1509 programı ulusal proje başvurusu öncesinde EUREKA altında yer alan araçlara uluslararası ortaklı proje başvurusu yapılmış olmalıdır. Bu araçlar altında açılan çağrı duyurularının https://eureka.org.tr web adresinden takip edilmesi ve eureka@tubitak.gov.tr e-posta adresinden bilgi alınması önerilmektedir. Uluslararası proje başvuru süreçleri tamamlandıktan sonra 1509 proje başvuruları çevrimiçi olarak https://eteydeb.tubitak.gov.tr internet adresinden yapılır.

Her uluslararası proje/program kapsamında çağrı takvimi farklılık gösterebilmektedir. Bu nedenle, çağrı özelinde ayrıntılı bilgi almak için ilgili uluslararası çağrının TÜBİTAK internet sayfasında yayınlanan veya tarafınıza yapılacak duyurular takip edilmelidir.

Firmanın 1509 programına yapacağı başvuru Türkçe olarak yapılır. Bu başvurunun ekinde İngilizce olarak hazırlanan uluslararası proje dokümanı da sunulur.

Yalnızca Türk firmalar TÜBİTAK’a başvurur. Uluslararası proje başvurularında, proje ortaklarından her biri kendi ülkesindeki ilgili kuruluşa başvuru yapar.

Ar-Ge faaliyetleri proje başvurusundan önce tamamlanmış projeler desteklenmez.

1509 - Uluslararası Sanayi Ar-Ge Projeleri Destekleme Programı kapsamında projeler için bütçe üst limitleri tek ortaklı projelerde 25MTL, ortaklı projelerde 80 MTL (Her ortak en fazla 25 MTL bütçe limiti ile başvuru yapabilir) şeklindedir. 

Bu program kapsamında destek almaya hak kazanan projelere uygulanacak destek oranı, firmaların desteklenen proje sayısına göre aşağıdaki şekilde kademelendirilerek belirlenecektir.

Firmanın desteklenen ilk 5 projesi için:

• KOBİ destek oranı %75, Büyük Ölçekli Firma destek oranı %60*

Firmanın desteklenen 6’ncı projesi ve sonraki projeleri için: 

• KOBİ destek oranı %60, Büyük Ölçekli Firma destek oranı %40*

* Firmaların 1 Ocak 2020 tarihinden itibaren sözleşmesi imzalanmış projeleri ilk 5 proje kapsamındadır. İlk 5 proje desteği içerisinde 1509 programından destek almış yürütücü ve ortak kuruluş statüsündeki kuruluşlar sayılacaktır.

Program kapsamında ''araştırma ve deneysel geliştirme (Ar-Ge)'', “teknolojik açıdan yeni veya iyileştirilmiş ürün”, “teknolojik süreç yeniliği” odaklı projeler beklenmektedir.

Projedeki Ar-Ge çalışmaları ile ilişkili olacak aşağıdaki giderler desteklenir:

1. Personel giderleri,
2. Proje personeline ait seyahat giderleri (ekonomi sınıfı ve şehir içi hariç),
3. Alet, teçhizat, yazılım ve yayın alım giderleri (üretim altyapısına yönelik giderler hariçtir),
4. Malzeme ve sarf giderleri,
5. Yurt içi ve yurt dışı danışmanlık ve diğer hizmet alımı giderleri,
6. Türkiye’deki üniversitelere, TÜBİTAK’a bağlı Ar-Ge birimlerine, özel sektör ArGe kuruluşlarına ve benzeri Ar-Ge kurum ve kuruluşlarına yaptırılan Ar-Ge hizmeti giderleri.

Sadece kuruluşun kastı nedeni ile yürürlükten kaldırılan projelerde, yapılan tüm ödemeler, 6183 sayılı Kanunda belirtilen oranlarda gecikme faizi uygulanarak kuruluştan tahsil edilir (bkz. 1509 Programı Uygulama Esasları).

Bu durum TÜBİTAK’a en kısa sürede bildirilmelidir. Programının amacı uluslararası ortaklı projelerin desteklenmesi olduğundan, projedeki tek yabancı ortağın ayrılması durumunda, farklı ortak bulunsa bile proje devam edemez. Ancak birden fazla uluslararası ortağın olduğu ve birinin ayrıldığı durumda, TÜBİTAK, projenin devam etmesi konusunu değerlendirir.

Uluslararası çağrı duyurusunda belirtilmedikçe böyle bir sınırlama yoktur.

Türk kuruluşlar, ortak proje önerisi hazırlayarak tek bir 1509 proje başvurusu yaparlar. Proje önerisinde, kuruluşların projedeki faaliyetleri ve bütçeleri her kuruluş için ayrı ayrı hazırlanmalıdır. Ortakların projedeki katkıları, ilgili programın uluslararası başvuru formunda belirtilen proje katkılarıyla uyumlu olmalıdır.

İnternette yer alan ortak bulma araçları ya da web sayfaları kullanılabilir. Bu süreçte TÜBİTAK Uluslararası İşbirliği Daire Başkanlığı bünyesinde görevli ulusal irtibat noktalarından (https://ufukavrupa.org.tr/tr/kim-kimdir) da bilgi alınabilir.

Projelerde ortaya çıkması muhtemel fikri ve sınaî tüm haklar, aksi proje sözleşmesi ile belirtilmedikçe kuruluşun tasarrufuna devredilir. Olağan uygulama bu şekildedir.

TÜBİTAK projede sunulan bilgileri gizli tutar. Proje bilgileri "ticari gizli bilgi" veya “hizmete özel bilgi” olarak kabul edilir ve değerlendirmede görev alan kişiler dışında kimseye aktarılmaz.

 Before applying for a national project under the 1509 program, an international partnership project application must be submitted to EUREKA vehicles. It is advised that you follow the call announcements posted under these vehicles on the website https://eureka.org.tr and obtain information from the email address eureka@tubitak.gov.tr. After the international project application process is finished, 1509 project applications are submitted online at https://eteydeb.tubitak.gov.tr.

The call calendar may differ for each international project/program. To learn more about the international call, refer to the announcements on the TÜBİTAK website or those provided to you.

Projects whose R&D activities have been completed before the project application are not supported.

Within the 1509 – International Industrial R&D Projects Grant Program, the maximum project budget is TRY 25 million for single-partner projects and TRY 80 million for collaborative projects. In collaborative projects, each partner may apply with a maximum budget of TRY 25 million.

The funding rates to be applied to projects approved for this programme are determined according to the number of projects previously funded for the applicant company, as follows:

For the company's first five funded projects:

• SMEs: up to 75% funding

• Large enterprises: up to 60% funding*

For the company's sixth and subsequent funded projects:

• SMEs: up to 60% funding

• Large enterprises: up to 40% funding*

* Projects for which the grant agreement has been signed on or after 1 January 2020 are taken into account when determining the first five funded projects. Both coordinator and partner roles in projects supported under the 1509 Programme are counted toward this total.

Within the scope of the program, projects focused on "research and experimental development (R&D)", "technologically new or improved product", and "technological process innovation" are expected.

The following expenses related to R&D studies in the project are supported:

1. Personnel expenses,
2. Travel expenses of project personnel (excluding economy class and city),
3. Tool, equipment, software and publication purchase expenses (excluding production infrastructure expenses),
4. Material and consumable expenses,
5. Domestic and international consultancy and other service purchase expenses,
6. R&D service expenses provided to universities in Turkey, R&D units affiliated with TUBITAK, private sector R&D organizations and similar R&D institutions and organizations.

In projects that are terminated solely due to the intention of the organization, all payments made are collected from the organization by applying delay interest at the rates specified in Law No. 6183 (see 1509 Program Implementation Principles).

This situation needs to be notified to TUBITAK as soon as feasible. Because the program's goal is to assist projects with international relationships, if the project's sole foreign partner leaves, the project will be unable to continue, even if a new partner is recruited. However, if there are multiple overseas partners and one of them leaves, TUBITAK considers whether the project should continue.

There is no such limitation unless specified in the international call announcement.

Turkish organizations apply for a single 1509 project by preparing a joint project proposal. In the project proposal, the activities and budgets of the organizations in the project should be prepared separately for each organization. The project partners' contributions should be compatible with those indicated in the appropriate program's international application form.

Partner finding tools or web pages on the internet can be used. During this process, information can also be obtained from national contact points (https://ufukavrupa.org.tr/tr/kim-kimdir) within the TUBITAK International Cooperation Department.

All intellectual and industrial rights that may arise in projects are transferred to the organization's disposal unless otherwise specified in the project contract. This is the usual practice.

TUBITAK keeps the project's information secret. Project material is classified as "commercial confidential information" or "service specific information" and is not disclosed to anybody other than those involved in the evaluation.
