1071 - SUPPORT PROGRAMME FOR INCREASING CAPACITY TO BENEFIT FROM INTERNATIONAL RESEARCH FUNDS AND PARTICIPATION IN INTERNATIONAL R&D COOPERATION
Aim and Scope
The aim of 1071 Support Program is to increase the capacity of researchers of our country to apply to international support funds, to improve their success performance in applications, and to support projects within the scope of call areas to be determined for enhancing participation in bilateral and multilateral international R&D collaborations. Within the scope of the Program, the calls are open for applications from academia, academia-industry cooperation or industry in different disciplines and different types of projects. In the calls, the university-industry-public institution collaborations are encouraged in line with the bilateral and multilateral international cooperation mechanisms that support participation in the European Union Framework Programs and similar international programs. Application, evaluation and monitoring procedures of the 1071 Support Program are carried out by the International Collaboration Projects Research Support Group (UPAG).
Two types of project support within the scope of in bilateral calls are given below:
- Research Projects
The aim of this type of project calls is to support research projects that should contribute to the current state of the art by producing new knowledge, making new scientific interpretations or solving technological problems based on scientific principles.
Funding rate is 100% for “Research Projects”.
- R&D - Innovation Projects
- Within the framework of the R&D - Innovation Projects calls, the projects with the following objectives are supported:
- Producing a new product,
- Increasing the product quality or standards,
- Developing new techniques to reduce costs and increase standards,
- Developing new production technologies.
The projects, focusing on research and experimental development, “technologically new or improved product”, “technological process innovation” are preferred; basic research projects are not supported within the scope of this type of call.
Funding rates for R&D - Innovation projects are;
- 100% for universities & public institutions,
- 75% for SMEs,
- 60% for large companies.
In the calls opened within the scope of multilateral cooperation, the scope and rules determined within the framework of the international agreements signed are applied.
Application:
For bilateral and multilateral project calls, thematic call areas, application conditions, budget issues, maximum duration of projects, call procedure and other matters specific to the calls are approved by the Presidency of TÜBİTAK and announced in the national call documents.
Applications to TÜBİTAK within the scope of the calls can only be made with electronic signature (e-signature) over the electronic system, https://uidb-pbs.tubitak.gov.tr before the call deadline. The e-signature process must be completed before the specified deadlines. Except for the auxiliary staff and the foreign consultant, other persons in the project team and all executives/participating institutions/organizations authorities must have qualified electronic certificates (e-signature).
Application conditions may differ depending on the call to be applied, so the national call document published on the application page must be read carefully before the application.
Some important points to consider for the application process:
- Applications can only be made with electronic signature. Signatures of project team(s) and institution(s) must be full and complete.
- The application must be completed within the deadline of application.
- The application must be made in accordance with the related call conditions.
- A project proposal can be submitted to a single call during the same application period.
- The application form must be filled in in detail and the required documents must be fully uploaded to the application system.
- If more than one institution/organization from Turkey participates in the same international project, a single national application must be made to TÜBİTAK.
- If an international joint project application is required within the scope of multilateral calls, both national and international applications must be submitted.
- If an application was made to TÜBİTAK before with the same / similar project proposal and the application was rejected as a result of scientific evaluation, Project Proposal Change Notification Form and Waiver Form (if necessary) should be filled.
- Before submit the application, the information regarding the Ethics Committee Approval Certificate, Legal / Special Permit Certificate and Support Letter should be read carefully. If the project is decided to be supported, necessary document should be submitted to TÜBİTAK in the desired format and in full within the time given by the International Cooperation Projects Research Support Group (UPAG). If the documents cannot be obtained within the specified period, the project will not be started.
- Consultancy and service procurement expenses taken from international project partners are not covered by TUBITAK.
Evaluation Procedure and Decision of Support
If the project proposal are evaluated by TÜBİTAK, the proposals will be reviewed according to a certain set of evaluation criteria.

In cases where the scientific evaluations are made by international independent panels/referees in multi-partner projects, the evaluation criteria is determined by call secretariat.
As a result of the evaluation process, the support decision, amount of funds to be transferred and accepted project duration are determined by the approval of TÜBİTAK Presidency.
M-ERA.NET is an international cooperation platform established to strengthen the European advanced materials ecosystem and to enhance coordination and alignment among national and regional funding programmes supporting research and innovation activities in the fields of materials and battery technologies. Within the scope of the call, international research and innovation projects addressing the development of (i) advanced materials for energy-, sustainability-, or environment-oriented applications, as well as electronic applications, (ii) innovative functional materials, and (iii) innovative surfaces and coatings will be supported.
The projects to be supported under the call are expected to foster the development of sustainable and circular advanced materials, the broader uptake of material technologies supporting the clean energy transition, the advancement of battery technologies and materials-based energy storage solutions, and enhanced digitalisation and environmental performance in manufacturing processes. In addition, in line with the objectives of strengthening the European Union’s industrial leadership and strategic autonomy, the call aims to enhance innovation capacity across material value chains, promote sustainable production and use scenarios, and deliver high-impact solutions with strong potential for industrial uptake.

Innovative functional materials with defined architectures,
Materials addressing environmental challenges,
Next generation materials for electronics.
Projects submitted under the call will undergo an international evaluation process, and the successful applicants will be funded by the respective national or regional funding organisations in their countries or regions of establishment. In Türkiye, applicants will be supported under the TÜBİTAK 1071 Support Programme.

The deadline for the second stage national application, to be carried out through TÜBİTAK PBS for projects with positive results in the international evaluation of the second stage, will be announced by TÜBİTAK to the relevant parties later.

Method
The TTOs, TDZs and RIs supported within the scope of the program submit their term reports (technical and financial periodical reports) to the TÜBİTAK. Technical reports are reviewed by the observer delegation and the financial reports are certified by Sworn-in Certified Public Accountant and reviewed by financial unit.
After evaluating the term reports, the accepted expenditure amounts related to the expenses to be supported by TÜBİTAK are determined. Payments are made to TTOs, TDZs and RIs after taking into account the prepayment amounts.
Önemli Hususlar
Başvuru sırasında aşağıdaki hususlara dikkat edilmesi gerekmektedir:
- Proje yürütücüsü, araştırmacı ve danışmanların TÜBİTAK - Araştırmacı Bilgi Sistemine (ARBİS) kayıtlı olmaları ve kayıtlarının güncel olması,
- Proje yürütücüsü ve araştırmacıların (yurt dışı araştırmacılar hariç) Türkiye Cumhuriyeti sınırları içerisinde ikamet etmeleri
- Aynı proje önerisi ile aynı dönemde birden fazla programa başvuru yapılmaması (Birden fazla başvuru yapıldığı takdirde ilk başvuru dikkate alınır, diğer proje başvurusu değerlendirmeye alınmayarak iade edilir),
- Başvuru formunda yer alan tüm konu başlıklarının, eksiksiz doldurulması ve projeyi bilimsel olarak değerlendirebilecek yeterlilikte bilgi içermesi,
- Elektronik Başvuru Sistemine yüklenmesi gereken başvuru formunun istenilen formatta hazırlanması, Proje ekibinin TÜBİTAK, üniversite ya da diğer kurum/kuruluşların desteği ile tamamlamış olduğu projeler ile şu sırada yürütmekte olduğu veya destek almak için başvurduğu projelere ilişkin, Elektronik Başvuru Sistemine girilen bilgiler doğrultusunda sistem tarafından otomatik olarak oluşturulan "EK-3 Proje Ekibinin Diğer Projeleri" belgesinin doldurulması,
- Aynı proje önerisi ile daha önce TÜBİTAK’a başvuru yapıldı ve panel değerlendirmesi sonucunda projenin desteklenmesi uygun bulunmadı ise, Elektronik Başvuru Sistemine girilen bilgiler doğrultusunda sistem tarafından otomatik olarak oluşturulan “Proje Önerisi Değişiklik Bildirim Formu” panel raporunda belirtilen değişiklik ve düzeltmeler dikkate alınarak doldurulması,
- Proje önerisinde yer alan metinsel ifadelerin, daha önce Kurumumuza sunulmuş olan (sonuçlanan/yürürlükte olan projeler dahil) projelerde yer alan ifadelerle büyük ölçüde benzerlik içermemesi,
- Proje ekibinde yer alan kişilerin TÜBİTAK’a ya da farklı bir kurum/kuruluşa sunulmuş aynı/benzer içerikli projelerinin yürürlükte/sonuçlanmış ya da öneri durumunda olmaması,
- Projenin yurt dışı saha çalışması içermemesi,
- Önerilen makine-teçhizat ve hizmet alımı giderlerine ait proforma faturaların mutlaka olması, sarf malzemeleri için projede gerekliliğinin değerlendirilmesine imkan veren ayrıntıda liste verilmesi (Sarf malzemeler için proforma faturaya gerek yoktur),
- TÜBİTAK’tan talep edilen destek miktarının program için belirlenen destek üst limitini aşmaması (Başvuru formunun eki olan “EK-2 Bütçe ve Gerekçesi” bölümünde yer alan “Genel Bütçe Tablosu”nda belirtilen destek miktarı ile çevrimiçi başvuru sırasında talep edilen miktarları birbirinden farklı olmamalıdır.)
- Proje kapsamında yapılacak arazi çalışmaları için arazi planının sunulması,
- Elektronik Başvuru Sistemindeki başvuru adımlarının belirtilen tarihe kadar eksiksiz olarak tamamlanması, Sisteme yüklenen dosyaların açıldığından ve doğru belge olduğundan emin olunması,
- Nitelikli elektronik sertifika kullanılarak yapılan başvurular için, imza sürecinin belirtilen tarihten önce tamamlanmış olması (Nitelikli elektronik sertifika kullanılarak yapılan başvurularda proje ekibinde yer alan kişilerin ve tüm yürütücü/katılımcı kurum/kuruluş yetkililerinin Nitelikli elektronik sertifika (e-imza) sahibi olması gerekmektedir.)
- Kuruluş yetkilisi olarak; üniversitelerde ve üniversitelere bağlı enstitülerde/hastanelerde Rektör veya yetki verdiği Rektör Yardımcısının, üniversitelere bağlı olmayan hastanelerde Hastane Yöneticisi, Başhekim veya yetki verdiği Başhekim Yardımcısının, diğer kuruluşlarda Genel Müdür veya yetki verdiği Genel Müdür Yardımcısı/Başkan veya yetki verdiği Başkan Yardımcısının imzasının olması,
- Projenin araştırma projesi kriterlerine uygun olması, durum tespitine/veri toplamaya yönelik rutin bir çalışma niteliğinde olmaması
- Projenin altyapı oluşturmaya yönelik olmaması,
- Literatür özetinin ham liste olarak verilmemiş olması (literatür referansı verilerek tartışılmış olması), literatür özetinde verilen referansların metin ile ilişkilendirilmiş olması,
- Aynı proje önerisi ile daha önce TÜBİTAK’a başvuru yapıldı ve değerlendirme sonucunda iki kez özgün değer kriterinden yetersiz puan alındı ise aynı proje önerisi ile 3. kez başvuruda bulunulmaması,
- Proje ekibinde Türkiye’de ikamet eden yabancı uyruklu yürütücü/danışman bulunması durumunda, yabancı uyruklulara PTİ ödenebileceğine dair onay belgesinin eklenmesi
- Proje ekibinde TÜBİTAK Merkez/Enstitülerinden yürütücü/araştırmacı/danışman bulunması halinde, TÜBİTAK Başkanı onay yazısının başvuruya eklenmiş olması.
Projects to be supported within the scope of PRIMA Program are divided into 2 Sections.
Project proposals submitted under Section 1 will be supported by PRIMA-allocated funding from the Horizon Europe Programme. Section 1 - 2025 Call Topics:

Project proposals submitted within the scope of Section 2, will be supported by the funds that the national funding agencies have committed to PRIMA, without the contribution of the EU. In the framework of the Section 2, in addition to the joint application to the PRIMA Program, research teams in project consortia are required to apply to their national funding agencies. For detailed information and international rules: https://prima-med.org/what-we-do/sections/section-2/ Research teams that will take part in the consortiums from Turkey will make their national applications to TÜBİTAK via online application portal: https://uidb-pbs.tubitak.gov.tr/. Project proposals to be submitted from Türkiye within the scope of the PRIMA Program will be supported within the scope of 1071 Program. Since the application is returned without being evaluated in case of non-compliance with the application rules, the national application rules should be examined in detail before the application.

The QuantERA III Consortium has opened the QuantERA Call 2025, a new call for international research projects in Quantum Technologies. Through this Call, the QuantERA Consortium seeks to boost cross-border collaboration and accelerate breakthrough research and cutting-edge engineering in quantum technologies.
The submitted proposals are expected to be aligned with one of the two QuantERA Call 2025 topics:
- Quantum Phenomena and Resources (QPR)
- Applied Quantum Science (AQS)
Funded projects in both topics are expected to address one or more of the following areas:
• Quantum communication,
• Quantum simulation,
• Quantum computation,
• Quantum sensing and metrology,
• General quantum science.
The project consortia must be composed of at least 3 partners eligible to receive funding from three or more different countries participating in the Call. Detailed information on the call topics, call rules, project requirements, and other expected qualifications of the projects can be found on the international call page.
In the QuantERA Project Call for 2025, Turkish researchers will be supported within the scope of the TÜBİTAK 1071 - Support Programme for Increasing Capacity to Benefit From International Research Funds and Participation in International R&D Cooperation.
It is strongly recommended to carefully review the national application rules listed below prior to submission. If the application rules are not followed, the application will be returned without being evaluated.

Liabilities
A guide containing important principles and rules regarding the use of Generative Artificial Intelligence (GenAI) has been prepared in order to protect research integrity, data privacy, and the transparency of processes in TÜBİTAK support processes. It is of great importance that you carefully review the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes” before starting the application and research processes.
Liability of Reporting
The fellow and the academic advisor(s) in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. In the case of a necessity, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done. In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of AYEK and ENDEK regulations.
Fellows are obligated to submit one progress and one final report within the specified dates based on the starting date and the duration of their fellowship. These reports must be signed by the fellow and the academic advisor(s) in Türkiye. Progress reports should be sent in the 6th month following the start date of the research and final reports should be sent within 1 month following the ending date of the research. These reports are evaluated by experts in the research field.
Reports disapproved as a result of the evaluation are required to be revised within the given period. Fellowship payments will be stopped if the progress reports are delayed. Fellowship of those who do not submit progress reports within 2 months from the date of suspension or their requested reports after revision are not found sufficient, may be deducted with the GYK decision.
TUBITAK support should be indicated in publications made within the scope of the program (if any) and they must be sent to BİDEB together with progress and final reports.
In the case of a wish the change of the university or research institute in Türkiye, it is requires to apply to BİDEB with a reasoned request for the change, signed by the fellow and the academic advisor(s) in Türkiye. In case the GYK approves the request for the change, replacement is finalized. Thereupon, it needed to take an acceptance letter from the new university or research institute in which the research will be carried out.
In the case of wishing the change of the academic advisor(s) in Türkiye, it is required to apply to BİDEB with a reasoned request for the change, signed by the fellow and the academic advisor(s) in Türkiye. In case the GYK approves the request for the change, reassignment is finalized. Thereupon, it is necessary to take an acceptance letter from the new academic advisor(s) in Türkiye to work together
Liability of Repayment
The fellow is obliged to report all kinds of fellowship or financial support received from another institution in Türkiye during the fellowship period to BIDEB within 15 days from the starting date of the support. If the fellow has some financial support received from another institution in Türkiye, the amount of the support within the scope of this program is separately determined by the GYK. If the fellow wishes to finish his/her research before the end of the fellowship period, the fellow and the academic advisor(s) in Türkiye must inform TUBITAK at least 15 days prior to the departure. No payment is made after the termination of the research.
The fellow has to pursue his/her research studies full-time in the university or research institute in Türkiye during the fellowship period. The fellow is obliged to inform TUBITAK about any short or long-term departures and the duration at least 10 days prior to the departure date. If the fellow leaves Türkiye for more than 15 days during the fellowship period, he/she has to obtain TÜBİTAK’s approval before the departure. Otherwise, the payment is suspended during the period of absence. The fellow has the right to use annual leave not more than 15 days. Departures shorter than 15 days shall not interrupt the payment. Departures longer than 15 days are discussed in GYK and the fellowship might be temporarily suspended or cut if it is deemed necessary. If extra payment is made, the fellow is obliged to repay this amount to TUBITAK.
If requested, suspension of the fellowship or interruption of the research is possible with the GYK’s approval. The fellowship might be canceled if the research is left or interrupted the research without informing TUBITAK.
Those receiving fellowship under this program cannot receive additional fellowship or support from other programs of TÜBİTAK. In case of violation of this rule, fellowship is canceled.

If the fellow leaves Türkiye for more than 15 days during the fellowship period, he/she has to obtain TÜBİTAK’s approval before the departure. Otherwise, the payment is suspended during the period of absence. The fellow has the right to use annual leave not more than 15 days. Departures shorter than 15 days shall not interrupt the payment. Departures longer than 15 days are discussed in GYK and the fellowship might be temporarily suspended or cut if it is deemed necessary. If extra payment is made, the fellow is obliged to repay this amount to TUBITAK.
If requested, suspension of the fellowship or interruption of the research is possible with the GYK’s approval. The fellowship might be canceled if the research is left or interrupted the research without informing TUBITAK.
Those receiving fellowship under this program cannot receive additional fellowship or support from other programs of TÜBİTAK. In case of violation of this rule, fellowship is canceled.

A guide containing important principles and rules regarding the use of Generative Artificial Intelligence (GenAI) has been prepared in order to protect research integrity, data privacy, and the transparency of processes in TÜBİTAK support processes. It is of great importance that you carefully review the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes” before starting the application and research processes.
Liability of Reporting
The fellow and the academic advisor(s) in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. In the case of a necessity, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done. In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of AYEK and ENDEK regulations.
Fellows are obligated to submit one progress and one final report within the specified dates based on the starting date and the duration of their fellowship. These reports must be signed by the fellow and the academic advisor(s) in Türkiye. Progress reports should be sent in the 6th month following the start date of the research and final reports should be sent within 1 month following the ending date of the research. These reports are evaluated by experts in the research field.
Reports disapproved as a result of the evaluation are required to be revised within the given period. Fellowship payments will be stopped if the progress reports are delayed. Fellowship of those who do not submit progress reports within 2 months from the date of suspension or their requested reports after revision are not found sufficient, may be deducted with the GYK decision.
TUBITAK support should be indicated in publications made within the scope of the program (if any) and they must be sent to BİDEB together with progress and final reports.
In the case of a wish the change of the university or research institute in Türkiye, it is requires to apply to BİDEB with a reasoned request for the change, signed by the fellow and the academic advisor(s) in Türkiye. In case the GYK approves the request for the change, replacement is finalized. Thereupon, it needed to take an acceptance letter from the new university or research institute in which the research will be carried out.
In the case of wishing the change of the academic advisor(s) in Türkiye, it is required to apply to BİDEB with a reasoned request for the change, signed by the fellow and the academic advisor(s) in Türkiye. In case the GYK approves the request for the change, reassignment is finalized. Thereupon, it is necessary to take an acceptance letter from the new academic advisor(s) in Türkiye to work together
Liability of Repayment
The fellow is obliged to report all kinds of fellowship or financial support received from another institution in Türkiye during the fellowship period to BIDEB within 15 days from the starting date of the support. If the fellow has some financial support received from another institution in Türkiye, the amount of the support within the scope of this program is separately determined by the GYK. If the fellow wishes to finish his/her research before the end of the fellowship period, the fellow and the academic advisor(s) in Türkiye must inform TUBITAK at least 15 days prior to the departure. No payment is made after the termination of the research.
The fellow has to pursue his/her research studies full-time in the university or research institute in Türkiye during the fellowship period. The fellow is obliged to inform TUBITAK about any short or long-term departures and the duration at least 10 days prior to the departure date. Kimler Başvurabilir?
Yükseköğretim Kanunu kapsamında yer alan yükseköğretim kurumları, eğitim ve araştırma hastaneleri, kamu kurum ve kuruluşları, sektör ve büyüklüğüne bakılmaksızın firma düzeyinde katma değer yaratan ve ticaret sicil belgesi olan Türkiye’de yerleşik sermaye şirketleri (özel kuruluşlar) veya bunların oluşturduğu ortaklıklar TÜBİTAK 1071- Uluslararası Araştırma Fonlarından Yararlanma Kapasitesinin ve Uluslararası Ar-Ge İşbirliklerine Katılımın Arttırılmasına Yönelik Destek Programı hükümleri doğrultusunda desteklenecektir.
Aynı uluslararası projede Türkiye’den birden fazla ortak bulunması durumunda, TÜBİTAK 1071 programına ortak olarak tek bir başvuruda bulunulmalıdır.
Çağrı Bütçesi:
Bu çağrı kapsamında proje başına düşen destek üst limiti 720.000 TL’dir.
Destek Oranı ve Proje Bütçesi Üst Sınırı:
Yükseköğretim kurumları, araştırma merkezleri ve enstitüler %100 destek oranı ile desteklenecektir.
Proje Süresi Üst Sınırı:
Yükseköğretim kurumları, eğitim ve araştırma hastaneleri, kamu kurum ve kuruluşları ve özel kuruluşlar %100 destek oranı ile desteklenecektir.

Başvuruda bulunan 29 araştırmacıdan 25’i bilimsel değerlendirmeye alınmıştır. Toplamda 11 araştırmacı/proje desteklenmiştir. Başvuru sahiplerinin %37,9’u, bilimsel değerlendirmeye alınan adayların %44’ü desteklenmiştir.
Desteklenecek araştırmacının, destek kararının bildirilmesinden itibaren en kısa süre içerisinde aşağıdaki belgeleri BİDEB’e göndermesi gerekmektedir:
- Başvuru sırasında sistem tarafından otomatik olarak oluşturulan “Onaylı Başvuru Belgesi”nin ıslak imzalı hali
- 1 adet proje önerisi (proje yürütücüsü tarafından her sayfası paraflanmış olarak)
- Yürütücünün kamu araştırma merkezlerinde (Bakanlık ve diğer devlet kurumlarına bağlı araştırma enstitüleri ve merkezleri) çalışıyor olması halinde; ilgili kamu araştırma merkezinin bağlı olduğu kamu kuruluşunun en üst yetkilisinden alınacak onay yazısı,
- Proje başlatılmadan önce etik kurul onayı, yasal/özel izin belgesi gerektirip gerektirmediği hususunun bir kez daha değerlendirilmesi önem arz etmektedir. Söz konusu onayların gerekliliği durumunda ilgili merciilere başvurularak temin edilecek belgelerin aslı veya aslı gibidir onaylı hali

1812 Yatırım Tabanlı Girişimcilik Destek Programı (BiGG Yatırım) ile girişimcilerin, teknoloji ve yenilik odaklı iş fikirlerini katma değer ve nitelikli istihdam yaratma potansiyeli yüksek teşebbüslere dönüştürebilmeleri için, fikir aşamasından pazara kadar olan faaliyetlerinin desteklenmesi, böylece nitelikli girişimciliğin özendirilmesi ve uluslararası piyasalarda rekabet edebilen, yenilikçi, teknoloji düzeyi yüksek ürün ve süreçleri geliştirebilen teknoloji tabanlı başlangıç firmalarının oluşturulması hedeflenmektedir.
1. Aşama faaliyetlerini yürütmek üzere seçilen uygulayıcı kuruluşlar, açılan bu çağrı kapsamında iş fikri başvurularını kabul edecektir.
1. Aşama sonunda hazırladığı iş planı uygulayıcı kuruluş tarafından onaylanan girişimciler, Programın 2. aşama başvurusunu TÜBİTAK’a yapacaktır. Değerlendirme sonucunda iş planlarının Mükemmeliyet Mührü alması uygun bulunan girişimcilerin kuracakları şirketlere TÜBİTAK BİGG Fonu, %3 hisse karşılığında 900.000 TL yatırım yapacaktır.
TWAS (Academy of Sciences for the Developing World / Gelişmekte Olan Dünya için Bilimler Akademisi) 1983 yılında, İtalya’da kurulmuştur. TWAS ile UNESCO (United Nations Educational, Scientific and Cultural Organization - Birleşmiş Milletler Eğitim, Bilim ve Kültür Örgütü) arasında 1991 yılında imzalanan bir anlaşma sonucunda TWAS, Birleşmiş Milletler Kuruluş Sözleşmesi 63. Maddesi çerçevesinde UNESCO’nun bir “program birimi” haline gelmiş; Akademi’nin kurumsal ve finansal sorumluluğunu UNESCO üstlenmiştir.
Kurumumuz ile TWAS arasında, ikili işbirlikleri ve ortak çağrıların yürütülmesi odaklı Mutabakat Zaptı (MoU) 15.02.2022 tarihinde imzalanmıştır. Söz konusu MoU kapsamında, doktora öğrencileri ve doktora sonrası araştırmacılar için iki farklı program tasarlanmıştır. Tasarlanan her iki programda da TWAS, gidiş dönüş seyahat masraflarını ve vize işlemleri masraflarını karşılarken, TÜBİTAK bursiyerin konaklama ve yaşam masraflarını kapsayacak olan aylık bursunu karşılayacaktır.
Kurumumuz ile TWAS arasında ilk ortak çağrı; 15.09.2022 tarihinde açılmış olup, sonraki çağrılara dair duyurular düzenli olarak TÜBİTAK resmi web sayfasından yayınlanmaktadır.
Değerlendirme
TÜBİTAK Fen Lisesi’ni kazanan asıl ve yedek öğrencilerin puanı, aşağıdaki işlem basamaklarına göre tek puan türünde hesaplanacaktır.
MSP sonucuyla yüzde birlik (% 1) başarı dilimi içerisinde yer alan öğrencilerin girdiği TÜBİTAK Fen Lisesi’ne öğrenci seçmek için yapılan yetenek sınavında her sorunun katsayısı eşittir.
Her bir öğrencinin puanı; her alt teste ait doğru ve yanlış cevap sayıları belirlenip doğru cevap sayısından yanlış cevap sayısının üçte biri çıkarılarak hesaplanır.
Yetenek sınavında her bir öğrencinin aldığı puan en yüksek puandan en düşük puana göre sıralanır ve asıl ve yedek öğrenciler belirlenir.
Öğrenciler, yetenek sınavı puanlarında eşitlik olması durumunda sırasıyla; yüzdelik dilimdeki üstünlüğüne, MSP üstünlüğüne, ortaokul başarı puanı üstünlüğüne, sırasıyla 8. sınıf, 7. sınıf ve 6. sınıf yılsonu başarı puanına göre sıralanır. Eşitliğin yine bozulmaması hâlinde ise doğum tarihi gün/ay/yıl olarak küçük olan öğrenci tercih edilir.
Ülkemiz, kutup araştırmalarındaki bilimsel varlığını güçlendirmeye devam ediyor. Beşinci Ulusal Arktik Bilimsel Araştırma Seferi (TASE-V), 8-31 Temmuz 2025 tarihleri arasında Cumhurbaşkanlığı himayelerinde, Sanayi ve Teknoloji Bakanlığı uhdesinde, TÜBİTAK MAM Kutup Araştırmaları Enstitüsü koordinasyonunda gerçekleştiriliyor.
TASE-V seferinde 9’u Türk, 3’ü yabancı olmak üzere toplam 12 araştırmacı görev alıyor. TÜBİTAK’ın proje yarışmalarında birincilik elde eden 3 farklı projeden 3 lise öğrencisinin de projelerini Arktik’te test etme fırsatı bulacağı sefer sırasında 19 farklı bilimsel proje hayata geçirilecek.
Sefer kapsamında deniz suyu ve sediman örnekleri alınacak, deniz yüzey sularında mikroplastik varlığı araştırılacak, Arktik atmosfer dinamikleri GNSS ve meteoroloji istasyonlarıyla izlenecek. Seferde Arjantin, Bulgaristan ve Ekvador’dan araştırmacılar da yer alacak.
Arktik Okyanusu’ndaki iklim değişikliği etkileri ve deniz ekosistemleri üzerine yapılacak çalışmalarla Türkiye’nin bilimsel gücü bir kez daha uluslararası alanda görünür olacak.
PROGRAMIN KAPSAMI VE AMACI
1511 - TÜBİTAK Öncelikli Alanlar Araştırma Teknoloji Geliştirme ve Yenilik P. D. P.(Teknoloji Odaklı Sanayi Hamlesi Programı)
Teknoloji Odaklı Sanayi Hamlesi Programı, Türkiye’de katma değerli üretimin artırılması amacı doğrultusunda, Bakanlık ve bağlı/ilgili kuruluşları (TÜBİTAK, KOSGEB) tarafından sağlanan destek ve teşviklerin tek pencereden yönetilerek orta-yüksek ve yüksek teknoloji seviyeli sektörlere yoğunlaştırılmasına yönelik özel bir programdır.
Türkiye’de orta-yüksek ve yüksek teknoloji seviyeli, katma değeri yüksek ürünlerin ve bu sektörlerin gelişimi için kritik önemi haiz ürünlerin üretiminin artırılması ve bu çerçevede yeni üretim imkan ve kabiliyetlerinin ülkemize kazandırılması amaçlanmaktadır. Ülkemizin ihtiyaç duyduğu teknolojik gelişmeye katkı sağlayacak yatırım projelerinin uçtan uca yönetişim ve destek modeli ile hayata geçirilmesi hedeflenmektedir.
Teknoloji Odaklı Sanayi Hamlesi Programı kapsamında Ar-Ge nitelikli projelerin desteklenmesi, izlenmesi, sonuçlandırılması ve sonuçların değerlendirilmesine yönelik süreçler 1511 kodlu program Uygulama Esaslarında belirtilen usul ve esaslar doğrultusunda yürütülmektedir.
Projeler için Ticarileşme İzleme Sürecine ve bu sürece ait nitel ve/veya nicel sonuçların puanlanmasına ilişkin hususlar aşağıda sunulmaktadır.
TÜBİTAK Bilim İnsanı Destek Programları Başkanlığı (BİDEB) tarafından yürütülen 2247-C Stajyer Araştırmacı Burs Programı (STAR) 2025 Yılı 1. Dönem STAR Lisans ve STAR Öğretmen çağrıları başvuru sonuçları açıklanmıştır. Başvuru sahipleri, başvuru durumları ile ilgili sonucu, BİDEB Başvuru ve İzleme Sisteminden kullanıcı girişi yaparak “Başvurularım” alanından görüntüleyebilirler.
2247-C Stajyer Araştırmacı Burs Programı (STAR)’da STAR Lisans çağrısı kapsamında 730 lisans öğrencisi ve STAR Öğretmen çağrısı ile 15 öğretmen desteklenmeye hak kazanmıştır.

Gençlik ve Spor Bakanlığı ile Sanayi ve Teknoloji Bakanlığı arasında yapılan iş birliği protokolü ile TÜBİTAK ve Gençlik ve Spor Bakanlığı’nın ortak gençlik ve spor çağrı programları geliştirmesi kararlaştırılmıştır. Bu protokol kapsamında, spor teknolojilerine ilişkin belirlenen alanlarda; yaratıcı, yenilikçi, teknik mükemmeliyete ve rekabet özelliklerine sahip, özgün farklılıkları olan, ulusal teknolojik birikime katkı sağlayan, en azından prototipi üretilmiş ürünleri ödüllendirmek üzere Türkiye’de yerleşik tüm firmaların katılım sağlayabileceği “BİGG SPOR Ödülleri” başlıklı yarışma açıldı.
Yarışmada, değerlendirmeler sonrasında belirlenecek en fazla 5 firmaya (her firmaya 1.250.000 TL) toplam 6.250.000 TL para ödülü ve ayrıca BİGG SPOR Ödül Belgesi verilecektir.
“BİGG SPOR Ödülleri” başlıklı yarışmanın başvuruları 26 Aralık 2025 tarihine kadar PRODİS (eteydeb.tubitak.gov.tr adresi) üzerinden alınacaktır.
TÜBİTAK olarak, yapay zekâ teknolojilerindeki hızlı gelişmelerin araştırma süreçlerine sunduğu olanakların ve taşıdığı risklerin farkındayız. Bu teknolojilerin sorumlu, etik ve güvenilir kullanımını temin etmek amacıyla Kurumumuz tarafından önemli bir adım atıldı ve “Destek Süreçlerinde Üretken Yapay Zekânın (ÜYZ) Sorumlu ve Güvenilir Kullanımı Rehberi” hazırlandı.
Rehber, proje başvurularının hazırlanmasında ÜYZ’nin rolünü, kullanımın şeffaf bir şekilde beyan edilmesi zorunluluğunu ve gizli verilerin korunmasına yönelik kesin kuralları açıklıyor. Ayrıca, değerlendirme süreçlerinin gizliliğini ve tarafsızlığını korumak amacıyla değerlendiricilerimiz için geçerli olan kısıtlamaları da detaylandırıyor. Rehberin web adresi ve konuyla ilgili metinler ARBİS'e, tüm destek programlarının başvuru sayfalarına ve değerlendiricilerin formlarına, kabul ve taahhüt beyanlarına entegre edilecek.
Bilimsel bütünlüğü ve etik standartları korumak adına tüm destek süreçlerimizde uyulması gerekli olan bu rehberi dikkatle incelemenizi rica ederiz.
