The call on “Disaster Resilience Response and Recovery”, launched under Eureka Network Projects, one of Eureka’s key support mechanisms, opened as of 8 June 2026. In line with Eureka’s objectives, projects aimed at developing market-oriented products, processes and services with high commercialisation potential will be supported under this call.
Objective of the Call:
Collaborative international research, development and technology projects aim to contribute to society’s preparedness for human-induced disasters, such as destruction caused by conflicts and wars, urban fires and industrial accidents, as well as natural disasters, such as avalanches, floods, droughts, earthquakes, storms, forest fires and volcanic activity. These projects also aim to support effective disaster response and post-disaster recovery processes.
Important Considerations:
Projects must target at least one type of disaster and must include at least one clear and concrete application addressing that disaster.
Each project must aim to develop a product, process or service intended for commercialisation. The implementation of project outputs, for example market launch, must take place no later than 24 months after the completion of the project.
Although the Technology Readiness Level (TRL) may vary at the beginning of the project, no project is expected to start below TRL 5.
Companies with capital company status, higher education institutions, public research centres and institutes, training and research hospitals, and research infrastructures within the scope of Law No. 6550 may apply from Türkiye to the call coded 1719–Eureka Disaster Resilience, Response and Recovery. Applications from the relevant institutions will be accepted only in partnership with at least one capital company. In projects submitted under the call, the capital company must be the Project Coordinator / Main Applicant Organisation.

Project applications will be carried out within the framework of the national call rules titled 1719– Eureka Disaster Resilience, Response and Recovery National Call Announcement and coded 1719– Eureka Disaster Resilience, Response and Recovery.
Before submitting a national application, the call text must be carefully reviewed. Applications that do not comply with the application rules may be returned without being evaluated.
Applications:
Applications will be carried out in two stages: international and national.
Stage 1 / International Application:
All partners must complete the Eureka project application form available on the call webpage online.
Stage 2 / National Application:
Participants from Türkiye must submit their national applications to the TÜBİTAK 1719 – Eureka Disaster Resilience National Call by 16 December 2026, in addition to the international application form.

Eureka’nın önemli destek mekanizmalarından biri olan Eureka Network Projeleri kapsamında, “Afetlerde Dirençlilik” konulu çağrı, 8 Haziran 2026 itibarıyla açılmıştır. Eureka’nın hedefleri doğrultusunda, ticarileşme potansiyeli yüksek ve pazara yönelik ürün, süreç ve hizmetlerin geliştirildiği projeler bu çağrı kapsamında desteklenecektir.
Çağrının Amacı:
İş birliğine dayalı uluslararası araştırma, geliştirme ve teknoloji projeleri; toplumun insan kaynaklı (örneğin çatışma ve savaşlardan kaynaklanan yıkım, şehir yangınları, endüstriyel kazalar) ve doğal afetlere (örneğin çığ, sel, kuraklık, deprem, fırtına, orman yangını, volkanik aktivite) karşı hazırlıklı olmasına, bu afetlere etkili bir şekilde yanıt verebilmesine ve afet sonrasında toparlanma sürecini desteklemesine katkı sağlamayı amaçlamaktadır.
Önemli Hususlar:
- Projelerin, en az bir afet türünü hedeflemesi ve bu afete yönelik en az bir açık ve somut uygulamaya sahip olması gerekmektedir.
- Her proje, ticarileştirmeye yönelik bir ürün, süreç veya hizmet geliştirmeyi amaçlamalıdır. Proje çıktılarının uygulanması (örneğin pazara sunulması), projenin tamamlanmasından itibaren en geç 24 ay içinde gerçekleştirilmelidir.
- Teknoloji Hazırlık Seviyesi (THS) projenin başlangıcında farklılık gösterebilse de hiçbir projenin THS 5 seviyesinin altında başlamaması beklenmektedir.
1719- Eureka Afetlere Dayanıklılık, Müdahale ve İyileştirme kodlu çağrıya ülkemizden sermaye şirketi statüsündeki firmalar, yükseköğretim kurumları, kamu araştırma merkez ve enstitüleri, eğitim ve araştırma hastaneleri ve 6550 sayılı kanun kapsamındaki araştırma altyapıları başvuruda bulunabilir. İlgili kurumların başvuruları en az bir sermaye şirketi ortaklığında kabul edilir. Çağrı kapsamında sunulan projelerde sermaye şirketi Yürütücü Kuruluş (Muhatap Kuruluş) olmalıdır.

1004 - Mükemmeliyet Merkezi Destek Programı “Yüksek Teknoloji Platformları” 2. çağrısı 15 Eylül 2021 tarihi itibariyle açıldı.
Çağrı kapsamında oluşturulacak araştırma programları, tek fazlı olarak desteklenecektir. Desteklenecek araştırma programlarına 50 milyon TL’ye kadar bütçe verilebilecektir.
Başvurular https://ardeb-pbs.tubitak.gov.tr adresinden çevrimiçi alınacaktır.
Çevrimiçi başvurunun ve e-imza sürecinin tamamlanması için son tarih 14 Şubat 2022 saat 23:59 olarak belirlenmiştir.
Çağrı kapsamında, araştırma ve aday araştırma üniversiteleri, 11. Kalkınma Planındaki öncelikli sektörler/alt alanlar ve üniversitelerin yetkinlikleri dikkate alınarak atanan ihtisas alanlarında başvuru yapabileceklerdir.
6550 sayılı Kanun kapsamında yeterlik almış altyapılar için başvuru yapabilecekleri yüksek teknoloji alanlarına bilgi iletişim teknolojileri eklenmiştir.
“Yeşil Mutabakata Uyum Kapsamındaki Öncelikli Ar-Ge ve Yenilik Konuları”nda sunulan projeler öncelikli olarak desteklenecektir.

Could you please indicate the support provided to the researcher and his/her research within the scope of the programs? What do these programs promise for supported scientists and researchers who wish to conduct research in Türkiye and contribute to Türkiye's advancement in technology and innovation?
In our calls, we provide opportunities for our researchers to realize their research objectives in our country and encourage them to work with our country's ecosystem and achieve new achievements. We offer a package of 10 different fellowships and support incentives to the researcher, the research project, the research team, and his/her family comprehensively. In this context, monthly scholarship for the coordinator during the support period, initial research grant that is given as a fixed sum at the beginning of the project, support for the research project with a duration of at least 24 and at most 36 months according to the content of the research project, scholarship expenses for five graduate students or post-doctoral researchers for strengthening research teams, project incentive bonus for researchers who will take part in the research project, and an institution share for the host institution or organization. In addition to the research project support, which varies from project to project and amounts to a maximum of 1.650.000 thousand Turkish Liras, the initial research grant is given as 4.700.000 Turkish Liras for experienced leading researchers and 2.350.000 Turkish Liras for young researchers. In addition, a family life expense scholarship and travel support for the arrival to Türkiye for the coordinator, spouse, and children, if any, and health insurance support are provided. As a new incentive, mentoring support is provided by our International Leading Researchers, who were previously supported in the previous calls. This incentive will also provide essential guidance for increasing the impact potential of our researchers within our ecosystem. Moreover, if the education period of the graduate students who are scholarship holders exceeds the project duration, our support continues.

The upper limits of the budget for funding programmes carried out by ARDEB (the Directorate for Research Funding Programmes) that are listed in the table below have been increased.
The updated upper limits will be in force as of the first term of 2025 for the 1001 Programme, and will be in force for the applications made as of 11 November 2024 to the other funding programmes mentioned in the table below.
If additional funding is required for ongoing projects, a decision will be made accordingly upon the request of the Principal Investigator (PI) and based on the evaluation conducted by the Research Support Group.
