Further improvements have been made on the 1002-A Short-term Support Module and the 1002-B Emergency Support Module conducted by the Directorate for Research Funding Programmes (ARDEB). In this context, online applications of project proposals  which will be submitted with the existing application forms must be completed from the ARDEB Project Application System (PBS) until 27/04/2025 23.59 (UTC+3) . E-signature processes of the project proposals confirmed before 27/04/2025 23.59 (UTC+3) can be completed after this date. As of 28/04/2025, it will not be possible to apply to 1002 – Short-term Support Programme with the existing application forms.

Information regarding the new processes and application forms of the 1002-A Short-term Support Module and the 1002-B Emergency Support Module will be announced after 28/04/2025.

Our national team participated in the 25th Asian Physics Olympiad representing Türkiye and achieved a great success by making our country proud.

In the Olympiad, which was held in Dahran, Saudi Arabia between May 4-12, 2025, 240 students from 30 countries competed and our students achieved a total of 8 degrees, including 1 silver, 5 bronze and 2 honorable mentions. With this result, Türkiye achieved the highest number of degrees in the history of the Asian Physics Olympics.

One of our students trained within the scope of the 2202 Science Olympiads Program carried out within TÜBİTAK:

The Vertical Landing Rocket Competition aims to ensure that the rockets designed by the teams can be adapted to the Aerial Suspension System (e.g., crane) provided by the Competition Committee, and that they can descend in a controlled manner using a Cold Gas Propulsion System after being released.

According to the results of the Launch Preparation Report, the successful teams have qualified to conduct test launches. Following the test launches and flight readiness assessments of the competition vehicles to be held at TÜBİTAK SAGE Lalahan Campus between 18–22 August 2025, the teams eligible to participate in the competition will be determined.

Our students representing our country at the 54th International Physics Olympiad, which was held in Isfahan, Iran between 21-28 July 2024 with the participation of 197 students from 46 countries, won 2 Silver, 2 Bronze Medals and 1 Honorable Mention.

Technology Transfer Package includes standardized olive leaf extract containing at least 20% oleuropein and standardized artichoke leaf extract containing at least 1% chlorogenic acid according to the Turkish and European Pharmacopoeia, and know-how to make tablet and capsule forms containing these extracts.

Representing Türkiye at the 21st International Geography Olympiad, our national team made us proud with their talents in the field of geography, returning home with medals.

This year’s Olympiad, held from 26 July to 1 August 2025, in Bangkok, Thailand, brought together 179 students from 47 countries. Our students representing Türkiye earned a total of 4 bronze medals at the event.

Within the scope of TÜBİTAK’s 2202 Science Olympiads Program, the following students, who were trained under the program, won bronze medals:

Kayra Sönmez, Kuzey Burak Timur, Umut Çağlar Can, and Tuna Esmer.

Within the scope of the CoCirculation3 Project, researchers holding a doctoral degree are expected to carry out their research projects for a period of 24 months under the supervision of a designated advisor (supervisor) at an academic or industrial institution of their own choosing, located in Türkiye.

The 1701-R&D Project Evaluation and Monitoring Call is opening.

TEYDEB offers many support programs to help our country's private sector organizations achieve international competitiveness in research and technology development, technology management, and innovation. Unlike existing support programs, in 2024, the 1701-R&D Project Evaluation and Monitoring Call will be opened, aimed at evaluating and monitoring the R&D content, innovative aspects, project work and cost planning, and the economic and national benefits of the outputs of innovative and high-R&D projects of SMEs and large-scale capital enterprises established in Turkey without financial support.

With this call, companies that successfully complete their projects in line with their goals without receiving financial support from TÜBİTAK will have the opportunity to apply for and benefit from other existing incentives in our country. Additionally, organizations will be able to carry out projects with their own resources, plan project costs accurately, and thus improve their financial performance.

The 1701-R&D Project Evaluation and Monitoring Call was opened on September 2, 2024. Applications can be submitted until October 31, 2024 (23:59)

Within the scope of the World Bank Türkiye Green Industry Project, coordinated by the Ministry of Industry and Technology and whose first calls were launched in December 2023, the schedule for the call 1833 SAYEM Green Transformation 2026-1 has been announced. Eligibility Check applications for the program will be accepted via the TEYDEB Project Evaluation and Monitoring System (PRODİS) between 23 February 2026 and 23 March 2026.

Significant updates have been introduced under the 1833 SAYEM Green Transformation 2026-1 Call, as outlined below:

1. Update to the application procedure: To improve the efficiency of the application process and provide applicants with more effective guidance, an “Eligibility Check” stage will be implemented prior to the main project application. This stage aims to conduct a preliminary review of applications in terms of call scope and basic eligibility requirements, ensure platforms are appropriately directed to the program, and minimize time loss during preparation of the main application. Before submitting an application to the call, platforms will complete an Eligibility Check form via PRODİS. The Eligibility Check form will be reviewed by TÜBİTAK. As a result of the review, no accept/reject decision will be issued; instead, recommendations will be provided. Platforms are expected to submit their applications in line with these recommendations.

2. Update to the eligibility requirements: The platform must consist of at least three partners in addition to the executing organization, and the total number of partners, including the executing organization, must not exceed ten. Under the previous implementation, it was mandatory for the partnership structure to include at least one partner of each of the following types: a public institution, a capital company holding an R&D/Design Center Certificate, and an SME-scale capital company. With this update, the requirement for mandatory partners based on these qualifications has been removed. There is no change to the eligibility requirements for the executing organization. Accordingly, the platform may be formed by an executing organization and at least three partner institutions/organizations without any qualification-based partner requirements.

3. Update to repayment rates based on project success: The practice of applying an additional 20% increase in the grant conversion rate in cases of program success has been discontinued. The same repayment rates will apply to all platforms that complete the project.

4. Update to the support quota applied under the 1832 and 1833 Calls: The existing quota that limited organizations to receiving support for a maximum of two projects under the 1832 and 1833 Calls launched with World Bank support has been removed. Instead, the organization-based upper budget limit will be monitored. Depending on their budget status, organizations may receive support for more than two projects.

5. Update to the call scope: It will be sufficient for the proposal to be submitted by the platforms to be aligned with the overarching headings of the R&D and Innovation Topics under the Türkiye Green Industry Project, as specified in the call announcement. The scope has been expanded by removing the requirement—applicable in the 1833-coded SAYEM calls launched prior to 2026—for a one-to-one match with the subheadings listed in those earlier calls.

A. Proje Yürütücüsü, Araştırmacı ve Danışman

Proje ekibinde yer alacak yürütücü, araştırmacı veya danışmanların;

• Üniversite personeli olmaları durumunda, doktora/sanatta yeterlik/tıpta uzmanlık derecesine sahip olmaları gerekmektedir. (Bu koşul eğitim ve araştırma hastanelerinde çalışanları da kapsamaktadır.)
• Kamu kuruluşları veya özel kuruluşlarda çalışmaları durumunda, en az dört yıllık üniversite lisans eğitimi almış olmaları yeterlidir.

Proje yürütücüsü, projeyi öneren kuruluşun kadrolu personeli olmak zorundadır.

Proje yürütücüsü ve araştırmacıların Türkiye Cumhuriyeti sınırları içerisinde ikamet etmeleri gerekir. (Yabancı uyruklu bir kişi Türkiye sınırlarındaki bir kurum/kuruluşta görev yapmak koşulu ile projede yürütücü/araştırmacı olarak görev alabilir.)

Projedeki katkı oranı %10’un altında olan kişiler araştırmacı olarak görev alamazlar.

Herhangi bir kuruluşta çalışmayan emekliler, PTİ almamak şartıyla proje ekibinde araştırmacı veya danışman olarak görev alabilirler. (Türkiye Bilimsel ve Teknolojik Araştırma Kurumu Kurulması Hakkında Kanun’un 16. maddesinin 2. fıkrasında PTİ ödemelerine ilişkin olarak yer alan ifade gereğince, sadece kamu kurum veya kuruluşlarının kadro ve pozisyonlarında bulunanlara PTİ ödemesi yapılabilmektedir). Emeklilerin, proje yürütücüsü olarak görev alabilmeleri için mutlaka herhangi bir kuruluşta tam zamanlı olarak çalışıyor olmaları gerekmektedir.

Bir projede danışman yer alabilmesi için projenin özel uzmanlık gerektiren konu ya da konularının olması ve bu hususun proje önerisinde gerekçeli olarak belirtilmesi gerekir. Bir projede görev alacak danışman sayısı o projedeki özel uzmanlık gerektiren konu sayısı ile sınırlıdır.

B. Bursiyer

Türkiye’deki yüksek öğretim kurumlarında lisans ve lisansüstü (Yüksek Lisans ve Doktora) eğitimlerine devam etmekte olan "öğrenciler" veya öğrenci statüsündeki "Araştırma Görevlileri" ile doktora sonrası araştırmacılar bursiyer olarak proje ekibinde yer alabilirler.

BİDEB’den tam burs alan Lisansüstü ve Doktora Sonrası Bursiyerler için projeden de ek burs ödemesi yapılabilir. BİDEB bursu ve projeden yapılacak ek burs ödemesinin toplamı, belirlenen aylık burs limitlerini aşamaz. BİDEB’den kısmi burs alanlara projeden ayrıca burs ödemesi yapılmaz. TÜBİTAK’ın desteklediği herhangi bir projeden burs alanlar ise, ikinci bir projede bursiyer olarak görev alamazlar.

Lisans bursiyerlerinde aranan koşullar:

• Herhangi bir kurum/kuruluşta çalışmamak,
• Türkiye’de kurulu bir yükseköğretim kurumunun lisans programında son iki sınıf öğrencisi olmak,
• Üniversitenin not sistemi esas olmak üzere, hazırlık hariç önceki yılların ağırlıklı genel not ortalamasının en az 4 üzerinden 2,5 veya 100 üzerinden 65 olması veya bölümünde hazırlık sınıfı hariç önceki yıllara ait ağırlıklı genel not ortalamasında ilk %20 lik dilime girilmiş olması.
• Bir projede aynı anda en fazla 2 (iki) lisans öğrencisi bursiyer olarak yer alabilir.
• Bursun devamlılığı için başlangıçtaki şartlar aranmaz. Ancak öğrencinin sınıfta kalması durumunda bursu kesilir.

Doktora Sonrası Araştırmacı bursiyerlerinde aranan koşullar:

• Doktoralı olup herhangi bir kurum/kuruluşta çalışmama,
• 40 yaşını doldurmamış olma,
• Doktora/tıpta uzmanlık derecesinin alındığı tarih ile ilgili programın son başvuru tarihi arasında kalan sürenin 5 yıldan fazla olmaması.

Kimler Proje Yürütücüsü Olamaz?

Kamu kurum/kuruluşlarının en üst düzey yöneticileri (Rektör, Başhekim, Hastane Yöneticisi, Genel Müdür, İl Milli Eğitim Müdürü vb.) başvuru sırasında görevlerinin devam etmesi durumunda proje yürütücüsü olarak görev alamaz, ancak araştırmacı olarak görev alabilirler. Kamu kurum/kuruluşlarının en üst düzey yöneticileri vekil ve yardımcıları (Rektör Yardımcısı, Başhekim Yardımcısı, Genel Müdür Yardımcısı vb.) ise bu çağrı kapsamında proje yürütücüsü olarak görev alabilir.

Ülkemizin üyeleri arasında yer aldığı ve TÜBİTAK tarafından temsil edildiği COMSATS, 1994 yılında kurulmuş hükümetlerarası bir organizasyondur. COMSATS’ın amacı, gelişmekte olan ülkelerin, bilim ve teknolojiyi kullanarak ve uygulayarak sosyo-ekonomik gelişmelerini sağlamaktır. Sekretarya’sı Pakistan’ın başkenti İslamabad’dadır. Ülkemizin 2017 yılında dâhil olduğu COMSATS'ın günümüzde 27 üyesi bulunmaktadır.

• Bilim insanlarına uluslararası bir tartışma platformundan yararlanma olanağı sunulması,

• Üye ülkelerin görünürlüğünü artırmak ve diğer ülkelerle teknik işbirliğini sağlamak için üye devletlerin ihtiyaçları doğrultusunda ortak uluslararası ve bölgesel çalıştaylar için finansal, teknik ve idari destek verilmesi,

• Üye ülkelerdeki teknik proje uygulamaları için danışmanlık hizmeti verilmesi,

• Bilim ve teknoloji alanında seçilmiş olan uzmanlara COMSATS’ın danışmanlar paneline ücretsiz üyelik imkânı verilmesi,

• Teknoloji transferinin kolaylaşması,

• COMSATS yayınlarından ücretsiz yararlanılması,

• COMSATS elektronik veri tabanına erişim imkânı sağlanması.

COMSATS Mükemmeliyet Merkezleri Ağı, ortak teknik işbirliği projelerine katılım ve COMSATS veri tabanına erişim gibi açılardan ülkemize katkı sağlamaktadır.

COMSATS tarafından oluşturulan Mükemmeliyet Merkezleri Ağı’na Kurumumuz Marmara Araştırma Merkezi de dâhil edilmiştir. İlgili Mükemmeliyet Merkezleri Ağı'nın fonksiyonları arasında; (i) ulusal, bölgesel ve uluslararası düzeyde üst düzey araştırma ve eğitim faaliyetleri yürütmek, (ii) sosyo-ekonomik kalkınma ve çevresel zorluklara çözüm bulmaya yardımcı olmak için temel ve uygulamalı araştırmalar yapmak; (iii) sürdürülebilir kalkınma için küresel etkileri olan sorunlara bilimsel çözümler bulmak için disiplinler arası araştırma ve modelleme yapmak ve (iv) üretim ve hizmet sektörlerine bilimsel ve teknik hizmetler sağlamak yer almaktadır.

COMSATS, 2 aylık periyotlarla bir bülten yayınlamaktadır. "COMSATS Newsletter" adı altında yayınlanan bu bülten, üye ülkelerin bilim ve teknoloji alanındaki faaliyetleri görünür kılma amacını taşımaktadır.

Cumhurbaşkanlığı himayelerinde, Sanayi ve Teknoloji Bakanlığı uhdesinde, TÜBİTAK MAM Kutup Araştırmaları Enstitüsü koordinasyonunda gerçekleştirilen 4.Ulusal Arktik Bilimsel Araştırma Seferi ekibi, 71 derece kuzey enleminden kuzey kutup noktasına çevirdikleri rotalarıyla deniz buzu hattında ulaştı. 

Bu yıl özellikle iklim değişikliğinin hızlı sonuçlarına dair net veriler sunmayı amaçlayan seferde bulunan 11 kişilik bilim ekibi, geçtikleri Arktik Okyanusu’nda bulunan Barents Denizi’nde günlerdir zorlu koşullarda sürdürdükleri yolculuklarını 81 derece kuzey enleminde görülen deniz buzu hattında gelerek yarıladı. 

4. Ulusal Arktik Bilimsel Araştırma Seferi Lideri Prof. Dr. Ersan Başar, Tromso’dan başladıkları zorlu gemi seferinde 4 gün boyunca çok büyük dalgalarla mücadele etmek zorunda kaldıklarını söyledi. Başar, “Rotamız üzerinde bulunan tüm istasyonlarımızda bilimsel çalışmalarımızı sürdürdük, örnekleri aldık. Özellikle deniz bilimleri alanında birçok çalışma yürütülüyor. Daha sonrasında 80 derecenin üzerine çıktık. Burada çok yoğun deniz buzlarıyla karşılaştık, özellikle deniz buzlarında geminin seyri çok zor, bunlardan dolayı da çok zorlandık. Ancak bu deniz buzu içerisinde de örneklemelerimizi yaptık. Batıya gitme planımız maalesef biraz ertelenmek zorunda kaldı. Güneye inerek adanın güney kısmından geçiş sağlayarak tekrar kuzeye çıkmayı planladık.” ifadelerini kullandı. 

Nordaustlandet ve çevresinde yeni örnekleme noktalarında çalışmalar yapıldı

Brasvallbreen buzul kütlesinin dünyadaki erimenin çok yoğun olduğu buzullardan biri olduğunu ve özellikle bilim insanlarının bu bölgeye çok odaklandığını bildiren Başar, “Bilim insanlarımızla birlikte buzulun önünde örneklemelerimizi yapıyoruz. Çünkü dünyadaki küresel iklim değişikliğine bağlı olarak yoğun olarak buzulların eridiği noktalardan birinin önünde bulunuyoruz” dedi.

Norveç Meteoroloji Enstitüsünün güncel deniz buzu uydu verileriyle takip edilen seferin rotasının deniz buzu hareketleriyle yeniden şekillendiğini kaydeden Başar, “Çok ağır olan rüzgar ve hava şartlarına karşın dün aynı hava değişti ve güneş çıktı. Güneşle birlikte o fırtına sanki bitmiş, çok sakin bir ortamla karşılaştık. Bu sakin ortam sadece bizlerin moralini yükseltmedi sanırım bölgedeki canlı hayvanların da moralini yükseltti. İlk defa bu kadar yoğun olarak kutup ayısını bir arada gördük. Bu da güzel anılarımızdan bir tanesiydi. Bugün hava biraz daha kötü değil yine düne göre ama yine Arktik'teki dalga rüzgar ve yağmur, bazen kar yağışı ve fırtına şeklinde karşılaşıyoruz ” diye konuştu.

“Seferimizin yarısını tamamlamış bulunuyoruz”

Başar, Arktik bölgesinde gerçekleşen çalışmalarda deniz şartlarının çok bağlayıcı olduğuna ve bu şartlara uyum sağlanması gerektiğine dikkati çekerek, “Gemide sürekli sallanıyorsunuz. Rüzgar, dalga ve akıntının etkisiyle örnekleme yaparken çevresel şartlar bizleri çok etkiliyor. Deniz suyu şu anda sıfır derecelere geldi. Sürekli su ile çalıştığınız için elleriniz ve ayaklarınız çok üşüyor. Ekibin buna hazır olması da çok önemli. Özellikle mental ve fiziksel anlamda ekibimizin durumu çok iyi ve planladığımız tüm örneklemelerimizi yapıyoruz. Bugün itibarıyla seferimizin yarısını tamamlamış bulunuyoruz. Bundan sonra da gelen istasyonlarımızda güzel bir şekilde örnekleme yapacağımızı tahmin ediyorum.” vurgusu yaptı.

Bilim ekibi, 4. Ulusal Arktik Bilimsel Araştırma seferi kapsamında Arktik Okyanusu’nda sürdürdükleri çalışmaları gelecek haftalarda tamamlamayı planlıyor.

· Destek üst limiti, Proje Teşvik İkramiyesi hariç 425.000 TL (KDV dâhil)’dir.

· Projenin için gerekli makine/teçhizat, sarf giderleri, konaklama, iaşe veya taşıt kiralama hizmetleri, seyahat giderleri, etüt-bilirkişi ekspertiz giderleri (eğitmen, rehber, sağlık personeli vb.), bilimsel toplantı katılım ücreti ve organizasyon giderleri maliyet kalemleri arasında yer alır.

· Etüt-bilirkişi ekspertiz giderleri (eğitmen, rehber, sağlık personeli başına) ile ilgili olarak; görev alan kişiye proje bazında yapılacak ödemeler için belirlenen üst sınırlar (TL):

· Projede görev alan kişilerin (proje ekibi ve katılımcıların), iaşe ücreti üst sınırı bir kişi için KDV dâhil en fazla 900 TL/gün, konaklama bedeli ise belgelenmesi karşılığında 1.800 TL/gün’dür.

· Katılımcılardan alınacak katkı payı 400 TL’yi geçemez. Alınacak katkı paylarının bütçeye gelir kaydedilmek üzere, projenin yürütüldüğü kurum/kuruluşun banka hesabına yatırılır.

· Proje yürütücüsüne, proje konusuyla ilgili olmak üzere yurt içi/yurt dışı toplantılarda tebliğ vb. sunmak amacıyla öneride sunmak ve Bilim ve Toplum Programları Müdürlüğü’nden onay alınması halinde proje başına yalnızca bir kişiye en fazla 2.100 TL ödenek verilebilir. Bu ödenek kişinin konaklama, gündelik, konferansa katılım ve ulaşım giderlerini kapsamaktadır.

· TÜBİTAK tarafından yürütücü kurum/kuruluşun imkânlarıyla karşılanabileceği değerlendirilen mal ve hizmet alımları, prodüksiyon (çoklu medya, animasyon vb.), yazılım, alan/mekan kirası, ısıtma, aydınlatma, temizlik, güvenlik, inşaat, tamir, bakım / onarım, üniversite, enstitü/araştırma merkezleri laboratuvarlarının kiralanması veya alan/mekan kirası destek kapsamına girmez.

Within the scope of the 2202 Science Olympiad Program carried out within our Presidency, 14188 students in 9 branches applied for the 32nd Science Olympiad First Stage exam in 2024. As a result of the First Stage Exam held on May 18, 2024, 515 students were entitled to participate in the Summer School and the 2nd Stage Exam.

515 students participated in the Second Stage Exam held in Ankara on December 14-20, 2024. According to the evaluations made as a result of the exam, 225 students won medals. 247 students were invited to the Winter School and Team Selection Exam.

Students who won medals gained additional coefficients in the university exam, the right to become undergraduate scholars, mentoring support and money awards.

The European Marine Board (EMB) is an international organization that determines research priorities and strategies related to European seas, ensures cooperation among its members, and aims to carry out studies related to the seas on a common level. The organization previously served as an Expert Board of the European Science Foundation (ESF), but in 2016 it decided to leave the ESF and continue its activities as an independent organization working in the field of environment and sea. The organization, which has the mission of conveying the outputs obtained from scientific research on the seas to decision-makers, is one of the scientific and technological guides of Europe in marine research.

The European Marine Board continued its activities after it became an independent structure in 2016, and our institution continued its participation in the activities of the organization.

Membership of the Organization provides benefits in terms of the participation of TÜBİTAK MAM Environment Institute researchers in the Framework Program projects concerning the Eastern Mediterranean, Aegean and Black Sea coasts, the direction of the projects, and the promotion of the studies through representative participation in the Organization's regular meetings.

A maximum of 25 researchers will be supported per year. The applications are evaluated in two phases.

Preliminary Assessment

Application documents are checked during a preliminary assessment.
