ER & Mentor shall ensure that the entire project team allocates the time set in the work schedule to the project and they shall keep track of the project team's contribution.
ER should obtain the consent of TÜBİTAK for any travel to abroad longer than 5 days throughout the project. The ER may use his/her annual leave, provided that it does not exceed 14 workdays. This period may not exceed ten percent (10%) of the total duration of the project.
ER & Mentor ensure the confidentiality of the information to be obtained in respect of the project. They are responsible for the actions and behaviors of the project team violating confidentiality.
ER & Mentor are responsible jointly and severally with the institution for conducting the project in compliance with this contract and the TÜBİTAK legislation in terms of scientific, technical, administrative, legal and financial aspects, and liable for all kinds of faults and negligence.
ER & Mentor are responsible in terms of complying with national and international ethical principles while using humans (including human biological materials and data) and animals for experimental and other scientific purposes.
ER & Mentor are obliged to carry out the project activities in accordance with the legislation in force in Türkiye, obtain accordingly the permits necessary under the relevant legislation, make the necessary notifications and transmit the data to public institutions and organizations that need to be communicated.
ER & Mentor accept and undertake that they will provide true information in all documents submitted to TÜBİTAK in relation with the project.
ER & Mentor accept and undertake that the content of every report (including Progress and Final reports) delivered to TÜBİTAK in relation with the project is true and that TÜBİTAK cannot be held responsible for the contents of the reports.
ER & Mentor undertake project progress/final reports to TÜBİTAK on the dates specified in this contract.
ER is expected to publish at least 2 research articles in an international refereed journal and participate in at least 2 international events during the period s/he is supported.
ER & Mentor responsible along with the institution for taking all kinds of measures stipulated by the relevant legislation to ensure occupational health and safety in the project or for ensuring that such measures are taken.
ER & Mentor are obliged to comply with the universal ethic rules during the execution of the project. In cases where approval of a regional ethics committee cannot be obtained, the support will be terminated. TÜBİTAK is entitled to request information in progress reports in order to follow up whether the project progresses in compliance with the ethic rules. In case of violation of the mentioned rules, the relevant persons shall be treated in accordance with the TÜBİTAK Research and Publication Ethics Committee Regulation or the Industrial Ethics Committee provisions."
There are bilateral cooperation agreements in the fields of science and technology with various countries at intergovernmental or inter-institutional levels. Under these agreements, joint research projects are supported and monitored, and financial assistance is provided for events such as joint scientific meetings, expert exchanges, and study visits.
IMPORTANT NOTE: Project applications for TÜBİTAK’s bilateral cooperation programs are now fully managed through an electronic system. Applications submitted by post will no longer be accepted. Information on the NSF contact point for TUBITAK relations is as follows:
Each side applies separately to their national funding institution’s application system. Turkish researchers apply through http://uidb-pbs.tubitak.gov.tr/ while US researchers use the NSF application system “Fastlane” via https://www.fastlane.nsf.gov/ . Both national funding institutions separately review the proposals according to their internal procedures. Proposals are reviewed along with international scientific peer review principles. After the review process funding institutions inform each other about their decision. TUBITAK funds only the projects found eligible by both sides while the NSF does not require a positive decision from TUBITAK to fund the US research group.
Project Budget for Turkish Side - 2.000.000 TL
Project budget covers research, international travel and perdiem of the Turkish research group.PI, Researchers and Scholars in the project group can benefit from international travel expenses.
Project Duration for Turkish Side - 36 months.

In line with Türkiye’s vision of being among the leading countries in the world with its original scientific studies on polar sciences, the Turkish scientific expeditions to the polar regions (Arctic and Antarctica) are annually organised under the auspices of the Presidency of the Republic of Türkiye and the coordination of TÜBİTAK MAM Polar Research Institute (PRI). The expeditions aim original, sustainable, and high-quality scientific research of Turkish scientists in Polar Regions, cooperation with scientists from other countries, while becoming one of the reputable countries having a voice in Polar Regions.
In accordance with these purposes and within the framework determined by TÜBİTAK-MAM PRI and TÜBİTAK-ARDEB; the 2025 calls for KUTUP (POLAR)-1001 and KUTUP (POLAR) Foreign Research Base Participation Projects have been opened on 12/08/2024 to support scientific studies on “polar regions”. Within the scope of the calls, “Scientific Research Grant” is allocated as 900.000 TRY, and the amount of Project Incentive Bonus (PTI) that can be paid within the scope of the project is granted as 100.000 TRY. The deadline for online applications of the project proposals to be submitted is 27/09/2024, and the deadline for completing the e-signature process is 30/09/2024.

TÜBİTAK provides great support for entrepreneurs to bring their business ideas to life with BİGG Program.
The 1512 Entrepreneurship Support Program aims to support the activities from the idea stage to the market so that entrepreneurs can transform their technology and innovation-oriented business ideas into enterprises with high added value and high potential to create qualified employment. This way, it is aimed to encourage qualified entrepreneurship and to create start-up companies that have international competitive power, can develop innovative, high-tech products and services.
Within the scope of the program, entrepreneurship training is provided to entrepreneurs and technical, commercial and administrative support is provided to entrepreneurs with industry-experienced guides.
As it is explained below, this program consists of three stages, for the transformation of innovative business ideas into commercial products/processes/services. The entrepreneur can complete each stage and continue to the next stage if receiving TUBİTAK’s approval.
a) Stage 1; It is the stage where the entrepreneurs present their business ideas to the implementing organizations, the implementing organizations evaluate these business ideas and provide the entrepreneurs with the accelerator service for the business ideas that would become a successful business plan. At this stage, Implementing Organizations providing entrepreneurs with mentorship, network, training, etc. Implementing Organizations providing support, carry out the technical and commercial verification of the idea in the process of turning the business idea into a business plan. Stage 1 is completed on the deadline of the business plan specified in the entrepreneurship project support call.
In the 1st Phase process to be carried out through 147 Implementing Organizations, applications for business ideas from all over Turkey and from every field of technology, regardless of technology field, will be collected and evaluated by Implementing Organizations, and entrepreneur candidates who will apply for Stage 2 will be determined. Entrepreneur candidates who have a technology-based, innovative, commercializable business idea and meet the criteria in the definition of "entrepreneur" in the Implementation Principles of the Program must apply to the Implementing Organizations listed below.

b) Stage 2; This is the stage that starts with the evaluation of business plans within the framework of these Implementation Principles. For business plans approved as a result of the evaluation, the entrepreneur is asked to establish a company in accordance with the definition of establishment within a defined time period. After signing a contract between TÜBİTAK and the organization, entrepreneurship project support is provided to the organization as a grant without any guarantee. The conceptual design, technical and economic feasibility, technological development (commercial prototype, demo, simulation, software algorithm, etc.) activities to be carried out by the organization within the framework of the business plan with the support of the entrepreneurship project and the transformation of the outputs obtained as a result of these activities into commercial value are included in Stage 2. TEYDEB can provide business guide support during Stage 2 upon the request of the organization.
c) Stage 3; It is the stage that aims to improve the outputs of the organization in the previous stage in terms of performance and functionality through R&D studies and to increase their commercialization potential. Stage 3 begins with the organization's application to the TÜBİTAK SME R&D Startup Support Program by preparing a project proposal, and the evaluation of the technologically validated project within the framework of criteria specific to this program. At this stage, activities such as detailed design, improvement of the commercial prototype in terms of function and performance, trials and field tests are carried out. Companies established with support within the scope of the 2nd Stage of the TÜBİTAK 1512 Programme, or companies established by public administrations within the scope of the Law on Supporting Research, Development and Design Activities No. 5746 by receiving Techno-enterprise Capital Support can apply to TÜBİTAK SME R&D Start Support Program within the scope of Stage 3 in 24 months after the end of support. In the processes of supporting, monitoring and finalizing the projects within the scope of Stage 3, the provisions of the Implementation Principles of the TÜBİTAK SME R&D Initial Support Program are applied.
Stage 3 applications can be made through the online application (Project Evaluation and Monitoring System -PRODİS) at http://eteydeb.tubitak.gov.tr independent of the 1507 Program calls. It is not necessary to wait for the Stage 3 application 1507 Program calls.

The South East Asia-Europe Joint Funding Scheme (SEA-EU JFS) Call for proposals 2025 is now open for applications.
Under the SEA-EU JFS 2025 Call, applications can be submitted in the thematic areas of “New Materials and Green Transfition” and “Climate Resilient, Smart Agriculture using AI and IoT”. Within this framework, selected projects will be evaluated by an international panel of experts and subsequently funded by the respective national funding agencies.
According to the international call rules, each project consortium must consist of at least three independent institutions/organisations from at least three different countries participating in the call, so that both regions are represented. Detailed information on the international call rules can be accessed via this page.
In addition to submitting project applications to the call secretariat, it is mandatory for researchers from Türkiye participating in the projects to also submit a national project application to TÜBİTAK. Project proposals submitted from Türkiye under this call will be supported through TÜBİTAK's 1071 Support Programme for Increasing Capacity to Benefit from International Research Funds and Participation in International R&D Cooperation. Failure to comply with the application rules may result in the application being returned without evaluation. Therefore, it is essential to thoroughly review the national application rules before submission.

With the aim of contributing to the development of human capital, which is one of the main components of the National Technology Initiative, new support calls have been designed to encourage high school students, students at higher education levels, graduates and entrepreneurs to produce projects, to improve their projects through feedback and to participate in domestic and international scientific competitions and events.
Within the scope of the Program, whose transportation sponsor is Turkish Airlines, support will be provided for participation in competitions and events organized domestically with the "4001-A National Competition/Event Participation Support" call, and for participation in competitions and events organized abroad with the "4001-B International Competition/Event Participation Support" call.
