Application Method
Applications are made online through the BIDEB Application and Monitoring System e-bideb within the application dates. Application documents must be uploaded online to the system.
TÜBİTAK tarafından düzenlenen 2204-B Ortaokul Öğrencileri Araştırma Projeleri Yarışması kapsamında 10 alanda toplam 16.712 başvurudan 1.219 proje, yapılan jüri değerlendirmesi sonucunda bölge yarışmasına katılmaya hak kazandı. İlgili yarışmanın proje sergisi 22-24 Nisan 2024 tarihleri arasında, ödül töreni ise 25 Nisan 2024 tarihinde 12 Bölgede eş zamanlı yapılacaktır.

Genel Hükümler
- “2205 Lisans Burs Programı” bursiyerlerinin mentorluk desteği, destek iptal edilmediği/geri çekilmediği sürece bursiyerlikleri boyunca devam eder. Mentorluk desteğinin devamlılığı için genel ağırlıklı not ortalaması başarı kriteri aranmaz.
- “2202 Bilim Olimpiyatları Programı” kapsamında en son yapılan Birinci Aşama Sınavı’nda başarılı olanlar için bu desteğin iptali talep edilmediği sürece, bir sonraki Birinci Aşama Sınavı’na kadar mentorluk desteği devam eder. Öğrencinin mentorluk desteğinden yararlanabilmesi için programa her yıl yeniden başvuru yapması gerekir.
- “2249 Bilim ve Teknoloji Okulları Programı” kapsamında desteklenen öğrencilerin mentorluk desteği, bu desteğin iptali talep edilmediği sürece 1. sınıftan başlayıp TÜBİTAK Fen Lisesi öğrenimleri boyunca devam eder.
Quantum to Cosmos: Ideas and Applications
Enstitümüz 25 Haziran - 4 Temmuz 2019 tarihlerinde “Quantum to Cosmos: Ideas and Applications” konulu bir yaz okulu düzenleyecektir.
- Bu yaz okulu dünyanın önde gelen bilim insanlarının katılımıyla uluslararası düzeyde yapılacaktır ve araştırmacı/öğrenci gençlerimizin temel bilim alanlarında yetişmelerine önemli katkı sağlayacaktır.
- Bu yaz okulunun yapılması üniversitelerimizdeki öğretim üyelerinin de çalışmalarına katkı sağlayacaktır.
- Bu yaz okulunun yapılması yeniden yapılandırılma süreci devam eden TBAE’nin uluslararası saygınlık ve tanınırlık kazanması yönünde önemli bir adım olacaktır.
Toplumumuzun yaşam kalitesinin artmasına ve ülkemizin sürdürülebilir gelişmesine hizmet eden, bilim ve teknoloji alanlarında yenilikçi, yönlendirici, katılımcı ve paylaşımcı bir kurum olma vizyonunu benimseyen TÜBİTAK, akademik ve endüstriyel araştırma geliştirme çalışmalarını ve yenilikleri desteklemek, ulusal öncelikler doğrultusunda Araştırma-Teknoloji-Geliştirme çalışması yürüten Ar-Ge enstitülerini işletme işlevlerinin yanı sıra, ülkemizin Bilim ve Teknoloji politikalarını belirlemekte ve toplumun her kesiminde bu farkındalığı artırmak üzere kitaplar ve dergiler yayınlamaktadır. Bilim insanlarının yurt içi ve yurt dışı akademik faaliyetleri burs ve ödüller ile desteklenmekte, özendirilmekte, üniversitelerimizin, kamu kurumlarımızın ve sanayimizin projeleri fonlanarak, ülkemizin rekabet gücünün artırılması hedeflenmektedir.
“BİGG SPOR Ödülleri” yarışması ile spor teknolojilerine ilişkin çağrıda belirtilen alanlarda; yaratıcı, yenilikçi, teknik mükemmeliyete ve rekabet özelliklerine sahip, özgün farklılıkları olan ve ulusal teknolojik birikime katkı sağlayan ürünlerin ödüllendirilmesi ve kamuoyuna tanıtılması hedeflenmektedir.
Yarışma jürisinin değerlendirmesi sonucunda belirlenecek 5 firmaya (her firmaya 1.000.000 TL) toplam 5.000.000 TL para ödülü ve ayrıca BİGG SPOR Ödül Belgesi verilecektir.
Çağrı kapanış tarihi 15 Nisan 2025 olarak güncellenmiştir.
Araştırma alanları
2023 yılı Üniversitelerin Alan Bazlı Yetkinlik Analizi çalışmasında analiz edilecek alanlar tespit edilirken çalışmanın devamlılığı açısından 2020 yılı çalışmasında kullanılan alan sınıflaması değerlendirilmiş; daha sonra dünyadaki güncel eğilimler, ülkemiz politika ve stratejileri, TÜBİTAK danışma ve grup yürütme kurulu ile araştırma merkez ve enstitülerinden yetkin uzmanların değerlendirmeleri, “All Science Journal Classification”(ASJC) sınıflandırması ve üniversitelerimizin eğitim alanları dikkate alınmıştır. Bu bakış açısıyla 21 ana araştırma alanı ve bunların altında 132 alt araştırma alanı belirlenmiştir.

Aşama 2’de Mükemmeliyet Mührü almaya hak kazanan iş planının panel değerlendirmesinde belirlenen proje bütçesi, TÜBİTAK’ın yatırımcısı olduğu tohum öncesi yatırım fonu tarafından yatırım olarak kuruluşa aktarılacaktır. Hisse karşılığı oran ve yatırım tutarı açılan çağrılarda belirtilecektir.
Bu programla, üniversite, araştırma altyapısı, kamu araştırma merkez ve enstitülerindeki bilgi birikimi ve teknolojinin, Türkiye’de yerleşik ve proje sonuçlarını Türkiye’de uygulamayı taahhüt eden kuruluşların ihtiyaçları doğrultusunda, ürüne ya da sürece dönüştürülerek sanayiye aktarılması yoluyla ticarileştirilmesine katkı sağlamak amaçlanmıştır. Programın uygulama esaslarında; Müşteri Kuruluş olarak anılan özel sektör kuruluşu ve Yürütücü Kuruluş olarak anılan üniversite, araştırma altyapısı ya da kamu araştırma merkez ve enstitüsü bir İşbirliği Sözleşmesi imzalayacaktır. Bu sözleşme çerçevesinde Yürütücü Kuruluş tarafından yapılacak; yeni bir ürün üretilmesi, mevcut bir ürünün geliştirilmesi, iyileştirilmesi, ürün kalitesi veya standardının yükseltilmesi veya maliyet düşürücü nitelikte yeni tekniklerin, yeni üretim teknolojilerinin geliştirilmesi projesi TÜBİTAK ve Müşteri Kuruluş tarafından finanse edilecektir.
Değerlendirme Yöntemi
1. Ön İnceleme:
Proje Başvuru Sistemi'ne gerekli tüm belgeleri eksiksiz, doğru ve açılır olarak yüklenen ve E-imza onayı ile başvuru süreci tamamlanan projeler, ön incelemeye alınır. Ön inceleme sürecinde, Çağrı Metninde Ön İnceleme başlığı altında yer alan hususlar ile ilgili bir durum olduğu tespit edilen projeler, Danışma ve Değerlendirme Kurulu’nun önerisi ve TÜBİTAK’ın kararıyla bilimsel değerlendirmeye alınmaz ve iade edilir.
2. Bilimsel Değerlendirme:
Ön incelemeyi geçen projeler, "İçerik ve Aktarım", "Yaygın Etki" ve "Yapılabilirlik" kriterlerine göre, alanlarında uzman dış danışman tarafından değerlendirilir.
Destek Miktarı ve Ödeme Koşulları
Araştırma projeleri en çok 12 aylık süre ile desteklenir. Destek alanlar destek kararının TÜBİTAK web sayfasında ilan edilmesini takip eden en çok bir yıl içinde projesini tamamlamak zorundadır.

As one of Eureka’s key funding instruments, the Eureka Network Projects framework has launched the “Circular Value Creation” call on 12 June 2025, with the participation of 17 countries, including Türkiye. In line with Eureka’s objectives, the call will support projects that aim to develop market-oriented products, processes, and services with high commercialization potential.
Objective of the Call
This call aims to accelerate the transition from a linear economic model to a circular economy by supporting projects that develop:
Innovative business models,
Circular value chain strategies,
Human-cantered transformation approaches,
Data- and technology-driven solutions.
The objective is to go beyond recycling and implement solutions that systematize sustainability across the entire lifecycle of products — from design and production to use and re-use.
Call Specific Requirements
The project must deliver tangible benefits to all relevant stakeholders.
The technological collaboration established between participants from different countries must provide clear added value, such as enhanced knowledge sharing, increased commercial potential, or access to R&D infrastructure.
The product or process to be developed must be innovative and have the potential to create meaningful impact at the economic, technological, or societal level.
The project duration must not exceed 36 months.
Prior to the project’s start, a signed consortium agreement must be submitted by all partners. This agreement should clearly outline issues such as intellectual property rights and the ownership and use of know-how.
Applicants from Türkiye to the 1719 – Eureka Circular Value Creation Call may include capital companies, higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550.
Applications from these institutions will only be accepted if submitted in partnership with at least one capital company. Under this call, the capital company must act as the Project Coordinator (Main Applicant).
Project applications will be conducted within the framework of the national call rules titled 1719 – Eureka Circular Value Creation and Eureka Network Circular Value Creation 2025 National Call Announcement.

Who Can Apply?
A. Principal Investigators (PI), Researchers (excluding Researchers outside Türkiye) and Consultants:
Principal investigators;
- They must have a degree of doctorate / proficiency in art / specialty in medicine, dentistry, pharmacy, veterinary. In projects which are carried out in public or higher education institutions, the principal investigator (excluding retirees) must be permanent staff of the institution in question.
- Principal investigator have to be employed at least for 6 months at the private corporation where the project will be carried out. Applications from charitable foundations, associations and their commercial enterprises, corporations, sole traders and ordinary partnerships are not accepted in the scope of this program.
Researchers and consultants in project team;
- Should have a 4-year undergraduate degree at least and should be the permanent staff of the participant institution
Principal investigator and researchers (except for Researchers outside Türkiye) should reside in Türkiye. Non-Turkish citizens can be principal investigator or researcher in a project if they are working in an institution located in Türkiye.
A person who has a contribution less than 10% of the project workload cannot be researcher in projects but can be consultant. A consultant (*) is allowed if the project requires special expertise on a specific subject. The number of consultants in a project is limited to the number of specific subjects in the project. The role of consultant in the project should be explained in detail in the project proposal.
Retirees who do not work in any organization can take part in the project team as principal investigator, researcher or consultant, provided that they do not receive Project Incentive Bonus (PTI). (In accordance with paragraph 2 in Article 16 of The Law on the Establishment of The Scientific and Technological Research Council of Türkiye, only those who are permanent staff of public institutions or organizations can be paid PTI.) In order for the retirees to be principal investigator, it is necessary them to get approval on that they can take part in the project from the senior authority of the institution / organization where the project will be carried out.
Members of the Group Executive Board and Advisory Board working in ARDEB can take part as a PI or researcher while their duties continue during the application, but not as a consultant (**).
Project team members employed at TÜBİTAK headquarters/research institutions can participate in projects as principal investigator/researcher/consultant only if the proposal is a medium-scale or large-scale project.
Medium-scale or large-scale project proposals can be composed of sub-projects conducted at different institutions/organizations. At such project proposals one of the principal investigator of sub-projects is assigned as the project manager.
Medium-scale or large-scale project proposals are supposed to have private sector participation. Necessity of private sector participation is notified at the relevant call announcement.
B. Researchers outside Türkiye
The requirements for researchers outside Türkiye to take part in Project;
In supported projects, researchers outside Türkiye may take part as researchers, provided that they work in the project for 30 days or more including travel at each visit, provided that their legal obligations belong to the organization where the project is carried out.
The researchers outside Türkiye who will take part in the project must be qualified to carry out and lead/guide a part of the project, where the competence of researchers in our country is limited, with the project team in the institutions of our country.
The travel expenses of the researchers in question and 50% of the full-time monthly gross fees they receive abroad in the same period of time, for the time they take part in the Project, are covered as service cost from the project. If the 50% of the full-time monthly gross fee that the researcher receives abroad is less than the “2221-Konuk veya Akademik İzinli (Sabbatical) Bilim İnsanı Destekleme Programı” coordinated by BİDEB, the highest monthly fee provided under that program is used.
These researchers can take part in more than one project supported by TÜBİTAK however they can get fee only from one project. The number of researchers outside Türkiye that can take part in a project is limited to one.
C. Scholars
Undergraduate, graduate students (except for special students and prep students) and “Research Assistants” studying in higher education institutions in Türkiye (in the TRNC for projects submitted from TRNC) and post-doc researchers can take part as scholar in projects.
Undergraduate students who take part as a scholar in projects must be unemployed. In case the student fails the class, the scholarship ceases. At most 4 undergraduate students can take part in a project as an undergrad-scholar simultaneously.
The requirements to be a post-doc researcher scholar;
- Scholar should have a PhD but not work in any institution/organization,
- Scholar should not have an academic title of associate professor or higher,
- There should not be over 7 years between the date of getting PhD and the last submission date of the relevant funding program (within the time period mentioned above, if a woman reseacher take maternity leave; if the relevant maternity document or identity certificate of child is sent to deik@tubitak.gov.tr in the attachment of a relevant petition, 1 year is added to this time period for each birth.).
Who cannot be Principal Investigator?
The highest level managers of the public institutions/organizations, deputies and assistants of them (Rector, Vice Rector, Chief Physician, Deputy Chief Physician, Hospital Director, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education, etc.) cannot act as PI if they are still working in those positions during the application, but they can be researchers in 3 (***) projects at most.

As part of the World Bank-supported Turkey Green Industry Project, coordinated by the Ministry of Industry and Technology, TÜBİTAK-TEYDEB supports private sector product or process development activities for green transformation. The 2025 second call for the 1832-coded Green Transformation in Industry program, part of the 1801-coded Reimbursable and Grant Support Program for Industrial R&D Projects, has been launched.

This call will support the pre-commercialization of prototypes developed through previous R&D studies conducted by companies related to their green transformation activities. These studies must be a continuation of R&D projects previously supported by TÜBİTAK-TEYDEB. Furthermore, R&D studies conducted with KOSGEB or other national or international funds, as well as companies' own resources, that have not yet been commercialized, are also eligible.
It is strongly emphasized that to apply for the call, the applicant organization must have at least a bachelor's degree-level employee related to the project topic, and the company must have a product at the prototype (THS 5) stage that has not yet been commercialized.
Applications are welcome from SMEs and large-scale organizations, and joint ventures are also possible. The call covers prototype development or improvement, validation and certification tests, on-site implementation, scaling, demonstration, and field trials covering the THS 5-9 range. Interest-free repayable support will be provided to capital companies under the call, with a maximum of 50% repayment. The support rates are 70% for large-scale companies, 80% for SMEs, and 90% for SMEs in earthquake zones, respectively. A portion of the repayment can be converted into grant support. Repayment of the support will begin one year after the project's completion.

Applications to the call can be submitted electronically through the TEYDEB Project Evaluation and Monitoring System - PRODİS
Applications for the 1507 SME R&D Start-Up Support Program 2024-1 Call, which aims to encourage small and medium-sized enterprises (SMEs) to engage in R&D qualified innovation activities and to increase localization in the required technology fields by developing their R&D capacities, were received between 02/01/2024 and 08/03/2024. Projects that were rejected in the 1507 2023-2 Call were revised and submitted to the 1507 2024-1 Call by 25.03.2024.
The evaluation process for 481 out of 492 project proposals submitted to the 1507 Call has been completed. It has been decided to support 230 projects. Within the scope of the improvable project approach, which was implemented with the 2022-2 Call, the evaluation processes of 11 projects continue in the 2024-1 Call. Additionally, for projects submitted from the provinces most affected by the earthquake (Kahramanmaraş, Adıyaman, Hatay and Malatya), projects that passed the minimum threshold value were accepted without applying the Budget Threshold Value after the Board's evaluation in the 2024-1 Call. We congratulate our firms whose projects have been funded, and we would like to remind the firms whose projects were rejected that they can revise their applications and apply for the 1507 2024-2 Call.

Firms can access the latest status of their project proposals on the project information page at eteydeb.tubitak.gov.tr.
For accepted projects the support letters, the contract, and its annexes; for rejected projects, the detailed rejection explanations will be sent to the firms' KEP (Registered Electronic Mail) addresses. The printed project contract will not be sent to the firms. Instead, the firms will print one copy of the project contract attached to the support letter, sign it, and send it to TÜBİTAK via post/courier.
Evaluation Procedure and Evaluation Criteria
Applications are evaluated in two stages.
Preliminary evaluation
• During the preliminary review stage, the application information and documents are examined. Applications that do not meet any of the eligibility requirements, contain missing documents, are not in the required format, are not approved in the system by the application deadline, or are submitted via fax or e-mail are eliminated at this stage without proceeding to scientific evaluation.
• Applications in which the research proposal is not prepared in the format prescribed by TÜBİTAK, does not comply with the minimum character limits stated in the template, or is not written in Turkish are also eliminated during the preliminary review.
Scientific Evaluation
Applications that pass the preliminary review are evaluated by advisory board members or panelists/external reviewers who are experts in their fields, based on the following criteria:
• Scientific merit of the research proposal (35%)
• Methodology (25%)
• Project management (20%)
• Widespread impact of the research proposal (20%)
Evaluations are conducted only on the documents uploaded to the system. Therefore, each required document must be uploaded clearly and in the specified format through the application forms.
For applications submitted in the critical technology areas and priority R&D and innovation topics identified in the 12th Development Plan and the 2030 Industry and Technology Strategy, the minimum support threshold score may be determined differently.
A balanced distribution across universities and scientific disciplines may be considered in the selection of projects to be supported.
Projects focusing on environmentally friendly, sustainable, and climate-neutral technological solutions may be funded within the scope of the “Supporting the Inclusion of Migrants in Türkiye’s Transition to a Green Economy Project,” carried out in cooperation between TÜBİTAK and UNIDO, provided that the project coordinator is a woman or an international student.

Not: T.C. Tarım ve Orman Bakanlığı Tarımsal Araştırmalar ve Politikalar Genel Müdürlüğü (TAGEM) çağrının fonlayıcı kuruluşlarından biridir bu sebeple TAGEM ve bağlı enstitülerden yapılan başvurular kabul edilmeyecektir.

- Tüm ortakların temsil edildiği uluslararası çağrının Yürütme Kurulu’nun takvimde değişiklik yapma hakkı saklıdır. Aynı şekilde TÜBİTAK tarafından ulusal başvuru tarihlerinde değişiklik yapılabilir.
* Uluslararası programın/projenin yürütülmesinden sorumlu TÜBİTAK Birimi tarafından belirlenecek 2. aşama ulusal başvuru son tarihi proje yürütücülerine bildirilecektir.

Önemli Hususlar
Bir yürütücü bu programa aynı anda birden fazla proje önerisi ile başvuru yapamaz.
Bu programa yapılacak başvurular TÜBİTAK destek programlarından faydalanan yürütücü/araştırmacılara uygulanan projelerde görev alma kotasına dahil edilmez.
Son başvuru tarihi itibariyle 2244 Sanayi Doktora Programı ve 2247-B Avrupa Araştırma Konseyi (ERC) Projeleri Güçlendirme Desteği hariç BİDEB Araştırma Burs veya Desteklerinden yararlanmakta olanlar bu programa başvuru yapamaz.
Yürütücünün tekrar bu destekten faydalanabilmesi için bir Avrupa Araştırma Konseyi (European Research Council-ERC) projesini başarı ile tamamlaması beklenmektedir.
Başvuru öncesinde Araştırmacı Bilgi Sistemi (ARBİS) kaydı mutlaka güncellenmelidir.
Daha önce 2247-A programına başvuru yapmış ve aynı proje önerisi ile yeniden başvuru yapacak araştırmacılar, projelerinde yaptıkları düzenlemeleri de başvuru sırasında belirtmelidir.
