Terms of Application

Researchers who will apply to the program must be working in Türkiye as of the first day of the application.

  • As of the date of application, any of the following work experiences must be provided.

  • Early stage researchers under the age of 40*, who received their doctoral degree at most 7 years ago and having 1 to 4 years research experience after doctorate degree.

  • Researchers from the private sector with 4 years of full-time research experience after their bachelor's degree, provided that at least 1 year is in the private sector (maximum 1 year of the completed master's education with thesis and maximum 3 years of the completed doctorate education period are considered within this scope.)

At least 2 of the following options must be provided:

  • Provided that the number of publications* of the executive is at least 5, at least 50% of all publications* are included in journals in the 25% / Q1 with the most citations

  • Scopus Field Weighted Citation Impact (FWCI) or WoS Category Normalized Citation Impact (CNCI) value** of the researcher is greater than 1

  • Having a completed*** European Research Council (ERC) project or has been a coordinator in the research and innovation action and innovation action (RIA / IA) projects within the scope of Horizon 2020, or having a project within the scope of the Marie Skłodowska Curie Action (MSCA ) (IF, RISE)

  • Having received TUBITAK Incentive Award or TWAS Incentive Award or TÜBA GEBİP Award 

* One year is added for each birth for female applicants.
** Publications in the type of articles and reviews in internationally indexed journals defined by Scopus or articles and reviews in internationally indexed journals defined by WoS will be considered (Source: Scopus-Scival CiteScore, SNIP, SJR; WoS-InCites)
*** In international indexed journals defined by Scopus, articles and reviews where the author is the first author, last author, responsible author and sole author (Scopus: SciVal) or articles and reviews in which the author is the first author, last author and responsible author in internationally indexed journals defined by WoS (WoS-Incites)
**** Researchers whose projects will be completed by the end of 2023 will also be able to apply for the program.

Who Can Apply
  • Be permanent residents and nationals of a WAITRO member countries other than the host country (the dual citizens, the individuals who renounced Turkish citizenship for any reason are not eligible for the application),

  • Must not hold any visa for temporary or permanent residency in Türkiye;

  • Having a valid passport;

  • Having an English proficiency certificate;*

  • Having a research plan within the framework of sustainable development goals;

  • Having an official acceptance from TÜBİTAK Research Centers and Institutes in Türkiye;**

  • Not previously supported under any of 2216 Research Fellowship Programmes.

For doctoral researchers;

  • By the deadline date of the application, having registered to a doctoral programme in a higher education institution in one of WAITRO member countries other than the host country. S/he must have successfully passed the PhD qualifying exam or be in an advanced stage of their PhD research. Applicants must certify this criterion with an official Registration & No Objection Certificate taken in the last three months before the application date;

  • Being 35 years old or younger on 31 December of the application year.

For post-doctoral researchers;

  • Holding a PhD degree certificate;

  • Being employed in one of WAITRO member countries other than the host country and hold a research assignment there. Applicants must certify a supporting statement from the head/director of the applicant’s current employer on official headed paper to prove that you are employed there and will be given leave, if granted the award;

  • Being 45 years old or younger on 31 December of the application year.

Initiation of the Fellowship

Applicants must start their research within 12 months from the date they are entitled to support. Fellowship will not be started for those who have not started their work during the determined period without a valid excuse (health, family issues, force majeure, etc.) which is acceptable by the GYK and they will lose their rights to fellowship for the relevant year and term.

Failure to start research during the determined period because of a valid excuse, the starting date of the research might be extended by the GYK decision in response to the reasoned request of the applicant.

After the arrival to Türkiye and starting the proposed research in the university or research institute, the applicant must send the following documents to BIDEB to start his/her fellowship;

1. The originals or certified copies of the documents stated in the in subparagraphs (b), (c), (d), (f), (g), (h), (i), and (k) from the documents uploaded to the system during the application,

2. Letter of commitment, arranged by TUBITAK, and signed by the applicant and the academic advisor(s) in Türkiye,

3. A letter from the academic advisor(s) in Türkiye, indicating the exact starting date of the research of the applicant,

4. Bank account information of the applicant,

5. If necessary, the relevant Ethics Committee Document.

After the completion of the process, the fellowship is started.

In the case of a wish of those supported less than 12 months to extend the fellowship duration up to 12 months, it needed to apply to BİDEB with the following documents;

  • Reasoned request for the extension of the fellowship signed by the fellow and the academic advisor(s) in Türkiye and

  • Detailed research report signed by the fellow and the academic advisor(s) in Türkiye.

In case the GYK approves the request, extension is finalized with the approval of the Presidency.

Fellows are obligated to submit one progress and one final report within the specified dates based on the starting date and the duration of their fellowship. These reports must be signed by the fellow and the academic advisor(s) in Türkiye.

The 38th call of the IRA-SME (International Research Activities by Small and Medium-sized Enterprises) Network aims to support international research, development and innovation projects involving small and medium-sized enterprises.

The call, which will be open until 30 September 2026, allows bilateral and multilateral cooperation with SMEs in Germany, Austria, Belgium (Flanders and Walloon Regions), Brazil, Czechia and Luxembourg.

In addition to industry-academia cooperation is recommended for applications from Türkiye, SME-SME cooperation projects involving at least 2 call partner countries can be supported.

The 37th call of the IRA-SME (International Research Activities by Small and Medium-sized Enterprises) Network aims to support international research, development and innovation projects involving small and medium-sized enterprises.

The call, which will be open until 25 March 2026, allows bilateral and multilateral cooperation with SMEs in Germany, Belgium (Flanders and Walloon Regions), Brazil, Czechia and Luxembourg. An online platform has been established for partnering within the scope of the IRA-SME 37th Call. Registration link to access the online platform is here.

In addition to industry-academia cooperation is recommended for applications from Türkiye, SME-SME cooperation projects involving at least 2 call partner countries can be supported.

The evaluation process for 70 project proposals submitted to the 1707 2024-3 calls has been completed, while evaluation for 4 projects are ongoing. Decisions have been made to support 48 projects. The acceptance rates for the calls are as follows:

Projects decided to be supported and to be rejected are listed below. 

1707 Order R&D Program aims to transform solution proposals designed to meet the needs of Customer Organizations into commercially viable outputs by SMEs through R&D activities. TÜBİTAK and Customer Organizations facilitate SMEs' need-oriented R&D activities through co-financing during this significant process. SMEs are executing innovative products and processes tailored to their customers. Ground is being prepared for sharing financing risks among industrial organizations and understanding intellectual property rights, allowing organizations with relatively more experience in project management to transfer their experiences to SMEs. 

The program received applications for 3 calls in 2024. The evaluation process of all applications in the first and the second calls received for the Order R&D calls has been completed and listed. Admission rates are presented below:

• 1707 Order R&D: 70% (65 applications, 45 acceptances) 

• 1707 BİGG Partners Order R&D: 91% (11 projects, 10 acceptances)

The evaluation processes for 75 applications submitted under the 3rd term calls, which closed on November 30, 2024, are ongoing.

Three different call periods for SME Support for 1707 Order-based R&D Projects have been defined for the year 2025:

Project applications will be accepted through the Technology and Innovation Funding Programs Administration (TEYDEB) Project Evaluation Monitoring System (PRODİS) on 2 January 2025.

In Eurostars-3 calls, bottom-up, international R&D projects with a civilian purpose, are funded led by innovative SMEs, regardless of any technology field or sector. Within this call, joint international R&D projects aimed at developing market-oriented innovative products, processes and services will be funded with the participation of at least one Turkish and one foreign organization from any Eurostars member country. It is aimed to support innovative SMEs to increase their R&D, innovation capacity and productivity, and to help them reach into global value chains and new markets. In line with this goal, the results of the 1709 Eureka-Eurostars 2024-2 Call, which supports consortium stakeholders from Türkiye have been announced.

There was an increase in the number of applications in the 1709 2024-2 call compared to previous calls. 112 institutions and organizations from Türkiye applied with 66 projects. The international evaluation process of the projects has been completed. In this call, there was an increase in the number of projects shortlisted in the international 2nd stage evaluation as well. It was decided to support 4 of the 8 shortlisted projects. The other 4 projects could not be supported as a result of the consortium partners operating in countries other than Türkiye not being able to receive funds from the relevant country's funding agencies due to lack of funds.

We congratulate our organizations whose projects were included in the scope of support, and we would like to remind our organizations whose projects were rejected that they can revise their applications and apply for call 1709 2025-1.

In order to determine the budget scope of the projects that have been approved and to carry out the support and monitoring processes, second stage national applications must be made. Within the scope of the Eurostars-3 Program, our institution's national support process will be carried out within the framework of the national call rules with the code "1709-EUREKA-EUROSTARS 2024/2" and titled "Eurostars-3 Program National Call Announcement".  In this context, our official internal processes have been initiated, and second stage applications will be received online at https://eteydeb.tubitak.gov.tr/teydebanasayfa.htm as of January 25, 2025, according to the national call calendar.

European Molecular Biology Organization (EMBO) of which TÜBİTAK has been the coordinator institution since 1993, supports international collaborative projects of life scientists within the scope of Advanced Collaboration Grants. Advanced Collaboration Grants provide support for group leaders who wish to engage in exchange visits to develop or carry out collaborative projects. Proposals should be constructed jointly with the host laboratories in EMBC Member States, Associate Member States or Cooperation Partners.

The programme contributes towards travel costs and daily subsistence of the recipients. Group leaders are supported for their visits of one week (seven days) up to six months (180 days) with a maximum of three trips paid by EMBO. Researchers in the home laboratory are supported for their visits of one week (seven days) up to three months (90 days) with one trip paid by EMBO. Collective Research Network (CORNET) 38th Call is open for applications for proposals to realise further international research projects for the benefits of small and medium-sized enterprises (SMEs). The deadline for the submission of project proposals is 25 September 2024. 

CORNET combines existing national or regional funding programs and brings together financial resources from two (or more) countries/regions into one project budget.  Project consortiums should involve at least 2 partner countries and the international application must include three stakeholders from each country.

R&D and innovation activities must be carried out by the academy partner (higher education institutions, training and research hospitals, public institutions and organizations within the scope of the Higher Education Law).

Project topics must be determined by an SME Association in line with the needs of SMEs. The task of the SME Association is to determine the needs of its members and ensure the dissemination of project outputs.

An SME UserCommittee consisting of at least 3 SMEs must be defined in applications. TheSME User Committee is expected to direct the project team and increase the efficiency of the project.
