R&D is the innovative activities carried out on a systematic basis with the aim of increasing scientific and technical know-how and the use of the resulting know-how in new applications (products, processes). Innovation, on the other hand, refers to a series of scientific, technological, financial and commercial activities aimed at transforming an idea into an improved, enhanced or new and saleable product or process.

The program aims to support project-based research, technology development and innovation activities submitted by Turkish institutions to the instruments under EUREKA (EUREKA Cluster, EUREKA Network, etc.). All organizations participating in the EUREKA program, based in Turkey and creating added value at company level can benefit from this program.

The aim of the program is to increase the technical competence and know-how in our country, to provide access to international technology accumulation and technology transfer, to internalize the acquired technological knowledge and experience within the organization, to be an accelerating and guiding factor in the development of original technologies and to contribute to the participation of organizations in international markets.

Scope of Support

Within the scope of this programme, the support rate is 60% for large-scale companies and 75% small and medium-sized enterprises.

Supported costs in this programme are listed below.

a) Personnel costs,

b) Travel costs,

c) Tools, equipment, software and technical documents costs,

d) Materials and consumable costs,

e) Consultancy or other service costs,

f) R&D service costs.

Unless otherwise stated in the international call, there is no limitation on the project duration and project budget.

TÜBİTAK International Industrial R&D Projects Grant Programme (1509) Implementation Principles are valid for the projects that will apply to this programme. In addition, in project applications, firstly, the explanations on the web page of the relevant international programme should be examined and the application rules and procedures of international programme should be followed.

Important Issues

The projects to be submitted to international calls should be submitted to TÜBİTAK in accordance with the evaluation calendar of the relevant call.

The document indicating that the national application is eligible and the international application form must be attached to the AGY103 appendices section.

At the project application date, there must be at least one person with a bachelor’s degree related to the project subject in the project team.

Dates for Application

Project applications can be made online at eteydeb.tubitak.gov.tr at any time. However, the project to be submitted international calls should be submitted to TÜBİTAK in accordance with the evaluation calendar of the relevant call.

Criteria

Project proposals are evaluated according to the following three dimensions:

I.   Dimension: Industrial R&D Content, Technology Level, Innovative Aspect
II.  Dimension: Eligibility of Project Plan and Enterprise Infrastructure for the Project
III. Dimension: The Turnover of the Project Outputs to Economic Benefit and National Benefit

Method

Project Evaluation Form (AGY203) is submitted to TÜBİTAK by the referees after the company visit. During the preparation of this form, the evaluation rules of the international program are also considered.  Based on the AGY203 reports, the final decision about projects is taken by the group executive committees.

The referees assigned to evaluate the project perform their evaluations in accordance with the Practice Principles of this program and the contract made with them. By reviewing the project proposal document and international project application submitted by the companies and visiting the company on site, they submit the AGY203 report to TÜBİTAK. Because of the contract, the referees don’t share information regarding project proposals with third parties.

During the visits of the referees, the company is expected to make a presentation on the subject, and also, the project manager, the staff and the technical consultants, if any, are expected to be present during the visit. Referees can request the explanations they need from the company before preparing the AGY203 report.

Method

Supported projects are evaluated only electronically via the online application (Project Evaluation and Monitoring System -PRODİS) at http://eteydeb.tubitak.gov.tr.

For supported projects, the R&D Assistance Request Form (AGY303) is filled in PRODİS and submitted to TÜBİTAK in six-month periods. The observers who are assigned to monitor the project, prepare the Periodic Monitoring Report (AGY403) by reviewing the AGY303 Report and visiting the company on site. And then, they submitted their AGY403 report to TÜBİTAK in the electronic environment on PRODİS. Project expenditures are supported within the framework of observers’ opinion and support decision letter.

In the last period of the project, the Project Result Report is submitted by the company.

During the visits of the observers, the company is expected to make a presentation on the subject, and also, the project manager, the staff and the technical consultants, if any, are expected to be present during the visit. Observers can request the explanations they need from the company before preparing the AGY403 report.

How to apply?

 Before applying for a national project under the 1509 program, an international partnership project application must be submitted to EUREKA vehicles. It is advised that you follow the call announcements posted under these vehicles on the website https://eureka.org.tr and obtain information from the email address eureka@tubitak.gov.tr. After the international project application process is finished, 1509 project applications are submitted online at https://eteydeb.tubitak.gov.tr.

What is the application schedule?

The call calendar may differ for each international project/program. To learn more about the international call, refer to the announcements on the TÜBİTAK website or those provided to you.

Can we apply for projects we have done in the past?

Projects whose R&D activities have been completed before the project application are not supported.

What is the support rate and what is the maximum project budget?

The support rate is 60% for large-scale enterprises and 75% for SME-scale companies, unless otherwise specified in the call announcement. The project's overall budget has no upper limit, unless the international call announcement specifies otherwise. The assistance is given in the form of a grant, which is non-refundable.

Are basic R&D and infrastructure projects supported under the program?

Within the scope of the program, projects focused on "research and experimental development (R&D)", "technologically new or improved product", and "technological process innovation" are expected.

Which expenses are supported?

The following expenses related to R&D studies in the project are supported:

  1. Personnel expenses,
  2. Travel expenses of project personnel (excluding economy class and city),
  3. Tool, equipment, software and publication purchase expenses (excluding production infrastructure expenses),
  4. Material and consumable expenses,
  5. Domestic and international consultancy and other service purchase expenses,
  6. R&D service expenses provided to universities in Turkey, R&D units affiliated with TUBITAK, private sector R&D organizations and similar R&D institutions and organizations.
Will the support given be taken back?

In projects that are terminated solely due to the intention of the organization, all payments made are collected from the organization by applying delay interest at the rates specified in Law No. 6183 (see 1509 Program Implementation Principles).

If the partnership dissolves before the project is completed, can a different partner be found? Or can the other partners continue the project by sharing the work packages of the partner who left?

This situation needs to be notified to TUBITAK as soon as feasible. Because the program's goal is to assist projects with international relationships, if the project's sole foreign partner leaves, the project will be unable to continue, even if a new partner is recruited. However, if there are multiple overseas partners and one of them leaves, TUBITAK considers whether the project should continue.

Is there a limit on the number of partners?

There is no such limitation unless specified in the international call announcement.

How to apply for 1509 if there is more than one Turkish partner in the same international project?

Turkish organizations apply for a single 1509 project by preparing a joint project proposal. In the project proposal, the activities and budgets of the organizations in the project should be prepared separately for each organization. The project partners' contributions should be compatible with those indicated in the appropriate program's international application form.

How to find a project partner?

Partner finding tools or web pages on the internet can be used. During this process, information can also be obtained from national contact points (https://ufukavrupa.org.tr/tr/kim-kimdir) within the TUBITAK International Cooperation Department.

Who owns the intellectual property rights of the project?

All intellectual and industrial rights that may arise in projects are transferred to the organization's disposal unless otherwise specified in the project contract. This is the usual practice.

Will competitor businesses gain access to our project information?

TUBITAK keeps the project's information secret. Project material is classified as "commercial confidential information" or "service specific information" and is not disclosed to anybody other than those involved in the evaluation.
