As part of the Eureka Network Projects — one of Eureka’s key support mechanisms — the 'Disaster Resilience' call was launched on 10  June  2025, with the participation of eight countries, including Türkiye  (Austria, Belgium-Flanders, Brazil, Spain, Lithuania, Chile, and Ukraine). In line with Eureka’s objectives, the call will support projects aimed at developing market-oriented products, processes, and services with high commercialization potential.

Purpose of the Call
The aim of this call is to support international, collaborative research, development, and technology projects that contribute to society’s preparedness for, effective response to, and recovery from both human-induced (e.g. destruction caused by conflict and war, urban fires, industrial accidents) and natural disasters (e.g. avalanches, floods, droughts, earthquakes, storms, wildfires, volcanic activity).

Call Spesific Requirements

• Projects must target at least one type of disaster and include at least one clear and concrete application related to that disaster.

• Each project must aim to develop a product, process, or service with commercialization potential. The implementation of project outcomes (e.g., market launch) should take place no later than 24 months after project completion.

• Projects may involve the development of entirely new technological innovations or the adaptation, redesign, or repurposing of existing technologies for different applications.

• While the Technology Readiness Level (TRL) may vary at the project’s start, no project is expected to begin below TRL 4.

Companies with legal entity status (capital companies), higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550 in Türkiye are eligible to apply for the call. Applications from these institutions will only be accepted if submitted in partnership with at least one capital company.

1719 – Eureka Disaster Resilience, Response, and Recovery and Eureka Network Disaster Resilience, Response, and Recovery 2025 National Call Announcement.

It is strongly recommended to carefully review the call documents before submitting a national application. Applications that do not comply with the national call rules may be rejected without evaluation.

An online information meeting regarding the Disaster Resilience Call under the Eureka Network Projects will be held on 17 June 2025. You can register for the information session about the call 24/7 via this link.

Entities eligible to apply for the 1719 – Eureka Disaster Resilience Call from Türkiye  include capital companies, higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550.
Applications from these institutions will only be accepted in partnership with at least one capital company.

Within the scope of the call, the capital company must serve as the Project Coordinator (Main Applicant).

Application Process

Applications will be carried out in two stages: international and national.

1. Stage1 – International Application: All project partners are required to complete the Eureka Project Application Form online, available on the call's official website.

2. Stage 2 – National Application (for participants from Türkiye):In addition to the international application, participants from Türkiye  must submit a national application to TÜBİTAK under the 1719 – Eureka Disaster Resilience national call by 12 December 2025, along with the international application form.

The MarLEN (Maritime Low Emission Network) project, which funded under the Horizon Europe Program and will last between 2025-2029, and will support R&D and innovation projects that aim to reach zero emissions in the European maritime sector, aims to reduce emissions caused by maritime vehicles, conduct gap analysis within the scope of maritime research areas, ensure unity in prioritization and evaluation of countries, and contribute to Europe's zero emission strategy. The international consortium that will submit a project must consist of at least 2 different institutions from 2 different countries. In joint project proposals to be prepared within the scope of the call, it is mandatory to comply with the international call application conditions.

The call will be conducted with a single-stage international and then national application process.

In addition to the international application, a national application is mandatory. The project application of the international consortium must be made electronically by the international project coordinator via https://marlen.ptj.de/call1 by 30 September 2025 (17:00 CET).

In addition to this international application, the Turkish institutions/organizations involved in the project must also make a national application to TÜBİTAK by 7 October 2025 (17:30 UTC+3) via uidb-pbs.tubitak.gov.tr ​​and complete the electronic signature by 10 October 2025 (17:30 UTC+3). The call will be included on PBS under the title “Multiple Cooperation Support Programs” as “MaRLEN 2025”. During the national application phase, the “National Application Form” and the “Budget and Justification Form” must be uploaded to PBS. Other required documents are specified in the “MaRLEN 2025 Call National Application Rules” document. Applications submitted to TÜBİTAK will be primarily examined by TÜBİTAK according to national eligibility criteria. Project proposals that do not meet the national application rules of the project partner countries and the application conditions specified in the call text will be returned. Project proposals that meet these conditions will be evaluated by TÜBİTAK.

Projects to be supported will be determined based on the results of the referee evaluation at the MaRLEN Call Steering Committee meeting where all funders are represented. Projects with a negative evaluation result cannot benefit from national support within the scope of the relevant call.

In the MaRLEN 2025 call, Turkish researchers will be supported within the scope of the TÜBİTAK - 1071 Support Program for Increasing the Capacity to Benefit from International Research Funds and Participation in International R&D Collaborations. It is recommended to review the MaRLEN 2025 Call National Application Rules document, which includes detailed national application rules, before applying.

Ufuk Avrupa Programı altına desteklenen, 2025-2029 yılları arasında sürecek, Avrupa denizcilik sektöründe sıfır emisyona ulaşmayı hedefleyen Ar-Ge ve inovasyon projelerinin destekleneceği MarLEN (Maritime Low Emission Network- Denizcilikte Sıfır Emisyon Ağı) projesi ile deniz yolu taşıtlarının yol açtığı emisyonların azaltılması, deniz yolu araştırma alanları kapsamında boşluk analizinin yapılması, ülkelerin önceliklendirme ve değerlendirme hususlarında birlik sağlanması, Avrupa’nın sıfır emisyon stratejisine katkı sunulması hedeflenmektedir. Proje sunacak uluslararası konsorsiyumun en az 2 farklı ülkeden 2 farklı kurumdan oluşması gerekmektedir. Çağrı kapsamında hazırlanacak ortak proje önerilerinde, uluslararası çağrı başvuru koşullarına uyma zorunluluğu bulunmaktadır.

Çağrı tek aşamalı uluslararası ve sonrasında ulusal başvuru süreci ile yürütülecektir 

Uluslararası başvurunun yanı sıra ulusal başvurunun yapılması zorunludur. Uluslararası konsorsiyumun proje başvurusunun uluslararası proje koordinatörü tarafından 30 Eylül 2025 (17:00 UTC+1) tarihine kadar elektronik ortamda yapılması gerekmektedir. 

Bu uluslararası başvurunun yanı sıra projede yer alan Türk kurum/kuruluşlar tarafından ayrıca TÜBİTAK’a, 7 Ekim 2025 (17:30 TSİ) tarihine kadar uidb-pbs.tubitak.gov.tr adresi üzerinden ulusal başvurunun yapılması ve 10 Ekim 2025 (17:30 TSİ) tarihine kadar elektronik imzanın tamamlanması gerekmektedir. Çağrı, PBS üzerinde “Çoklu İşbirliği Destek Programları” başlığı altında “MaRLEN 2025” olarak yer alacaktır. Ulusal başvuru aşamasında "Ulusal Başvuru Formu" ile "Bütçe ve Gerekçesi Formu"nun PBS'ye yüklenmesi gereklidir. Diğer gerekli belgeler “MaRLEN 2025 Çağrısı Ulusal Başvuru Kuralları” dökümanında belirtilmiştir.  TÜBİTAK’a sunulan başvurular TÜBİTAK tarafından öncelikle ulusal uygunluk kriterlerine göre incelenecektir. Proje ortağı ülkelerin ulusal başvuru kurallarını ve çağrı metninde belirtilen başvuru koşullarını sağlamayan proje önerileri iade edilecektir. Bu koşulları sağlayan proje önerileri TÜBİTAK tarafından değerlendirilecektir.

Desteklenecek projeler hakem değerlendirme sonuçları temel alınarak tüm fonlayıcıların temsil edildiği MaRLEN Çağrı Yürütme Kurulu toplantısında belirlenecektir. Değerlendirme sonucu olumsuz olan projeler, ilgili çağrı kapsamında ulusal desteklerden faydalanamazlar.

STAR) aims to encourage undergraduate students and teachers to engage in research by participating in scientific projects. STAR Program gives support for undergraduate students and teachers who will be scholar at projects, which are funded by TUBİTAK, conducted in TUBITAK Institutes or funded by Research Universities Support Program (ADEP) of Council Of Higher Education (YOK).

TÜBİTAK Merkez ve Enstitülerinde yürütülen projeler ile TÜBİTAK tarafından desteklenen araştırma projelerinde veya Yükseköğretim Kurulu’nun araştırma üniversitelerine yönelik başlattığı Araştırma Üniversiteleri Destek Programı (ADEP) tarafından desteklenen araştırma projelerine bursiyer olarak dahil olacak lisans öğrencilerinin (STAR Lisans) bilimsel araştırma projelerinde görev alarak araştırma ekosistemine ilk adımlarını atmalarını ve öğretmenlerin (STAR Öğretmen) mesleki bilgi ve becerilerinin gelişimini sağlayarak proje kültürü kazanmaları amacıyla hazırlanan 2247-C Stajyer Araştırmacı Burs Programı (STAR)’nın 2. aşaması olan öğrenci ve öğretmen başvuru süresi uzatıldı.

2025 yılı 1. dönem aşağıdaki çağrılar kapsamında lisans öğrencileri ile öğretmenlerden başvuru alınacaktır.

TÜBİTAK tarafından Türkiye’deki yürütücülüğü yapılan Avrupa Moleküler Biyoloji Organizasyonu (European Molecular Biology Organisation – EMBO), yaşam bilimleri alanında çalışan bilim insanlarına yönelik çeşitli burs ve destek programları yürütmektedir. Türkiye’nin de üyesi olduğu Avrupa Moleküler Biyoloji Konferansı (European Molecular Biology Conference – EMBC) tarafından finanse edilen bu programlar araştırmacılara hibe, dolaşım ve bilimsel ağ oluşturma desteği sağlamaktadır.

Çalıştay Düzenleme Destekleri (Workshops) ile yaşam bilimleri alanında güncel bilimsel bilgilerin paylaşılmasını teşvik eden toplantıların ve Kurs Düzenleme Destekleri(Practical Courses) ile deneysel teknikler konusunda eğitim veren ve yeni metodolojilerin öğretilmesini amaçlayan kursların düzenlenmesi desteklenmektedir.

Başvuru Koşulları:

• Çalıştayları veya kursları EMBC üye veya işbirliği ortağı olan ülkelerde düzenlemek;

• Yaşam bilimleri alanında EMBO çalışma alanlarına uygun bir çalıştay veya kurs düzenlemek;

• Başvuru sırasında çoğunlukla teyit edilmiş konuşmacıların veya eğitmenlerin listesini sunmak gereklidir.

The European Molecular Biology Organization (EMBO) provides various scholarship and support programmes for scientists working in the field of life sciences. These programmes, which are financed by the European Molecular Biology Conference (EMBC) provide grant, accommodation and networking support to the researchers.

EMBO Workshops provide funding for meetings that stimulate exchanges of the latest scientific knowledge in the field of life sciences while EMBO Practical Courses provide funding for courses that provide training in experimental techniques and promote the transfer of methodologies in the field of life sciences.

Eligibility:

• Organising workshops or practical courses in countries that are EMBC members or EMBC/EMBO global partners;

• Organising workshops or practical courses that are covering a topic from the life sciences and related to EMBO subject areas;

• Providing a list of mostly confirmed speakers or instructors are required.

Programme Benefits:

• EMBO can contribute up to a maximum of 42,500 Euros per workshop or practical course.

Akademik danışman bu aşamada başvuru sahibinin sisteme girdiği bilgilerin doğru olduğunu, danışmanlığı kabul ettiğini, başvuru yapılan projenin değerlendirileceği bilimsel ve teknolojik alanın doğru olduğunu, bölüm olanaklarının yeterli olduğunu ve programın yükümlülüklerine uyacaklarını yine sistem üzerinden taahhüt eder.

• Akademik danışmanın bu aşamada projeyi sistem üzerinden onaylaması halinde, başvuru başarılı bir şekilde tamamlanır.

• Akademik danışmanın bu aşamada projeyi sistem üzerinden onaylamayıp öğrenciye geri göndermesi halinde sistem öğrencinin düzenleme yapıp, tekrar akademik danışmana onaya göndermesine imkan verir. Başvuru sahibi ve akademik danışmanın onayı olmadan başvuru tamamlanamaz.

• Bu süreçlerin takibi proje yürütücüsünün sorumluluğundadır.

Son başvuru tarihine kadar başvuru sahibi ve akademik danışman tarafından onaylanmayan başvurular değerlendirmeye alınmaz. BİDEB'e posta ile gönderilen belgeler işleme alınmayacak ve imha edilecektir.

Applications are made as online at TYBS. After the applicant's final approval of his application through the system, project application information and attachments are sent in read-only form to the academic consultant's e-mail address retrieved from the system for "consultant approval". At this stage, the academic consultant undertakes through the system that the information entered by the applicant into the system is correct, that he/she accepts the consultancy, that the scientific and technological field in which the applied project will be evaluated is correct, that the department's facilities are sufficient, and that they will comply with the obligations of the programme.

Başvurular internet üzerinden https://tybs.tubitak.gov.tr adresine yapılır. Başvuru sahibinin sistem üzerinden başvurusuna dair son onayı sonrası, proje başvuru bilgileri ve ekleri salt okunur şekilde, akademik danışmanın sistemden çekilen e-posta adresine “danışman onayına” gönderilir. If the academic consultant approves the project through the system at this stage, the application is completed successfully.

If the academic consultant does not approve the project through the system at this stage and sends it back to the student, the system allows the student to make edits and send it back to the academic consultant for approval. The application cannot be completed without the approval of the applicant and the academic consultant.

It is the responsibility of the project manager to follow up these processes.

Applications that are not approved by the applicant and the academic consultant by the application deadline will not be evaluated. Documents sent to BIDEB by mail will not be processed and will be destroyed.

• Desteklenen yürütücü (ve varsa proje ortakları) ve akademik danışmanı, araştırmanın başvuru ve yürütülmesi sırasında evrensel nitelikli bilimsel araştırma ve bilimsel yayın kurallarına uymak zorundadır. Yukarıda belirtilen kurallara aykırı davranılması halinde ilgililer hakkında AYEK yönetmeliği hükümleri uyarınca işlem yapılabilir.

• Değerlendirme sonuçlarının açıklandığının TÜBİTAK web sayfasında duyurulmasını takip eden en çok 12 ay içinde proje yürütücüleri sonuç raporunu sisteme yüklemelidir.

The supported candidate (project partners, if any) and their academic advisor must comply with the universal scientific research and scientific publication rules during the execution of the research. In case of violation of the above-mentioned rules, action is taken against those concerned in accordance with the provisions of the AYEK (Ethics committee) regulation.

Project coordinators must upload the final report to the system within 13 months at most after the announcement of the evaluation results on the TÜBİTAK website, and in any case before completing their undergraduate education.
