In 2024, awards will be given in four categories as TÜBİTAK Science, Special, Service and Incentive Awards by The Scientific And Technological Research Council of Türkiye.
TÜBİTAK Science Award: It is awarded to living scientists who have made significant contributions to science at the international level with their studies in Türkiye.

TÜBİTAK Special Award: As an equivalent of the Science Award, it is given to living scientists who are citizens of the Republic of Türkiye and have contributed to science at the international level with their studies abroad.

TÜBİTAK Service Award: It is awarded to people who have made outstanding services to the development of science and technology in Türkiye. Deceased scientists may also be nominated for the Service Award.

TÜBİTAK Incentive Award: It is given to scientists residing in Türkiye who have proven through their studies that they have the qualifications to make significant contributions to science at the international level in the future. Application and Evaluation Process
Candidates for the Incentive Award can apply personally or be nominated. Individual applications cannot be made for the Science, Special and Service Awards, a nomination is required.

Applications for TÜBİTAK Science, Special, Service and Incentive Awards are made through the Awards Application System, which can be accessed at https://oduller.tubitak.gov.tr The candidate who will apply for the award and the nominating person or the highest official of the institution/organization must have a current registration in ARBİS, otherwise they must complete a "New User Registration".
The requested documents must be completely uploaded to the Application System.
After the application phase is completed, the "Acceptance Commitment and Declaration Form" must be signed with an e-signature by the candidate and the person nominating the candidate or the highest authorized manager of the nominating institution/organization.Candidates who are abroad and cannot use e-signature during the application can sign the printout of the application form and send the scanned version of the relevant form first by e-mail and then by mail or courier to our contact address below.
The nominator must add the type of award which has previously received from TÜBİTAK and the year of receiving the award to the relevant tab in the application system. If the nominator is the university senate/board of directors, the rector's signature must be present in the application system. If the vice rector has been given power of attorney regarding the work and transactions related to TÜBİTAK Award applications, or if the vice rector is deputizing the rector at the time the application is made, the relevant power of attorney document must be uploaded to the system.
Only one of the Science, Special, Service and Incentive Award categories can be applied in the same period.
Applications can be made maximum 3 times for each type of award: Science, Special, Service and Incentive Awards. Applications made before 2010 are not included in this number.
Candidates born in 1983 or before cannot apply for the Incentive Award.
Scientists who won the TÜBA-GEBİP Award in 2021, 2022 and 2023 can apply for the 2024 TÜBİTAK Incentive Award even if they are over 40 years old.
For female applicants, one year is added to the age limit of 40 for each birth.
Those who applied for the TÜBA GEBİP - Outstanding Young Scientist Awards (GEBİP) and the TÜBA International Academy Awards in 2024 cannot apply for the TÜBİTAK Science, Special, Service and Incentive Awards in 2024.
For Science, Special and Incentive Awards; Candidates are expected to explain their reasons for deserving the award in a maximum of 750 words and to support this explanation with publications to which primary contributions have been made. A copy of the 5 publications specified in the "Publications Selected Within the Framework of Reason" heading should be uploaded to the "Additional Files". The candidate's contributions to these 5 publications and the candidate’s contribution to these publications should be explained in a maximum of 250 words. If the candidate has contributed to more than one subject, all but the most significant contribution should be separated by subject. A copy of each of the maximum 15 publications under the heading "Other Scientific Publications within the Framework of Justification" should be uploaded to the "Additional Files" and a description text not exceeding 500 words should be added.
Publications that constitute a primary contribution to a candidate's application (The 5 Publications Selected Within the Framework of the Reason) cannot be used in another candidate's application for the same type of award. TÜBİTAK has the right to investigate the statement for publications declared to have made primary contributions. Although it is declared that the candidate has made a primary contribution to the relevant publication, if it is determined that the candidate has not made a primary contribution to any of these publications, the application will not be evaluated. In addition, “The 5 Publications Selected Within the Framework of the Reason” must be independent of the candidate's doctorate study.
For the Service Award; applications must include the reasons why candidates deserve the award and the relevant document supporting these reasons, if any. In the justification, It should be explained in a maximum of 750 words within the scope of the following subjects;
To train scientists
To work for the institutionalization of the branch of science in which the candidate belongs to
How the candidate has provided superior service to the development of science and technology in Türkiye,
Establishing or significantly contributing to the establishment of scientific institutions and organizations.

TÜBİTAK Science, Special and Service Awards are given in the fields of Basic Sciences, Engineering Sciences, Health Sciences, Social and Human Sciences. The Incentive Award is given in the fields of Basic Sciences, Engineering Sciences, Health Sciences, Social and Human Sciences, Polar Studies.
The number of Science Awards cannot exceed eight, the number of Special Awards cannot exceed four, the number of Service Awards cannot exceed four, and the number of Incentive Awards cannot exceed twenty.
Plaques and certificates are given according to the type of the awards. Science, Special and Incentive Awards include in-kind, or cash awards determined by the TÜBİTAK Board of Directors each year. To be used in their domestic research, Science and Incentive Award winners are also given research support in an amount determined by the Board of Directors each year (1,650,000TL for 2024).
All evaluations and opinions formed during the award evaluation process, as well as the names of the referees/advisors whose evaluations were consulted and the opinions given by them, are confidential and are outside the scope of the right to information in accordance with the first paragraph of Article 26 of Law No. 4982.

The winners of the Science, Special, Service and Incentive Awards are announced in the same year and the awards are given to their winners at a ceremony.

Activities continue in 2024 under the 2nd Phase of the Global Cleantech Innovation Programme (GCIP), which is carried out in cooperation with UNIDO, with TÜBİTAK as the executive organization. Other stakeholders of the program include the Ministry of Industry and Technology, the Ministry of Energy and Natural Resources, the Ministry of Environment, Urbanization and Climate Change, the Ministry of Agriculture and Forestry, and the Ministry of Family and Social Services. In the second phase of the project, in addition to transforming clean technology solutions into innovative entrepreneurs through accelerators and competitions, it is aimed to prepare clean technology entrepreneurs for the national and global markets with technology verification and investment readiness components.
Within the scope of the program, GCIP Türkiye 2024 Accelerator, applications will be received between 1 April 2024 and 27 May 2024. Selected candidates will be invited to the GCIP Türkiye 2024 National Academy, which will be held in July 2024 and will have the opportunity to develop innovative business ideas in the field of clean technologies by receiving training and mentoring services between August and November 2024.

Special Support for Women Entrepreneurs from the Ministry of Family and Social Services in GCIP 2024 Türkiye Accelerator!
In the GCIP Türkiye 2024 Accelerator Program, it is aimed to increase the success of our women entrepreneurs in the field of clean technology with specialized accelerator activities for women entrepreneurs operating in the field of clean technologies.
In the 2024 GCIP Türkiye Accelerator, the Investment Readiness and Globalization Module for Women Entrepreneurs in the field of clean technology has been added to increase the commercial performance of the products developed by our women entrepreneurs operating in the field of clean technologies within the scope of their initiatives, to make them ready for investment and to open to the global market. Teams graduating from the GCIP Accelerator, with at least one-woman founder or at least one senior executive being woman, may be included in this module.
Under the Investment Readiness and Globalization Module for Women Entrepreneurs in Clean Technologies, the investment readiness levels of ventures will be assessed by experts through multidimensional evaluation. Expert mentors will be assigned to address the specific needs of teams in areas open to development and specialized workshops and investor meetings will be held. In cooperation with the Ministry of Family and Social Services and TÜBİTAK, support will be provided to women entrepreneurs in the following categories:

At the end of GCIP Türkiye 2024 Accelerator, the business ideas of winning teams in the field of clean technologies will be supported with various awards, indicated below:

GCIP Türkiye 2024 Hızlandırıcı Programı’nda, temiz teknoloji alanında faaliyet gösteren kadın girişimcilere yönelik özelleşmiş hızlandırıcı faaliyetleri ile temiz teknoloji alanındaki kadın girişimcilerimizin başarılarını artırmak hedeflenmektedir.
2024 GCIP Türkiye Hızlandırıcısında temiz teknoloji alanında faaliyet gösteren kadın girişimcilerimizin girişimleri kapsamında geliştirdikleri ürünlerin ticari performansının artırılması, yatırıma hazır hale gelmesi ve küresel pazara açılmaları amacıyla Temiz Teknoloji Alanında Kadın Girişimciler için Yatırıma Hazırlık ve Küreselleşme modülü eklenmiştir. GCIP Hızlandırıcısından mezun takımlar arasından seçilecek, kurucularından biri kadın veya en az bir üst düzey yöneticisi kadın olan takımlar bu modüle dahil edilebilecektir.

I am a PhD student; can I be a PI or researcher in 1002-B Emergency Support Module?
If you have received your qualification, you can apply to the 1002-B Emergency Support Module as a PI with a project related to your approved thesis topic. It is required to work as a faculty member in order PhD students to participate as researchers in 1002-B projects.

What’s the difference between 1002-A Short-Term Support Module and 1002-B Emergency Support Module?
The aim of providing support to short-term and low-budget R&D projects will continue within the scope of Module 1002-A. Project proposals that are non-urgent however not to be submitted under the 1001, 3501 programs etc. will be submitted within the scope of 1002-A Module. On the other hand in the 1002-B Module support will be provided with a faster evaluation process to the proposals that need supplementary support within the scope of another research project together with the support to the data collection, access to research material, device purchase, maintenance-repair expenses, etc. needed in research projects presented within the scope of emergency
or unforeseen situations.
Is it possible to apply to 1002–A Short-Term Support Module and 1002–B Emergency Support Module at the same time with the same project proposal?
No, it is not possible to apply to other support programs of TÜBİTAK or to a different institution/organization with the same/similar project proposal at the same time.
Is it possible to apply to 1002–A Short-Term Support Module and 1002–B Emergency Support Module at the same time with different project proposals?
Yes, it is possible to apply to Modules 1002–A and 1002–B with different project proposals at the same time, provided that the limits of taking part in the programs shall not be exceeded.
The 1002-B project which I applied previously was returned without evaluating scientifically/ not supported as a result of scientific evaluation, can I apply with the same Project again?
You can apply with the same Project (except for the Special Rejection-Özel Ret projects) by revising the Project in line with return letter/evaluation report.
The 1002-B project I submitted previously was not supported as a result of scientific evaluation more than once, can I apply again to Module 1002-A or to a different program with the same project proposal?
It is not possible to apply to 1002-A Module for the 4th time with unsupported project proposals that have been scientifically evaluated 3 times within the scope of 1002-A Module. In addition, if a project proposed for 1002-B module was not supported due to insufficiency of urgency condition twice, it is not possible to apply for 1002-B again with this project. Apart from that, you can revise your unsupported project proposal and submit it to the same or a different program (except for projects in Special Rejection).
Can a project proposal submitted to the 1002–B Emergency Support Module and returned without scientific evaluation/not supported as a result of scientific evaluation, be submitted to the 1002-A Short-Term Support Module?

I will apply to the 1002-B Module. In former applications, there were forms titled “Acceptance and Commitment Statements” (Kabul ve Taahhüt Beyanları) and “Right Ownership Declaration” (Hak Sahipliği Beyanı) signed by the project team and the authorized officials from the institution / organization where the project team work and sent in hard copy. In new applications, are these forms requested in hard copy?
No, since the e-signature process is used while the applications are submitted, applications are no longer required to be submitted in hard copy. When you start the e-signature process, requests are sent to the relevant people and the signing process of the forms is completed electronically.
When including researchers to the project team in the Project Application System, is the contribution ratio and type of ownership the same as the status and ratio mentioned in the “Intellectual Property Rights Protocol” document? What is the difference between these expressions?
Contribution ratio to the project is information on how much of the work packages the researcher will contribute. Contribution of a researcher to work packages can be at least 10% and maximum 50%. The total contribution ratio of the researchers cannot exceed 100%.
Right ownership status entered in PBS indicates the ownership of the project team members on the application form of the project. When you complete the application steps of the Rights Ownership Declaration page that expresses the intellectual right of the content of the project application form, it is automatically created by the system and added to the files you will sign with e-signature.
The Intellectual Property Rights Protocol is regulated for the right ownerships of intellectual products likely to derive from the project. In how many 1002-B projects and ARDEB projects can I be principal investigator (PI)/ researcher / consultant at the same time?
A person can be a PI at the same time in two 1002-A / 1002-B projects or PI in one 1002-A / 1002-B project and researcher in two 1002-A / 1002-B projects or researcher in four 1002-A / 1002-B projects. Within the scope of the support programs carried out by ARDEB (except for 1002-A and 1002-B projects and international projects), one can be PI in three projects or PI in two projects and researcher in two projects, or PI in one project, researcher in four projects or researcher in six projects. The number of projects that a person takes part as a consultant is limited to six.
Are my projects that are currently in the proposal phase (draft, approved, e-signature process completed) and / or whose evaluation process is ongoing are also accepted within the application limits?
Yes, these projects are also accepted within the application limits.
Are my projects, whose final report has been submitted but the status has not changed as concluded yet, accepted within the application limits?

You can follow the status of your project in the ARDEB Project Tasks menu in PBS. In addition, any positive or negative changes (return, support decision, rejection decision) regarding the status of your Project are sent to you by e-mail.
Can I include researchers / consultants from abroad in my project?
No, researchers / consultants being abroad cannot be included in 1002 projects.
If my 1002 project is accepted, can I get a Project Incentive Bonus?
No, Project Incentive Bonus is not provided for 1002 program projects.
Some part of the project I have prepared needs to be carried out abroad. Can I do field study abroad as part of the 1002 program?
No, the 1002 Program does not cover international studies.
No field was opened in the Project Application System for Intellectual Property Rights Protocol, Ethics Committee Approval document, Legal / Private Permit document, Support Letter and Proforma Invoices, do I need to send it by mail?
No, these documents do not need to be sent at the application stage. If it is decided to support your project, it is expected that the documents will be delivered to our Institution in full and in the desired format within the time given by the relevant Research Support Group. If the documents cannot be obtained within the time given, it will not be possible to implement the project.
For the project application which we planned to submit within the scope of 1002-B Module, we could not reach the application form at http://ardeb-pbs.tubitak.gov.tr . Will the application forms used in previous periods be valid for this year or will a new format be used?
Current application forms for the program can be accessed from the page above, and if the current forms are not used, the projects are returned without scientific evaluation.

If you have received your qualification, you can apply to the 1002-B Emergency Support Module as a PI with a project related to your approved thesis topic. It is required to work as a faculty member in order PhD students to participate as researchers in 1002-B projects.

1002–B Acil Destek Modülü ile 1002–A Hızlı Destek Modülünün farkları nelerdir?
1002-A Modülü kapsamında kısa süreli ve düşük bütçeli araştırma ve geliştirme projelerine destek sağlanması amacı sürdürülecektir. 1002-A Modülü kapsamında aciliyet içermeyen ancak 1001, 3501 vb. programlar kapsamında başvuru yapılmayan proje önerileri sunulacaktır. 1002-B Modülünde ise daha hızlı bir değerlendirme sürecine tabi tutularak, başka bir araştırma projesi kapsamında ihtiyaç duyulan tamamlayıcı nitelikteki destekler ile acil veya öngörülemeyen durumlar kapsamında sunulan araştırma projelerinde ihtiyaç duyulan veri toplama, araştırma materyaline erişim, cihaz alımı, bakım-onarım gideri vb. desteklerin sağlanması söz konusu olacaktır.

Proje Başvuru Sisteminde proje ekibine araştırmacı eklerken istenen katkı oranı ve hak sahipliği türü ile “Fikri Mülkiyet Hak Sahipliği”nde bahsi geçen hak sahipliği durumu ve oranı aynı şeyler mi? Bu ifadeler arasında ne fark var?
Projeye katkı oranı araştırmacının iş paketlerinin ne kadarına katkı sağlayacağına ilişkin bilgidir. Bir araştırmacının iş paketlerine katkısı en az %10 en fazla %50 olabilir. Araştırmacıların katkı oranları toplamı %100’ü geçemez. PBS’ye girilen hak sahipliği durumu ise proje ekibinin projenin başvuru formu üzerindeki hak sahipliğini ifade eder. Proje öneri formunun içeriğinin fikri hak sahipliğini ifade eden Hak sahipliği Beyan sayfası başvuru adımlarını tamamlayıp başvurunuzu onayladığınızda sistem tarafından otomatik olarak oluşturulmakta ve e-imza ile imzalayacağınız dosyalar arasına eklenmektedir. Fikri Mülkiyet Hak Sahipliği Protokolü ise projeden çıkması muhtemel fikri ürünlerin hak sahipliği için düzenlenmektedir. Mevzuat gereği proje çıktıları üzerinde hem proje ekibinin hem de projenin yürütüleceği kuruluşun hak sahipliği olabilmektedir. Bu hak sahipliğinin durumuna ve oranlarına ise bu protokolle (yürütücü kuruluş ile görüşerek) karar vermeniz beklenmektedir.

Bir kişi aynı anda iki 1002-A ve 1002-B projesinde yürütücü veya bir 1002-A ve 1002-B projesinde yürütücü ve iki 1002-A ve 1002-B projesinde araştırmacı veya dört 1002-A ve 1002-B projesinde araştırmacı olabilir. ARDEB tarafından yürütülen destek programları kapsamında ise (1000, 1002-A ve 1002-B projeleri ile uluslararası projeler hariç) en fazla üç projede yürütücü veya iki projede yürütücü ve iki projede araştırmacı veya bir projede yürütücü ve dört projede araştırmacı veya altı projede araştırmacı olunabilir. Bir kişinin danışman olabileceği proje sayısı ise altı ile sınırlıdır.

Projenizin desteklenmesine karar verilmesi halinde, ilgili Araştırma Destek Grubu tarafından verilen süre içerisinde belgelerin eksiksiz olarak ve istenilen formatta Kurumumuza iletilmesi beklenmektedir. Belgelerin, belirtilen süre içinde temin edilememesi halinde projenin yürürlüğe alınması mümkün olamayacaktır.
