Desteklenmesi  onaylanan  Proje Pazarı harcamalarının karşılanması amacıyla başvuru formunda bildirilen ve kuruluş adına ve etkinliğe ilişkin  bankada açılmış özel hesaba TÜBİTAK bütçesine gider kaydedilmek üzere destek tutarı ödenir.

Desteklenen etkinlik kapsamında, desteklenmesi uygun bulunan harcamalara ilişkin tüm ödemelerin etkinlik bitim tarihinden itibaren en geç bir ay içinde tamamlanması gerekir. Etkinlik bitiminden sonra en geç bir ay içinde Proje Pazarları Etkinlik Raporu (AGY354) ve Mahsup/Kesin Hesap Formu  etkinlik sorumlusunca hazırlanır ve bir ön yazı ile birlikte kuruluş yetkilisi tarafından TÜBİTAK’a iletilir. Bu raporun ekinde etkinlik sonrası düzenlenen yayın, rapor vb. çıktılar gönderilmelidir.

Destek kararı verilen projeler için, proje yürütücüleri, PRODİS/TEYDEB internet adresinde (www.eteydeb.tubitak.gov.tr ) ana sayfada yer alan “Yapılmış Tüm Başvuruların İzlenmesi” alanındaki “Başvuru Bilgi Sayfası” bölümünden önerilen ve destek kapsamına alınan bütçelerine “Önerilen/Destek Kapsamına Alınan Proje Bütçesi” sekmesi altında, destek karar yazılarına ise aynı sayfada “Karar Yazısı” sekmesi altında ulaşabilmektedirler.

Projeler, destek karar yazısında belirtilen raporlama takvimine göre belirlenen altışar aylık dönemler halinde izleyici(ler) tarafından izlenerek desteklenir. Projenin son döneminde, kuruluş tarafından proje sonuç raporu sunulur.

1. Başvuru yapılan burs döneminde (Ağustos-Ocak veya Şubat-Temmuz) yürürlükte olan TÜBİTAK destekli bir projede doktora öğrencisi veya doktora sonrası araştırmacı* olarak 1 ay içinde en az 10 gün bursiyer statüsünde görev alıyor/almış olmak,

2. Proje yürütücüsü (2218 programı için proje danışmanı) tarafından hesaplanan toplam performans puanının doktora öğrencileri ve doktora sonrası araştırmacılar için en az 70 puan olması gerekir.

   *Başvuru sahibinin TÜBİTAK kayıtlarına göre ilgili projedeki bursiyer statüsünün doktora öğrencisi veya doktora sonrası araştırmacı olması gerekmektedir.

The second call of the Eurostars-3 for the year 2025 (cut-off 8) has been launched on 04 July 2025. Within this call, joint international R&D projects aimed at developing market-oriented innovative products, processes and services will be funded with the participation of at least one Turkish and one foreign organization from any Eurostars member country. Unilateral project applications are not accepted. An innovative SME is expected to take part in the project consortiums as the coordinator. 

Eurostars-3 is a partnership created under the Horizon Europe/ European Innovation Ecosystems Program as the European Partnership on Innovative SMEs with the cooperation of the Eureka Secretariat and 37 member countries. Within the scope of the program to be carried out between 2021-2027, it is aimed to support innovative SMEs to increase their R&D, innovation capacity and productivity, and to help them reach into global value chains and new markets.

In Eurostars-3 calls, bottom-up, international R&D projects with a civilian purpose, are funded led by innovative SMEs, regardless of any technology field or sector. Please visit Eurostars website for details, guidelines and submission. 

Stock corporations and researchers based in Türkiye can submit joint  proposals to Eurostars-3 2025/2 call. If there is more than one partner from Türkiye in the same international project, the partners are required to apply with a single joint project together. Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of Law No. 6550 can participate jointly under the leadership of stock corporations. Eligible national consortiums will be funded according to the rules of the national funding programme coded “1709-EUREKA-EUROSTARS 2025/2” and "Eurostars-3 Program National Call Announcement".

Before the national application, the call text should be carefully examined, if the application rules are not followed properly, the application may be returned without being evaluated.

In addition, applications to the Eurostars Coordinatorship Support Programme 2025 National Call (code: “EUROSTARS-KOORD-DEST-2025”) will be submitted under the “Eurostars Coordinatorship Support Programme 2025 National Call” scheme. Please visit TÜBİTAK website for details.

National pre-registration and national pre-submission must be done to TÜBİTAK on the specified dates via TÜBİTAK PRODIS. In addition, after the international evaluation process, the accepted Turkish teams have to make a national application to TÜBİTAK.

Important Considerations for the Call:

The Greek Cypriot Administration of Southern Cyprus, Israel and one of the NFBs in Italy (Ministry of Enterprises and Made in Italy (MIMIT)) do not foresee public funding for organisations from their country applying to the 9th call of Eurostars-3. Organizations from these countries are welcome to apply but will have to fully self-finance their part of the project.

The main aim of the call titled "Biodiversity and Transformative Change - BiodivTransform" which was opened within the scope of Horizon Europe, European Biodiversity Partnership (BiodivERsA+) is to generate actionable knowledge through transformative change to stop and reverse biodiversity loss. Transformative change focuses on changing the root causes and social structures that have been maintained beyond the current solution or approach through replacement. Transformative change in terms of biodiversity conservation and sustainability is envisaged to provide a perspective contribution to the realization of integrated actions for biodiversity, clean environment and climate, and to ensure that the results are fair and sustainable for societies. 

Unlike previous BiodivERsA calls (2008-2023), there are no defined themes within the scope of the current call. The projects to be supported within the scope of the call are expected to have high levels of both scientific and social impact in terms of biodiversity conservation. BiodivTransform aims to support projects that have a holistic approach with a clear perspective on social transformation. However, the information gaps and focus issues regarding the call are exemplified in the international application page and the national application rules document. 

Joint project proposals to be prepared within the scope of the call are required to comply with the international call application conditions. The international consortium that will present the project must consist of three different partners who will receive funding from at least three different countries participating in the call. Each partner will be supported by their country's funding agency. Detailed information about the call can be found at BiodivERsA+ homepage. 

In addition to international project applications to be submitted to the call secretariat, it is also mandatory for researchers from Türkiye to take part in the projects to submit a national project application to TÜBİTAK. Project proposals to be submitted from our country within the scope of this call will be supported within the scope of TÜBİTAK 1071 Support Program for Increasing the Capacity to Benefit from International Research Funds and Participation in International R&D Collaborations. Since the application may be returned without being evaluated in case of non-compliance with the application rules, the national application rules must be examined in detail before applying.

The main theme of the project has been determined as creation of an "affluent society" which,

• is competent in science and technology;
• uses technology consciously and capable of developing new technologies;

• possesses the skill of converting technological developments into social and economic benefits;
  in the 100th Anniversary of our Republic in line with the target pointed out by Ataturk as reaching the level of modern civilizations.

  The project plans to cover the following activities:

• Assessment of current status of Turkey in the field of science and technology
• Assessment of the long termed scientific and technological developments in the world
• Identification of the strategic technologies required for achievement of said targets
• Recommendation of policies aiming at development and/or acquisition of said technologies.

Vision 2023 Project is composed of the following sub-projects:

• Technology Foresight Project
• National Technology Competence Inventory Project
• Researcher Information System Project
• TÜBİTAK National Research Infrastructure Information System Project

The task of implementation of the Technology Foresight Project in coordination with the related institutions and establishments, pursuant to the decision of the Supreme Council for Science and Technology, constitutes the main axis of the Vision 2023 Project which has been assigned to TÜBİTAK.

The foresight panels, formed in 12 socio-economic areas commenced their activities in July 2002. The panels  completed their preliminary reports in July 2003 and presented these to the opinion and recommendation of the related sectors. Delphi inquiry, realized in order to extend the content of the preliminary report and to call for opinions of the experts, was completed in July 2003. The panel conclusion reports were completed in July 2003 with due consideration of the opinions and recommendations obtained from the extension activities and the output of the Delphi query.
 
The conclusion reports were synthesized and 8 strategic technological areas, on which all panels have focused, were determined by June 2004, and "strategic technology roadmaps" were elaborated after formation of the workgroups on said areas.
Strategy document, covering the science and technology policies for the next 20 years of Turkey, has been elaborated with the assessment of namely the outputs of the foresight project, synthesis report, Delphi findings and the outputs of the strategic technology workgroups.
The strategy document, which were presented for consideration to the member establishments of the Supreme Council for Science and Technology in April 2004 were  finalized in line with the official opinions and recommendations, and presented in the SCST meeting in March 2005.
 
A comprehensive survey was applied to approximately 2500 firms in February-March 2003 in order to determine the technological competence level of Turkey within the scope of the National Technology Competence Inventory Project. The analysis of the survey was completed in September 2004 and the report provided objective data to the technology Foresight Project.

Turkish National Researcher Information Sysytem (ARBİS) has been designed as a system for the research personnel in universities, public and private sector establishments in Turkey and the Turkish researchers serving abroad. ARBIS is a dynamic system which provides collection of researcher information and updates  collected data and evaluation of said data by different establishments for different purposes. The planned outputs of this system are;

• Compilation of data on areas of scientific activities of the researchers inland and abroad, industrial work branches on which the R&D activities may be applied and the products and technologies developed as a result of said activities;
• creation of the national scientists database; and

• bibliometrical analysis.

  Researchers  that fill in  the Researcher Information Compilation Form at http://arbis.tubitak.gov.tr  are entitled to be included into databases  for various purposes such as;

• Referee and observer pools for project support and career programs conducted by TÜBİTAK Research Groups, TÜBİTAK-TİDEB;
• Partners search on the web page ( http://www.fp6.org.tr ) was opened by TÜBİTAK for the EU Sixth Framework Program for participating in discussion forums, sending and receiving email platforms. Again the researchers are able to benefit from the services of running queries and access science and technology indicators. Researchers with approved registration in ARBİS are construed as having fulfilled one of the prerequisites for activities such as application to TÜBİTAK projects and provision of referee-observer services.
  ARBIS researcher query service is now accessible. Information may be obtained to the extent permitted by the researcher with this service.
  In conclusion, prevention of repetition of non-changing information and constant updating of the information is made possible with ARBIS.

TÜBİTAK National Research Infrastructure Information System (TARABİS) is a web-based application designed and developed by TÜBİTAK. It aims to create the database for machine/system/device stock related to research, experimental development, test/analysis, diagnosis activities and R&D project accumulation.

By means of TARABİS, it is possible to obtain coded information about features, location, and capacity of machine/system/device related to research, experimental development, test/analysis, diagnosis activities and industrial business line in which this potential could be used together with the products and technologies developed as a result of these studies.

Information entered to TARABİS by unit/division executives enables:

• Querying to the extend allowed by unit/division executives,
• Collaboration and communication in product and technology development activities between the laboratories and industry,
• Assistance in finding the sources required to improve capacity and competence of the laboratories,
• Increase in the joint projects performed in the laboratories.

Project applications to the support program can only be made electronically via the online application Project Evaluation and Monitoring System (PRODİS) at http://eteydeb.tubitak.gov.tr. Project applications must be made in accordance with the information and explanations in the address in question.

Project Application and Documents

Initiation of Support

• If, during the scientific evaluation phase, it is determined that the study requires ethics committee approval, the Ethics Committee Approval Certificate or the Ethics Committee Exemption Certificate must be uploaded to the BİDEB Application and Monitoring System (e-bideb.tubitak.gov.tr) within the timeframe that will be communicated via e-mail. Failure to comply will result in the project not being activated.

• Projects that achieve a score above the minimum support threshold during scientific evaluation are deemed eligible for funding. For these projects, following confirmation of alignment with national science and technology strategies, adherence to ethical principles, and the completion of similarity checks—as well as the submission of ethics committee approval or exemption documents, where applicable—the project is formally activated and the support funds are transferred to the project coordinator’s designated bank account.

Monitoring and Completion

• All expenditures made within the scope of the project must be documented with invoices. If durable equipment is purchased, it must be registered in the university inventory upon project completion, and the corresponding inventory record must be obtained. Invoices must be issued in the name of the project coordinator or project team members. Receipts without a name (except fuel receipts) are considered invalid expenditures and will be subject to reimbursement. Any unspent or undocumented portion of the support must be returned to the TÜBİTAK bank account specified on the programme website. The project coordinator and the academic advisor are jointly responsible for ensuring that all expenditures comply with the relevant regulations.

• If a change of academic advisor is requested after the project has entered into force, formal written approvals from both the current and the proposed advisor must be obtained and submitted through the BİDEB Application and Monitoring System. Requests are evaluated by the Executive Committee (GYK).

• If a change in project team members is requested after the project has entered into force, formal written approvals from both the student leaving the team and the student joining the team must be obtained and submitted through the BİDEB Application and Monitoring System. Requests are evaluated by the Executive Committee (GYK). The number of project partners may not be altered after the project activation.

• Requests for changes in project partners and/or academic advisors are not accepted if fewer than 3 months remain until the project end date.

• All outputs generated as a result of the research carried out under the programme (articles, papers, books, book chapters, etc.) must be reported to TÜBİTAK. These outputs must be uploaded to the BİDEB Application and Monitoring System. In all announcements, publications, and scientific activities related to the project, acknowledgment of TÜBİTAK support and the use of the TÜBİTAK logo are mandatory (except in cases where the use of a logo is not permitted under applicable regulations, such as theses or journal articles). The TÜBİTAK logo must be used in accordance with the specifications published on the TÜBİTAK website. No statements may be made that imply representation of TÜBİTAK or collaboration with TÜBİTAK.

• The final report, which includes all scientific and technical developments of the project, and the expenditure table available in the BİDEB Application and Monitoring System must be submitted within the project period as follows:

  • The project coordinator must upload the final report to the BİDEB Application and Monitoring System in the format prescribed by TÜBİTAK. 

  • The academic advisor must review and provide final approval.

• If durable equipment has been purchased, an inventory record from the university—verified by the academic advisor—must be submitted to TÜBİTAK upon request. Invoices entered into the expenditure module and checked by the academic advisor must also be submitted to TÜBİTAK upon request.

• There is no need to send the final reports uploaded to the BİDEB Application and Monitoring System, or the system-generated final report form, to BİDEB via postal mail or e-mail. 

• Final reports are evaluated collectively by reviewers assigned by BİDEB after the submission deadline for the relevant reporting period. If the report is deemed inadequate, revisions must be submitted within the specified timeframe.

• If the final report is not uploaded to the BİDEB Application and Monitoring System by the project end date, an extension of up to six months may be requested with a justified petition. If the justification is accepted by the Executive Committee (GYK), an extension may be granted for the completion of the report. 

• Projects for which the final report is not submitted within the project period or for which revised reports are not approved may be suspended or cancelled depending on the severity of non-compliance. Submission of the final report within the project period is the responsibility of both the Project Coordinator and the academic advisor.
   

Obligations

• The project coordinator and the academic advisor are jointly responsible for fulfilling all obligations required during the application, monitoring, and completion processes.

• The project coordinator (and project partners, if any) and the academic advisor must comply with the provisions set forth in the TÜBİTAK Research and Publication Ethics Committee (AYEK) Regulation, as well as with universal ethical principles, throughout the conduct of the research. In the event of any violation of these principles, actions may be taken against the relevant individuals in accordance with the AYEK Regulation. 

• Notifications from TÜBİTAK BİDEB are made electronically. Therefore, the communication information registered in the ARBIS account at the time of application must be suitable for official notifications and kept up to date at all times. 

• The project coordinator is obliged to fully comply with all principles, rules, and obligations outlined in the “Guideline on the Responsible and Reliable Use of Generative Artificial Intelligence (GenAI) in Research Funding Processes” in the preparation, submission, and subsequent use of the project proposal and all project-specific information. The coordinator assumes full responsibility for providing complete and accurate information regarding the use of GenAI tools throughout this process.

• The academic advisor is responsible for verifying the accuracy, originality, currency, and scientific reliability of all content—texts, visuals, analyses, recommendations, and similar materials—generated using GenAI tools and included in the project documents and attachments. The advisor must make all necessary revisions and adjustments, assume final responsibility for the submitted content, and fully comply with all principles, rules, and obligations stated in the “Guideline on the Responsible and Reliable Use of Generative Artificial Intelligence (GenAI) in TÜBİTAK Research Funding Processes.”

İlgili yarışmanın proje sergisi 7-9 Nisan 2025 tarihleri arasında, ödül töreni ise 10 Nisan 2025 tarihinde 12 Bölgede eş zamanlı yapılacaktır.

TÜBİTAK Bilim, Teknoloji ve Yenilik Politikaları Daire Başkanlığı, TÜBİTAK bünyesinde araştırma ve geliştirme faaliyetlerinin teşvik edilmesine yönelik yürütülen destekler kapsamında odaklanılacak bilimsel ve teknolojik alanların ulusal hedefler doğrultusunda belirlenmesine yönelik araştırmalar yapma, yöntem geliştirme ve uygulama; Ar-Ge, yenilikçilik ve girişimcilik destek mekanizmaları konusunda değerlendirme çalışmaları planlama ve gerçekleştirme; Ar-Ge, yenilikçilik ve girişimcilik konularında mevcut durumun ve Ar-Ge yapan aktörlerin performansının ölçülmesi, izlenmesi ve değerlendirilmesi amacıyla gösterge, endeks ve yöntem oluşturma, uygulama ve çalışma çıktılarını kamuoyuna duyurma; ulusal strateji belgeleri ve eylem planlarına katkı sağlama; OECD ve Avrupa Birliği gibi uluslararası kuruluşların BTY politikası çalışmalarını izleme ve bu çalışmalara katkı sağlama görevlerini sürdürmektedir.

TÜBİTAK Bilim İnsanı Destek Programları Başkanlığı (BİDEB) tarafından yürütülen 2211-A Yurt İçi Genel Doktora Burs Programı, 2211-C Yurt İçi Öncelikli Alanlar Doktora Burs Programı ve 2211-E Yurt İçi Doğrudan Doktora Burs Programı 2025 yılı 1. dönem çağrıları açıldı. Başvurular, 30 Mayıs 2025 saat 17:30’a kadar BİDEB Başvuru ve İzleme Sistemi üzerinden alınacak.

YÜRÜTÜCÜ DEĞİŞİKLİĞİ

Desteklenmeye hak kazanmış bilim fuarı projelerinde yürütücü değişikliği yapılabilmesi için, mücbir bir sebep bulunması şartıyla, aşağıda yer alan yürütücü değişikliği dilekçesinin eksiksiz doldurulup ıslak imzalı şekilde bt4006@tubitak.gov.tr adresine eposta ekinde gönderilmesi gerekmektedir.

Proje destek sözleşmesinin imzalanmasının ardından talep edilen yürütücü değişikliklerinde aşağıda yer alan taahhütnamenin de doldurulup gönderilmesi gerekmektedir. Destek tutarının iade edilmesine dair bilgi e-posta üzerinden verilecektir.

Yürütücü değişikliği yapılabilmesi için yeni yürütücünün ARBİS kaydının olması gereklidir.

Eurostars Koordinatörlük Desteği Programı kapsamında, Eurostars projelerinde koordinatör olarak yer almayı hedefleyen yenilikçi KOBİ’lerin konsorsiyumlar kurulması ve proje fikirlerini zenginleştirerek uluslararası Ar-Ge ve yenilik projeleri oluşturulmasına yönelik giderlerin desteklenmesi hedeflenmektedir.

Eurostars Koordinatörlük Desteği Programı Ulusal Çağrıları TÜBİTAK web sitesinde duyurulur.

Eurostars Koordinatörlük Desteği  “TÜBİTAK Eureka Programı Kapsamında Proje Konsorsiyumları Oluşturma Amaçlı Seyahat ve Koordinatörlük Desteği Uygulama Esasları” kapsamında yürütülecektir.

Proje yürütücüsü, başvuru sırasında önerilen çalışma planı doğrultusunda, raporlarını proje sözleşmesinde belirtilen tarihlerde TÜBİTAK’a iletmekle yükümlüdür. Gelişme/sonuç raporları ilgili döneme ait harcamaları da içermelidir.

Proje, sözleşmede belirtilen bitiş tarihi itibarıyla sonuçlanır. Sonuç raporunun proje sözleşmesinde belirtilen bitiş tarihini izleyen en geç iki ay içinde gönderilmesi gerekmektedir. Yürütücü kuruluşun vakıf üniversitesi olması halinde proje kapsamında yapılan harcamalara ilişkin “Yeminli Mali Müşavir” raporu istenir.

Gelişme ve sonuç raporları TÜBİTAK tarafından görevlendirilen alanında uzman danışmanlar tarafından değerlendirilir.

Sonuç raporu kabul edilen proje, sonuçlandırılmış sayılır.
