Bu programa yapılacak başvurular TÜBİTAK destek programlarından faydalanan yürütücü/araştırmacılara uygulanan projelerde görev alma kotasına dahil edilmez.

Son başvuru tarihi itibariyle 2244 Sanayi Doktora Programı ve 2247-B Avrupa Araştırma Konseyi (ERC) Projeleri Güçlendirme Desteği hariç BİDEB Araştırma Burs veya Desteklerinden yararlanmakta olanlar bu programa başvuru yapamaz.

Yürütücünün tekrar bu destekten faydalanabilmesi için bir Avrupa Araştırma Konseyi (European Research Council-ERC) projesini başarı ile tamamlaması beklenmektedir.

Başvuru öncesinde Araştırmacı Bilgi Sistemi (ARBİS) kaydı mutlaka güncellenmelidir.

Daha önce programa başvuru yapmış ve aynı proje önerisi ile yeniden başvuru yapacak araştırmacılar, projelerinde yaptıkları düzenlemeleri de başvuru sırasında belirtmelidir.

Desteğe hak kazanan araştırmacılar çalışmalarını yurt içinde yürüteceklerdir.

Verilecek burs desteği ile en az 2 nitelikli araştırmacı yetiştirilmesi gerekmektedir.

Başvuru sırasında sisteme yüklenecek belgelerin aşağıdaki şartları sağlaması, okunaklı olması ve başvuruda belirtilen bilgiler ile uyuşması gerekmektedir. Aksi halde başvurular geçersiz sayılacaktır.

İş planı ilerleme raporları (AGY312) ; İş Planı/Proje (AGY112), sözleşme, destek karar yazısı ve varsa rehber raporu doğrultusunda TEYDEB proje teknik uzmanı tarafından ön değerlendirmeye alınır. Ön değerlendirme sonrasında mali değerlendirme yapılır.

AGY312’nin mali değerlendirmesi kapsamında TÜBİTAK bünyesindeki mali değerlendirme uzmanı tarafından AGY500 incelenir. AGY500, rapor dispozisyonuna uygun bulunursa, proje teknik uzmanının ön değerlendirmesi dikkate alınarak iş planının ilgili dönem harcamalarına ilişkin “Harcama ve Gider Belgeleri Kabul Formu” mali değerlendirme uzmanı tarafından düzenlenir.

İzleyici değerlendirmesi, izleyicinin kuruluşu yerinde yapacağı ziyaret sonrasında hazırlayacağı AGY412 ile alınır.

Mali değerlendirme sonucunda Harcama ve Gider Belgeleri Kabul Formu düzenlenmiş ve talep edilen AGY412 raporu gönderilmiş ise AGY312 üzerinde proje teknik uzmanı son değerlendirmesini yapar, genel gider tutarını da ekleyerek desteklemeye esas harcama tutarını belirler. Gerekli görülen durumlarda Grup Yürütme Kurulu görüşü alınır.

Kuruluşa aktarılan sermaye desteği ve tüm AGY312’lerin değerlendirilmesi sonunda hesaplanan destek tutarı toplamı dikkate alınarak mahsuplaşma işlemleri gerçekleştirilir. Aşama 2 destek süreci sonlandırılır.

1701-Ar-Ge Proje Değerlendirme ve İzleme Çağrısı açılıyor.

Ülkemiz özel sektör kuruluşlarının, araştırma-teknoloji geliştirme, teknoloji yönetimi ve yenilikçilikte uluslararası düzeyde rekabetçi bir yapıya ulaşmalarına katkı sağlamak için TEYDEB tarafından birçok destek programı bulunmaktadır. Mevcut destek programlarından farklı olarak 2024 yılında Türkiye’de yerleşik KOBİ'ler ve büyük ölçekli sermaye kuruluşlarının yenilikçi ve Ar-Ge niteliği yüksek projelerinin mali destek verilmeden Ar-Ge içeriği, yenilikçi yönü, proje iş ve maliyet planlaması ile proje çıktılarının ekonomik yarara ve ulusal kazanca dönüşebilirliğinin değerlendirilmesi ve izlemesinin yapılmasını amaçlayan 1701-Ar-Ge Proje Değerlendirme ve İzleme Çağrısı açılacaktır.

Bu çağrı ile birlikte, TÜBİTAK’tan mali destek almadan projelerini hedefleri doğrultusunda başarıyla tamamlayan firmalar, ülkemizdeki mevcut diğer teşviklere başvurma ve bu teşviklerden yararlanma fırsatı elde edebilecektir. Ayrıca, kuruluşların kendi öz kaynaklarıyla proje yürütebilmesi, proje maliyetlerini doğru şekilde planlayarak finansal performansının arttırılmasına imkan sağlanacaktır. 

1701-Ar-Ge Proje Değerlendirme ve İzleme Çağrısı 2-Eylül-2024’te açılmıştır.  Başvurular 31 Ekim 2024 (23:59) tarihine kadar yapılabilecektir.

• Sonucu açıklanan başvuruların durumu e-bideb.tubitak.gov.tr adresinden kontrol edilmelidir.

• Ödemeler etkinlik tamamlandıktan sonra izleme belgelerinin sisteme yüklenmesi ve ilgili belgelerin uygun bulunmasından sonra, etkinlik yürütücüsünün kendi adına açılmış banka hesabına aktarılarak yapılmaktadır.

• Etkinliğin başlamasına 3 aydan daha az bir süre kala ön ödeme talep edilmesi halinde (ön ödeme talebi ile birlikte taahhütnamenin sisteme yüklenmesi gerekir) kararlaştırılan desteğin yürütücü koordinasyon ücreti dışında kalan miktarının en fazla % 80’i etkinlik yürütücüsünün kendi adına açılmış banka hesabına ön ödeme şeklinde aktarılır.

Program kapsamında çağrıda belirtilen nitelikleri taşıyan; hızlandırma programı çağrılarına yapılan başvuru tarihi itibariyle üniversitelerin herhangi bir ön lisans, lisans, yüksek lisans veya doktora programına kayıtlı öğrenci veya herhangi bir ön lisans, lisans, yüksek lisans veya doktora programından mezun kişiler, PRODİS üzerinden hızlandırma programlarına başvuru yapabilir. 

Daha önce Sanayi ve Teknoloji Bakanlığı Teknogirişim Sermayesi Desteği ya da TÜBİTAK 1512 veya 1812 Programları 2. Aşaması kapsamında destek alan veya hızlandırma programına kabul edildiği tarih itibarı ile sermaye şirketi veya gerçek kişi işletmesi herhangi bir işletmenin ortaklık yapısında yer alan kişiler başvuru yapamaz. Halka açık şirketlerdeki pay sahiplikleri ile kitle fonlaması platformları üzerinden edinilen paylar bu kuralın dışındadır.

3. Aşama kapsamında, 2025 – 1 BİGG+ Tohum Yatırım Çağrısına, 1812 kodlu Yatırım Tabanlı Girişimcilik Destek Programı’nın tohum öncesi yatırım aşamasında tohum öncesi yatırım almış ve projesini tamamlamış veya 1512 kodlu Girişimcilik Destek Programı kapsamında sağlanan destekle yürüttüğü projesini tamamlamış, ilgili tohum yatırım çağrısında belirtilen tarihten sonra kurulmuş olan Türkiye’de yerleşik sermaye şirketleri başvurabilir.

Ar-Ge, bilimsel ve teknik bilgi birikimini artırmak amacıyla, sistematik bir temelde yürütülen yenilikçi faaliyetler ve oluşan bilgi birikiminin yeni uygulamalarda (ürün, süreç) kullanımıdır. Yenilik ise, bir fikri, geliştirilmiş, iyileştirilmiş ya da yeni ve satılabilir bir ürüne veya sürece dönüştürmeye yönelik bir dizi bilimsel, teknolojik, mali ve ticari faaliyeti ifade eder.

1507 KOBİ Ar-Ge Başlangıç Destek Programı ile Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ölçeğindeki kuruluşların teknoloji ve yenilik kapasitelerinin geliştirilerek daha rekabetçi olmaları, sistematik proje yapabilmeleri, katma değeri yüksek ürün geliştirebilmeleri, kurumsal araştırma teknoloji geliştirme kültürüne sahip olmaları, ulusal ve uluslararası destek programlarında daha etkin yer almaları hedeflenmektedir.

1507 KOBİ Ar-Ge Destek Programı çağrılı olarak yürütülmektedir.

Sağlanan destek, hibe şeklindedir (geri ödemesizdir).

Çağrı duyurusunda aksi belirtilmediği sürece projeler için konu sınırlaması yoktur. Tüm sektörlerden ve tüm teknoloji alanlarındaki Ar-Ge projeleri için başvuru yapılabilir.

Proje destek süresi çağrı duyurusunda belirtilir ve Programın Uygulama Esasları gereği 18 ayı aşamaz.  İkisi ortaklı olmak kaydıyla firmanın ilk 5 projesinin TÜBİTAK tarafından desteklenmesi amaçlanmıştır. Çağrı kapsamında sunulacak proje sayısı sınırı vb. diğer özel koşullar çağrı duyurularında belirtilir.

Second-stage national application date for the projects whose international evaluation results are positive will be announced by TÜBİTAK. The application will be submitted through TÜBİTAK Project Application System.

Applications are made online through the BIDEB Application and Monitoring System e-bideb within the application dates. Application documents must be uploaded online to the system.

The second call of the Eurostars-3 for the year 2024 (cut-off 7) has been launched on 12 July 2024. Within this call, joint international R&D projects aimed at developing market-oriented innovative products, processes and services will be funded with the participation of at least one Turkish and one foreign organization from any Eurostars member country. Unilateral project applications are not accepted. An innovative SME is expected to take part in the project consortiums as the coordinator. 

Eurostars-3 is a partnership created under the Horizon Europe/ European Innovation Ecosystems Program as the European Partnership on Innovative SMEs with the cooperation of the Eureka Secretariat and 37 member countries. Within the scope of the program to be carried out between 2022-2027, it is aimed to support innovative SMEs to increase their R&D, innovation capacity and productivity, and to help them reach into global value chains and new markets.

In Eurostars-3 calls, bottom-up, international R&D projects with a civilian purpose, are funded led by innovative SMEs, regardless of any technology field or sector. Stock corporations and researchers based in Türkiye can submit joint  proposals to Eurostars-3 2024/2 call. If there is more than one partner from Türkiye in the same international project, the partners are required to apply with a single joint project together. Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of Law No. 6550 can participate jointly under the leadership of stock corporations. Eligible national consortiums will be funded according to the rules of the national funding programme coded “1709-EUREKA-EUROSTARS 2024/2” and "Eurostars-3 Program National Call Announcement".

Before the national application, the call text should be carefully examined, if the application rules are not followed properly, the application may be returned without being evaluated. 

National pre-registration and national pre-submission must be done to TÜBİTAK on the specified dates via TÜBİTAK PRODIS. In addition, after the international evaluation process, the accepted Turkish teams have to make a national application to TÜBİTAK.

Important Considerations for the Call:

Please note that Israel and one of the NFBs in Italy (Ministry of Enterprises and Made in Italy (MIMIT)) do not foresee public funding for organisations from their country applying to the 7^th call of Eurostars-3. Israeli and Italian organisations are welcome to apply but will have to fully self-finance their part of the project. There is funding available for Italian organizations through the NFB MUR.

The aim of thiscall is to increase scientific understanding and evidence-based knowledge on emerging and re-emerging pathogens with pandemic potential as well as on the host responses triggered by infection in order to improve our capacity to anticipate, prevent and respond to infectious health threats through a multinational, collaborative and interdisciplinary approach that bridges research and development. The scope of the call is primarily addressing Priority 1 of the Strategic Research and Innovation Agenda (SRIA) (Accelerate knowledge in a coordinated and integrative manner), focusing on the proposed Action 1.1 (Increase knowledge on understanding, identifying and addressing therapeutic targets on pathogens) and Action 1.2 (Increase knowledge on pathophysiology).

Proposals should focus exclusively one or multiple viruses belonging in the following families. Proposals addressing global approaches towards a whole family of these pathogens are also feasible:

i. Arenaviridae

ii. Coronaviridae

iii. Filoviridae

iv. Flaviviridae

v. Hantaviridae

vi. Nairoviridae

vii. Orthomyxoviridae

viii. Paramyxoviridae

ix. Phenuiviridae

Beyond the listed research aspects, proposals must demonstrate the following aspects:

a) Proposals must be hypothesis-driven and should have a strong emphasis on reliable and rigorous methodology;

b) The composition of the consortium must be interdisciplinary, i.e. it is expected that consortia must include partners with expertise from different, relevant disciplines (e.g. basic/pre-clinical research, clinical research, computing science/bioinformatics, veterinary science, Public Health, social and environmental science) to create a broad, thematically diverse research approach in terms of pandemic prevention and response and pathogen spectra. Added value from working together (transnational and interdisciplinary) on the proposed research question(s) must be demonstrated;

c) Proposals must take into account sex and gender dimensions, and/or diversity aspects in their research plan/activities.

Furthermore, the following aspects for proposal submissions are explicitly encouraged:

a) Research questions related to specific populations or vulnerable groups;

b) The inclusion of highly innovative methodologies or state of the art technologies in order to advance the development of health innovations;

c) Collaboration with the private sector/private entities is encouraged;

d) The use of existing cohorts and data sets.

Excluded are the following topics/aspects:

i. Antimicrobial resistant (AMR) pathogens (resistant to antibiotics and antifungal agents). AMR pandemic will be addressed in detail in other networks/organisations such as the European partnership on One Health Antimicrobial Resistance (EUP OHAMR);

ii. Research addressing SRIA priority actions 1.3 (Increase knowledge on environmental and social aspects driving pathogen emergence) and 1.4 (Increase knowledge on transmission dynamics and epidemiology);

iii. Clinical studies.

Only international projects will be financed. The consortium must involve a minimum of three consortium partners, from at least three different eligible countries (including at least two EU Member States or associated countries), whose funding organizations participate in the call. The consortium may not have more than six consortium partners. If the consortium includes a research group from Czech Republic, Estonia, Hungary, Moldova or a company, the maximum number of project partners can be increased to seven. Researchers from non-funding countries can also take part in projects, if they provide their own funding sources and demonstrate their additional contribution to the consortium, not exceeding the number of research groups mentioned above.

Call Timeline and Applications:

A two-stage international evaluation will be made for the call by the BE READY NOW Joint Call Secretariat. Candidates who are successful as a result of the international external reviewer evaluation from the pre-proposal proposals received in the first stage will be invited for full proposals in the second stage. Applications for preliminary proposals has been opened on 19 January 2026 and the deadline is 13 April 2026 (13:00, CET). Preliminary proposals and full proposals can be prepared jointly by partners, but applications should only be submitted by coordinators using the international BE READY NOW electronic application system. Additionally, researchers applying from Türkiye must submit a national application. Applicants can submit and must sign electronically their applications by selecting "BE READY NOW JTC2026 1. Aşama" from the "Çoklu İşbirliği Destek Programları (1.Aşama)" section at PBS until 20 April 2026 (23:59 UTC+3).

In the JTC 2026 call, researchers working in Türkiye will be supported within the scope of TÜBİTAK 1071 Support Programme for Increasing Capacity to Benefit from International Research Funds and Participation in International R&D Cooperation.

2535 TÜBİTAK-MSRT Call For Proposals 2019

Based on the Memorandum of Understanding between The Scientific and Technological Research Council of Turkey (TÜBİTAK) and the Ministry of Science Research and Technology (MSRT) signed in 2017, this call is launched to enhance the cooperative activities in the field of research between two countries. The main objective of this call is to support research projects to promote the integrated joint research between two countries through the synergy between both countries’ teams.

The purpose of a partnership between TÜBİTAK and MSRT is to support projects for which there is genuine Turkish-Iranian collaboration. Under this call, only the research projects, focusing on producing new knowledge; making new scientific interpretations or solving technological problems based on scientific principles will be funded.  The projects will be implemented through the exchange of researcher and knowledge. Based on the respective bilateral agreement between TÜBİTAK and MSRT, each party will cover the costs of their national team. While submitting the Project proposal form, the costs which are requested in the scope of the project must be stated in detail and justified. In the case of any exchange of researcher to be made within the scope of the projects, the sending party meets all the travel expenses. The provisions of per diem Law No. 6245 will be applied for the Turkish team. 2540 TÜBİTAK - Slovak Academy of Sciences Bilateral Cooperation Programme 2024 call selection process has been concluded. 3 projects decided to be funded by both TÜBİTAK and SAS are listed below.

With the aim of contributing to the development of human capital, a key element of the National Technology Initiative, the 3rd term calls of the programme have been launched. The programme aims to encourage high school students, as well as students and recent graduates with post-secondary education level, to create projects, improve their projects through feedback and participate in both national and international scientific competitions and related events.

Within the scope of the programme, with Turkish Airlines as the transportation sponsor, financial support will be provided for participation in competitions and events held in Türkiye through the “4001-A National Competition/Event Participation Support” call, and for participation in competitions and events held abroad through the “4001-B International Competition/Event Participation Support” call.

INFORMATION ABOUT TECHNOLOGY

It is a thermoset resin material, and can be used as raw material, product or by-product (prepreg) in the production of all kinds of composite materials, surface coatings and adhesives designed to work without deteriorating its physical structure, especially in high temperature environments. Although there is no equivalent technology with this intellectual product which is displaying both phenolic and bismaleimide (BMI) properties, this technology, which is nationally critical has been produced within the domestic means, is subject to the Missile Technology Control Regime (MTCR).

INFORMATION ABOUT TECHNOLOGY

Extra sugar can be added to sugar-rich foods in order to reduce costs. While adulterations made with corn syrup are detected by C13 sugar analysis, adulterations made with sugar beet syrup cannot be detected by traditional analysis methods. This technology is a real-time PCR method that can detect whether sugar beet and sugar cane are mixed into food products, especially to molasses.

The transfer of GEZKIY Technology will only cover the commercial version available on ships, so as not to decipher the information contained in the algorithm and database of the materials included in the Controlled List, especially the products produced for the Turkish Armed Forces (TSK).

As TÜBİTAK, we recognize both the opportunities and the risks that the rapid advances in artificial intelligence bring to research processes. To ensure the responsible, ethical, and trustworthy use of these technologies, our Institution has taken an important step and prepared the “The Guideline on The Responsible and Reliable Use of Generative Artificial Intelligence (GenAI) in Research Funding Processes”.

The guideline explains the role of generative artificial intelligence in preparing project proposals, the obligation to transparently disclose its use, and the strict rules for protecting confidential data. It also details the restrictions that apply to our evaluators to preserve the confidentiality and impartiality of evaluation processes. The guideline’s web address and relevant texts will be integrated into ARBİS, the application pages of all support programs, evaluator forms, and acceptance and undertaking declarations.

We kindly ask you to carefully review this guideline, which is mandatory across all our support processes, to uphold scientific integrity and ethical standards.

1. Desteklenen öğrenci ve mentor, mentorluk sürecinin başlamasını takip eden aydan itibaren her iki ayda en az bir defa yüz yüze veya çevrim içi (video konferans yöntemiyle) görüşme yapmakla yükümlüdürler.
2. Desteklenen öğrenci ve mentoru yapacakları görüşmelerde etik davranış ilkelerine uygun davranış göstermekle yükümlüdür.
3. Taraflardan birinden kaynaklı görüşme yapılamaması durumunda öğrenci ve mentor birbirlerine bilgi vermelidirler.
4. Mücbir bir sebep dışında iki defa üst üste öğrenciden/mentordan kaynaklı görüşme yapılamaması durumunda GYK tarafından mentorluk desteğinin durdurulmasına, sonlandırılmasına veya mentor değişikliği yapılmasına karar verilebilir.
5. Desteklenen öğrenci, ad-soyadında, iletişim bilgilerinde ve öğrenciliği ile ilgili durumlarda (kayıt dondurma, kayıt sildirme, üniversite ve/veya bölüm değiştirme, yurt dışına gitme, mezun olma vb.) meydana gelen değişiklikleri 15 gün içinde TÜBİTAK’a yazılı olarak bildirmekle yükümlüdür.
6. Yükümlülüklere uyulmaması halinde bu çağrı duyurusu ve taahhütname hükümleri uyarınca işlem yapılır.
7. TÜBİTAK BİDEB tarafından bildirimler genellikle elektronik yolla yapılmaktadır. Bu nedenle tebligata elverişli bir elektronik adres verilmesi ve bilgilerin güncel tutulması gerekir.

• Tüm ortakların temsil edildiği uluslararası çağrının Yürütme Kurulu’nun takvimde değişiklik yapma hakkı saklıdır. Aynı şekilde TÜBİTAK tarafından ulusal başvuru tarihlerinde değişiklik yapılabilir.

* Uluslararası programın/projenin yürütülmesinden sorumlu TÜBİTAK Birimi tarafından belirlenecek detaylı ulusal başvuru son tarihi proje yürütücülerine bildirilecektir.

TÜBİTAK ile NSF arasında 1996 yılı içinde imzalanan işbirliği anlaşması uyarınca ortak projeler desteklenmektedir. Ortak araştırma projesi önerme ve destekleme koşulları aşağıda yer almaktadır:

Ortak araştırma projesi önermek isteyen Türk bilim insanlarının, projeyi birlikte gerçekleştirecekleri bir ABD araştırma kuruluşunda çalışan araştırmacı(lar) ile "proje ortağı" olarak anlaşmaları gerekmektedir.

ABD’deki proje ortakları NSF'ten halihazırda devam eden proje destekleri olan veya NSF'in herhangi bir araştırma destek proıgramına yeni başvuracak araştırmacılar olabilirler. 

Türk tarafı için program sürekli olarak başvuruya açıkken ABD tarafı için başvurulacak programa göre son başvuru tarihleri değişiklik göstermektedir. Bununla birlikte proje süreleri ve bütçeleri de ABD tarafı için başvurulacak programa göre değişiklik göstermektedir. Türk tarafı için sürekli açık olan 2501 NSF ile İkili İşbirliği Programı bütçe üst limiti 2.000.000 TL, süre üst limiti ise 36 aydır.
