çeşitli konulardaki ulusal stratejilerde de değerlendirilmektedir. Tüm teknoloji yol haritalarının çıktılarıyla 218 Ar-Ge ve yenilik konusu oluşturulmuştur ve TÜBİTAK 2022-2023 Öncelikli Ar-Ge ve Yenilik Konuları’nda yer almaktadır.

Hazırlanan teknoloji yol haritalarının, Ar-Ge ve yenilik desteklerinde önceliklendirilmesinin yanı sıra, ilgili alanda çalışmalarını sürdüren üniversiteler, araştırma kuruluşları, özel sektör, girişimciler, yatırımcılar ve araştırmacılara yön göstermesi hedeflenmiştir.

Teknoloji yol haritalarında ilgili alanın ele alındığı kapsam, metodoloji, dünyada ve Türkiye’de alanın mevcut durumu, ekosistemden alınan hedef önerileri, yapılabilirlik ve etkiye dair Delfi Analizleri, öncelikli olarak seçilen konular ile bu konuların yenilikçi özellikleri ve teknik metrikleri, dünyada ve Türkiye’deki teknolojik hazırlık seviyeleri, Ar-Ge ve yenilik çalışmalarında biraraya gelmesi beklenen disiplinler, tahmini bütçe ve zaman planı, işbirliği modellerine ilişkin detaylar yer almaktadır.  Bunların yanı sıra, öncelikli konuların hayata geçirilmesi için destekleyici unsurlar, ülkemizdeki yapılabilirliğin ve etki potansiyelinin artırılmasına ilişkin kritik öneriler de bulunmaktadır.

Vizyon 2023 Projesinin ana teması; Cumhuriyetimizin 100. yılında, Atatürk’ün işaret ettiği muasır medeniyet seviyesine ulaşma hedefi doğrultusunda

• bilim ve teknolojiye hakim,
• teknolojiyi bilinçli kullanan ve yeni teknolojiler üretebilen,
• teknolojik gelişmeleri toplumsal ve ekonomik faydaya dönüştürme yeteneği kazanmış

bir "refah toplumu" yaratmak olarak belirlenmiştir.

Projede aşağıdaki çalışmaların kapsanması planlanmıştır:

• Türkiye’nin bilim ve teknoloji alanında mevcut konumunun saptanması
• Dünyada bilim ve teknoloji alanındaki uzun dönemli gelişmelerin saptanması
• Türkiye’nin 2023 hedefleri bağlamında, bilim ve teknoloji taleplerinin belirlenmesi
• Bu hedeflere ulaşılabilmesi için gerekli stratejik teknolojilerinin saptanması
• Bu teknolojilerin geliştirilmesi ve/veya edinilmesine yönelik politikaların önerilmesi

Desteklenmesine karar verilen proje bilgileri aşağıda yer almaktadır:

Avrupa Deniz Kurulu (The European Marine Board-EMB) Avrupa denizleri ile ilgili araştırma önceliklerini ve stratejilerini belirleyen, üyeleri arasında işbirliğini sağlayan, denizlerle ilgili çalışmaların ortak bir düzlemde yürütülmesini hedefleyen bir uluslararası kuruluştur. Kuruluş daha önce Avrupa Bilim Vakfı’nın (European Science Foundation-ESF) bir uzmanlık kurulu (Expert Board) olarak görev yapmaktayken 2016 yılında ESF’ten ayrılarak çevre ve deniz alanında çalışmalar yapan bağımsız bir kuruluş olarak faaliyetlerine devam etme kararı almıştır. Denizler ile ilgili bilimsel araştırmalardan elde edilen çıktıları karar alıcılara iletme misyonu bulunan kuruluş deniz araştırmalarında Avrupa’nın bilimsel ve teknolojik alandaki yön göstericilerinden biridir.

Avrupa Deniz Kurulu 2016 yılında bağımsız bir yapıya büründükten sonra da faaliyetlerine devam etmiş, kurumumuz da kuruluş faaliyetlerine katılımını sürdürmüştür.

Doğu Akdeniz, Ege ve Karadeniz kıyılarını ilgilendiren Çerçeve Programı projelerinde TÜBİTAK MAM Çevre Enstitüsü araştıramcılarının yer alabilmesi, projelere yön verilebilmesi, Kuruluş düzenli toplantılarına temsilci katılımı ile çalışmaların tanıtılması açısından Kuruluş üyeliği fayda sağlamaktadır.

2515 - COST Aksiyon Üyeleri Ar-Ge Destek Programı, Bilim ve Teknolojide Avrupa İş Birliği Kuruluşu (European Cooperation in Science and Technology-COST Association) bünyesindeki COST Aksiyonu adı verilen uluslararası tematik ağlarda Yönetim Komitesi (Management Committee-MC) ve/veya Çalışma Grubu üyesi olarak görev alan bilim insanlarının Aksiyon konusuyla uyumlu Ar-Ge projelerini desteklemeyi amaçlamaktadır. 

25 Mayıs 2023 tarihi itibariyle, 2515 COST Destek Programı ve 2519 COST Çalışma Grubu Destek Programı birleştirilmiştir. 2515 COST Aksiyon Üyeleri Ar-Ge Destek Programı kotası uygun bir Aksiyona Yönetim Komitesi üyesi olarak katılmak amacıyla kullanılamamakta olup yalnızca Aksiyonlarda halihazırda Yönetim Komitesi/Çalışma Grubu üyeliği olan kişilerce başvuru yapılabilmektedir.

Birincisi 2022 yılında ikincisi 2023 yılında açılan bu destek programının, hem gelen yoğun talepler hem de birincisinde başlatılan projelerin verimliliği yüksek görüldüğünden 2024 yılı çağrısının da planlanmasına karar verilmiştir.

Bu destek modelinde, yapay zekâ çözümlerine ihtiyaç duyan şirketlerimizin, teknoloji sağlayıcı olarak en az bir şirket, bu konuda tecrübeli en az bir üniversite araştırma laboratuvarı/merkezi ya da kamu araştırma merkezi/enstitüsü ve TÜBİTAK Yapay Zekâ Enstitüsü ile konsorsiyum oluşturmaları hedeflenmektedir. 

Bu destek programının, Türkiye Yapay Zekâ Ekosistemini harekete geçirecek bir katalizör görevi üstlenmesi ve farklı açılardan katkı sağlaması beklenmektedir.

Konsorsiyum oluşturma süreçlerinin devam etmesinden dolayı sektörden gelen talepler doğrultusunda 2024 çağrısının süresi uzatılmıştır.

• 28 Haziran - 3 Temmuz 2026 tarihleri arasında ‘Disiplinlerarası’ alanında düzenlenecek olan “75. Lindau Nobel Ödüllü Bilim İnsanları Toplantısı” (The 75th Lindau Nobel Laureate Meeting (Interdisciplinary)) etkinliği için başvurular 29 Eylül - 10 Ekim 2025 tarihleri arasında BİDEB Başvuru ve İzleme Sistemi üzerinden çevrimiçi alınacaktır. 

• ‘Disiplinlerarası’ alanda düzenlenecek olan “75. Lindau Nobel Ödüllü Bilim İnsanları Toplantıları” (The 75th Lindau Nobel Laureate Meeting (Interdisciplinary)) etkinliği için en az iki Nobel disiplini (fizik, kimya, fizyoloji veya tıp) ya da bir Nobel disiplini ile sosyal veya diğer doğa bilimlerinin kesiştiği alanlarda öğrenim gören ve araştırma yapan lisans, yüksek lisans ve doktora öğrencileri ile doktora sonrası genç araştırmacıların başvuruları kabul edilecektir. 

• Program kapsamında başvurular 10 Ekim 2025 tarihi saat 17:30’a kadar https://e-bideb.tubitak.gov.tr/ adresi üzerinden alınacaktır.

Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ölçeğindeki kuruluşların proje esaslı araştırma teknoloji geliştirme ve yenilikçilik faaliyetlerinin desteklenmesi, Ar-Ge nitelikli yenilik faaliyetleri yapmaya özendirilmesi, Ar-Ge ve yenilikçilik kültürünün yerleşmesine ve yaygınlaşmasına katkıda bulunulması, ulusal/uluslararası pazarda rekabet güçlerinin artırılması, ortak ya da tek başına sistematik Ar-Ge ve yenilik projeleri yapabilme yetkinliği kazanmasını amaçlayan 1507 KOBİ Ar-Ge Başlangıç Destek Programı 2025-2 Çağrısının sonuçları açıklanmıştır.

Projeleri desteklenen kuruluşlarımızı tebrik eder, ret kararı verilen kuruluşlarımıza ise başvurularını revize ederek 1507 Programının 2026-1 Çağrısına başvuruda bulunabileceklerini hatırlatmak isteriz. 

Firmalar proje önerileri ile ilgili son duruma TEYDEB internet adresi üzerindeki proje bilgileri sayfasından erişebilirler.

• Sonucu açıklanan başvuruların durumu e-bideb.tubitak.gov.tr adresinden kontrol edilmelidir.

• Ödemeler etkinlik tamamlandıktan sonra izleme belgelerinin sisteme yüklenmesi ve ilgili belgelerin uygun bulunmasından sonra, etkinlik yürütücüsünün kendi adına açılmış banka hesabına aktarılarak yapılmaktadır.

• Etkinliğin başlamasına 3 aydan daha az bir süre kala ön ödeme talep edilmesi halinde (ön ödeme talebi ile birlikte taahhütnamenin sisteme yüklenmesi gerekir) kararlaştırılan desteğin en fazla % 80’i etkinlik yürütücüsünün kendi adına açılmış banka hesabına ön ödeme şeklinde aktarılır.

Proje pazarlarının tanımı çerçevesindeki proje fikirleri ile ilgili olarak, bilgi ve görüş alışverişinin sağlanmasına ve  Ar-Ge projelerine ilişkin teknolojik ve finansal işbirliklerinin oluşturulmasına yönelik üniversite, araştırma ve özel sektör kuruluşlarından temsilcilerin bir araya gelerek aktif  katılımlarıyla düzenlenecek ulusal veya uluslararası  etkinlik harcamalarının desteklenmesidir.

Sağlanan desteğin miktarı nedir?

TÜBİTAK tarafından belirlenen üst sınırı geçmeyecek biçimde, etkinliği düzenleyen kuruluşun talebinin uygun görülen kısmı için hibe destek sağlanmaktadır. Destek ödemeleri etkinlik öncesi yapılmaktadır.

Etkinliğe ilişkin destek verilen harcama kalemleri nelerdir?

1. Basım ve  kırtasiye giderleri: Etkinlik ile ilgili gerekli basım ve kırtasiye giderleri (davetiye, afiş, broşür, kitap, sarf malzemeleri, v.b),
2. Posta ve kurye giderleri: Etkinlik ile ilgili yapılan posta ve  kurye giderleri,
3. Ulaşım ve konaklama giderleri: Üniversite ve araştırma kuruluşlarından etkinlik kapsamında proje fikriyle katılacak kişilere ait uçak, tren, otobüs, gemi ile yapılan şehirlerarası ve uluslararası ekonomi sınıfı ulaşım giderleri ile aşağıdaki linkte 1503 bölümünde belirtilen tutara kadar günlük konaklama giderleri. 

Yurt dışındaki bilimsel eğitim etkinliklerine katılmak isteyen öğrencilere yol, gündelik ve etkinlik katılım ücreti desteği sağlanır.

Yurt dışında düzenlenen bilimsel eğitim etkinliklerine katılacak kişilere verilecek destek miktarı BİDEB Grup Yürütme Kurulu (GYK) tarafından belirlenir. Destek süresi 2 ayı aşmamak koşuluyla, eğitim süresi ile sınırlıdır. Destek tutarı, Resmi Gazete’de yayımlanan “Yurtdışı Gündeliklerine İlişkin Karar” eki cetvelin “Aylık/kadro derecesi 5-15 olanlar”a ilişkin VII. sütundaki A.B.D. (A.B.D. Doları) satırına karşılık gelen değerin 2/3’ü üzerinden hesaplanan günlük 62 A.B.D. dolarıdır. Aylık destek miktarı 1 ay 30 gün kabul edilerek etkinlik süresi üzerinden, TÜBİTAK Yönetim Kurulu tarafından belirlenen destek üst limitlerini aşmamak üzere desteklenecek başvuruların belirlendiği Grup Yürütme Kurulu (GYK) toplantısından bir önceki gün TCMB Döviz Satış Kuru dikkate alınarak Türk Lirası cinsinden hesaplanır. Destek, kişinin kendi adına açılmış banka hesabına etkinliğin başlamasından önce Türk Lirası cinsinden ödenir.

This call announcement is made within the framework of the Innovation Support Program Implementation Principles Directive. For issues not specified in the call, the provisions of the Innovation Support Program Implementation Principles Directive and other relevant TÜBİTAK legislation will apply.

HOPE Meetings, organised by Japan Society for The Promotion of Science (JSPS), give opportunities to excellent graduate students selected from countries and areas in the Asia-Pacific and Africa region, in the fields of physics, chemistry, physiology/medicine, to engage in interdisciplinary discussions with Nobel Laureates and other distinguished scientists pioneering the frontiers of knowledge. It is hoped that the experience the students gain at the meeting will inspire and motivate them to become excellent scientists able to shoulder the future of science and technology in the region. 17th Hope Meeting will take place between 2-6 March 2026 in Tsukuba-city, Japan. 

JSPS will cover the accommodation, domestic transportation in Japan and travel insurance expenses for 4 young researchers nominated by TÜBİTAK to participate in the HOPE Meeting. International flight ticket expenses of the candidates will be covered by TÜBİTAK.

The participants will be selected based on the following criterions:

• To be born after 1 January 1986

• Be a PhD student or young researcher (received PhDs after 1 April 2020- excluding periods of maternity/paternity, and childcare leave) with a record of excellent academic performance 

• Have not been selected to participate in a past HOPE Meeting

• Have an excellent record of research and a high level of interest in the societal influence of scientific knowledge and its application 

• Have a strong interest in a wide scope of science and research 

• Be expected to go on to advance future research in the Meeting’s subject field(s) 

• By participating in the meeting, be expected to initiate joint research and/or build collegial networks in the future 

• Have a strong desire to participate actively in the Meeting’s exchanges and discussions 

• Possess ample English proficiency to do so 

• Be able to participate in the entire Meeting program from 2-6 March 2026.

As part of the Eureka Network Projects, a significant support initiative within Eureka, the "Applied Quantum Technologies" call is set to commence on February 1, 2024 with 16 countries. Aligned with Eureka's goals, it aims to provide support for projects demonstrating high potential for commercialization, focusing on the development of market-oriented products, processes, and services.

Purpose of the Call

Quantum technology encompasses many technological aspects, ranging from specific methods of quantum information processing to the development of algorithms and the utilization of quantum computers for diverse applications.

The primary objective of this call is to provide support to organizations engaged in the advancement of quantum technologies that surpass or enhance existing technologies, thereby contributing to the resolution of challenges across industry, science, and society.

Within the framework of the call, project proposals are encouraged to fall within the following focus areas. However, these sub-headings of quantum technologies are not exhaustive, and innovative proposals beyond these categories are also welcomed.

Eureka Network - Applied Quantum Technologies project applications will be submitted in accordance with the national call rules coded “1719-Eureka Quantum Technologies” and titled “Eureka Network 2024 Applied Quantum Technologies Call Announcement”. The call text must be thoroughly reviewed prior to the national application. If the application rules are not followed, the application may be returned without review. Companies with capital companies, higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures covered by Law No. 6550 are eligible to apply for the call code 1719-Eureka Quantum Technologies. Applications from relevant institutions are considered in collaboration with at least one capital company.

Application Process

Applications for the project will be conducted through two stages: International and national.

Stage 1/International Application:

All participating partners are required to fill out the Eureka project application form online, accessible on the call web page at (https://eureka.smartsimple.ie/s_Login.jsp). Subsequently, each application will undergo pre-evaluation by the national Eureka offices of the countries involved in this initiative. The preliminary evaluation process is set to be completed on May 14, 2024, following which eligible projects will receive invitations to proceed with the national application stage.

Stage 2/National Application:

Participants from Türkiye must submit their national applications to the TÜBİTAK 1719-Eureka Quantum Technologies national call, along with the international application form, by June 6, 2024 (https://eteydeb.tubitak.gov.tr/prodis.htm).

A. Principal investigator (PI)

Principal investigator (excluding retirees and post-doctoral researchers not working in any institution/organization);

• In the case of University/ Training and Research Hospital staff, he/she should be permanent staff of the organization proposing the Project, have a degree of doctorate / specialty in medicine, dentistry, pharmacy, veterinary medicine /proficiency in art.
• In the case of working at the Research Institute, he/she should be permanent staff of the institution proposing the Project, have a minimum four-year undergraduate degree from university.

Members of the Group Executive Board and Advisory Board working in ARDEB can take part as a PI or researcher while their duties continue during the application, but not as a consultant (*).

One can take part as a PI for a maximum of five times in total within the scope of the 1002-A Short-Term Support Module and the 1002-B Emergency Support Module throughout her/his career. It is not possible for people who have been assigned as a PI in five or more 1002-A and 1002-B projects, for which a support decision has been made and/or in case of a proposal, to apply to Module 1002-A or 1002-B as PI.

B. Researcher / Consultant

The researchers or consultants whom will take part in a project team;

Must have a minimum four-year undergraduate degree and be a permanent/full-time staff of the participating organization/institution under which they’re working (excluding retirees and post-doctoral researchers not working in any institution/organization)

The PI, researchers and consultants should reside in the territory of Republic of Türkiye.

Retirees who do not work in any organization can take part in the project team as PI, researcher, or consultant and post-doctoral researchers who do not work in any organization can take part as a PI or researcher. In order for the retirees and post-doctoral researchers to become PI, an approval on that they can take part in the project is necessary from the senior authority of the institution / organization where the project will be carried out.

It is not possible for the ones being abroad to take part in the project team as a foreign researcher and a foreign consultant.

People working in TÜBİTAK Headquarters / Institutes cannot take part as PIs / researchers / consultants in the projects proposed under this Module.

Individuals with a contribution rate of less than 10% in the project cannot work as researchers, but they can be consultant. In order for a project consultant (**) to take part, the project must have specific expertise or subjects and this issue should be justified in the project proposal. The number of consultants to take part in a project is limited to the number of subjects that require special expertise in that project.

C. Scholar

Undergraduate and graduate students (except for special students and prep students) and “Research Assistants” studying in higher education institutions in Türkiye and post-doctoral researchers can take part as scholar in projects.

Undergraduate scholars should not work in any institution/organization. If the student fails the class, the scholarship is terminated. A maximum of 4 (four) undergraduate scholarship students can take part in a project at the same time.

The requirements to be a post-doc researcher scholar;

• Scholar should have a PhD but not work in any institution/organization,
• Scholar should not have an academic title of associate professor or higher,
• The period between the date of obtaining the doctorate/ specialty in medicine, dentistry, pharmacy, veterinary medicine/ proficiency in arts degree and the date when the person will be assigned within the scope of the project (request date) should not be more than 7 years (In case that female researchers have taken maternity leave within the specified period;  one year will be added to this period for each birth given that the birth certificate or the identity document of the children is sent to deik@tubitak.gov.tr by e-mail attached to the request letter)

WHO CANNOT BE PRINCIPAL INVESTIGATOR?

The highest level managers of the public institutions/organizations, deputies and assistants of them (Rector, Vice Rector, Chief Physician, Deputy Chief Physician, Hospital Director, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education, etc.) cannot act as PI if they are still working in those positions during the application, but they can be researchers in 3 (***) projects at most.

Short-Term R&D Funding Program projects are excluded from the limit of being able to take part in projects, however;

Within the scope of the 1002-A Short-Term Support Module and the 1002-B Emergency Support Module one can take part simultaneously at maximum,

• In two projects as PI or
• In four projects as Researcher or
• In one project as PI and in two projects as a researcher.

(*) TÜBİTAK Governing Board and Advisory Board members can take part in projects applied to the calls under EU Framework Programs (calls where joint evaluation is carried out by international independent reviewers) as consultant.

(**)  Consultant: researcher or expert whose knowledge is used for a secondary subject of project, requiring special expertise.

(***) International projects, 1000, 1002-A and 1002-B projects are not included in the specified quota.

WARNING: The current "Application Form and Annexes (Annex-1 References, Annex-2 Budget and Justification)" for the program you will apply for must be filled and uploaded to the electronic application system. TÜBİTAK Merkez ve Enstitülerinde yürütülen projeler ile TÜBİTAK tarafından desteklenen araştırma projelerinde veya Yükseköğretim Kurulu’nun araştırma üniversitelerine yönelik başlattığı Araştırma Üniversiteleri Destek Programı (ADEP) tarafından desteklenen araştırma projelerine bursiyer olarak dahil olacak lise öğrencisi (Genç STAR), lisans öğrencisi (STAR Lisans) ve öğretmenlerin (STAR Öğretmen) Ar-Ge kültürü kazanmaları, araştırma ekosistemine ilk adımı atmaları ve araştırma yapmaya teşvik edilmeleri amacıyla hazırlanan 2247-C Stajyer Araştırmacı Burs Programı (STAR) başvuruya açılıyor.

2024 yılında aşağıdaki çağrılar kapsamında lise ve lisans öğrencileri ile öğretmenlerden başvuru alınacaktır.

• Genç STAR (  Lise Öğrencisi)

• STAR Öğretmen (Öğretmen)

Buna göre STAR programında başvurular 3 aşamada alınacaktır. STAR Programı 2024 yılı çağrısı başvuru takvimi aşağıdaki gibidir.

• İlk aşama olan STAR Proje Yürütücüsü Çağrı Duyurusu (2024) kapsamında proje yürütücüleri tarafından talepler 27 Mart 2024-15 Nisan 2024 tarihleri arasında alınmıştır.

• İkinci aşamada ise lise ve lisans öğrencileri ile öğretmenler 22 Nisan 2024 (Saat: 23.59) – 6 Mayıs 2024 (Saat 17.30) tarihinde ilk aşamada proje yürütücüleri tarafından bursiyer talepleri doğrultusunda projelerde görev almak için başvuru yapabileceklerdir. Başvurular BİDEB Başvuru İzleme Sistemi (https://ebideb.tubitak.gov.tr/giris.htm) üzerinden alınacaktır.
