Sonuç Raporu: Proje sözleşmesinde belirtilen süre içerisinde, TÜBİTAK tarafından belirlenen formata uygun olarak proje yürütücüsü tarafından hazırlanan raporu,

Ticaret Sicil Gazetesi: Kamu kurum/kuruluşları veya belediye iştiraklerinin işlettiği bilim merkezlerinin başvurması durumunda ticaret sicilini gösterir gazeteyi,

Yasal/Özel İzin Belgesi: Hedef kitle ya da çalışılan konu, ortam itibarıyla ilgili kurum / kuruluşlardan alınan izin belgelerini

Industry and Technology, the private sector's product or process development activities for green transformation are supported by TÜBİTAK-TEYDEB. The second call for Green Transformation in Industry, code 1832, has been opened as of 02.12.2024, and applications will be accepted till 31.01.2025.

In this call, the pre-commercialization activities of the prototypes obtained through previous R&D studies for the green transformation activities of the companies will be supported. These studies may be a continuation of R&D projects previously supported by TÜBİTAK-TEYDEB. R&D studies carried out by KOSGEB projects or other national or international funds and companies' own resources, which have not yet been commercialized, are also within the scope of the call. Applications from SMEs and large-scale organizations are eligible, and joint applications can also be made. Prototype development or improvement, validation and certification tests, on-site implementation, scaling, demonstration and field trials covering the TRL 5-9 range are within the scope of the call. Support period is up to 24 months, the upper limit of the project budget is 8.500.000 TL for micro/small-scale companies, 13.000.000 TL for medium-sized companies, and 25.000.000 TL for large-scale companies. Within the scope of the call, interest-free reimbursable support will be provided to capital companies, with a maximum of 50% to be repaid. The support rate is 70% for large-scale companies, 80% for SMEs, and 90% for SMEs in earthquake zones, respectively. A part of the support to be reimbursed can be converted into grant support. The repayment of the support to be used will start 1 year after the project ends.

EP PerMed is European Partnership dedicated to Personalised Medicine (PM). It supports PM-related R&I, but also facilitates and accelerates all steps so that PM achievements successfully pass through the full value continuum to be implemented in sustainable health systems for the benefit of people and societies. 

This call aims to bring together enterprises with clinical actors, including healthcare providers, patients, and researchers, to test innovative solutions in controlled real-world settings to address clear needs in managing multimorbidity. EP PerMed will fund innovation projects in human health that focus on multimodal data usage for PM approaches aiming to provide more efficient and personalised management of patients with multimorbidity, having at least two chronic diseases that require management. 

Each consortium must include at least three partners from three different EU Member States or Associated Countries whose funding organisations participate in the EP PerMed RITC2026 call.  Each partner will be supported by the funding agency of their respective country.

1719 Eureka Network Calls

In the context of Eureka Network projects, international calls aim to create marketable products, processes, or services through international R&D projects involving at least two Eureka member countries (with at least one being an EU member or an Horizon Europe Associated country).

These calls encourage the formation of specialized R&D and innovation consortia led by the private sector, in collaboration with universities and public institutions. The goal is to enhance the technical capacity and knowledge base within the country, facilitate access to international technology expertise and technology transfer for private sector organizations, and foster the development of original technologies. Additionally, it aims to leverage acquired international technological knowledge and experience to drive and guide the development of unique technologies and contribute to the presence of private organizations in international markets.

Implemented under Eureka Network Projects, one of Eureka’s key funding instruments, the Biotechnology Call was launched on 31 March 2026 with the participation of 16 countries, including Türkiye. In line with Eureka’s objectives, this call will support projects focused on the development of market-oriented products, processes, and services with high commercialization potential.

Purpose of the Call:

Collaborative international research, development, and technology projects aim to contribute to priority thematic areas such as advanced biomanufacturing, next-generation treatment methods and applications, biotechnological approaches in agriculture and veterinary sciences, and advanced diagnostics and data technologies, with a view to strengthening R&D and innovation cooperation in the field of biotechnology.

Under the call coded 1719-Eureka Biotechnology, the following entities from Türkiye are eligible to apply: companies with legal entity status, higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures covered by Law No. 6550. Applications from the relevant institutions will be accepted provided that they include at least one company as a project partner. In projects submitted under this call, the project coordinator institution (applicant organization) must be a company.

Project applications under the Eureka Network Biotechnology Call will be carried out in accordance with the national call rules titled Eureka Network 2026 Biotechnology Call Announcement under call code 1719-Biotechnology.

The 1707 Order R&D Program aims to transform solution proposals designed to meet the needs of Customer Organizations into commercially viable outputs by SMEs through R&D activities. TÜBİTAK and Customer Organizations facilitate SMEs' need-oriented R&D activities through co-financing during this significant process. SMEs are executing innovative products and processes tailored to their customers. Ground is being prepared for sharing financing risks among industrial organizations and understanding intellectual property rights, allowing organizations with relatively more experience in project management to transfer their experiences to SMEs. 

Under the 1707 Order-Based R&D Projects SME Support Call, three separate call periods are planned for the year 2026. The draft schedule is as follows:

In the 2nd Call Period, the SME Support Call for Order-Based R&D Projects 2026-2 (1707 Order-Based R&D 2026-2) has been launched.

Project applications will be accepted through the Technology and Innovation Funding Programs Administration (TEYDEB) Project Evaluation Monitoring System (PRODİS) between 4 May 2026 and 17 July 2026 (23:59, UTC+3).

Within the scope of the call announced under the 1707 Order-Based R&D Program – 2nd Call Period of 2026, priority will be given to projects submitted under the TÜBİTAK 2024–2025 Priority R&D and Innovation Topics, specifically in the areas of “Research and Technologies for Before, During, and After Disasters” and “Priority and Key Technology Areas of the 12th Development Plan”.

The Water4All Partnership’s 2025 Joint Multinational Call, focused on the topic of "Water for Circular Economy," has been open for applications as of September 12, 2025. This joint call aims to fund Research, Development, and Innovation projects with a budget of approximately 28 million euros, supported by 30 countries (33 funding organizations) and the European Commission. Research and innovation proposals submitted under the 2025Water4All Joint Call must address at least one of the following topics:

Topic 1: Waterborne contaminants & health risks: occurrence, behaviour, interactions and vulnerability
Topic 2: Innovative tools and technologies for Water quality and exposure monitoring
Topic3: Water treatment and exposure mitigation

Important Note: The fourth topic of the 2025 call, " Governance, socio-economic innovation, and policy integration for water and health," will not be supported (funded) by TÜBİTAK. You may only apply to the three topics mentioned above.

Documents uploaded to the application system must be in Turkish or English. Docuaments prepared in other languages must be accompanied by their certified Turkish or English translations.

If there are additional documents, they should be uploaded to the system from the "Additional Documents" module on the application page. There is no need to submit the paper form of the online application documents or any other documents uploaded to the system to BİDEB during the application period.

After the announcement of the support decision of those who are entitled to receive the fellowship, the originals or certified copies of the required documents stated above must be delivered to BİDEB.

Application withdrawal can be done at any stage by an original signed petition stating the year and application period for withdrawal to be sent to BİDEB.

A guide containing important principles and rules regarding the use of Generative Artificial Intelligence (GenAI) has been prepared in order to protect research integrity, data privacy, and the transparency of processes in TÜBİTAK support processes. Method of Application

  • To be able to submit the online application form to TÜBİTAK, the candidate must first create a profile on the platform in the TÜBİTAK Researcher Information System (ARBIS) that is available at ARBİS.

  • The information of the researchers in the Researcher Information System (ARBIS) to apply for the programme and the academic advisor(s) in Türkiye must be up-to-date before applying online.

  • Applications are submitted online via the TÜBİTAK online application system through e-bideb within the dates indicated in the call announcement.

  • During the application stage, it is sufficient to upload the documents into the application system and they are not required to be delivered to BIDEB by email or post.

  • Documents to be uploaded to the application system must be in English. Documents prepared in other languages must be accompanied by their certified English translations.

  • Within the application period, the application can be withdrawn from the online system.  After the application period is over, a signed petition stating the application year and period for withdrawal process in the evaluation stage should be sent to BIDEB. An update will be made after the petition reaches to BIDEB.

  • Acceptance letter of the candidate's chosen host institute in Türkiye signed by the Head of the institute. (Without preliminary acceptance, the application will not be considered for selection);*

Additional documents specific to doctoral students:

  • The official/notarized copy of the Master degree’s certificate;

  • The official Registration & No Objection Certificate indicating that the candidate is registered as a PhD student abroad and that he/she is successful in PhD proficiency exam/being an advanced stage of their PhD research is taken in the last three months before the application date.

Additional documents specific to postdoctoral researchers

  • The official/notarized copy of PhD diploma. If the diploma of the applicant is not ready, a temporary graduation certificate or an official letter on the applicant’s graduation can be accepted;

  • Supporting statement from the head/director of the applicant’s current employer on official headed paper to prove that you are employed there and will be given leave, if granted the award.

e-Application

Application Method

All applicants must register in the Researcher Information System (ARBIS), designed and developed by TÜBİTAK.  After this stage, the applications are made online via e-Bideb. within the announced dates in the call announcement. Applicants must approve their applications until 17.30 p.m. (local time) on the deadline. After closing of system it is not possible to submit any documents or change any information.

Documents uploaded to the application system must be in Turkish or English. Docuaments prepared in other languages must be accompanied by their certified Turkish or English translations.

If there are additional documents, they should be uploaded to the system from the "Additional Documents" module on the application page. There is no need to submit the paper form of the online application documents or any other documents uploaded to the system to BİDEB during the application period.

After the announcement of the support decision of those who are entitled to receive the fellowship, the originals or certified copies of the required documents stated above must be delivered to BİDEB.

Application withdrawal can be done at any stage by an original signed petition stating the year and application period for withdrawal to be sent to BİDEB.

Application Documents

It is obligatory to upload the following documents to the application system at the time of application;

  • The curriculum vitae, prepared in the format determined by TUBITAK,

  • A detailed research proposal, prepared in the format determined by TUBITAK, and signed by both applicant and his/her academic advisor(s) in Türkiye,

  • An invitation letter taken from the top official of a university or research institute in Türkiye,

  • A signed letter from the academic advisor(s) in Türkiye including his/her views about the research proposal,

  • Curriculum vitae and list of publications of the his/her academic advisor(s) in Türkiye,

  • Language certificate, *

  • An official student certificate taken from in the last three months before the application date indicating that the applicant is registered as a doctoral student abroad,

  • Doctorate diploma for young post-doctoral researchers,

  • Copy of the identity part of the passport,

  • Two reference letters taken from those other than the academic advisor(s) in Türkiye,

  • If necessary, the relevant Ethics Committee Certificate. **

* This certificate should indicate the language which will be used in the research proposal. It could be an international language certificate, an official document from the home university, in which the medium of instruction is the language using in the proposed research or a signed letter from the academic advisor(s) in Türkiye about the language proficiency of the applicant. It is enough the submission of a signed document state of expression for whose native language is the same as the language, which will be used in the proposed research.

**If it is not ready during the application period, it can be submitted later.

e-Application

Method of Application

  • To be able to submit the online application form to TÜBİTAK, the candidate must first create a profile on the platform in the TÜBİTAK Researcher Information System (ARBIS) that is available at ARBİS.

  • The information of the researchers in the Researcher Information System (ARBIS) to apply for the programme and the academic advisor(s) in Türkiye must be up-to-date before applying online.

Monitoring, Finalization, and Obligations

Initiation of Support
 

  • Supported applicants must upload the signed and stamped Industry Approval Letter to the BİDEB system within the timeframe communicated via email.

  • If the project requires ethics approval, an Ethics Committee Approval or Ethics Committee Exemption Letter must also be uploaded.

  • Only after these steps, and after compliance checks, the support payment is made to the student’s bank account.
    Monitoring and Finalization

  • All project expenses must be documented with invoices.

  • Durable equipment must be registered in the university inventory after project completion, and proof of record must be available.

  • Invoices must be issued in the name of the project leader or project partners.

  • Receipts without a beneficiary name (except fuel receipts) are invalid.

  • Undocumented or unused funds must be returned to the TÜBİTAK bank account indicated on the website.

  • Support continuation is the joint responsibility of the project leader and academic advisor.
     

Monitoring and Completion:
 

  • Advisor changes require written approval from both current and new advisors and must be submitted for GYK evaluation.

  • Partner changes require written consent from both the departing and incoming students; however, the number of project partners cannot be changed after project initiation.

  • No partner or advisor changes are accepted if less than 3 months remain until project end.
    Publication Obligations:

  • All outputs (articles, papers, books, chapters, etc.) must be reported to TÜBİTAK via the BİDEB system.

  • TÜBİTAK support must be acknowledged in all publications and activities, and the official TÜBİTAK logo must be used where applicable.

  • The final report and expenditure table must be uploaded before the project deadline.

  • The academic advisor must review and approve all materials.

  • Inventory documents and invoices must be provided upon TÜBİTAK’s request.

  • Reports are evaluated by appointed reviewers; revisions may be requested.

  • Failure to submit or revise reports may result in termination or cancellation of the project.

Obligations

  • The project leader, partners, and academic advisor are jointly responsible for fulfilling all requirements of the program.

  • All participants must comply with TÜBİTAK Research and Publication Ethics Committee (AYEK) Regulation ethical rules and general research ethics.

  • All notifications are made electronically; contact information in ARBİS must be accurate and up to date.

  • The project coordinator is obliged to fully comply with all principles, rules, and obligations outlined in the “Guideline on the Responsible and Reliable Use of Generative Artificial Intelligence (GenAI) in Research Funding Processes” in the preparation, submission, and subsequent use of the project proposal and all project-specific information. The coordinator assumes full responsibility for providing complete and accurate information regarding the use of GenAI tools throughout this process.

  • The academic advisor is responsible for verifying the accuracy, originality, currency, and scientific reliability of all content—texts, visuals, analyses, recommendations, and similar materials—generated using GenAI tools and included in the project documents and attachments. The advisor must make all necessary revisions and adjustments, assume final responsibility for the submitted content, and fully comply with all principles, rules, and obligations stated in the “Guideline on the Responsible and Reliable Use of Generative Artificial Intelligence (GenAI) in TÜBİTAK Research Funding Processes.”
     

Liabilities

General Provisions

  • Notifications are generally made electronically by TÜBİTAK BİDEB. For this reason, it is necessary to provide an electronic address suitable for notification and to keep the contact information up to date.

  • The fellow is obliged to initiate the research and fellowship within 12 months of the date of the award letter. The status of the fellows who cannot start their research due to health, natural disaster and similar force majeure and other reasons can be evaluated by GYK provided the appropriate opinion of the TÜBA Presidency, the fellowship initiation period can be deferred up to 6 months at the most. A fellow who does not begin his/her research within 12 months without the decision of the GYK cannot claim any rights on the fellowship.

  • The fellow and the academic advisor in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. Where necessary, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done. In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of TÜBİTAK Directive ın Research and Publication Ethics Committee (AYEK).

  • The fellow is obliged to report all kinds of fellowship or financial support, which are received from another institution in Türkiye during the fellowship period to BİDEB within 15 days from the starting date of the support. If the fellow has any financial support received from another institution, the amount of the support within the scope of this programme might be separately determined by the GYK provided the appropriate opinion of the TÜBA Presidency.

  • The fellows have to maintain their research studies full-time during the fellowship period. The fellow is obliged to inform TÜBİTAK about any short or long-term visits away from the host institution and the duration of such visits within 10 days of the occurrence causing the time away. Duration of time away for less than 15 days per year shall not interrupt the fellowship payment. For any durations longer than 15 days GYK and the Presidency may consider temporary suspension, repeal or cancelation of the fellowship provided the appropriate opinion of the TÜBA Presidency. In such a scenario, any stipend paid for this period will have to be returned to BİDEB by the fellow.

  • Those who receive fellowship within the scope of this programme cannot receive project incentive bonus (PTI), fees, royalties, and similar financial support from other projects supported by TÜBİTAK at the same time.

  • In the case of those who receive or are eligible to receive fellowship from other programmes of TÜBİTAK, this situation should be reported to TÜBİTAK in writing by the fellow. If otherwise determined, the fellow is obliged to pay back the entire fellowship amount to BİDEB along with the legal interest.

  • A guide containing important principles and rules regarding the use of Generative Artificial Intelligence (GenAI) has been prepared in order to protect research integrity, data privacy, and the transparency of processes in TÜBİTAK support processes. It is of great importance that you carefully review the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes” before starting the application and research processes.

In case of non-compliance with the obligations, action is taken in accordance with the provisions of this Call Announcement and the Letter of Commitment.

Progress and Final Reports

  • In relation to their research, the fellows should upload progress and final reports to the online monitoring system on the dates specified by TÜBİTAK. It is sufficient to upload the reports to the online monitoring system. Reports uploaded to BİDEB online monitoring system must be also submitted to TÜBA via the following email address azizsancarbursu@tuba.gov.tr

  • A progress report is not requested from the fellows whose support periods are less than 10 months, and it is sufficient for them to upload their final reports to the online monitoring system on the dates specified by TÜBİTAK. Fellows whose support period is determined as 10 months and more are required to upload progress report(s) every 6 months following the start date of their research and a final report within 2 months of the end date of their research.

  • Progress reports can be uploaded to the online monitoring system no more than 10 days after the submission dates specified by TÜBİTAK. In case of any delay of the submission of progress reports, the fellowship payments will not be paid and the fellow will be given an additional period of 2 months. The fellowship payments of the fellows who submit their progress reports within the given time period will continue where they left off. The support given to the fellows who do not submit their progress reports to BİDEB within 2 months without relying on force majeure reasons may be repealed or canceled with the decision of the GYK and the approval of the Presidency provided the appropriate opinion of the TÜBA Presidency.

  • If the final report is not uploaded to the online monitoring system within 2 months following the research end date, the fellow can request additional time with a reasoned and signed petition. If the request is considered appropriate by the GYK, provided the appropriate opinion of the TÜBA Presidency additional time may be given for the completion of the report. The fellowship support of the fellow who does not submit their final reports to BİDEB in the additional time given, can be repealed or canceled by the GYK decision and the approval of the Presidency, provided the appropriate opinion of the TÜBA Presidency.

  • Progress and final reports are evaluated by academic experts to be assigned by BİDEB. Reports that are not sufficient as a result of the evaluation are requested to be revised within 2 months. The support of the fellow who does not send the necessary revisions within the given time period or whose revised reports are not accepted can be repealed or canceled by the decision of the GYK and with the approval of the Presidency provided the appropriate opinion of the TÜBA Presidency. 

  • TÜBA and TÜBİTAK support should be stated in the publications within the scope of the programme and, if available, the publication should be uploaded to the online monitoring system in addition to the progress and final reports.

Change of Host Institution, Mentor or Research Title

  • In case of a request to change the host institution/organization or the academic advisor(s) in Türkiye, the fellow should apply to BİDEB  submitting the following documents:
    Request Form to Change of Host Institution/Academic Advisor(s). The fellow and the current, and the new academic advisor in Türkiye must be signed the relevant parts of the form.
    The acceptance letter from the highest authority of the new host university in which the research will be conducted.

If GYK decision approves the request provided the appropriate opinion of the TÜBA Presidency, the transfer can proceed. Following the approval, the Letter of Commitment of the fellow will be renewed.

  • In case the fellow requests to make changes on the research title without changing the research subject to which it is entitled to support, the fellow must apply to BİDEB along with a letter of justification signed by the fellow and the academic advisor in Türkiye. With the GYK approval, provided the appropriate opinion of the TÜBA Presidency, the research title can be changed.

Fellowship Extension, Suspension and Early Cessation

  • It is essential for the fellows to complete his/her research successfully within the fellowship period assigned by TÜBA and TÜBİTAK. If fellows, who are supported for less than the maximum support period (36 months) wish to extend their fellowship, they should deliver the following documents to BİDEB 2 months before the end date of the fellowship period:
    Request Form for Fellowship Extension. This form also includes the summary of the research carried out by the fellow during the period of support and a reasoned request for the extension of the period signed by the fellow and the academic advisor(s) in Türkiye.
    A detailed research report on the studies that will be carried out within the requested period. This report should be prepared in the “Progress Report” format in the “Application Forms” available on the official programme website.

If the request for extension is deemed appropriate by GYK, it will be finalized with the approval of the TÜBİTAK Presidency, provided the appropriate opinion of the TÜBA Presidency. The extended period cannot exceed fifty percent of the initially awarded support period of the fellowship.

  • In the event of a situation requiring the suspension of fellowship based on force majeure or an excuse that GYK could accept, provided the appropriate opinion of the TÜBA Presidency the fellow and the academic advisor(s) in Türkiye must apply to BİDEB with a justification within 20 days from the date of the incident. Fellowship support can be suspended if GYK deems appropriate, provided the appropriate opinion of the TÜBA Presidency. The suspension period may be up to 12 months during the support period and no payment will be made to the fellow during this period. Upon request of the fellow and the academic advisor in Türkiye regarding the resumption of the discontinued support, if deemed appropriate by the GYK provided the appropriate opinion of the TÜBA Presidency, the fellowship support will recommence and the suspension period will be added to the fellowship period.

  • In the event that no request is submitted by the fellow and the academic advisor in Türkiye for the resumption of support within the suspension time, the support of the fellow can be repealed or canceled by the decision of the GYK and with the approval of the Presidency, provided the appropriate opinion of the TÜBA Presidency.

  • If the fellow wants to leave the programme earlier than the end date of the fellowship without completing the research or completed the research earlier than the end date of the fellowship, the fellow and academic advisor in Türkiye must apply to BİDEB with appropriate justification 15 days before. without successful completion of the programme the following conditions will apply:
    In the case of abandonment of the fellowship, the fellowship support will be repealed or canceled by the decision of the GYK and the approval of the Presidency provided the appropriate opinion of the TÜBA Presidency.
    In case of early completion of the research, fellowship payments will not be paid from the date of completion. The final report that is prepared for research results and outputs obtained until the date the research was stopped must be uploaded to the online monitoring system within 2 months. The support of the fellow is terminated with GYK decision and with the approval of the Presidency, provided the appropriate opinion of the TÜBA Presidency based on the approval of the final report as a result of the monitoring evaluation by scientific experts.

Ethical Rules

  • The fellow and the academic advisor in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. Where necessary, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done.

  • In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of TÜBİTAK Directive ın Research and Publication Ethics Committee (AYEK).

Other Provisions

  • TÜBİTAK will be responsible for a monthly allowance to cover accommodation/living expenses and medical facilities for minor ailments as available in Türkiye at amounts to be specified by TÜBİTAK.

  • TÜBA will cover the researchers’ arrival and departure costs from Türkiye at the beginning of the fellowship and on completion of the fellowship. Researchers who are eligible for support under this programme should contact TÜBA for ticketing procedures at azizsancarbursu@tuba.gov.tr

  • Candidates must organize their own comprehensive medical insurance for the period of their stay to meet any untoward incidents and major ailments before travelling to Türkiye.

  • There is no retroactive payment to the fellows who choose to arrive to Türkiye by their own means before the date on the acceptance letter.

The fellowship support of the fellow who does not submit their final reports to BİDEB in the additional time given, can be repealed or canceled by the GYK decision and the approval of the Presidency, provided the appropriate opinion of the TÜBA Presidency.

  • Progress and final reports are evaluated by academic experts to be assigned by BİDEB. Reports that are not sufficient as a result of the evaluation are requested to be revised within 2 months. The support of the fellow who does not send the necessary revisions within the given time period or whose revised reports are not accepted can be repealed or canceled by the decision of the GYK and with the approval of the Presidency provided the appropriate opinion of the TÜBA Presidency. 

  • TÜBA and TÜBİTAK support should be stated in the publications within the scope of the programme and, if available, the publication should be uploaded to the online monitoring system in addition to the progress and final reports.

Change of Host Institution, Mentor or Research Title

  • In case of a request to change the host institution/organization or the academic advisor(s) in Türkiye, the fellow should apply to BİDEB  submitting the following documents:
    Request Form to Change of Host Institution/Academic Advisor(s). The fellow and the current, and the new academic advisor in Türkiye must be signed the relevant parts of the form.
    The acceptance letter from the highest authority of the new host university in which the research will be conducted.

If GYK decision approves the request provided the appropriate opinion of the TÜBA Presidency, the transfer can proceed. Following the approval, the Letter of Commitment of the fellow will be renewed.

  • In case the fellow requests to make changes on the research title without changing the research subject to which it is entitled to support, the fellow must apply to BİDEB along with a letter of justification signed by the fellow and the academic advisor in Türkiye. With the GYK approval, provided the appropriate opinion of the TÜBA Presidency, the research title can be changed.

Fellowship Extension, Suspension and Early Cessation

  • It is essential for the fellows to complete his/her research successfully within the fellowship period assigned by TÜBA and TÜBİTAK. If fellows, who are supported for less than the maximum support period (36 months) wish to extend their fellowship, they should deliver the following documents to BİDEB 2 months before the end date of the fellowship period:
    Request Form for Fellowship Extension. This form also includes the summary of the research carried out by the fellow during the period of support and a reasoned request for the extension of the period signed by the fellow and the academic advisor(s) in Türkiye.
    A detailed research report on the studies that will be carried out within the requested period. This report should be prepared in the “Progress Report” format in the “Application Forms” available on the official programme website.

If the request for extension is deemed appropriate by GYK, it will be finalized with the approval of the TÜBİTAK Presidency, provided the appropriate opinion of the TÜBA Presidency. The extended period cannot exceed fifty percent of the initially awarded support period of the fellowship.

  • In the event of a situation requiring the suspension of fellowship based on force majeure or an excuse that GYK could accept, provided the appropriate opinion of the TÜBA Presidency the fellow and the academic advisor(s) in Türkiye must apply to BİDEB with a justification within 20 days from the date of the incident. Fellowship support can be suspended if GYK deems appropriate, provided the appropriate opinion of the TÜBA Presidency. The suspension period may be up to 12 months during the support period and no payment will be made to the fellow during this period. Upon request of the fellow and the academic advisor in Türkiye regarding the resumption of the discontinued support, if deemed appropriate by the GYK provided the appropriate opinion of the TÜBA Presidency, the fellowship support will recommence and the suspension period will be added to the fellowship period.

  • In the event that no request is submitted by the fellow and the academic advisor in Türkiye for the resumption of support within the suspension time, the support of the fellow can be repealed or canceled by the decision of the GYK and with the approval of the Presidency, provided the appropriate opinion of the TÜBA Presidency.

  • If the fellow wants to leave the programme earlier than the end date of the fellowship without completing the research or completed the research earlier than the end date of the fellowship, the fellow and academic advisor in Türkiye must apply to BİDEB with appropriate justification 15 days before. without successful completion of the programme the following conditions will apply:
    In the case of abandonment of the fellowship, the fellowship support will be repealed or canceled by the decision of the GYK and the approval of the Presidency provided the appropriate opinion of the TÜBA Presidency.
    In case of early completion of the research, fellowship payments will not be paid from the date of completion. The final report that is prepared for research results and outputs obtained until the date the research was stopped must be uploaded to the online monitoring system within 2 months. The support of the fellow is terminated with GYK decision and with the approval of the Presidency, provided the appropriate opinion of the TÜBA Presidency based on the approval of the final report as a result of the monitoring evaluation by scientific experts.

Ethical Rules

  • The fellow and the academic advisor in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. Where necessary, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done.

  • In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of TÜBİTAK Directive ın Research and Publication Ethics Committee (AYEK).

Other Provisions

  • TÜBİTAK will be responsible for a monthly allowance to cover accommodation/living expenses and medical facilities for minor ailments as available in Türkiye at amounts to be specified by TÜBİTAK.

  • TÜBA will cover the researchers’ arrival and departure costs from Türkiye at the beginning of the fellowship and on completion of the fellowship. Researchers who are eligible for support under this programme should contact TÜBA for ticketing procedures at azizsancarbursu@tuba.gov.tr

  • Candidates must organize their own comprehensive medical insurance for the period of their stay to meet any untoward incidents and major ailments before travelling to Türkiye.

  • There is no retroactive payment to the fellows who choose to arrive to Türkiye by their own means before the date on the acceptance letter.

Liabilities

General Provisions

  • Notifications are generally made electronically by TÜBİTAK BİDEB. For this reason, it is necessary to provide an electronic address suitable for notification and to keep the contact information up to date.

  • The fellow is obliged to initiate the research and fellowship within 12 months of the date of the award letter. The status of the fellows who cannot start their research due to health, natural disaster and similar force majeure and other reasons can be evaluated by GYK provided the appropriate opinion of the TÜBA Presidency, the fellowship initiation period can be deferred up to 6 months at the most. A fellow who does not begin his/her research within 12 months without the decision of the GYK cannot claim any rights on the fellowship.

  • The fellow and the academic advisor in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. Where necessary, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done. In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of TÜBİTAK Directive ın Research and Publication Ethics Committee (AYEK).

  • The fellow is obliged to report all kinds of fellowship or financial support, which are received from another institution in Türkiye during the fellowship period to BİDEB within 15 days from the starting date of the support. If the fellow has any financial support received from another institution, the amount of the support within the scope of this programme might be separately determined by the GYK provided the appropriate opinion of the TÜBA Presidency.

  • The fellows have to maintain their research studies full-time during the fellowship period. The fellow is obliged to inform TÜBİTAK about any short or long-term visits away from the host institution and the duration of such visits within 10 days of the occurrence causing the time away. Duration of time away for less than 15 days per year shall not interrupt the fellowship payment. For any durations longer than 15 days GYK and the Presidency may consider temporary suspension, repeal or cancelation of the fellowship provided the appropriate opinion of the TÜBA Presidency. In such a scenario, any stipend paid for this period will have to be returned to BİDEB by the fellow.

  • Those who receive fellowship within the scope of this programme cannot receive project incentive bonus (PTI), fees, royalties, and similar financial support from other projects supported by TÜBİTAK at the same time.

  • In the case of those who receive or are eligible to receive fellowship from other programmes of TÜBİTAK, this situation should be reported to TÜBİTAK in writing by the fellow. If otherwise determined, the fellow is obliged to pay back the entire fellowship amount to BİDEB along with the legal interest.

  • A guide containing important principles and rules regarding the use of Generative Artificial Intelligence (GenAI) has been prepared in order to protect research integrity, data privacy, and the transparency of processes in TÜBİTAK support processes. It is of great importance that you carefully review the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes” before starting the application and research processes.

In case of non-compliance with the obligations, action is taken in accordance with the provisions of this Call Announcement and the Letter of Commitment.

Progress and Final Reports

  • In relation to their research, the fellows should upload progress and final reports to the online monitoring system on the dates specified by TÜBİTAK. It is sufficient to upload the reports to the online monitoring system. Reports uploaded to BİDEB online monitoring system must be also submitted to TÜBA via the following email address azizsancarbursu@tuba.gov.tr

  • A progress report is not requested from the fellows whose support periods are less than 10 months, and it is sufficient for them to upload their final reports to the online monitoring system on the dates specified by TÜBİTAK. Fellows whose support period is determined as 10 months and more are required to upload progress report(s) every 6 months following the start date of their research and a final report within 2 months of the end date of their research.

  • Progress reports can be uploaded to the online monitoring system no more than 10 days after the submission dates specified by TÜBİTAK. In case of any delay of the submission of progress reports, the fellowship payments will not be paid and the fellow will be given an additional period of 2 months. The fellowship payments of the fellows who submit their progress reports within the given time period will continue where they left off. The support given to the fellows who do not submit their progress reports to BİDEB within 2 months without relying on force majeure reasons may be repealed or canceled with the decision of the GYK and the approval of the Presidency provided the appropriate opinion of the TÜBA Presidency.

  • If the final report is not uploaded to the online monitoring system within 2 months following the research end date, the fellow can request additional time with a reasoned and signed petition. If the request is considered appropriate by the GYK, provided the appropriate opinion of the TÜBA Presidency additional time may be given for the completion of the report. The fellowship support of the fellow who does not submit their final reports to BİDEB in the additional time given, can be repealed or canceled by the GYK decision and the approval of the Presidency, provided the appropriate opinion of the TÜBA Presidency.

TÜBİTAK tarafından Türkiye’deki yürütücülüğü yapılan Avrupa Moleküler Biyoloji Organizasyonu (European Molecular Biology Organisation–EMBO), yaşam bilimleri alanında çalışan bilim insanlarına yönelik çeşitli burs ve destek programları yürütmektedir. Türkiye’nin de üyesi olduğu Avrupa Moleküler Biyoloji Konferansı (European Molecular Biology Conference–EMBC) üye ve iş birliği ortağı olan ülkeler tarafından finanse edilen bu programlar araştırmacılara hibe, dolaşım ve bilimsel ağ oluşturma desteği sağlamaktadır.

EMBO Yerleşim Desteği (Installation Grants), Türkiye’nin öncülüğünde EMBO Stratejik Gelişim Yerleşim Desteği Kurulu tarafından 2006 yılında başlatılmıştır. Bu destek ile yurt dışında yaşam bilimleri alanında araştırmalar yürüttükten sonra Türkiye’ye dönerek grup lideri olarak çalışmalarını sürdürmek isteyen erken kariyer aşamasındaki araştırmacılara, bağımsız araştırma laboratuvarlarını kurmaları için destek sağlanmakta ve bilimsel ağlara erişim imkânı sunulmaktadır. Bu destekten Türkiye’de ve yaşam bilimleri alanında gelişmekte olan bazı EMBC üye ülkelerde (Hırvatistan, Çek Cumhuriyeti, Estonya, Macaristan, Litvanya, Lüksemburg, Polonya ve Portekiz) araştırma laboratuvarı kurmak isteyen araştırmacılar faydalanabilmektedir.

EMBO Yerleşim Desteğinden 2007-2025 yılları arasında programa katılım sağlayan ülkelerden toplam 169 araştırmacı faydalanmış, bu araştırmacılardan 44’ü laboratuvarlarını Türkiye’de kurmuşlardır. Başvuru Koşulları:

  • EMBO Yerleşim Desteği programının desteklendiği ülkelerdeki (Hırvatistan, Çek Cumhuriyeti, Estonya, Macaristan, Litvanya, Lüksemburg, Polonya, Portekiz ve Türkiye) bir üniversite ya da enstitü bünyesinde başvuru tarihinde tam zamanlı grup liderliği pozisyonu için görüşme hâlinde olmak ya da 15 Nisan 2024 tarihinden sonra bu ülkelerde araştırma grubunu kurmuş olmak*;

Due to the high efficiency of the projects initiated with the first Artificial Intelligence Ecosystem Call in 2022 and the strong demand from our stakeholders, the call has been reopened on June 3rd.

The Artificial Intelligence Ecosystem Call aims to transform artificial intelligence technologies developed by companies based in Turkey and committed to implementing the project results in Turkey into products or solutions, in line with the needs of companies that require artificial intelligence solutions internally. This transformation leverages the knowledge accumulated in university/public research centers and institutes.

Under this program, five priority areas will be supported. These priority areas are:

Smart Manufacturing Systems,

Smart Agriculture, Food, and Livestock,

Financial Technologies,

Climate Change and Sustainability,

Smart Education Technologies.

In this support model, it is expected that customer organizations in need of AI solutions will form a consortium with at least one technology provider company, at least one university research laboratory/center or public research center/institute experienced in this field, and the TÜBİTAK Artificial Intelligence Institute. The consortium applying for the project must sign a cooperation agreement prior to the application.

The project budget will be at most 7,500,000 TL. The duration of the project will be a maximum of 24 months in total.
