The Global Research Council is a virtual organisation, comprised of the heads of science and engineering funding agencies from around the world, dedicated to promote the sharing of data and best practices for high-quality collaboration among funding agencies worldwide. Head of research councils (HORCs) come together once a year through the GRC annual meetings.

The purposes of the Global Research Council thus are sixfold: 

  • To improve communication and cooperation among funding agencies;

  • To promote the sharing of data and best practices for high-quality research cooperation;

  • To provide a forum for regular meetings of the Heads of Research Councils;

  • To respond to opportunities and to address issues of common concern in the support of research and education;

  • To be a resource for those institutions wishing to build a world-class research landscape;

  • To explore mechanisms that support the global science enterprise and the worldwide research community.

TÜBİTAK will co-host the GRC 2025 Annual Meeting, which is planned to be held in Riyadh, Saudi Arabia, between 18-22 May 2025, together with King Abdulaziz City for Research and Technology (KACST) and Research, Development and Innovation Authority (RDIA). 

There are also working groups within the GRC that work on various issues. TÜBİTAK representatives are present in all GRC working groups:

ITEA4 is a EUREKA Cluster that supports industry-driven, pre-competitive R&D projects with the aim of maintaining Europe’s competitiveness in the field of software-intensive services and systems.

Building on their remarkable track record in the ITEA Cluster, Turkish companies are expected to make a strong impact once again this year with their innovative ideas.

"ITEA Project Outline (PO) Preparation Days", one of the most important events of the EUREKA ITEA Cluster which focuses on software innovation, will take place in Lisbon/Portugal between 16-18 September 2025.

At this event, more than 300 potential project partners, companies, and Public Authorities from Europe and beyond will come together. Participants will have the opportunity to:

  • Discuss and work on project ideas in physical workgroup sessions,

  • Present their project ideas during poster sessions,

  • Practice to learn how to be successful in ITEA,

  • Establish new partnerships.

1st term results of 2210-D National Industrial MSc/MA Scholarship Programme, 2210-C National MSc/MA Scholarship Programme in the Primary Fields in Science and Technology and 2211-C National PhD Scholarship Programme in the Primary Fields in Science and Technology in 2024, run by the Science Fellowships and Grant Programs Directorate of TÜBİTAK, are announced. 

2024 1st Term application results have been announced. Applicants can view their application status in the "My Applications" section by logging in the BİDEB Application and Monitoring System (ebideb.tubitak.gov.tr).

  • 60 MSc Students of 165 applications are supported for scholarship within the 2210-C National MSc/MA Scholarship Programme in the Primary Fields in Science and Technology

Support Scope

are provided for national patent applications to Turkish Patent and Trademark Office (TÜRKPATENT).

NOTE: Based on TÜBİTAK Board’s resolution in its 4th meeting dated 03.01.2019, prize and support schemes mentioned above are closed for application.

International Patent Supports

International Patent Application Support is provided for international patent applications, in which TURKPATENT is the receiving office, made to World Intellectual Property Organization (WIPO) within the scope of Patent Cooperation Treaty (PCT).

International Patent Examination Report Support is provided for national stage entries to the European Patent Office (EPO), the Japanese Patent Office (JPO), the Korean Intellectual Property Office (KIPO), the People's Republic of China Intellectual Property Office (SIPO) or the American Patent and Trademark Office (USPTO) following PCT applications, in which TURKPATENT is the receiving office. Following PCT applications, in which TURKPATENT is the receiving office International Patent Examination Report Support is provided for national stage entry applications made to the European Patent Office (EPO), the Japanese Patent Office (JPO), the Korean Intellectual Property Office (KIPO), the People's Republic of China Intellectual Property Office (SIPO) and the American Patent and Trademark Office (USPTO).

International Patent Prize is given if a patent application supported under the International Patent Examination Report Support is registered by EPO, JPO, KIPO, SIPO or USPTO.

Funding Mechanism

COST budget can cover the following scientific activities:

Action Management Committee (MC) meetings

Working Group (WG) Meetings

Scientific workshops and seminars

Short term scientific visits

Courses and research conferences

Financial support is also provided for activities aimed at disseminating the outputs resulting from action studies.


COST only covers the costs of Action networking activities, and does not provide research support. Research support can be provided in accordance with the procedures of the National Funding Institutions (TUBITAK in Türkiye).

In order to be nominated as a Management Committee (MC) member to an ongoing COST Action, the 2-person MC member quota granted to Türkiye should be available. Two people from each country are allowed to attend MC meetings and expenses covered from COST Action budget.

Working Groups, where the scientific activities of the Actions are carried out, are thematic groups on the sub-scientific subjects of the Action and Working Group members are appointed by the Action Management Committee. There is no limit on the number of Working Group members, and new members are appointed taking into account issues such as the person's expertise and the current budget of the Action. Meeting attendance expenses of both Working Group and Management Committee members are covered from the Action budget.

The purpose of this program is to support research projects that comply with scientific principles for generating new information, making scientific comments or solving technological problems.

As of the first period of 2026, the requested budget from TÜBİTAK can be maximum 3.000.000 TRY (including scholarship, excluding project incentive bonus (PTI) and overhead) without annual budget limit.

The European Molecular Biology Organization (EMBO) provides various scholarship and support programmes for scientists working in the field of life sciences. These programmes, which are financed by the European Molecular Biology Conference (EMBC) provide grant, accommodation and networking support to the researchers.

Via Scientific Exchange Grants, EMBO provides funding to researchers working in the field of life sciences to conduct research visits to laboratories in countries that are EMBC members or EMBC/EMBO global partners.

Eligibility:

Researchers who meet the following conditions can apply for this programme:

  • Being an active researcher at any stage of their career with at least 1 year of graduate research experience at the time of application;

  • Not applying for an exchange between two laboratories within the same country;

  • Not applying to work in a laboratory that the applicant has previously worked or visited;

  • Not applying to attend courses, workshops or symposia;

  • Returning to their own laboratory upon the completion of the scientific exchange and staying there for at least 6 months.

Programme Benefits:

  • Grant is awarded for visits of 1 week up to 3 months.

  • Grantees can stay longer than 3 months (with a maximum of 6 months) during their visits, but the EMBO grant must be used for the first 3 months of the visit.

  • Grant contributes towards travel costs and subsistence of the fellow but not of any dependents with the subsistence rate depending on the country being visited.

  • No fund can be provided for additional expenses other than these items.

EMBO Workshops provide funding for meetings that stimulate exchanges of the latest scientific knowledge in the field of life sciences while EMBO Practical Courses provide funding for courses that provide training in experimental techniques and promote the transfer of methodologies in the field of life sciences.

  • Organising workshops or practical courses in countries that are EMBC members or EMBC/EMBO global partners;

  • Organising workshops or practical courses that are covering a topic from the life sciences and related to EMBO subject areas;

  • Providing a list of mostly confirmed speakers or instructors are required.

Under the Eureka Network Projects calls, the 1719 Program aims to establish a specialized R&D and Innovation consortium led by the private sector, in collaboration with universities and public institutions. Through this consortium, the objective is to enhance the technical capacity and knowledge base within our country, facilitating private sector organizations' access to international technological expertise and ensuring technology transfer. Additionally, the program seeks to make the acquired international technological knowledge and experience a driving and guiding force in the development of unique technologies within organizations, and to contribute to the presence of private entities in international markets.

Under the Eureka Network Program’s call for Resilience in Disasters and Lightweighting Technologies, international R&D projects led by SMEs, focusing on market-oriented, innovative products, processes, and services, will be supported, with participation from at least one partner from Turkey and one from Eureka member countries.

An online information day will be held on Friday, 13 September 2024, at 14:00 (UTC+3) for the purpose of providing information and promotion regarding the Eureka Network Program call.

The event will provide detailed information about the general features of the Eureka Network Program and the national/international application processes. Representatives from all interested SMEs, large enterprises, TTOs, universities, research institutions, and research centres are invited to attend the event.

The evaluation process for 47 project proposals submitted to the 1707 2024-2 calls has been completed, while evaluation for 2 projects are ongoing. Decisions have been made to support 34 projects. The acceptance rates for the calls are as follows:

  • 1707 Order-Based R&D 2024-2 acceptance rate: 68% (41 applications, 28 accepted)

  • 1707 BİGG Joint Order-Based R&D 2024-2 acceptance rate: 100% (6 applications, 6 accepted)

Terms of Application

Terms of Application

  • The coordinator must work at a national university and have experience as a Project Coordinator in relevant national and international projects supported by ARDEB. (1001, 1002, 1003, 1004, 1005, 1007, 3501 and also bilateral/multilateral international projects, COST, etc.)

  • Educators have experience as a Project Coordinator in relevant national and international projects supported by ARDEB. (1001, 1002, 1003, 1004, 1005, 1007, 3501 and also bilateral/multilateral international projects, COST, etc.)

  • Coordinator, instructors, participants, and organizing board members must be registered in TÜBİTAK ARBİS database.

  • Participants should have a doctoral degree (acceptable at the dissertation stage) and a project proposal but no experience in the projects mentioned above.

  • The number of participants must be at least 15 people,

  • There must be min. 60 days and max. 270 days between the training and the deadline of the call.

  • Training should be planned as consecutive days.

  • Being a participant within this program is possible only once.

  • Receiving an official letter from the institution where the event organizer works stating that he/she will carry out the event subject to the application. (The name of the event organizer and the event should be clearly stated in the text content)

International Unmanned Aerial Vehicles Competition will be held within the scope of TEKNOFEST Aviation, Space and Technology Festival competitions.

International Unmanned Aerial Vehicles (UAV) Competition organized by TUBITAK since 2016; To guide national and international associate, undergraduate and graduate students to Unmanned Aerial Vehicles (UAV) technologies, by developing their imagination and idea world without any classification and job description, UAVs in different structures (fixed wing, DIKY, flapping wing, hybrid, rotary wing, etc.) It aims to encourage all kinds of scientific, technological, talent and skill-based flights and to make our country the meeting point of national and international students who are successful in UAV technology.

Evaluation; Project Abstract, Project Presentation Report and Mission Video, which will be taken within the scope of the competition, will be made in three different stages. Teams that do not send their reports and videos will not be eligible to participate in the competition.

The amount of support they declare will be transferred to the teams participating in the competition by requesting support after they are reviewed by the referees. At the end of the competition, the first team is given 100,000 TL, the second team 90,000 TL, the third place 80,000 TL, and the teams that participate in the competition without asking for support are given performance awards in proportion to their points in the competition area.

 

The competition will be held at Bursa Yunuseli Airport between 25-29 April 2023.

Scope of Support

The projects of the beneficiary companies are expected to mainly carry out technology verification studies aimed at commercialization, such as advanced development or improvement studies on an existing R&D prototype, tests for verification or validation of the prototype. These studies may also include large-scale demonstration and pilot production type activities that contribute to greener production and higher efficiency in energy or resource use.

Supported and unsupported expense items within the scope of the program are listed below.

Eligible Expenses:

a) Personnel expenses

b) Travel expenses

c) Consultancy expenses

d) Service expenses;

CE, quality certification and certification expenses can be supported.

If companies receive services to prepare an economic feasibility report and submit the report as an annex to the project proposal, the expense is supported up to the amount determined by the Board of Directors.

Each tool/equipment purchased within the scope of the project must be insured against risks such as transportation, use, etc. during the project. This insurance expense can be included in the project budget within the scope of service expenses.

Activities related to the maturation of licensed patented technologies and the transformation of these technologies into new products and processes are within the scope of this call. License or transfer fees to be paid by organizations to technology providers such as universities, research institutions, technology development zone companies can also be supported within the scope of the 1702 Patent-Based Technology Transfer Support Call.

Non-eligible Expenses:

The expenses specified in the Rules and Regulations of 1801-Reimbursable and Grant Support Program for Industrial R&D Projects and the following expenses are not supported:

a) Consultancy and service procurement expenses received by organizations from each other in joint projects

b) Patent, utility model, design, geographical indication and trademark registration expenses (Expenses to be presented in this context can be supported if an application is made to the 1602 TÜBİTAK Patent Support Program.)

c) Expenses of the organization that have not been paid in accordance with the matters specified in the "PROJECT SPECIAL ACCOUNT AND PAYMENTS" section.

COMSATS, an intergovernmental organization established in 1994. Türkiye is among its members, represented by TÜBİTAK. The organization's mission is to promote the socio-economic development of developing countries through the application and use of science and technology. The Secretariat is located in Islamabad, Pakistan. Türkiye joined COMSATS in 2017, and the organization now has 27 member states.

Activities Conducted by COMSATS:

  • Exchange programs for scientists and academics among member states.

  • Providing scholarships for postgraduate students at Centers of Excellence and R&D institutions.

  • Offering consultancy services for technical project implementation in member countries.

  • Facilitating participation in joint technical cooperation projects through the COMSATS Centers of Excellence network.

  • Short-term training opportunities at COMSATS Centers of Excellence.

  • Providing scientists with access to an international discussion platform.

  • Financial, technical, and administrative support for international and regional workshops aligned with member states' needs to enhance visibility and foster technical cooperation.

Contributions to Türkiye:

The COMSATS Centers of Excellence Network benefits Türkiye in areas such as collaborative technical projects and database access. Marmara Research Center (MAM) under TÜBİTAK is part of this network.

The network's functions include:

  1. Conducting advanced research and educational activities at national, regional, and international levels.

  2. Carrying out fundamental and applied research to address socio-economic challenges and environmental issues.

  3. Developing interdisciplinary research and modeling to find scientific solutions to global challenges for sustainable development.

  4. Providing scientific and technical services to the production and service sectors.

COMSATS publishes a bi-monthly newsletter, the "COMSATS Newsletter," aiming to enhance the visibility of scientific and technological activities in member states.

The second round for the International Science Partnerships Fund-Research Collaborations Grant (ISPF-RCG) Programme, which aims to develop scientific cooperation between Türkiye and the United Kingdom, and which will be carried out in cooperation by TÜBİTAK and the British Council, is now open to applications.

The ISPF-RCG Programme is designed to provide financial support for scientific and innovative research activities proposed by researchers at universities and research institutions in Türkiye, working with their partners in the United Kingdom. The ISPF-RCG Programme aims to fund project proposals in the thematic priorities below and will provide a maximum budget of 80 000 Pounds per project.

The thematic priorities for the call are as follows:

  • Transformative Technologies

  • Healthy People, Animals and Plants

The scientific evaluation process of the projects proposed to the Academic Research Funding Program Directorate (ARDEB) within the scope of the "1001- Scientific and Technological Research Projects Funding Program" in the 1st term of 2024 has been completed.

Within the scope of our output and impact-oriented process management, the following criteria, in addition to the panel score, have been considered during the process of deciding on which projects to support.

  • Output performance of the project coordinator obtained from previously supported projects,

  • Compliance with prioritized area subjects stated in TÜBİTAK call planning,

  • Projects directly associated with prioritized R&D and innovation issues in the scope of Compliance with the Green Deal,

  • Being a project coordinator on behalf of the relevant institution/organization in the projects submitted to the programs supported directly by the European Commission grants within the scope of the Horizon Europe Program,

  • Multidisciplinary / Interdisciplinary Projects,

  • University-University Cooperation established within the scope of the project proposal,

  • University-Industry Cooperation established within the scope of the project proposal

Considering the benefit rate of projects in the field of Social Sciences and Humanities from the TÜBİTAK-ARDEB grant budget, the projects evaluated by the Social Sciences and Humanities Research Grant Committee (SOBAG) are excluded from the scope of the budget restriction. In addition, project proposals submitted from universities in Adıyaman, Hatay, Kahramanmaraş and Malatya, where the effects of the 6 February 2023 earthquake disaster continue, are not involved in the budget restriction process, and projects submitted from these universities have been prioritized.

In the 1st term of 2024, 1502 of 1595 project proposals submitted within the scope of the 1001 program were taken into scientific evaluation. As the result of the evaluation, it has been decided to support 222 project proposals, and to conditionally accept 47 project proposals to support, if shortcomings for these 47 projects specified in their scientific evaluation reports will be revised. Also, 107 projects have been given the opportunity to be revised and resubmitted until 5 August 2024, without having to wait until the next term. In the evaluation of the projects that will be resubmitted without waiting for the next period, the criteria for the 1st term of 2024 will be used, and these projects will be supported within the budget of revised project process.

The support rate for the projects evaluated in the 1st period of 2024 is 17,9%.

During the evaluation of the 1st term projects of 2024, 671 online panels and 111 external advisor panels were conducted with the participation of 3244 panelists, 529 external advisors, and 819 observers from 238 different institutions. During the determination of the assigned panelists; The “Panelist Selection Algorithm”, which takes into account both the areas of expertise mentioned in the digital identity information and ARBIS profiles of the researchers in addition to the areas of expertise included in the project proposal, was used. It has been given great importance to ensure that the assigned panelists took part as a project coordinator at least once before they were assigned as panelists.

HOPE Meetings, organised by Japan Society for The Promotion of Science (JSPS), give opportunities to excellent graduate students selected from countries and areas in the Asia-Pacific and Africa region, in the fields of physics, chemistry, physiology/medicine, to engage in interdisciplinary discussions with Nobel Laureates and other distinguished scientists pioneering the frontiers of knowledge. It is hoped that the experience the students gain at the meeting will inspire and motivate them to become excellent scientists able to shoulder the future of science and technology in the region. 16th Hope Meeting will take place between 9-13 March 2025 in Yokohama, Japan. 

JSPS will cover the accommodation, domestic transportation in Japan and travel insurance expenses for 2 young researchers nominated by TÜBİTAK to participate in the HOPE Meeting. International flight ticket expenses of the candidates will be covered by TÜBİTAK.

The participants will be selected based on the following criterions:

  • To be born after 1 January 1985

  • Be a PhD student or young researcher (received PhDs after 2 April 2019- excluding periods of maternity/paternity, and childcare leave) with a record of excellent academic performance 

  • Have not been selected to participate in a past HOPE Meeting

  • Have an excellent record of research and a high level of interest in the societal influence of scientific knowledge and its application 

  • Have a strong interest in a wide scope of science and research 

  • Be expected to go on to advance future research in the Meeting’s subject field(s) 

  • By participating in the meeting, be expected to initiate joint research and/or build collegial networks in the future 

  • Have a strong desire to participate actively in the Meeting’s exchanges and discussions 

  • Possess ample English proficiency to do so 

  • Be able to participate in the entire Meeting program from 9-13 March 2025.
