Projeler öncelikle, ilgili jüri tarafından, “Proje Raporu” üzerinden değerlendirilecektir. Bu değerlendirme sonucunda sözlü sunum için uygun görülen projeler, final aşamasında Ankara’ya davet edilir.
Final aşamasına davet edilen projeler jüri tarafından sözlü sunuma alınır. Sözlü sunum sırasında gerekli olan bilgisayar ve projeksiyon cihazı, Enerji Verimliliği ve Çevre Dairesi Başkanlığı tarafından temin edilir. Bunların dışında kullanılması öngörülen teknik donanım yarışmacılar tarafından temin edilir.
Takım halinde yarışmaya katılan öğrencilerin sözlü sunuma davet edilmeleri durumunda, her iki öğrencinin de sunumda bulunması zorunludur. Aksi halde proje yarışmadan elenir.
Projelerin, öğrencilerin tamamen kendi bilgi, beceri ve özgün düşüncelerinden kaynaklanmış, geliştirilmiş ve danışman desteği ile tamamlanmış olması beklenir. Kendisine/lerine ait olmayan bir çalışmanın (devam etmekte ya da sonuçlandırılmış) proje olarak sunulduğu, projede sahipleri dışındaki kişilerin düşünce, ifade veya buluşlarını kaynak göstermeksizin kullanıldığı tespit edilen projeler hangi aşamada olursa olsun yarışmadan elenir. Ayrıca, bu durumda olan proje sahibi öğrenciler ve danışmanlar MEB’e bildirilir. Yarışma sonrasında da söz konusu kurallara uyulmadığının tespiti durumunda yukarıda söz edilen yaptırımlar uygulanır.
Points to be Considered Before Application
The project application must be made via the Project Application System (PBS) and with e-signature.
ARBIS Registration
Principal investigators (PI), researchers and consultants (including foreign researchers and consultants) must be registered in the TUBITAK Researcher Information System (ARBIS) and their records must be up-to-date.
Electronic signature
Since the application must be made with e-signature, PIs, researchers and consultants (except for foreign researchers and consultants) in the project team, right holders outside the project team and all executive/participating institution/organization officials must have qualified electronic certificates.
Residence Requirement
PIs and researchers (excluding researchers from abroad) must reside within the borders of the Republic of Turkey. (A foreign national can take part in the project as an executive/researcher, provided that he/she works in an institution/organization within the borders of the Republic of Turkey.
Institution of PI
The researchers who work for non-governmental organizations (foundations, associations, etc.), unions, chambers and commodity exchanges and their economic enterprises; cooperatives, sole proprietorships and ordinary partnerships cannot apply.
Requirements and Limits to Take Part in Projects
If the limits for taking part in projects are exceeded, they cannot be assigned as PI, researcher or consultant.
A person cannot apply for another project as a coordinator within the scope of Innovative Solutions Research Projects Support Program in Social and Human Sciences before the evaluation process of the project proposal in which he or she is a coordinator is completed. .
Rector, Vice-Rector, Chief Physician, Deputy Chief Physician, Hospital Manager, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education cannot act as principal investigator if their duties continue at the time of application, they can work as researchers in a maximum of 3 projects.
Application Form and Attachments
The forms, which are to be uploaded to Project Application System (PBS) (Application form and its attachments that are “Annex-1 References”, and Annex-2 Budget and Justification), should be downloaded from the website of the program, and all items in the up-to-date forms should be filled completely in Turkish (except for the English abstract and the international publications given in references).
The application form should contain sufficient information to evaluate the project scientifically, and should not exceed 22 pages excluding "Annex-1 References" and "Annex-2 Budget and Justification".
The list of references presented should be associated with the text, and all the works cited in the project proposal should be included in the bibliography.
The figures in the "General Budget Table" in the "Annex-2 Budget and Justification" section should be compatible with the amounts in the detailed budget tables.
*It is possible for foreign nationals to fill in the Application Form and its annexes in English; however, the language to be used in the Application Form and the Progress and Results Reports expected to be prepared during the monitoring process must be the same.
TUBITAK Headquarters/Institutes
If there is a PI/researcher/consultant from TUBITAK Centers/Institutes in the project team; obtaining permission from the President of TUBITAK for the said persons, entering the date/number information of the signed "Presidential Approval Letter" into the relevant field in the electronic application system during the application, and sending the said letter to the Research Support Programs Directorate Support Programs Monitoring and Coordination Directorate via the Electronic Document Management System (EBYS). must be shipped.
Points to be Considered During Application
Application Approval and Completion of E-Signature Process
The application steps in the Project Application System (PBS) must be completed fully. It is necessary to make sure that the files uploaded to the system are opened and are the correct documents. Likewise, the authority of the establishment must be defined in accordance with the following rules. Impacts of Project
In the "Project Information" step of the Project Application System, for the question "Which target and policy among the 11th Development Plan objectives and policies do the results to be obtained from your proposed project studies have the potential to serve?" selection of at least one and the application form "6.2. When filling out the section titled "Information Regarding the Impacts Forecasted to be Obtained from the Project", the possible impacts of the project should be explained in detail, specific to the selection made here.
Project Proposal Modification Form
If an application was made to the Innovative Solutions Research Projects in Social Sciences and Human Sciences support program with the same/similar project proposal and the project was not found appropriate as a result of the panel evaluation,
In the Project Application System, the question "Has an application been made to our Institution before with this project proposal" should be answered as "Yes". In line with the answer given, the fields to be opened must be filled in, taking into account all the changes and corrections specified in the panel report. The “Project Proposal Change Notification Form” is automatically created by the system in line with the information entered.
Cooperation Form
Within the scope of the Innovative Solutions in Social and Human Sciences Research Projects Support Programme, it is encouraged to establish an effective cooperation with the end users, who are the target group that will benefit from the project results, throughout the project. If an application is to be made in cooperation with the end user, the form must be filled in with the relevant Public/Private Organization/Archive Provider/Municipal/NGO and uploaded to the relevant field in the "Additional Files" step of the Project Application System (PBS), signed by the relevant institutions. required. Collaborative projects that are deemed appropriate after the evaluation will be given additional points and will be supported with priority. There is no need to fill out this form for projects without cooperation.
Completed Projects (Appendix-3)
Projects completed by the project team with the support of TÜBİTAK, university or other institutions/organizations and projects that they are currently carrying out or have applied for support must be entered into the Project Application System in full. The "Annex-3 Project Team's Other Projects" document is automatically created by the system in line with the information entered.
Waiver Form
In case the projects that were previously submitted to our Institution but rejected/returned are submitted again with the same/similar content, the persons who were named as beneficiaries in the first submitted project but not mentioned in the newly submitted project proposal should be added to the system in the relevant application step. The "Waiver Form" is automatically created by the system in line with the information entered. The document in question is opened for the electronic signature of the persons concerned during the electronic signature process if the persons leaving the project team are in the country at the time of application, and if they are abroad, they are expected to approve the document via the link to be sent to them.
Resumes
Resumes of principal investigators, researchers and consultants (including foreign researchers and consultants) are automatically created by the system in line with ARBIS information. A separate area is created in the system so that foreign researchers and consultants can upload their preferably detailed CVs.
Foreign Researcher Information Form
If there is a foreign researcher in the project team, the information requested in the electronic application system (the reason for being included in the project and the contribution it will make to the project, the time it will take place in the project, the monthly gross salary abroad, the cost of travel to and from) must be filled in completely. The "Foreign Researcher Information Form" is automatically created by the system in line with the information entered.
Foreign Researcher Participation Letter
If there is a foreign researcher in the project team, the "Foreign Researcher Participation Letter" is automatically created by the system and opened to the approval of the foreign researcher via the link to be sent via e-mail. In order for the application to be evaluated, the document in question must be approved by the foreign researcher.
Project Application Permission Form for University Lecturers Working in Companies Operating under the Law on Technology Development Zones No. 4691
If university lecturers working within companies operating within the scope of the Technology Development Zones Law No. 4691 make an application through the company they work for, the permission form to be submitted is automatically created by the system in line with the information entered in the relevant application step, and is opened to the electronic signature of the relevant persons( i.e., company and university establishment officials) during the electronic signature process.

Intellectual Property Rights Protocol
Arrangement of an Intellectual Property Rights Ownership Protocol between the people in the project team and the institution/organization where the project will be carried out, in order to determine the real/legal person(s) who will have the right on this intellectual product in case an intellectual product emerges during or as a result of the project. The wet-ink signatures of the persons concerned must be present in the said Protocol.
Ethics Committee Approval, Legal and Private Permits
Since it is obligatory to submit the said documents by the determined deadline, applications to the relevant authorities should not be delayed and care should be taken to ensure that the documents comply with the required criteria. (Please review the Ethics Committee Approval Certificate and Legal/Special Permission Certificate Information Notes.)
SME (Small and Medium Business) Declaration
In case the managers and partners of the capital companies and SME businesses that have not reached the conditions of being a Small and Medium-Sized Enterprise (SME) are involved in the project, an SME Declaration must be submitted.
Proforma invoice
Proforma invoices for the requested machinery-equipment and service procurement expenses must be submitted. (Proforma invoice is not required for consumables.)
Please note that if an appeal is made to the TÜBİTAK Communication Center (TÜBİMER), no application can be made to any support program with the same project proposal before the TÜBİMER process is completed

The aim of the Innovative Solutions in Social Sciences and Humanities Research Projects Funding Program is to provide social and public benefit in Turkey by funding well structured, output and impact-oriented research and development activities in social sciences and humanities. This program contains three different dimensions as listed below:
a) Developing methods, approaches and interpretations that will make innovative contributions to science, in the light of the findings of due diligence studies of the humanities through data collection and analysis.
b) Establishing scientific foundations in the development of public policies.
c) To reveal the social effects of technological advances.
Project Duration
The project duration is maximum 24 months.
Project Budget
As of February 1, 2026 the budget limit (including scholarship, excluding project incentive bonus (PTI) and overhead) is 1.200.000 TRY without annual budget limitation.

Sosyal ve Beşeri Bilimlerde Yenilikçi Çözümler Araştırma Projeleri Destek Programının amacı;
a) beşeri bilimlerin veri toplama ve analiz yoluyla durum tespiti çalışmalarının bulguları ile bulgular ışığında bilime yenilikçi katkılar yapacak yöntemler, yaklaşımlar ve yorumların geliştirilmesi;
b) kamu politikalarının geliştirilmesi süreçlerinde bilimsel temellerin oluşturulması;
c) teknolojik ilerlemelerin sosyal etkilerinin ortaya konulması amacıyla yapılandırılmış;
Çıktı ve etki odaklı sosyal ve beşeri bilim araştırma ve geliştirme faaliyetlerinin desteklenerek ülkemizde toplumsal ve kamusal fayda sağlanmasıdır.

KKTC'de yerleşik üniversiteler, ilgili protokol kapsamında bu destek programına başvuru yapabilirler. Bu kapsamda sunulacak proje önerilerinin "Öncelikli Ar-Ge ve Yenilik Konuları"ndan en az biri ile uyumlu olması gerekmektedir. Aksi takdirde proje önerileri KKTC tarafından desteklenmeyecektir.
KKTC’deki araştırmacılar tarafından sunulacak proje önerileri için elektronik imza talep edilmeyecek olup, elektronik başvuru sonrasında çevrim içi başvuru sistemi tarafından oluşturulan başvuru çıktısının ıslak imzalı olarak Kurumumuza (*) ulaştırılması gerekmektedir. Islak imza kopya ulaşmadan değerlendirme süreci başlamayacaktır.

Program kapsamında konuk/akademik izinli bilim insanlarına; Türkiye’ye tek seferlik geliş ve dönüş uçak bileti, Türkiye’de kalacakları sürelere göre günlük/aylık yaşam gideri katkısı, 3-12 ay arası desteklenen bilim insanları için sağlık sigortası desteği sağlanır.
For short-term invited visiting scientists, the duration is between 7 days and 3 months.
For long-term visiting scientists or scientists coming during their sabbatical leave, the duration is as specified by TÜBİTAK, ranging from 3 months to 12 months.
Visiting/sabbatical scientists will receive:
One-time round-trip airfare to Türkiye.
Daily/monthly living expense contributions based on the duration of their stay in Türkiye.
Health insurance support up to 560 TL/per month for scientists supported for 3-12 month.

A monthly stipend payment for Visiting Scientists is maximum 66.000 TL/month
A monthly stipend payment for Visiting Scientists on Sabbatical Leave is maximum 84.000 TL/month
For support periods of less than one month, the monthly amount shall be divided by 30 and paid on a pro-rata basis.

Applications must be made by the Host Scientist.
The host scientist must be a full-time staff member of the host institution in Türkiye and hold at least a doctoral degree.
The visiting/sabbatical scientist must be invited for a period of at least 7 days and at most 12 months.
Scientists coming during their sabbatical leave must be invited for a period of at least 3 months and at most 12 months.
The visiting/sabbatical scientist must have been invited by the university, public institution, or public organization in Türkiye where the research will be conducted.
The visiting/sabbatical scientist must not have been supported for more than a total of 12 months within the last 3 years as of the first day of the application period under this program.
The visiting/sabbatical scientist can be invited a maximum of 2 times within the year, provided the total invitation period under the program does not exceed 12 months.
The visiting/sabbatical scientists who have completed their doctorate and are working in a position requiring a doctoral degree abroad must have been working in a university, research center, or private sector for at least 4 years as of the application date.

Konuk/akademik izinli bilim insanının program kapsamında başvuru dönemi ilk günü itibariyle son 3 yıl içerisinde toplamda 12 aydan fazla desteklenmemiş olması,
Konuk/akademik izinli bilim insanının program kapsamında yıl içerisinde davet süresi toplamda 12 ayı aşmamak üzere en çok 2 kez davet edebilmesi,
Doktorasını tamamlamış ve yurt dışında doktora derecesi gerektiren bir işte çalışan konuk/akademik izinli bilim insanının başvuru tarihi itibariyle en az 4 yıl süre ile yurt dışında bir üniversite, araştırma merkezi veya özel sektörde çalışıyor olması.
*Davet eden bilim insanı aynı başvuru döneminde birden fazla konuk davet edebilir fakat her konuk için ayrı başvuru yapılmalıdır.
Documents uploaded to the system during the application process must meet the following conditions, be legible, and match the information provided in the application. Otherwise, applications will be considered invalid.
For applications spanning 0-1 month, the following documents are required:
At the time of application, it is mandatory to upload to the system a work plan prepared in the format specified by TÜBİTAK and written in Turkish.
PhD degree certificate of the visiting scientist (For documents prepared in languages other than Turkish or English, certified Turkish translations must be uploaded together with the original documents.)
For applications exceeding one month, the following documents are required:

An official invitation letter from the host institution in Türkiye*
A leave of absence letter issued by the applicant's current employer (for those applying under sabbatical status, this letter must explicitly state that the scientist is on sabbatical leave**).
* The invitation letter must be signed by an authorized institutional representative (such as a department chair, dean, rector, etc.), other than the host scientist.
** If a sabbatical leave letter is not provided, the application will be evaluated under “visiting” status, and the amount of support will be determined accordingly.
Applicants, regarding the use of generative artificial intelligence (GenAI) tools during and after the preparation and submission process of the application documents and all application -specific information, shall act in full and complete compliance with all principles, rules, and obligations set forth in the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes”, and ensure that all information provided and to be provided in this process is accurate, complete, and truthful; otherwise, they shall be deemed to have accepted in advance all potential legal and administrative consequences, including audits, examinations, and sanctions to be carried out by the relevant authorities, arising from any violations in this regard.
