1812 - TÜBİTAK Yatırım Tabanlı Girişimcilik Destek Programı 2025-2 BiGG Yatırım çağrısı kapsamında Mükemmeliyet Mührü ile desteklenmeye hak kazanan girişimciler için destek tutarı, TÜBİTAK BİGG Fonu tarafından %3 hisse karşılığında yatırım olarak aktarılacaktır.   

Eş yatırım alan iş planları hızlı destek uygulamasından faydalanabilecektir. Bu doğrultuda Uygulayıcı kuruluş veya kendi aralarındaki sözleşmeye göre uygulayıcı kuruluş adına hareket eden tüzel kişiler, 1812-TÜBİTAK Yatırım Tabanlı Girişimcilik Destek Programı çerçevesinde girişimlere TÜBİTAK BiGG Fonu ile beraber eş yatırım yapabilecektir. Eş yatırım taahhüdü yerine getirilen iş planları için ayrıca panel değerlendirmesi yapılmadan Mükemmeliyet Mührü verilmesi hususu BiGG Yatırım Fonu görüşü alınarak Grup Yürütme Kurulu tarafından değerlendirilerek Başkanlık tarafından karara bağlanacaktır. Eş yatırım taahhüdü yerine getirilen iş planları için çağrıya yapılan tüm iş planı başvurularının değerlendirmelerinin tamamlanması beklenmeyecektir.

Ayrıca, Birleşmiş Milletler Sınai Kalkınma Teşkilatı UNIDO iş birliğinde TÜBİTAK tarafından yürütülen Küresel Temiz Teknolojiler Girişimcilik Programı (Global Cleantech Innovation Programme-GCIP) kapsamında girişimlere ek yatırım da yapılabilecektir.

İş fikri başvuruları 22/8/2025 tarihine kadar 149 Uygulayıcı Kuruluş tarafından alınacaktır. Uygulayıcı Kuruluşlar girişimcilerin iş fikirlerinin toplanması, değerlendirilmesi, seçilen iş fikirlerinin iş planına dönüştürülmesine yönelik eğitim, rehberlik, kuluçka vb. hizmetler ile iş fikirlerinin doğrulanması ve girişimcinin TÜBİTAK’a sunacağı iş planı önerilerinin onaylanması gibi faaliyetleri gerçekleştireceklerdir. Uygulayıcı Kuruluşlar tarafından 2. Aşamaya geçmesi onaylanan iş planları 1/9/2025–11/9/2025 tarihleri arasında TÜBİTAK’a sunulabilecektir. BiGG Uygulayıcı Kuruluşları kendi web sayfalarında ilan edecekleri duyuru ile altı tematik alanda iş fikri başvurularını kabul edecekler. 1. aşama başvuruları aşağıda yer alan Uygulayıcı Kuruluşlar tarafından alınacaktır. 1812 - TÜBİTAK Investment-Based Entrepreneurship Support Program- Within the scope of the 2025-2 BiGG Investment call, entrepreneurs who qualify for support with the Excellence Seal will receive an investment equivalent to 3% equity from the TÜBİTAK BiGG Fund.

Business plans receiving co-investment can benefit from the fast support application. In this regard, legal entities acting on behalf of the implementing organization, either through an implementing organization or according to the contract among themselves, will be able to co-invest with the TÜBİTAK BiGG Fund within the framework of the 1812-TÜBİTAK Investment-Based Entrepreneurship Support Program. The Excellence Seal will be awarded without a panel evaluation for business plans that fulfil the co-investment commitment. This matter will be evaluated by the Group Executive Board, considering the opinion of the BiGG Investment Fund, and the Presidency will decide. Evaluations for all business plan applications made in response to the call for co-investment commitments will not be expected to be completed.

Additionally, the United Nations Industrial Development Organization (UNIDO) and TÜBİTAK can collaborate to make extra investments in ventures within the Global Cleantech Innovation Programme (GCIP) scope.

Business idea applications will be accepted by 149 Implementing Organizations until 22/8/2025. Implementing Organizations will carry out activities such as gathering and evaluating entrepreneurs' business ideas, transforming selected ideas into business plans, providing training, guidance, incubation, and services to verify business ideas. Business plans approved for the 2nd Stage by Implementing Organizations can be submitted to TÜBİTAK between 1/9/2025–11/9/2025. BiGG Implementing Organizations will accept business idea applications in six thematic areas, as announced on their websites. The 1st Stage applications will be received by Implementing Organizations listed below. The call document is given below.

The International and Inter High‑School Efficiency Challenge Electric Vehicle Competitions aim to encourage the use of alternative and clean energy sources, provide students with technical and vocational experience in the automotive sector, foster teamwork skills, and cultivate human capital to drive the development of electric vehicles in the country.

Based on the results of the Technical Design Report evaluation, the teams that successfully passed this stage have qualified as finalists and earned the right to attend the competition. Finalist teams that successfully complete the technical inspections during the competition week will take to the track to compete.

Uluslararası ve Liseler Arası Efficiency Challenge Elektrikli Araç Yarışları; alternatif ve temiz enerji kaynaklarının kullanımını teşvik ederek otomotiv sektöründe teknik ve mesleki deneyim kazandırmak, öğrencilere takım çalışması becerileri kazandırmak ve ülkedeki elektrikli araç gelişimine yönelik insan kaynağı yetiştirmeyi amaçlamaktadır.

Teknik Tasarım Raporu değerlendirme sonuçlarına göre başarılı olan takımlar finalist olmaya ve yarış alanına gelmeye hak kazandılar. Yarış haftasında teknik kontrollerini başarıyla tamamlayan finalist takımlar yarış pistinde mücadele edecekler.

Ar-Ge, bilimsel ve teknik bilgi birikimini artırmak amacıyla, sistematik bir temelde yürütülen yenilikçi faaliyetler ve oluşan bilgi birikiminin yeni uygulamalarda (ürün, süreç) kullanımıdır. Yenilik ise, bir fikri, geliştirilmiş, iyileştirilmiş ya da yeni ve satılabilir bir ürüne veya sürece dönüştürmeye yönelik bir dizi bilimsel, teknolojik, mali ve ticari faaliyeti ifade eder.

1507 KOBİ Ar-Ge Başlangıç Destek Programı ile Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ölçeğindeki kuruluşların teknoloji ve yenilik kapasitelerinin geliştirilerek daha rekabetçi olmaları, sistematik proje yapabilmeleri, katma değeri yüksek ürün geliştirebilmeleri, kurumsal araştırma teknoloji geliştirme kültürüne sahip olmaları, ulusal ve uluslararası destek programlarında daha etkin yer almaları hedeflenmektedir.

1507 KOBİ Ar-Ge Destek Programı çağrılı olarak yürütülmektedir.

Sağlanan destek, hibe şeklindedir (geri ödemesizdir).

Çağrı duyurusunda aksi belirtilmediği sürece projeler için konu sınırlaması yoktur. Tüm sektörlerden ve tüm teknoloji alanlarındaki Ar-Ge projeleri için başvuru yapılabilir.

Proje destek süresi çağrı duyurusunda belirtilir ve Programın Uygulama Esasları gereği 18 ayı aşamaz.  İkisi ortaklı olmak kaydıyla firmanın ilk 5 projesinin TÜBİTAK tarafından desteklenmesi amaçlanmıştır. Çağrı kapsamında sunulacak proje sayısı sınırı vb. diğer özel koşullar çağrı duyurularında belirtilir.

R&D is innovative activities carried out on a systematic basis in order to increase scientific and technical knowledge, and the use of knowledge in new applications (product, process). Innovation, on the other hand, refers to a set of scientific, technological, financial and commercial activities aimed at transforming an idea into an improved or new and salable product or process.

With the 1507 SME R&D Startup Support Program, small and medium-sized enterprises (SMEs) can be more competitive by improving their technology and innovation capacities, be able to carry out systematic projects, develop products with high added value, have a corporate research technology development culture, national and international support to take part more effectively in their programmes.

1507 SME R&D Support Program is carried out on call.

The support provided is in the form of grants (non-refundable).

Unless otherwise stated in the call announcement, there is no subject limitation for projects. Applications can be made for R&D projects from all sectors and all technology fields.

The project support period is specified in the call announcement and cannot exceed 18 months in accordance with the Implementation Principles of the Program. The project budget is maximum 3.000,000 TL. It is aimed to support the first 5 projects of the company, both of which are partners, by TUBITAK. Limit on the number of projects to be submitted within the scope of the call, etc. other special conditions are specified in the call announcements.

1507- KOBİ Ar-Ge Başlangıç Destek Programı kapsamında, yenilik tanımı çerçevesinde; yeni bir ürün üretilmesi, mevcut bir ürünün geliştirilmesi, iyileştirilmesi, ürün kalitesi veya standardının yükseltilmesi veya maliyet düşürücü nitelikte yeni tekniklerin, yeni üretim teknolojilerinin geliştirilmesi konularında yürütülen Ar-Ge nitelikli projeler desteklenmektedir. Programın destek oranı % 75 olarak uygulanır.

Program kapsamında desteklenen gider kalemleri aşağıda belirtilmiştir.

a) Personel giderleri,

b) Seyahat giderleri,

c) Alet, teçhizat, yazılım ve yayın alım giderleri,

d) Malzeme ve sarf giderleri,

e) Yurt içi ve yurt dışı danışmanlık hizmeti ve diğer hizmet alım giderleri,

f) Ar-Ge kurum ve kuruluşlarına yaptırılan Ar-Ge hizmet giderleri.

Within the scope of the 1507- SME R&D Initial Support Program, within the framework of the definition of innovation; R&D projects are supported to produce a new product, to develop or improve an existing product, to increase product quality or standard, or to develop new techniques and production technologies with a cost-reducing nature. The support rate of the program is applied as 75%.

The items of expenses supported within the scope of the program are listed below.

a) Personnel expenses,

b) Travel expenses,

c) Equipment, software and publication purchase expenses,

d) Material and consumable expenses,

e) Domestic and international consultancy services and other service procurement expenses,

f) R&D service expenses related with R&D institutions and organizations.

• Proje önerileri PRODİS (Proje Değerlendirme ve İzleme Sistemi) (http://eteydeb.tubitak.gov.tr) üzerinden TÜBİTAK’a gönderilir.
• Proje önerileri alanında uzman kişiler ve kurullar tarafından değerlendirilir ve uygun bulunan projeler desteklenir.
• Desteklenen projeler için firma ile TÜBİTAK arasında bir sözleşme imzalanır.
• Firma projeyi yürütür ve altışar aylık dönemlerde proje giderlerini ve proje faaliyetlerini içeren dönem raporunu (Ar-Ge Yardımı İstek Formu) TÜBİTAK’a sunar.
• İzleme aşamasında TÜBİTAK alanında uzman bir izleyici görevlendirir, projelerin ilerleyişini izler ve destek ödemesini yapar.
• Projenin son döneminde ilave olarak bir Proje Sonuç Raporu hazırlanır.
• Tamamlanan projenin Ticarileşme Süreçleri takip edilir.

Project proposals are sent to TÜBİTAK via PRODİS (Project Evaluation and Monitoring System) (http://eteydeb.tubitak.gov.tr). Project proposals are evaluated by experts and committees, and projects elected are supported. A contract is signed between the company and TUBITAK for the supported projects.

The company carries out the project and submits the period report (R&D Assistance Request Form) containing the project expenses and project activities to TÜBİTAK in six-month periods. During the monitoring phase, TÜBİTAK assigns an expert audience, monitors the progress of the projects and makes the support payment.

An additional Project Final Report is prepared in the last period of the project.

Commercialization Processes of the completed project are followed.

1507 Programı KOBİ'ler için daha avantajlı hale getirilmiştir. Yapılan önemli değişiklikler şunlardır:

• Program kapsamında KOBİ’lere, –en az ikisi ortaklı başvuru olmak kaydıyla- ilk beş projelerinde %75 oranında hibe destek alabilme hakkı tanındı
• Proje bütçesi en fazla 3.000.000 TL’dir.
• 1512 “TÜBİTAK Bireysel Girişimcilik Aşamalı Destek Programı” kapsamında kurulmuş veya 5746 sayılı kanun kapsamında Teknogirişim Sermayesi Desteğinden yararlanmış KOBİ’lerin bu Programa ilk başvurularında; başvuruların özel kriterlerle değerlendirilmesi, desteklenen projelere bütçenin %10’u kadar genel gider ödenmesi, birden fazla transfer ödemesi (ön ödeme) yapılabilmesi gibi avantajlar sağlandı.

The 1507 Program has been made more advantageous for SMEs. The important changes made are: Within the scope of the program, SMEs were given the right to receive 75% grant support for their first five projects, provided that at least two of them were joint applications. The project budget is maximum 3.000.000 TL. In the first applications of SMEs, which were established within the scope of 1512 “TÜBİTAK Individual Entrepreneurship Progressive Support Program” or benefited from Techno-enterprise Capital Support within the scope of Law No. 5746; Advantages such as evaluating the applications with special criteria, paying general expenses up to 10% of the budget to the supported projects, and making more than one transfer payment (prepayment) were provided.
