Çağrının amacı, firmaların uluslararası ortaklıklarla konsorsiyumlar kurmaları ve proje fikirlerini geliştirmelerini sağlamaktır. Çağrı kapsamında, proje koordinatörü olarak başvurmayı planlayan KOBİ’lere proje yazma ve sunma eğitimi verilecek veya profesyonel proje yazım desteği sağlanacaktır.
Eurostars Koordinatörlük Desteği Programı proje başvuruları ve süreçleri “EUROSTARS-KOORD-DEST-2026-1” kodlu ve “Eurostars Koordinatörlük Desteği Programı 2026/1 Ulusal Çağrı Duyurusu” başlıklı ulusal çağrı kuralları çerçevesinde yürütülecektir.
Çağrı kapsamında desteklerden faydalanmayı hedefleyen KOBİ’lerin Koordinatörlük Desteği Programı Başvuruları için kuruluş bazlı ön kayıt ile başvurularını belirtilen tarihlerde tamamlamış olması gerekmektedir.
Dikkat Edilecek Hususlar:
Eurostars Koordinatörlük Desteği Programına, yalnızca Türkiye’de yerleşik KOBİ ölçeğindeki sermaye şirketleri başvuru yapabilirler.
Koordinatör adayı, proje yazma-sunma eğitimi desteğinden sadece bir kez faydalanabilir. Önceden proje yazma-sunma eğitimi desteğinden faydalanılmış olması halinde tekrar aynı destekten faydalanılamaz.
Proje yazma-sunma eğitimi desteği, söz konusu koordinatör adaylarının ve kendi araştırma ekibi üyelerinin dışında kalan hiç kimseye verilmez.
Aynı proje için tek başvuruda hem proje yazma-sunma eğitimi desteği hem de proje yazdırma desteği talep edilemez.
Proje Yazdırma Desteğinden aynı konu ve kapsamdaki proje için sadece bir kez faydalanılabilir.

Küçük ve orta büyüklükteki işletme (KOBİ) ölçeğindeki kuruluşların proje esaslı araştırma, teknoloji geliştirme ve yenilikçilik faaliyetlerinin desteklenmesi amacıyla Teknoloji ve Yenilik Destek Programları Başkanlığı (TEYDEB) tarafından yürütülen, 1501-Sanayi Ar-Ge Destek Programı ve 1507-KOBİ Ar-Ge Başlangıç Destek Programı kapsamında her yıl ocak ve temmuz aylarında olmak üzere iki çağrı açılmaktadır.

1. Başvuru yapabilmek için kuruluş bazlı ön kayıt başvurusunun TÜBİTAK’a ulaştırılması gerekir. Belirtilen tarih, kuruluş bazlı ön kayıt başvurusunun PRODİS üzerinden TÜBİTAK’a gönderilmesi için son tarihtir. Ön kayıt evraklarının çağrı kapanış tarihinden en az bir iş günü öncesinde TÜBİTAK’a ulaşması gerekir. Kuruluş bazlı ön kayıt evraklarındaki eksiklik nedeniyle ön kayıt onayının verilememesi durumunda sorumluluk kuruluşa aittir. Kuruluş bazlı ön kayıt için çağrı açılış tarihinin beklenmesine gerek yoktur. Bu nedenle çağrıya başvuru yapmayı planlayan firmaların zaman kaybetmeden kuruluş bazlı ön kayıt işlemleri gerçekleştirmesi tavsiye edilir.
2. Daha önce kuruluş bazlı ön kayıt onayı alan kuruluşlar tekrar kuruluş bazlı ön kayıt yaptırmayacak ve ön kayıt evrakı göndermeyecektir.
3. Proje önerilerini PRODİS üzerinden göndereceği son tarihtir. Gönderim için kuruluş bazlı ön kayıt onayı gerekir.
Önemli Hatırlatma:
Proje önerileri e-imza ile gönderileceğinden e-imza geçerlilik sürelerinin kontrol edilmesi önerilmektedir. Çağrı kapanış tarihine kadar e-imza süresinin bitecek olması durumunda e-imzanın yenilenmesi gerekir.
1707 Sipariş Ar-Ge Programı, Müşteri Kuruluş’un gereksinimlerini karşılamak üzere tasarlanan çözüm önerilerinin, KOBİ'ler tarafından Ar-Ge faaliyetlerine dönüştürülerek ticarileşebilir çıktılara ulaşılması hedefini benimsemektedir. TÜBİTAK ve Müşteri Kuruluş, bu önemli süreçte eş finansman yoluyla KOBİ'lerin gereksinim odaklı Ar-Ge faaliyetleri gerçekleştirmelerini sağlamaktadır.
KOBİ’ler müşterisi hazır yenilikçi ürün ve süreçler gerçekleştirmektedir. Sanayi kuruluşları arasında finansman riskinin paylaşılmasına ve fikri sınai haklar üzerinde anlaşılmasına zemin hazırlanmakta, proje yönetiminde görece daha deneyimli olan kuruluşların deneyimlerini KOBİ’lere aktarmasına imkân tanınmaktadır.
1707 Siparişe Dayalı Ar-Ge Projeleri için KOBİ Destekleme Çağrısı kapsamında 2026 yılı için 3 farklı çağrı dönemi planlanmaktadır, taslak takvim şu şekildedir:

Proje başvuruları TEYDEB Proje Değerlendirme İzleme Sistemi (PRODİS) üzerinden 2 Ocak 2026–13 Mart 2026 (23:59, TSİ) tarih aralığında alınacaktır.
1707 Sipariş Ar-Ge 2026 yılı 1. Çağrı Döneminde açılan çağrılar kapsamında
Yeşil Mutabakata Uyum Kapsamındaki Öncelikli Ar-Ge ve Yenilik Konularında sunulan projelere değerlendirme aşamasında öncelik verilecektir.

After the visiting/sabbatical scientist has started and/or completed their research, the following documents must be uploaded to the BİDEB Application and Monitoring System by the Host Scientist.
For applications lasting 0–1 month:
Report of the Visiting Scientist,
Evaluation Report,
If the payment to the visiting scientist was made through the host scientist: a signed declaration confirming that the monthly payment was delivered to the visiting scientist.
For applications exceeding one month:
Report of the Visiting Scientist,
Progress Report (support duration exceeds 6 months),
Final Report,
If the payment to the visiting/sabbatical scientist was made through the host scientist: a signed declaration confirming that the monthly payment was delivered to the visiting scientist.
Host scientists are required to submit progress and final reports related to their research in accordance with the timelines specified by TÜBİTAK, based on the duration of their support starting from the research commencement date. If the support duration exceeds 6 months, a progress report must be submitted at the end of the 6th month, and the final report along with other required documents must be uploaded to BİDEB Application and Monitoring System by the host scientist within 2 month following the end of the support period.
Projects for which progress reports are not submitted by the deadlines specified in the commitment letter without a valid excuse, projects determined—upon review—not to be conducted in line with their stated objectives and work plan, or projects rendered temporarily unfeasible due to force majeure conditions, may be suspended by decision of the GYK upon the justified request of the host scientist. No support payments will be made during the suspension period.
If, following a review initiated by the application of the host scientist, the reasons for the suspension are found to be no longer valid, the research activity may be resumed by decision of the GYK, and the suspension period shall be added to the total duration of the project.
If the reasons for suspension are not resolved within the timeframe specified by TÜBİTAK and the continuation of the research is deemed unfeasible, termination or cancellation procedures will be initiated based on the underlying justification.
Following suspension, projects that have become unfeasible due to force majeure circumstances shall be terminated based on the recommendation of the GYK and the decision of the Presidency.
It is mandatory to report the outputs produced as a result of the research conducted within the scope of the program (such as articles, conference papers, books, book chapters, etc.) to TÜBİTAK BİDEB. The output information must be uploaded to the BİDEB Application and Monitoring System. In all announcements, publications, and scientific activities carried out within the scope of the program, it is mandatory to acknowledge TÜBİTAK’s support and to use the TÜBİTAK logo (except in cases such as theses, articles, etc., where the use of the logo is not permitted due to applicable legislation). The TÜBİTAK logo must be used in accordance with the formats and standards published on the TÜBİTAK website. No statements may be made that give the impression of acting on behalf of TÜBİTAK and/or that the activity is conducted in cooperation with TÜBİTAK.
For support periods of 3 months or longer, the required progress and final reports are evaluated by expert reviewers appointed by TÜBİTAK BİDEB. If a report is deemed insufficient as a result of the evaluation, the scientist will be requested to revise and resubmit it within 2 months. Applications for which the necessary revisions are not submitted within the given timeframe, or whose revised reports are not accepted, may be terminated or cancelled based on the severity of the deficiency, upon the recommendation of the GYK and approval of the Presidency.

Türkiye Bilimsel ve Teknolojik Araştırma Kurumu (TÜBİTAK) ile Rusya Temel Araştırmalar Vakfı (Russian Foundation for Basic Research – RFBR) arasında yenilenen 8 Kasım 2018 tarihli İşbirliği Protokolü çerçevesinde ortak araştırma projeleri desteklenecektir.
Ortak araştırma projesi önermek isteyen Türkiye'deki bilim insanlarının, projeyi birlikte gerçekleştirecekleri Rusya’daki araştırma kuruluşlarında çalışan araştırmacı(lar) ile "proje ortağı" olarak anlaşmaları gerekmektedir. Tek taraflı proje başvuruları kabul edilmemektedir.

Başarılı bulunan projelerde yer alan Türkiye'deki araştırma ekibi için TÜBİTAK tarafından proje süresi boyunca Kurum Hissesi ve Proje Teşvik İkramiyesi hariç en fazla 720.000 TL araştırma desteği sağlanacaktır. Maksimum proje süresi 36 ay olabilmektedir.

Koordinatörlüğünü Sanayi ve Teknoloji Bakanlığı’nın yürüttüğü Dünya Bankası Türkiye Yeşil Sanayi Projesi kapsamında özel sektörün yeşil dönüşüme yönelik ürün veya süreç geliştirme faaliyetleri TÜBİTAK-TEYDEB tarafından desteklenmektedir. Bu amaçla hayata geçirilen 1801 kodlu Sanayi Ar-Ge Projeleri İçin Geri Ödemeli ve Hibe Destek Programı kapsamında 1833 kodlu SAYEM Yeşil Dönüşüm programının yeni çağrısı 04.08.2025 itibari ile açılmış olup, başvurular 30.09.2025 tarihinde kadar alınacaktır.
Bu çağrı kapsamında, özel sektör, üniversite ve kamu iş birliğiyle yenilik platformları oluşturularak, ülkemizin yeşil büyümesine katkı sağlayacak katma değeri yüksek ürün veya ürün grubu geliştirilmesi için bir teknoloji ekosistemi olan Sanayiye Yönelik Ar-Ge ve Yenilik Ağları desteklenecektir. İş birliğiyle ihtisaslaşmış bir Ar-Ge ve Yenilik Platformunun oluşturulması, bu platform aracılığıyla Ürünleştirme Yol Haritalarının (ÜYH) oluşturulması ve bu Ürünleştirme Yol Haritaları çerçevesinde yeşil dönüşüme yönelik ürün veya ürün grubu geliştirilmesini hedefleyen Ürünleştirme Programları (ÜPG) desteklenecektir. Çağrıya platform yapısındaki konsorsiyum başvuruları alınacaktır. Platform yürütücüsü olmak için gerekli koşullar çağrı duyurusunda belirtilmiştir.
Program süresi 36 ay olup, platformda yer alacak olan özel sektör kuruluşları hibe ve geri ödemeli olarak, üniversiteler ve araştırma kurumları %100 hibe olarak destek alabileceklerdir.

National project applications must be submitted exclusively online through the Project Evaluation and Monitoring System (PRODİS) at http://eteydeb.tubitak.gov.tr
The call titled “Public Artificial Intelligence Ecosystem - 2024”, in which the Presidency of the Republic of Türkiye Digital Transformation Office (CBDDO) is a client institution, in order to develop artificial intelligence solutions needed by public institutions and to use and disseminate the knowledge in the field of artificial intelligence.
This call has some updates compared to the call published in 2023.
Private sector or public R&D units must act as the Project Manager Organization (PYÖK) within the consortium, while universities must serve as the Project Implementing Organization (PYK).
The call is planned in 3 phases:
In the 1st stage, applications will be received from public institutions in need.
In the 2nd stage; needs will be prioritized by the commission (CBDDO, KAMAG, YZE) and technical requirements documents will be prepared for 10 prioritized needs.
In the last stage, project applications prepared in accordance with the technical requirements documents will be received.
The call budget has been increased to 15,000,000 TL.

In this call, the consortium that will apply for the project must also sign a cooperation protocol with TÜBİTAK BİLGEM Artificial Intelligence Institute (YZE) before the application and this cooperation protocol must be submitted in the annex of the project proposal.

The MarLEN (Maritime Low Emission Network) project, which funded under the Horizon Europe Program and will last between 2025-2029, and will support R&D and innovation projects that aim to reach zero emissions in the European maritime sector, aims to reduce emissions caused by maritime vehicles, conduct gap analysis within the scope of maritime research areas, ensure unity in prioritization and evaluation of countries, and contribute to Europe's zero emission strategy. The international consortium that will submit a project must consist of at least 2 different institutions from 2 different countries. In joint project proposals to be prepared within the scope of the call, it is mandatory to comply with the international call application conditions.
The call will be conducted with a single-stage international and then national application process.
In addition to the international application, a national application is mandatory. The project application of the international consortium must be made electronically by the international project coordinator via https://marlen.ptj.de/call1 by 30 September 2025 (17:00 CET).
In addition to this international application, the Turkish institutions/organizations involved in the project must also make a national application to TÜBİTAK by 7 October 2025 (17:30 UTC+3) via uidb-pbs.tubitak.gov.tr and complete the electronic signature by 10 October 2025 (17:30 UTC+3). The call will be included on PBS under the title “Multiple Cooperation Support Programs” as “MaRLEN 2025”. During the national application phase, the “National Application Form” and the “Budget and Justification Form” must be uploaded to PBS. Other required documents are specified in the “MaRLEN 2025 Call National Application Rules” document. Applications submitted to TÜBİTAK will be primarily examined by TÜBİTAK according to national eligibility criteria. Project proposals that do not meet the national application rules of the project partner countries and the application conditions specified in the call text will be returned. Project proposals that meet these conditions will be evaluated by TÜBİTAK.
Projects to be supported will be determined based on the results of the referee evaluation at the MaRLEN Call Steering Committee meeting where all funders are represented. Projects with a negative evaluation result cannot benefit from national support within the scope of the relevant call.

The main aim of the call titled "Restoration of ecosystem functioning, integrity, and connectivity - BiodivConnect" which was opened within the scope of Horizon Europe, European Biodiversity Partnership (BiodivERsA+) is to ensure the long-term sustainability of restoration efforts at national, regional and global scales and to support innovative research that can be integrated into natural restoration practices for interconnected and well-functioning ecosystems and habitats.
The call will cover biodiversity restoration efforts in all ecosystems and habitats in all regions of the world. The call is divided into three, partially overlapping, main themes.
Topic 1: Setting Restoration Targets And Measuring Success
Topic 2: Scaling And Transferability Of Nature Restoration Efforts
Topic 3: Long-Term Sustainability Of Restoration Efforts
Joint project proposals to be prepared within the scope of the call are required to comply with the international call application conditions. The international consortium that will present the project must consist of three different partners who will receive funding from at least three different countries participating in the call. In addition to international project applications to be submitted to the call secretariat, it is also mandatory for researchers from Türkiye to take part in the projects to submit a national project application to TÜBİTAK. Project proposals to be submitted from our country within the scope of this call will be supported within the scope of TÜBİTAK 1071 Support Program for Increasing the Capacity to Benefit from International Research Funds and Participation in International R&D Collaborations. Since the application may be returned without being evaluated in case of non-compliance with the application rules, the national application rules must be examined in detail before applying.

The first call of the Eurostars-3 for the year 2026 (cut-off 10) has been launched on 16 January 2026. Within this call, joint international R&D projects aimed at developing market-oriented innovative products, processes and services will be funded with the participation of at least one Turkish and one foreign organization from any Eurostars member country. Unilateral project applications are not accepted. An innovative SME is expected to take part in the project consortiums as the coordinator.
Eurostars-3 is a partnership created under the Horizon Europe/ European Innovation Ecosystems Program as the European Partnership on Innovative SMEs with the cooperation of the Eureka Secretariat and 37 member countries. Within the scope of the program to be carried out between 2021-2027, it is aimed to support innovative SMEs to increase their R&D, innovation capacity and productivity, and to help them reach into global value chains and new markets.
In Eurostars-3 calls, bottom-up, international R&D projects with a civilian purpose, are funded led by innovative SMEs, regardless of any technology field or sector. Please visit Eurostars website for details, guidelines and submission.
Stock corporations and researchers based in Türkiye can submit joint proposals to Eurostars-3 2026/1 call. If there is more than one partner from Türkiye in the same international project, the partners are required to apply with a single joint project together. Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of Law No. 6550 can participate jointly under the leadership of stock corporations. Eligible national consortiums will be funded according to the rules of the national funding programme coded “1709-EUREKA-EUROSTARS 2026/1” and "Eurostars-3 Program National Call Announcement".
Before the national application, the call text should be carefully examined, if the application rules are not followed properly, the application may be returned without being evaluated.
In addition, applications to the Eurostars Coordinatorship Support Programme 2026/1 National Call (code: “EUROSTARS-KOORD-DEST-2026/1”) will be submitted under the “Eurostars Coordinatorship Support Programme 2026/1 National Call” scheme. Please visit TÜBİTAK website for details.
Applications:
National pre-registration and national pre-submission must be done to TÜBİTAK on the specified dates via TÜBİTAK PRODIS. In addition, after the international evaluation process, the accepted Turkish teams have to make a national application to TÜBİTAK.

Important Points:
The Greek Cypriot Administration of Southern Cyprus, Greece, Israel and one of the NFBs in Italy (Ministry of Enterprises and Made in Italy (MIMIT)) do not foresee public funding for organisations from their country applying to the 10th call of Eurostars-3. Organizations from these countries are welcome to apply but will have to fully self-finance their part of the project.
Note: There is funding available for Italian organizations through the NFB MUR.

The MarLEN (Maritime Low Emission Network) project, which funded under the Horizon Europe Program and will last between 2025-2029, and will support R&D and innovation projects that aim to reach zero emissions in the European maritime sector, aims to reduce emissions caused by maritime vehicles, conduct gap analysis within the scope of maritime research areas, ensure unity in prioritization and evaluation of countries, and contribute to Europe's zero emission strategy. The international consortium that will submit a project must consist of at least 2 different institutions from 2 different countries. In joint project proposals to be prepared within the scope of the call, it is mandatory to comply with the international call application conditions.
The call will be conducted with a single-stage international and then national application process.
In addition to the international application, a national application is mandatory. The project application of the international consortium must be made electronically by the international project coordinator via the website by 30 September 2026 (17:00, CET).
In addition to this international application, the Turkish institutions/organizations involved in the project must also make a national application to TÜBİTAK by 7 October 2026 (17:30, UTC+3) via uidb-pbs.tubitak.gov.tr and complete the electronic signature by 14 October 2026 (17:30, UTC+3). The call will be included on PBS under the title “ÇOKLU İŞBİRLİĞİ DESTEK PROGRAMLARI (1.AŞAMA)” as “Marlen 2026 Yılı Çağrısı (1. Aşama)”. During the national application phase, the “National Application Form” and the “Budget and Justification Form” must be uploaded to PBS. Other required documents are specified in the “MaRLEN 2026 Call National Application Rules” document. Applications submitted to TÜBİTAK will be primarily examined by TÜBİTAK according to national eligibility criteria. Project proposals that do not meet the national application rules of the project partner countries and the application conditions specified in the call text will be returned. Project proposals that meet these conditions will be evaluated by TÜBİTAK.
Projects to be supported will be determined based on the results of the referee evaluation at the MaRLEN Call Steering Committee meeting where all funders are represented. Projects with a negative evaluation result cannot benefit from national support within the scope of the relevant call.

Science centers, which include experimental and applied activities, aim to make science and technology understandable and accessible to the society by bringing together individuals from different age groups and different backgrounds with science. TÜBİTAK aims to establish science centers in our country and increase their number over the years, based on the foresight that science centers will play a critical role in disseminating the science culture in our society.
