TÜBİTAK burs ve destek programlarının yürütüldüğü sistemler ile ülkemizin bilimsel ve teknolojik yetkinliğinin artırılmasına katkı sağlamak üzere geliştirilen uygulamaları içeren "Hizmet Standartları" tablosu aşağıda sunulmaktadır. Tamamlanma süresi yalnızca başvuru için gerekli maksimum süreyi ifade edecek biçimde belirtilmiştir.  

COST SHORT TERM SCIENTIFIC MISSION (STSM) GRANT

Short Term Scientific Missions (STSM) are institutional visits aiming to support individual mobility, fostering collaboration between individuals. The Guidelines for Action Management, Monitoring and Assessment should be followed to ensure the proper implementation of this networking instrument (see www.cost.eu/guidelines_Action_management_monitoring_assessment) .

STSM Eligibility Rules

STSM applicants shall be engaged in an official research programme as a PhD Student or postdoctoral fellow or can be employed by, or affiliated to, an institution, organisation or legal entity which has within its remit a clear association with performing research. The institutions / organisation or legal entity where applicants pursue their main strand of research are considered as Home Institutions. The Host Institution is the institution / organisation that will host the successful applicant.

STSM shall respect the following criteria:

• They shall have a minimum duration of 5 calendar days that includes travel.

• STSM need to be carried out in their entirety within a single Grant Period and always within the Action’s lifetime.

STSM Financial Support

An STSM Grant is a fixed financial contribution which takes into consideration the budget request of the applicant and the outcome of the evaluation of the STSM application. STSM Grants do not necessarily cover all expenses related to undertaking a given mission. A STSM Grant is a contribution to the overall travel, accommodation and meal expenses of the Grantee.

The calculation of the financial contribution for each STSM shall respect the following criteria:

• Up to a maximum of EUR 3 500 in total can be afforded to each successful applicant.

• Up to a maximum of EUR 160 per day can be afforded for accommodation and meal expenses.

The Action Chair (or Vice-Chair if the Action Chair is affiliated to the Grant Holder Institution) and / or the appointed STSM Coordinator / Committee should consider and can approve differentiated country rates to cover accommodation and meal expenses based on the perceived cost of living in the host country.

Approving STSM For Payment

The STSM Grantee has 30 calendar days from the end date of the mission to submit a scientific report to the Action Chair (or to the Vice-Chair if the Action Chair is affiliated to the Grant Holder Institution) / the appointed STSM Coordinator / Committee and to a senior researcher affiliated to the Host Institution.

Payment of the Grant is subject to a STSM scientific report being approved on behalf of the Action’s MC by the delegated person(s) responsible and by a senior researcher affiliated to the Host Institution. Written approval of the STSM scientific report by the aforementioned persons shall be uploaded in e-COST for archiving purposes.

INCLUSIVENESS TARGET COUNTRIES (ITC) CONFERENCE GRANT

ITC Conference Grants aim to support ECI and PhD students from Participating ITC to attend international science and technology related conferences, event or activity on the topic of the Action that are not organised by the COST Action.

ITC Conference Grant Eligibility Rules

The following eligibility criteria apply:

• Conference Grants are exclusively reserved for PhD students, PhD candidates, and ECI’s with a primary affiliation in an institution located in an ITC participating in the Action.

• The applicant shall make an oral/poster presentation at the conference in question and shall be listed in the official event/conference programme. The main subject of the oral presentation / poster presentation / speech at the approved conference shall be on the topic of the Action and shall acknowledge COST (see Section 10).

• The participation of each applicant shall be pre-approved by the Action MC. ,

Evaluation and Selection

The evaluation of each received Conference Grant application is performed by the Action’s MC. The Action Chair (or Vice-Chair if the Action Chair is affiliated to the Grant Holder Institution) or an appointed Coordinator / Committee can assume this responsibility if the Action’s MC gives them the mandate to perform this task on their behalf. The person responsible for performing the related tasks into e-COST is referred to as ITC Conference Grant Manager. The evaluation criteria defined by the Action’s MC should be communicated to all potential applicants.

The selection of successful applicants shall be done so in consideration of the scientific scope of the proposed participation and how it will support the Action in achieving its scientific objectives.

Approving ITC Conference for Payment

The Grantee has 30 calendar days from the end date of the Conference in question to submit either a certificate of attendance or a report to the ITC Conference Grant Manager of the Action and the Action’s Grant Holder.

Payment of the Grant is subject to the submitted certificate of attendance or the submitted report being approved by the ITC Conference Grant Manager. Written approval of the submitted report shall be sent to the Grant Holder for archiving purposes.

Should the ITC Conference Grant Manager apply for a Conference Grant, the mandate for approval or rejection of the request via e-mail is transferred to the Chair or Vice-Chair, as well as the approval of the Conference Grant report. The written approvals shall be sent to the Grant Holder for archiving purposes.

MODSİMMER TRUBA Veri Merkezi Açılışı ve ARF Süper Bilgisayarı Tanıtım Töreni Ankara’da gerçekleşti. Törene Sanayi ve Teknoloji Bakanı Mehmet Fatih Kacır, TÜBİTAK Başkanı Prof. Dr. Hasan Mandal, ODTÜ Rektörü Prof. Dr. Mustafa Verşan Kök, Lenovo Altyapı Çözümleri Grubu Avrupa, Orta Doğu ve Afrika Bölgesi Başkanı Giovanni Di Filippo, Lenovo Altyapı Çözümleri Grubu Orta Doğu, Türkiye ve Afrika Genel Müdürü Alaa Bawab ile Lenovo Altyapı Çözümleri Grubu Türkiye Genel Müdürü Burç San katıldı. 

“ARF, dünyanın en güçlü bilgisayarlarından biri”

Sanayi ve Teknoloji Bakanı Mehmet Fatih Kacır, MODSİMMER TRUBA Veri Merkezi ve ARF Hesaplama Kümesiyle Türkiye’nin bilimsel araştırma yetkinliklerine yeni bir boyut kazandırdıklarını belirterek, “Veri merkezi ve ARF kümesi yatırımımızla ülkemizin gelişimi ve kalkınması için kritik öneme sahip yüksek başarımlı hesaplama altyapısını özel sektör, kamu ve akademimizin çalışmalarına tahsis ediyoruz. 35 bin dizüstü bilgisayara eşit işlem kapasitesiyle dünyanın en kuvvetli 313’ncü süper bilgisayarı olan ARF ile ülkemiz bazı önemli yeteneklere de sahip oluyor. Çözme şansımız bulunmayan problemleri çözülebilir hale getirerek, bizim için erişilemez olan araştırma alanlarını ve teknolojilerini ulaşılabilir hale getireceğiz. Savunma sanayiinden, üretim sektörüne; ilaç tasarımından, hastalık tespitine birçok stratejik alanda araştırmacılarımız ihtiyaç duydukları simülasyonları eş zamanlı olarak gerçekleştirebilecek.” dedi. 

Kacır konuşmasında şunları kaydetti: “2003 yılında Türkiye Ulusal Bilim e-Altyapısı TRUBA’yı kurarak özel sektör, kamu ve üniversitelerin ihtiyaç duyduğu yüksek performanslı hesaplama (HPC) kapasitemizi oluşturmaya başladık. Araştırmacılarımızın uluslararası alanda rekabet gücünü artırarak, ülkemizin bilim ve teknoloji alanında daha güçlü bir konuma gelmesine sağladık. 80 bin işlemci çekirdeği, 216 adet GPU ve 14 petabayt depolama alanı ile 6 binden fazla kayıtlı kullanıcıya ücretsiz hizmet veren bu altyapıyla bugüne kadar 192 araştırma projesini destekledik. Bin 500’ün üzerinde SCI (Science Citation Index) yayınını, 300’e yakın yüksek lisans ve doktora tezini akademiye kazandırdık.” 

“Süper bilgisayarımızla iklim modellemeleri, genetik araştırmalar ve malzeme bilimi gibi alanlarda çalışmalar yürüterek geleceğe yönelik daha doğru tahminler ve yenilikçi çözümler sunma yeteneğimizi geliştiriyoruz. “ diyen Kacır, “Bilim ve inovasyon ekosistemimizin yenilikçi tedavi yöntemlerinden sürdürülebilir şehirlere, enerjiden malzeme teknolojilerine farklı alanlarda yürüttüğü inovatif çalışmalarında ihtiyaç duyduğu hesaplama kapasitesini sunarak nitelikli bilimsel çalışmaların kapısını aralıyoruz. Projenin ilerleyen safhalarında ülkemiz; çip geliştirici makineler için alt yapı oluşturulması, mimari ve FPGA tabanlı sistemlerin kurulumu ve devreye alınması ile doğrulama ve gelişmiş mantık tasarımı faaliyetlerinde yetkinlik kazanacak. Bilim ve teknolojide küresel ölçekte söz ve iddia sahibi bir ülke olarak bilimsel araştırma ve teknoloji geliştirme yetkinliklerimize ivme kazandıracak yatırımları “Milli Teknoloji Hamlesi” vizyonumuzun vazgeçilmez bir unsuru olarak görüyoruz.” diye konuştu.

Bakan Kacır, “MODSİMMER TRUBA Veri Merkezi ve ARF Hesaplama Kümesiyle de ülkemizin bilimsel araştırma yetkinliklerine yeni bir boyut kazandırıyoruz. Maliyeti 11 milyon doları aşan veri merkezi ve ARF kümesi yatırımımızla ülkemizin gelişimi ve kalkınması için kritik öneme sahip yüksek başarımlı hesaplama altyapısını özel sektör, kamu ve akademimizin çalışmalarına tahsis ediyoruz. 35 bin dizüstü bilgisayara eşit işlem kapasitesiyle dünyanın en kuvvetli 313’ncü süper bilgisayarı olan ARF ile ülkemiz bazı önemli yeteneklere de sahip oluyor.” dedi.

“Hem büyük problemleri dağıtık olarak, hem de çok sayıda küçük problemi aynı anda çözebilme yeteneğine sahip hesaplama kümesiyle savunma sanayiinden, üretim sektörüne; ilaç tasarımından, hastalık tespitine birçok stratejik alanda araştırmacılarımız ihtiyaç duydukları simülasyonları eş zamanlı olarak gerçekleştirebilecek.” diyen Kacır, “En ileri doğrudan sıvı soğutma kapasitesine sahip veri merkezimiz ve süper bilgisayarımız hava soğutmalı muadillerine göre önemli ölçüde enerji tasarrufu sağlayarak Dünya’nın en çevreci veri depolama ve işleme merkezleri arasında yerini şimdiden aldı.” vurgusu yaptı. 

“Türkiye'nin bilişim altyapısını sürekli olarak geliştirmek ve güçlendirmek için önemli adımlar attık”

TÜBİTAK Başkanı Prof. Dr. Hasan Mandal, yaptığı konuşmada “Bu teknolojik atılım, Türkiye'nin bilimsel ve teknolojik gelişimine önemli katkılar sunacak bir adımı temsil etmektedir.” mesajı verdi. 

“2003 yılında başlayan yolculuğumuzda, Türkiye'nin bilişim altyapısını sürekli olarak geliştirmek ve güçlendirmek için önemli adımlar attık.” diyen Mandal, “Dünyada yaşanan özellikle iklim değişikliği başta olmak üzere savunma, sağlık, enerji, sosyal bilimler gibi alanlarda dijitalleşmenin arttığı ve yapay zekanın çok önem kazandığı bir aşamaya geldik.  Hem ülkemizin hem bölgenin sorunlarına hem de küresel sorunlara çözüm oluşturma noktasında önemli bir adım olarak değerlendiriyorum. Özellikle son beş yıl içerisinde bakanlığımızın koordinasyonunda yapmış olduğumuz çalışmalarla küresel anlamda önemli adımlar attık.” hatırlatmasında bulundu. 

Türkiye'nin 2019'dan bu yana üyesi olduğu "Avrupa Yüksek Performanslı Hesaplama Ortaklık Girişimi" (EuroHPC) kapsamında Barcelona’da kurulan "MareNostrum5" adlı süper bilgisayarın da ortağı olduklarını hatırlatan Mandal, “Dünyanın 8. yüksek performansa sahip süper bilgisayarının ortağıyız. Dünyanın 8. yüksek performansa sahip olan yüksek başarılı hesaplama sistemini kullanabiliyoruz.” dedi.

“Sayın Cumhurbaşkanımız ve bakanlığımızın himayelerinde mevcut durum ve altyapımızı genişletmek için önemli aşamalar kaydettik” diyen Mandal, “TÜBİTAK'ta büyük emeği geçmiş matematikçimiz Cahit Arf hocamızın ismiyle ARF Süper Bilgisayarımızın teorik performansı 3,56 Pflop/s olup, Mayıs 2024’te açıklanan top500.org listesinde ARF ismiyle 313. sırada yer aldı.” diye konuştu. 

Prof. Dr. Mandal, “Çevre, Şehircilik ve İklim Değişikliği Bakanlığımız başta olmak üzere savunma sanayimiz yanında tüm disiplinlerin, matematik, fizik, kimya, moleküler biyoloji, malzeme bilimleri alanlarında çalışanların yoğun bir şekilde kullanacağı, hem kamunun hem üniversitelerimizin hem özel sektörün kullanacağı bu altyapı çok daha fazla erişime ve kullanıma ulaşmış olacak.  Bugüne kadar 6 bin araştırmacıya 180 kuruma hizmet etmeye çalıştık.” ifadelerini kullandı. 

“Aynı zamanda yeşil kavramını da ön planda tutmaya çalışıyoruz” vurgusu yapan Mandal, “Dünyadaki ilk 500 yeşil listesinde 360. sıradayız.  İnşallah gelecek sene daha da iyi bir pozisyonda olacağız. Ben bu gelişmelerin ülkemizde bilim ve teknoloji temelli çözümler için önemli bir kazanım olduğunu düşünüyorum.” değerlendirmesinde bulundu. 

“Bu altyapının bu aşamaya gelmesi sürecinde Sayın Mehmet Fatih Kacır Bakanımızın yönlendiriciliği çok kıymetliydi. Bugün burada yoğun programı kapsamında bizlerle olması da konuya vermiş olduğu önemi gösteriyor” diyen Mandal süreçte emeği olan herkese teşekkürlerini iletti.

“Dünyadaki en ileri  sıvı soğutma teknolojisine sahip veri merkezimizle bir sonraki aşamaya geçmek üzereyiz”

TÜBİTAK Ulusal Akademik Ağ ve Bilgi Merkezi (ULAKBİM) Müdürü Mehmet Mirat Satoğlu da yaptığı konuşmada veri merkezlerinin geldiği noktanın önemine vurgu yaptı, “Birinci veri merkezini 2011 yılında kurmuştuk. Bugün üçüncü aşamada dünyadaki en ileri sıvı soğutma teknolojisine sahip veri merkezimizle bir sonraki aşamaya geçmek üzereyiz.” dedi. 

Satoğlu,  “Kurulduğumuzdan bu yana 23 Avrupa Birliği projesi, , bir tanesi Sayın Bakanımızın, Sayın Başkanımızın imzalarıyla katıldığımız EuroHPColmak üzere EGI, EOSC üyeliklerimizle 3 Avrupa Birliği oluşumu üyeliği ve 6 tane ulusal projeyle devam eden bir altyapımız var. Bu kapsamda sektörümüzün ve akademimizin bu altyapıyı daha iyi kullanabilmesi için paydaşlarımız ODTÜ, Sabancı Üniversitesi ve İTÜ-UHeM'le birlikte Ulusal Yetkinlik Merkezi çalışmaları içerisinde kullanımı yaygınlaştırmaya çalışıyoruz.” İfadelerini kullandı. 

29 vaka çalışması yaptıklarını hatırlatan Satoğlu, “Bu çalışmaların 1. Fazını 32 ülke arasında 3. olarak en yüksek puanla kapattık ve 2. fazı başlattık.” dedi.

MODSİMMER TRUBA Veri Merkezine ilişkin de bilgiler paylaşan Satoğlu, “2018'de başlayan çalışma, 2019'da Cumhurbaşkanlığı Strateji ve Bütçe Başkanlığımızın projemizi desteklemesiyle başlayan projelendirme ve ihale süreci sonrasında  bugün geldiğimiz noktada birçok teknolojik ilkleri barındıran bir veri merkezi kurduk. Doğrudan sıvı soğutma teknolojisi ve arka kapak soğutma teknolojisiyle bir çok ilkleri barındıran bu veri merkezimizdeki yeni sistemimiz 504 sunucu ve 56 bin çekirdekli” diye konuştu. 

Törene katılan Avrupa, Orta Doğu Alt Yapı Çözümleri Grubu Başkanı Giovanni Di Filippo yaptığı konuşmada ‘’ Büyük bir hızda gelişen ve yenilenen teknoloji dünyasında, Lenovo, küresel bir teknoloji lideri olarak yenilikçi ürünleri ve uçtan uca sunduğu çözümler portföyüyle cep telefonundan bilgisayarlara, veri merkezine ve bulut çözümlerine kadar akıllı teknolojileri herkese ulaştırmayı hedefliyor. ARF gibi Süper Bilgisayarlar, tıpkı Cahit Arf gibi, matematikçilerin yılmak bilmeyen arayışlarını anımsatan, bilimsel inovasyonun omurgasını oluşturmaktadır. Bu sistemler, karmaşık bilimsel problemleri çözmek için gereken hesaplama gücünü sağlayarak, çözümü güç sorunların üstesinden gelinmesine imkan tanımaktadır. Bu projedeki iş birliğimizden ve bugün bu açılışı beraber yapıyor olmaktan büyük gurur ve  mutluluk duyuyoruz.’ Dedi. 

Türkiye Alt Yapı ve Çözümleri Grubu Genel Müdürü Burç San da katıldığı törende düyanın en güçlü süper bilgisayarlarının uluslararası bir ölçüm kuruluşu olan top500 tarafından sıralandığını belirterek ‘ARF super bilgisayarı Top500 listesinde sadece 313’üncü sırada yer almakla kalmayıp ayrıca enerji verimliliği açısından hazırlanan Green500 listesinde de 360ıncı sırada yer almakla büyük bir başarıya imza atıyor. Bu projenin bir parçası olmaktan büyük mutluluk duyuyoruz.’ dedi.

MODSİMMER TRUBA Veri Merkezi

Modelleme ve simülasyon alanında araştırma ve eğitim faaliyetleri yürüten MODSIMMER (Modelleme ve Simülasyon Uygulama ve Araştırma Merkezi) çeşitli disiplinlerden gelen araştırmacıları bir araya getirerek, karmaşık sistemlerin modellenmesi ve simülasyonu konusunda çalışmalar yapıyor. Merkezin temel amaçları arasında, modelleme ve simülasyon teknolojilerini kullanarak problemlere yenilikçi çözümler geliştirmek, bu alanda ulusal ve uluslararası projeler yürütmek, ve öğrencilere bu teknolojileri öğretmek yer alıyor. Ayrıca, sanayi ile işbirlikleri kurarak, akademik bilgiyi uygulamaya dönüştürmek ve ekonomik katma değer yaratmak da merkezinin öncelikleri arasındadır.

ARF Süper Bilgisayarı

2023 yılında gerçekleştirilen yeni teknoloji doğrudan sıvı soğutmalı süper bilgisayar yatırımı olan ARF kümesi (yaklaşık 55.000 çekirdekten oluşan sistem) ile birlikte TRUBA'nın kaynak kapasitesi 80.000'den fazla hesaplama çekirdeğine (yaklaşık 4,8 Pflop/s teorik) ulaştı. Bu yeni süper bilgisayarın teorik performansı ise 3,56 Pflop/s seviyesinde… 

Yeni hesaplama kümesi ARF faaliyete geçtiği ilk yıl, Haziran 2024 Top500 listesinde 313. sırada yer alarak büyük bir başarıya imza attı. 

Yeni hesaplama kümemiz ARF ile Türkiye'nin ihtiyaç duyduğu alanlarda araştırma ekosistemimiz güç kazanacak ve karmaşık zorluklara karşı çözüm geliştirme çalışmaları daha da hızlanacak. Bu, ülkemizin gelişimi ve kalkınması için önemli olan yüksek başarımlı hesaplama teknolojilerinin özel sektör, kamu ve akademide yapılan çalışmalarda ihtiyaç duyulan hesaplama kaynağına doğrudan erişim sağlanabilmesini; önemli sorulara en doğru cevapların simülasyonlarla desteklenmesini ve sahip olmak istediğimiz yeteneklere ait gerekli teknolojilerin en kısa sürede ve en hızlı şekilde geliştirilmesini sağlayacak. ARF'ın nihai hedefi, Türkiye'deki akademik ve Ar-Ge çalışmaları için yeni ufuklar açan bir katalizör olmak.

Yeni hesaplama kümemiz ARF, genel kullanıma açık olup farklı disiplinlerden birçok Ar-Ge projesi için yüksek ölçeklenebilir simülasyonlar yapılmasına olanak tanıyor.

ARF'ın hesaplama yoğun yapısı, birden fazla grubu barındırabilmesi ve güncel teknolojisi, bu alanlarda çözümlenmesi arzu edilen problemlere dair araştırmaları oldukça hızlandırıyor. Bu hızlanma, daha zor problemlerin çözülmesini mümkün hale getirdiğinden, araştırmalar sonucunda üretilecek çıktıların uygulanabilirliğini artıracak ve sonrasında yapılacak araştırmalar için daha sağlam bir temel oluşturulmasına olanak sağlayacak. 

In 2024, awards will be given in four categories as TÜBİTAK Science, Special, Service and Incentive Awards by The Scientific And Technological Research Council of Türkiye.

TÜBİTAK Science Award: It is awarded to living scientists who have made significant contributions to science at the international level with their studies in Türkiye.

TÜBİTAK Incentive Award: It is given to scientists residing in Türkiye who have proven through their studies that they have the qualifications to make significant contributions to science at the international level in the future. The candidate should be under the age of 40 on the first day of the year when the award is given. Application and Evaluation Process

Candidates for the Incentive Award can apply personally or be nominated. Individual applications cannot be made for the Science, Special and Service Awards, a nomination is required.

The following institutions or individuals can nominate to TÜBİTAK Science, Special, Service and Incentive Awards 

• Those who have received TÜBİTAK Science, Special, Service Award or TÜBİTAK-TWAS Science Award in the past

• Council of Higher Education

• Türkiye Academy Of Sciences

• Senates or Boards of Directors of Universities

• The highest decision-making bodies of public and private sector institutions and organizations operating in scientific and technological fields

• TÜBİTAK R&D and R&D Facility Units Boards of Directors and TÜBİTAK Research Groups Executive Committees (in their fields of activity). 

Applications for TÜBİTAK Science, Special, Service and Incentive Awards are made through the Awards Application System, which can be accessed at https://oduller.tubitak.gov.tr The candidate who will apply for the award and the nominating person or the highest official of the institution/organization must have a current registration in ARBİS, otherwise they must complete a "New User Registration". 

The requested documents must be completely uploaded to the Application System. 

After the application phase is completed, the "Acceptance Commitment and Declaration Form" must be signed with an e-signature by the candidate and the person nominating the candidate or the highest authorized manager of the nominating institution/organization. Candidates who are abroad and cannot use e-signature during the application can sign the printout of the application form and send the scanned version of the relevant form first by e-mail and then by mail or courier to our contact address below. 

The nominator must add the type of award which has previously received from TÜBİTAK and the year of receiving the award to the relevant tab in the application system. If the nominator is the university senate/board of directors, the rector's signature must be present in the application system. If the vice rector has been given power of attorney regarding the work and transactions related to TÜBİTAK Award applications, or if the vice rector is deputizing the rector at the time the application is made, the relevant power of attorney document must be uploaded to the system.

Only one of the Science, Special, Service and Incentive Award categories can be applied in the same period.

Applications can be made maximum 3 times for each type of award: Science, Special, Service and Incentive Awards. Applications made before 2010 are not included in this number.

Candidates born in 1983 or before cannot apply for the Incentive Award.

Scientists who won the TÜBA-GEBİP Award in 2021, 2022 and 2023 can apply for the 2024 TÜBİTAK Incentive Award even if they are over 40 years old.

For female applicants, one year is added to the age limit of 40 for each birth.

Those who applied for the TÜBA GEBİP - Outstanding Young Scientist Awards (GEBİP) and the TÜBA International Academy Awards in 2024 cannot apply for the TÜBİTAK Science, Special, Service and Incentive Awards in 2024.

For Science, Special and Incentive Awards; Candidates are expected to explain their reasons for deserving the award in a maximum of 750 words and to support this explanation with publications to which primary contributions have been made. A copy of the 5 publications specified in the "Publications Selected Within the Framework of Reason" heading should be uploaded to the "Additional Files". The candidate's contributions to these 5 publications and the candidate’s contribution to these publications should be explained in a maximum of 250 words. If the candidate has contributed to more than one subject, all but the most significant contribution should be separated by subject. A copy of each of the maximum 15 publications under the heading "Other Scientific Publications within the Framework of Justification" should be uploaded to the "Additional Files" and a description text not exceeding 500 words should be added.

Publications that constitute a primary contribution to a candidate's application (The 5 Publications Selected Within the Framework of the Reason) cannot be used in another candidate's application for the same type of award. TÜBİTAK has the right to investigate the statement for publications declared to have made primary contributions. Although it is declared that the candidate has made a primary contribution to the relevant publication, if it is determined that the candidate has not made a primary contribution to any of these publications, the application will not be evaluated. In addition, “The 5 Publications Selected Within the Framework of the Reason” must be independent of the candidate's doctorate study.

For the Service Award; applications must include the reasons why candidates deserve the award and the relevant document supporting these reasons, if any. In the justification; It should be explained in a maximum of 750 words within the scope of the following subjects;

• To train scientists

• To work for the institutionalization of the branch of science in which the candidate belongs to

• How the candidate has provided superior service to the development of science and technology in Türkiye, 

• Establishing or significantly contributing to the establishment of scientific institutions and organizations.

TÜBİTAK Science, Special and Service Awards are given in the fields of Basic Sciences, Engineering Sciences, Health Sciences, Social and Human Sciences. The Incentive Award is given in the fields of Basic Sciences, Engineering Sciences, Health Sciences, Social and Human Sciences, Polar Studies. 

The number of Science Awards cannot exceed eight, the number of Special Awards cannot exceed four, the number of Service Awards cannot exceed four, and the number of Incentive Awards cannot exceed twenty.

Plaques and certificates are given according to the type of the awards. Science, Special and Incentive Awards include in-kind or cash awards determined by the TÜBİTAK Board of Directors each year. To be used in their domestic research, Science and Incentive Award winners are also given research support in an amount determined by the Board of Directors each year (1,650,000TL for 2024).

All evaluations and opinions formed during the award evaluation process, as well as the names of the referees/advisors whose evaluations were consulted and the opinions given by them, are confidential and are outside the scope of the right to information in accordance with the first paragraph of Article 26 of Law No. 4982.

Applications will be accepted until 07 July 2024, at 17.00 (UTC+3).

The winners of the Science, Special, Service and Incentive Awards are announced in the same year and the awards are given to their winners at a ceremony.

Collective Research Network (CORNET) 38^th Call is open for applications for proposals to realise further international research projects for the benefits of small and medium-sized enterprises (SMEs). The deadline for the submission of project proposals is 25 September 2024. 

CORNET combines existing national or regional funding programs and brings together financial resources from two (or more) countries/regions into one project budget.  Project consortiums should involve at least 2 partner countries and the international application must include three stakeholders from each country.

R&D and innovation activities must be carried out by the academy partner (higher education institutions, training and research hospitals, public institutions and organizations within the scope of the Higher Education Law).

Project topics must be determined by an SME Association in line with the needs of SMEs. The task of the SME Association is to determine the needs of its members and ensure the dissemination of project outputs.

An SME UserCommittee consisting of at least 3 SMEs must be defined in applications. TheSME User Committee is expected to direct the project team and increase the efficiency of the project.
