Projenin hedef aldığı kesim yeşil teknoloji, ürün veya süreçlerin geliştirilmesine yönelik yeşil yenilik faaliyetlerinde bulunan Türkiye’de yerleşik sermaye şirketleridir. Başvuru yapabilecek kuruluşlar KOBİ'ler ve büyük ölçekli kuruluşlar olabilecektir.

Çağrıya ortaklı başvuru alınabilecek olup en fazla üç ortaklı başvuru yapılabilecektir.

Takvim yılı içerisinde iki dönem tanımlanmıştır. Birinci dönem 1 Ocak – 30 Haziran, ikinci dönem 1 Temmuz – 31 Aralık tarih aralıklarını kapsar. Yapılan çalışmalar, öngörülen hedefe göre ilerleme durumu ve giderler, Dönem Raporları ile TÜBİTAK’a sunulur. Projenin dönem raporu, izleyici görüşleri ve proje önerisi dikkate alınarak gerektiğinde GYK tarafından izlenir.

With the support of the World Bank, 450 million dollars of financing has been allocated to the Turkish Green Industry Project, which is carried out by TÜBİTAK and KOSGEB under the coordination of the Ministry of Industry and Technology. Within the scope of the project, TÜBİTAK - TEYDEB will support the green transformation of the industry throughout the project with a financing of 175 million dollars. Different types of calls will be open by TÜBİTAK within the scope of the Türkiye Green Industry Project, which will last for 6 years. One of these calls is the SAYEM Green Transformation Call.

Within the scope of the call, private sector, university, and public collaboration will be supported to create innovation platforms, forming a technology ecosystem for Research and Development (R&D) and Innovation Networks focused on industry. These networks aim to contribute to the sustainable growth of our country by developing high-value-added products or product groups. Under the leadership of the private sector and in collaboration with universities and the public sector, the establishment of a specialized R&D and Innovation Platform is encouraged. Through this platform, the creation of Productization Roadmaps (ÜYH) and support for Productization Programs (ÜPG) aimed at developing products or product groups for green transformation within the framework of these roadmaps will be facilitated. Consortium applications within the platform structure will be accepted for this call. The conditions for becoming the platform coordinator are specified in the call announcement.

Projects that are compatible with the R&D and Innovation Topics within the scope of the Türkiye Green Industry Project are included in the call text. Click here to access the scope.

The support period is max. 36 months, and the upper limit for a program proposal per platform is 300,000,000 TL. Private sector organizations participating in the platform can receive support both as grants and interest-free reimbursable support, while universities and research institutions are eligible for 100% grant support. The budgetary upper limit for organizations involved in the platform is 15 million TL for SMEs, 60 million TL for large-scale enterprises, and 10 million TL for universities and research institutions.

1 – TEKNOLOJİ TRANSFERİ KONUSU

TÜBİTAK tarafından geliştirilen "Ultrasonik Görüntüleme Fantomu" teknolojinin yapma bilgisi (know-how) TÜBİTAK Fikrî Mülkiyet Haklarının Yönetimine ve Teknoloji Transferine İlişkin Yönetmeliğe uygun olarak, basit lisanslama yöntemi ile teknoloji transfer bedeli karşılığında, 5 (beş) yıllığına transfer edilecektir. Kurumumuz tarafından aranan şartları sağlayan tüm istekliler, teknoloji transfer başvurusunda bulunabilir.

3 - TEKNOLOJİ TANITIM BİLGİLERİ

Transfere konu teknoloji, sağlık kuruluşlarında kullanılan ultrasonografi cihazlarının kalibrasyonunda kullanılmak üzere bir ultrasonik görüntüleme fantomudur. Geliştirilen bu referans test malzemesi ile sağlık kuruluşlarında ve/veya doktor muayenehanelerinde bulunan cihazlarının doğrulamaları yerinde ve hızlı bir şekilde yapılabilmektedir. 

Teknoloji Transfer Paketi’nin içeriği başvuru sahipleri ile Gizlilik Anlaşması imzalandıktan sonra paylaşılacaktır.

4 - BAŞVURU ŞARTLARI

• İsteklilerin Sağlaması Gereken Şartlar

1. Teknolojiyi transfer edecek ve kullanacak firmaların başvuru esnasında ticari bir şirket hüviyetinde kurulmuş olması gerekmektedir.

2. Yukarıdaki maddede belirtilenden farklı bir tüzel kişiliğe ve/veya hukuki statüye haiz olan istekliler tarafından sağlanması gereken şartlar TÜBİTAK tarafından belirlenecektir.

• İstekliler Tarafından Sunulması Gereken Evraklar

1. Tebligat için adres beyanı ve ayrıca irtibat için telefon ve belgegeçer numarası ile varsa elektronik posta adresi,

2. Kayıtlı olduğu ticaret/sanayi/esnaf odası ile ticaret/sanayi/esnaf sicil numarasını içeren oda kayıt sicil sureti ile vergi kimlik mükellefiyet numarası,
3. İsteklinin veya istekliyi temsile yetkili kişinin sözleşme imzalayamaya yetkili olduğunu gösteren imza beyannamesi ve/veya imza sirküleri,
4. İlgisine göre tüzel kişiliğin ortakları, üyeleri veya kurucuları ile tüzel kişiliğin yönetimindeki görevlileri belirten son durumu gösterir Ticaret Sicil Gazetesi ile anonim şirketler tarafından her durumda bu bilgileri gösterir pay defteri, bu bilgilerin tamamının bir Ticaret Sicil Gazetesi’nde bulunmaması halinde, bu bilgilerin tümünü göstermek üzere ilgili Ticaret Sicil Gazeteleri veya bu hususları gösteren belgeler ile tüzel kişiliğin noter tasdikli imza sirküleri.
5. TÜBİTAK, ihtiyaç duyması halinde, yukarıdakilerden farklı olarak ek bilgi ve belge talebinde bulunabilir.
6. Ticari şirket hüviyetinden farklı bir tüzel kişiliğe ve/veya hukuki statüye haiz olan istekliler tarafından sunulması gereken evraklar TÜBİTAK tarafından belirlenecektir.

• Başvuruda Bulunamayacak Kişiler

1. 4734 Sayılı Kamu İhale Kanunu ve diğer kanunlardaki hükümler gereğince geçici veya sürekli olarak idarelerce veya mahkeme kararıyla kamu ihalelerine katılmaktan yasaklanmış olanlar ile 12/4/1991 tarihli ve 3713 sayılı Terörle Mücadele Kanunu kapsamına giren suçlardan veya örgütlü suçlardan veyahut kendi ülkesinde ya da yabancı bir ülkede kamu görevlilerine rüşvet verme suçundan dolayı hükümlü bulunanlar,

INFORMATION ABOUT TECHNOLOGY

"Optimization of Intraocular Lens (IOL) Production Process Produced by Photopolymerization and Preparation of Oligomer Synthesis and Formulations Curable with UV-Rays" is the outcome of the patent family technology with the know-how of the technology with the number TR2014/05120. The international patent application for the same invention was published on 12.11.2015 with the number WO2015170278. The national and international patent applications will be transferred in accordance with the procedure stipulated by the TÜBİTAK TTO Regulation. It is a formulation and production method that enables the production of flexible, biocompatible intraocular lenses with a shelf life suitable for long-term storage, which is used in medicine, ophthalmology, cataract surgery to eliminate eye problems such as cataracts.

1 - TEKNOLOJİ TRANSFERİ KONUSU

TÜBİTAK tarafından geliştirilen "Fotopolimerizasyon ile Üretilen Göz İçi Lens (GİL) Üretim Prosesinin Optimizasyonu ve UV-Işınları ile Sertleşebilen Oligomer Sentezi ve Formülasyonların Hazırlanması" isimli projenin çıktısı olan patent ailesine konu teknolojinin yapma bilgisi (know-how) ile bu teknoloji kapsamında yapılmış olan TR2014/05120 numaralı ulusal ve uluslararası patent başvuruları TÜBİTAK Fikrî Mülkiyet Haklarının Yönetimine ve Teknoloji Transferine İlişkin Yönetmeliğin öngördüğü usule uygun olarak, basit lisanslama yöntemi ile 5 (beş) yıllığına Kurumumuz tarafından aranan şartları sağlayan tüm isteklilere açık olarak teknoloji transfer bedeli karşılığında transfer edilecektir.

3 - TEKNOLOJİ TANITIM BİLGİLERİ

Tıp, oftalmoloji, katarakt cerrahisinde örneğin katarakt gibi göz problemlerini gidermek için kullanılan, esnek, biyouyumlu, uzun süre saklamaya uygun raf ömrüne sahip göz içi lens üretilmesini sağlayan bir formülasyon ve üretim yöntemidir.

Teknoloji Transfer Paketi başvuru sahipleri ile Gizlilik Anlaşması imzalandıktan sonra paylaşılacaktır.

1. Teknolojiyi transfer edecek ve kullanacak firmaların başvuru esnasında ticari bir şirket hüviyetinde kurulmuş olması gerekmektedir.

INFORMATION ABOUT TECHNOLOGY

Infrared (IR) technology is more preferred in the field of health in recent years because it makes temperature measurements more accurate and without touching. Calibration is required to determine whether the infrared ear thermometers (IRET) devices, which are frequently used in health institutions and in daily life at home, work correctly, that is, whether they measure correctly. There is no generally accepted calibrator in the market for the calibration of IRETs.

The IRET calibration device, developed by TÜBİTAK, has been developed with a special production technique and consists of painted standard cavities and a precise temperature bath system. Cavities conform to both American Standard ASTM E1965-98 and European Standard EN-12470-: 2003 (E). The emissivity values ​​of the cavities were measured and the verification of the system was carried out at UME.

With the compact and user-friendly system, it is possible to perform reliable calibration in accordance with the standards. The firm with this technology will have a say in IR temperature measurements and will be able to produce and sell similar by-products (eg cavities).

The IRET calibration device is open to development and improvement.

The device technology subject to transfer has an operating temperature between -40 ℃ and + 100 ℃, its temperature stability is 0.01, and its temperature homogeneity is 0.02.

CORNET is a network of ministries and funding agencies that combine their existing funding schemes to increase competitiveness of small and medium-sized enterprises (SMEs). In this way, CORNET supports new funding organisations worldwide to introduce pilot actions and schemes for pre-competitive Collective Research. It is expected that the project outputs will benefit a group of SMEs and that the project outputs will be disseminated.

Stakeholders from at least 2 of the call participating countries must come together. Since the participating countries change in each call, it is necessary to confirm which countries are participating in the current call on the CORNET website. 

The international application must include three stakeholders from each country:

1. The Project application must be submitted by the research partner of R&D&I actions (Higher education institutions, training and research hospitals, public institutions and organizations). 

2. Project topics must be determined by an SME Umbrella Organization according to needs of SMEs in the relevant sector. The duty of the SME Umbrella Organization is to determine the needs of its members and ensure the dissemination of project outputs.

3. A User Committee consisting of at least 3 SME must be defined in the applications. The User Committee is expected to contribute to directing the work of the Project team and increasing the efficiency of the Project.

Cornet kapsamında, KOBİ’lerin rekabet öncesi kapasitelerini artırmaya yönelik projelerin desteklenmesi hedeflenmektedir. Proje çıktılarının bir KOBİ grubunun faydasına olması ve proje çıktılarının yaygınlaştırılması (dissemination) beklenmektedir.
 

Çağrı üyesi ülkelerden en az 2 tanesinden paydaşların bir araya gelmesi gerekmektedir. Her çağrıda katılımcı ülkeler değiştiğinden hangi ülkelerin mevcut çağrıya katıldığının CORNET web sitesinden teyit edilmesi gerekmektedir. 
Uluslararası başvuruda her ülkeden üçer paydaşın yer alması gerekmektedir:

1. Ar-Ge ve inovasyon faaliyetlerinin akademi ortağı (Yükseköğretim Kanunu kapsamında yer alan yükseköğretim kurumları, eğitim ve araştırma hastaneleri, kamu kurum ve kuruluşları) tarafından gerçekleştirilmesi gerekmektedir. 

2. Proje konularının, bir KOBİ Şemsiye Kuruluşu tarafından ihtiyaca göre belirlenmesi gerekmektedir. KOBİ Şemsiye Kuruluşu’nun görevi, üyelerinin ihtiyaçlarını belirlemek ve proje çıktılarının yaygınlaştırılmasını sağlamaktır.   

3. Başvurularda en az 3 KOBİ’den oluşan bir Kullanıcı Grubu tanımlanmalıdır. Kullanıcı grubunun, proje ekibinin çalışmalarını yönlendirmeye ve projenin verimliliğinin artırılmasına yönelik katkı sağlaması beklenmektedir.

Developing 8 (D-8 Countries) is a formation aimed at enhancing economic and trade cooperation among its member countries. The first step toward its establishment was taken on October 22, 1996, with the "Conference on Cooperation in Development" held in Istanbul at the invitation of Türkiye. This conference was attended by Iran, Pakistan, Bangladesh, Malaysia, Indonesia, Egypt, and Nigeria. Following subsequent meetings, the D-8 was officially established on June 15, 1997, during the Summit of Heads of State/Government held in Istanbul.

The member countries of the D-8 are Türkiye, Iran, Pakistan, Bangladesh, Indonesia, Malaysia, Egypt, and Nigeria. These countries are also members of the Organization of Islamic Cooperation (OIC) and stand out within the OIC due to their levels of technological and economic development, trade potential, and population size.

Cooperation within the D-8 framework is primarily carried out on a sectoral basis, with each member country responsible for coordinating activities in one or more sectors. Türkiye oversees activities related to industry, health, and environment; Bangladesh focuses on rural development; Indonesia works on poverty alleviation and human resource development; Iran is responsible for science and technology; Malaysia manages finance, banking, and privatization; Egypt focuses on trade; Nigeria handles energy; and Pakistan leads efforts in agriculture and fisheries. To date, the organization has convened 29 sectoral ministerial and senior official meetings, fostering cooperation among the member states.
