmektedir.

** Kişi başına aylık 50 Avro olarak sağlanan seyahat ödeneği, bursiyerin ikamet ettiği ülkeden Türkiye’ye yapacağı tek yön uçak bileti masrafını karşılamak üzere, toplamda 1200 Avroya ulaşacak şekilde planlanmıştır.)

Under Co-funded Brain Circulation Scheme3 (CoCirculation3), the following types of support are provided to the selected researchers.

The tax system in Türkiye is progressive. In other words, the higher your income, the higher the rate at which you will pay tax. 2025 Individual tax rates vary from 15% - 40%.

In general fellows’ monthly net salary calculated as below;
Net salary = Gross salary (€ 3980 * exchange rate of Euro - Turkish Lira) – Total deductions (Social Security Premium Employee’s Share (including Unemployment Insurance) + Income Tax + Stamp Tax+ Social Security Premium Employer’s Allocation (including Unemployment Insurance). 

According to above information a fellow approximately may be paid a salary of € 1,850 to € 2,400 per month. Plus € 390 to € 510 per month family allowance.
