Within the scope of the 1507- SME R&D Initial Support Program, within the framework of the definition of innovation; R&D projects are supported to produce a new product, to develop or improve an existing product, to increase product quality or standard, or to develop new techniques and production technologies with a cost-reducing nature. The support rate of the program is applied as 75%.

The items of expenses supported within the scope of the program are listed below.

a) Personnel expenses,

b) Travel expenses,

c) Equipment, software and publication purchase expenses,

d) Material and consumable expenses,

e) Domestic and international consultancy services and other service procurement expenses,

f) R&D service expenses related with R&D institutions and organizations.

1507- KOBİ Ar-Ge Başlangıç Destek Programı kapsamında, yenilik tanımı çerçevesinde; yeni bir ürün üretilmesi, mevcut bir ürünün geliştirilmesi, iyileştirilmesi, ürün kalitesi veya standardının yükseltilmesi veya maliyet düşürücü nitelikte yeni tekniklerin, yeni üretim teknolojilerinin geliştirilmesi konularında yürütülen Ar-Ge nitelikli projeler desteklenmektedir. Programın destek oranı % 75 olarak uygulanır.

Program kapsamında desteklenen gider kalemleri aşağıda belirtilmiştir.

a) Personel giderleri,

b) Seyahat giderleri,

c) Alet, teçhizat, yazılım ve yayın alım giderleri,

d) Malzeme ve sarf giderleri,

e) Yurt içi ve yurt dışı danışmanlık hizmeti ve diğer hizmet alım giderleri,

f) Ar-Ge kurum ve kuruluşlarına yaptırılan Ar-Ge hizmet giderleri.

Project proposals are sent to TÜBİTAK via PRODİS (Project Evaluation and Monitoring System) (http://eteydeb.tubitak.gov.tr). Project proposals are evaluated by experts and committees, and projects elected are supported. A contract is signed between the company and TUBITAK for the supported projects.

The company carries out the project and submits the period report (R&D Assistance Request Form) containing the project expenses and project activities to TÜBİTAK in six-month periods. During the monitoring phase, TÜBİTAK assigns an expert audience, monitors the progress of the projects and makes the support payment.

An additional Project Final Report is prepared in the last period of the project.

Commercialization Processes of the completed project are followed.

• Proje önerileri PRODİS (Proje Değerlendirme ve İzleme Sistemi) (http://eteydeb.tubitak.gov.tr) üzerinden TÜBİTAK’a gönderilir.
• Proje önerileri alanında uzman kişiler ve kurullar tarafından değerlendirilir ve uygun bulunan projeler desteklenir.
• Desteklenen projeler için firma ile TÜBİTAK arasında bir sözleşme imzalanır.
• Firma projeyi yürütür ve altışar aylık dönemlerde proje giderlerini ve proje faaliyetlerini içeren dönem raporunu (Ar-Ge Yardımı İstek Formu) TÜBİTAK’a sunar.
• İzleme aşamasında TÜBİTAK alanında uzman bir izleyici görevlendirir, projelerin ilerleyişini izler ve destek ödemesini yapar.
• Projenin son döneminde ilave olarak bir Proje Sonuç Raporu hazırlanır.
• Tamamlanan projenin Ticarileşme Süreçleri takip edilir.

The 1507 Program has been made more advantageous for SMEs. The important changes made are: Within the scope of the program, SMEs were given the right to receive 75% grant support for their first five projects, provided that at least two of them were joint applications. The project budget is maximum 3.000.000 TL. In the first applications of SMEs, which were established within the scope of 1512 “TÜBİTAK Individual Entrepreneurship Progressive Support Program” or benefited from Techno-enterprise Capital Support within the scope of Law No. 5746; Advantages such as evaluating the applications with special criteria, paying general expenses up to 10% of the budget to the supported projects, and making more than one transfer payment (prepayment) were provided.

1507 Programı KOBİ'ler için daha avantajlı hale getirilmiştir. Yapılan önemli değişiklikler şunlardır:

• Program kapsamında KOBİ’lere, –en az ikisi ortaklı başvuru olmak kaydıyla- ilk beş projelerinde %75 oranında hibe destek alabilme hakkı tanındı
• Proje bütçesi en fazla 3.500.000 TL’dir.
• 1512 “TÜBİTAK Bireysel Girişimcilik Aşamalı Destek Programı” kapsamında kurulmuş veya 5746 sayılı kanun kapsamında Teknogirişim Sermayesi Desteğinden yararlanmış KOBİ’lerin bu Programa ilk başvurularında; başvuruların özel kriterlerle değerlendirilmesi, desteklenen projelere bütçenin %10’u kadar genel gider ödenmesi, birden fazla transfer ödemesi (ön ödeme) yapılabilmesi gibi avantajlar sağlandı.

1507 Sanayi Ar-Ge Destek Programı yılda 2 kez açılan bütçe esaslı çağrılarla yürütülmektedir.

Güncel çağrı duyuruları www.tubitak.gov.tr adresinde yer alan "Duyurular ve Haberler" bölümünden takip edilebilir.

Projeler, altışar aylık dönemler halinde izleyici(ler) tarafından izlenerek desteklenir. Projenin son döneminde, kuruluş tarafından proje sonuç raporu sunulur.

Project proposals are evaluated according to the following three dimensions:

   I. Dimension: Industrial R&D Content, Technology Level, Innovative Aspect

   II. Dimension: Appropriateness of Project Plan and Establishment Infrastructure for the Project

   III. Dimension: Transformability of Project Outcomes into Economic Benefit and National

Projects are reported to TUBITAK after evaluation by company visits by expert referees. Based on the evaluation reports,  the projects are evaluated by the relevant technology group executive committee and the final decision is made.

Projects are monitored and supported by the audience(s) on a semi-annual basis. In the last period of the project, the project final report is submitted by the organization. 

Proje önerileri aşağıda belirtilen üç boyuta göre değerlendirilmektedir:

I. Boyut: Endüstriyel Ar-Ge İçeriği, Teknoloji Düzeyi, Yenilikçi Yönü

II. Boyut: Proje Planının ve Kuruluş Altyapısının Proje İçin Uygunluğu

III. Boyut: Proje Çıktılarının Ekonomik Yarara ve Ulusal Kazanıma Dönüşebilirliği

Desteklenen projeler sadece elektronik ortamda http://eteydeb.tubitak.gov.tr adresindeki çevrimiçi (online) uygulama (Proje Değerlendirme ve İzleme Sistemi -PRODİS) üzerinden değerlendirilmektedir.

Projeyi izleyerek değerlendirmek üzere görevlendirilen izleyici değerlendirmesini proje öneri bilgileri ve destek karar yazısı çerçevesinde izleme raporu ve kılavuzunu inceleyerek ve firmayı yerinde ziyaret ederek gerçekleştirmekte, raporunu PRODIS üzerindeki elektronik ortamda kılavuza uygun olarak hazırlayarak Başkanlığımıza iletmektedirler.

İzleyicinin firma ziyaretleri sırasında, firmanın konu ile ilgili sunum yapması, proje yürütücüsü, personeli ve proje faaliyetlerine katkı sağlayacak teknik danışmanlarının ziyaret esnasında bulunması beklenir. İzleyici, gerek duyduğu açıklamaları kuruluştan talep edebilir.

"Dönem Raporu" ve "Dönemsel İzleme Formu" rapor olarak kullanılamaz, bilgi amaçlıdır.
"Proje Sonuç Raporu" ise projenin son döneminde ve PRODİS üzerinden elektronik ortamda hazırlanır.
