There are two stages in national applications. In the first stage, the pre-project application will be done via PRODİS after the organization-based pre-registration process is completed. At this stage, the national preliminary eligibility examination (technical and financial compliance) of the pre-project application will be carried out. Applications that are determined eligible in this examination will be evaluated internationally. For projects supported within the framework of support programs conducted by TÜBİTAK Technology and Innovation Support Programs Directorate (TEYDEB), for which the periodic report was originally due by 2 September 2024, the deadline for submission has been extended to 16 September 2024.
All term reports must be submitted by 23:59:59 on Monday, 16 September 2024.
The following points should be taken into consideration during the application:
(*) It is possible for foreign nationals to fill in the Application Form and its annexes in English; however, the language to be used in the Application Form and the Final Reports to be prepared during the monitoring process must be the same.
As part of the World Bank-supported Turkey Green Industry Project, coordinated by the Ministry of Industry and Technology, TÜBİTAK-TEYDEB supports private sector product or process development activities for green transformation. The 2026 first call for the 1832-coded Green Transformation in Industry Program, part of the 1801-coded Reimbursable and Grant Support Program for Industrial R&D Projects, has been launched.
This call will support R&D activities in the TRL 3-9 range for companies' green transformation efforts. Projects are expected to primarily focus on technology validation studies aimed at commercialization, such as developing a new prototype for technologies that have progressed beyond the conceptual stage, further development or improvement work on an existing R&D prototype, or testing to validate or approve the prototype. Scaling up the developed technology or prototype is mandatory. Studies initiated before TRL 3 are considered basic research, while studies initiated at TRL 8, where a significant portion of the R&D process has already been completed, are excluded from this call.
Applications are open to both SMEs and large-scale organizations, and joint applications are also possible. Capital companies will receive interest-free repayable support, with a maximum repayment rate of 50%. The support rate is 70% for large-scale companies, 80% for SMEs, and 90% for SMEs in earthquake zones. Repayment of the support will begin one year after the project ends. For the full amount (100%) of the repayable support requested from TÜBİTAK, a Bank Reference Letter must be submitted during the application phase and a Guarantee Letter during the contract phase.
This call includes several significant changes that differentiate it from previous calls:
* The limitation of a maximum of 2 World Bank-supported projects per organization has been removed, and an organization-based budget tracking system has been implemented. Organizations can receive support for more than 2 projects, provided they do not exceed the program-specific upper limits determined according to their scale. Organizations that have previously received support under the program will be able to see their remaining limits under the 1832 program during the new project application process via PRODİS.
* The Green Transformation R&D and Innovation topics defining the scope of the call have been expanded. Submitted projects are expected to fall under one of the following topics:
o Climate Change, Environment and Biodiversity
o Clean and Circular Economy
o Clean, Accessible and Secure Energy Supply
o Green and Sustainable Agriculture
o Sustainable Smart Transportation
* The requirement that submitted projects must be a continuation of a previous R&D study has been removed. Organizations can submit a new project application without associating it with any previous project.
* The scope of R&D studies, previously THS 5-9, has been expanded to THS 3-9. With this, the THS completion level is expected to be at least THS 7. Scaling up is mandatory.
* The additional 20% grant support given to successfully completed projects has been abolished.
We would like to remind applicant organizations that they must have at least one staff member with a bachelor's degree in a field related to the project topic in order to apply to this call.

The European Molecular Biology Organization (EMBO) provides various scholarship and support programmes for scientists working in the field of life sciences. These programmes, which are financed by the European Molecular Biology Conference (EMBC) Member States and EMBO / EMBC global partners, provide grant, accommodation and networking support to the researchers.
The EMBO Strategic Installation Grant Board under the leadership of Turkey initiated European Molecular Biology Organization Installation Grants in 2006. The grant aims to support talented young scientists in some developing European Molecular Biology Conference member countries in the field of life sciences such as Turkey, Croatia, Czech Republic, Estonia, Lithuania, Montenegro, Poland and Portugal to establish their research laboratories and continue their scientific studies as group leaders. 159 young researchers benefited from this grant between 2007 and 2025, and 43 of them established their laboratories in Turkey. Important Information:
EMBO Installation Grantees receive an annual grant of 50,000 euros for three to five years. 35,000 euros of the annual payments will be provided by TÜBİTAK for grantees supported in Turkey and 15,000 euros will be provided by EMBC for the first three years. The final two years are fully covered by TÜBİTAK.
Grantees can apply for additional small grants of up to 10,000 euros per year from EMBO.
Grantees can benefit from the extensive networking opportunities and practical support of the EMBO Young Investigator Programme.
Applicants must be negotiating a full-time group leader position at an institute/university in countries eligible for EMBO Installation Grant by the date of application or have established a laboratory in one of these countries in the last two years.
Research areas must be compatible with the EMBO study areas.
Applicants should have received their PhD less than nine years prior to the year of application.
In the four years prior to their application, applicants should have spent at least two consecutive years outside the country in which they are planning to establish their laboratory.
Applicants must be able to attend an online interview on October 29th, 2025.

Programa başvurmak için herhangi bir yaş sınırı bulunmamaktadır ve tüm uyruklardan araştırmacılar başvuru yapabilir. Araştırmacıların geldikleri ülke veya gidecekleri yer açısından herhangi bir kısıtlama yoktur.
Başvuru sahiplerinin, başvurdukları CoCirculation3 çağrısının son başvuru tarihi itibarıyla (1 Aralık 2025) doktora sonrası araştırmacı olmaları, yani doktora derecesine sahip olmaları gerekmektedir*.
*Doktora tez savunmasını başarıyla tamamlamış ancak henüz resmi olarak doktora derecesini almamış olan başvuru sahipleri de doktora sonrası araştırmacı olarak değerlendirilecek ve başvuru yapmaya hak kazanacaktır. Ancak savunmanın herhangi bir koşula bağlı olmaksızın (örneğin düzeltme veya ek gereklilik olmadan) gerçekleştirilmiş olması ve bu savunmanın çağrı son başvuru tarihinden önce yapılmış olması gerekmektedir. Destekleyici belgeler talep edilebilir.
Başvuru sahiplerinin belirtilen hareketlilik kuralına uymaları gerekmektedir: Başvuru yaptıkları ilgili CoCirculation3 çağrısının son başvuru tarihinden önceki 36 ay içinde, Türkiye’de 12 aydan fazla ikamet etmemiş veya temel faaliyetlerini (çalışma, eğitim vb.) Türkiye’de yürütmemiş olmaları gerekir. Bir takvim yılında 20 günü aşmayan kısa süreli ziyaretler ve zorunlu askerlik hizmeti bu sürelere dâhil edilmez.
Projelerin Yeşil Mutabakat (Green Deal) ve/veya Türkiye’nin “AB Yeşil Mutabakatı ve İklim Değişikliğine Uyum” sürecine ilişkin Yeşil Büyüme Teknoloji Yol Haritası ve öncelikli Araştırma, Geliştirme ve Yenilik (Ar-Ge/Yenilik) Konuları çerçevesindeki ulusal önceliklere uygun olması gerekmektedir*,
*CoCirculation3, tüm bilim alanlarından başvurulara açıktır; ancak projelerin Yeşil Mutabakat (Green Deal) odağına sahip olması gerekmektedir. CoCirc3, “araştırmacı odaklı hareketlilik” programıdır ve TÜBİTAK, başvuru sahiplerinin bireysel ihtiyaçlarına uygun ve Yeşil Mutabakat boyutu içeren araştırma konusunu, ev sahibi kurumu ve süpervizörü özgürce seçebileceklerini garanti eder. Yeşil Mutabakat ve Ar-Ge/Yenilik konuları hakkında detaylı bilgi için “Avrupa Yeşil Mutabakatı ve İlgili Araştırma Alanları” başlıklı belgeyi inceleyiniz.
Önerdikleri ev sahibi kurumda hâlihazırda daimi olarak (süresiz) çalışan araştırmacılar CoCirculation3 kapsamında destek alamazlar. Ancak bu adaylar farklı bir ev sahibi kurumla başvuru yapabilirler. Destek almaya hak kazanmaları hâlinde, mevcut kurumları ile olan (süreli veya süresiz) iş sözleşmelerini sonlandırarak projelerini yürütecekleri yeni ev sahibi kurumla süreli bir iş sözleşmesi imzalamaları gerekir. Aksi takdirde destekten faydalanamazlar.
Daha önce Co-Circulation veya CoCirculation2 programları kapsamında destek almış araştırmacılar bu çağrıya başvuru yapamazlar.
Daha önce aldığı bir burs ve/veya destek nedeniyle Türkiye’de mecburi hizmet yükümlülüğü bulunan Türk vatandaşları CoCirculation3 programına başvuramazlar.
A. Principal Investigators (PI), Researchers (excluding researchers outside Türkiye) and Consultants:
Principal investigators;
In projects to be carried out in a private institution, the principal investigator must work in that institution for at least six months as of the date of the proposal of the project. The researchers who work for non-governmental organizations (foundations, associations, etc.), unions, chambers and commodity exchanges and their economic enterprises; cooperatives, sole proprietorships and ordinary partnerships cannot apply.
Researchers and consultants in project team:
Principal investigator, researchers and consultants (except for researchers/consultants outside Türkiye) should reside in Turkey. Non-Turkish citizens can be principal investigator/researcher/consultant in a project if they are working in an institution located in Türkiye.
A person who has a contribution less than 10% of the project workload cannot be researcher in projects but can be consultant.
A consultant (*) is allowed if the project requires special expertise on a specific subject. The number of consultants in a project is limited to the number of specific subjects in the project. The role of consultant in the project should be explained in detail in the project proposal.
Retirees who do not work in any organization can take part in the project team as principal investigator, researcher or consultant and postdoctoral researchers can take part as principal investigator or researcher provided that they do not receive Project Incentive Bonus (PTI). (In accordance with paragraph 2 in Article 16 of The Law on the Establishment of The Scientific and Technological Research Council of Turkey, only those who are permanent staff of public institutions or organizations can be paid PTI.) In order for the retirees and postdoctoral researchers to become principal investigator, it is necessary them to get approval on that they can take part in the project from the senior authority of the institution / organization where the project will be carried out.
TÜBİTAK ARDEB Governing Board and Advisory Board members can be PI or researcher, but they cannot be consultant (**) if they are still working in those positions during the application.
B. Researchers outside Türkiye
The requirements for researchers outside Türkiye to take part in a project are listed below:
C. Scholar
Undergraduate, graduate students (except for special students and prep students) and “Research Assistants” studying in higher education institutions in Türkiye (in the TRNC for projects submitted from TRNC) and post-doc researchers can take part as scholar in projects.
Undergraduate scholar should not work in any institution. If the student fails the class, scholarship is stopped. At most, 4 undergrad scholars can take part in one project.

Who cannot be Principal Investigator?
The highest level managers of the public institutions/organizations, deputies and assistants of them (Rector, Vice Rector, Chief Physician, Deputy Chief Physician, Hospital Director, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education, etc.) cannot act as PI if they are still working in those positions during the application, but they can be researchers in 3 (***) projects at most.

(***) International projects, 1000 and 1002 projects are not included in quota.
The calendar year is divided into two periods. The first period covers January 1 - June 30, and the second period covers July 1 - December 31. The progress status and expenses related to the planned objectives are submitted to TÜBİTAK with Period Reports. Additionally, interim monitoring reports may be obtained by ÜPYK to track technical developments during the middle of the respective periods.
In the final period of the Commercialization Program, in addition to the Period Report, a Final Report and Commercialization Plan are also submitted.
Section 3 consists of activities organized, managed, and funded by PRIMA participating states. These activities must align with the defined PRIMA objectives, as verified by international external experts and the European Commission. Such activities are supported by the European Union.
TÜBİTAK contributes to PRIMA Section 3 activities through a bilateral cooperation call launched with Xjenza Malta within the thematic areas of the PRIMA Program.
In the Project Brokerage Events, it is obligatory that at least one university and at least one or more of
are participants. Any of these participating organizations (university, chamber of industry, chamber of commerce, chamber of commerce and industry, exporters’ association) can apply to TÜBİTAK for Brokerage Events Grant Program.
Partner applications can be submitted through PRODIS within the scope of the call. In joint applications, the institution or organization submitting the application to TÜBİTAK and the organizations participating as project partners in the application must meet the qualifications specified above.
Maximum of four partner organizations can participate in an acceleration program application. An organization may participate in only one acceleration program application.
The scientific evaluation process of the projects submitted to the “1001-UDAP National Earthquake Research Program Joint Call” opened within the framework of the cooperation protocol signed between TÜBİTAK and AFAD has been completed.
Data regarding the implementers of the projects whose panel evaluation process has been concluded positively and the institutions they are affiliated with are presented below.
The purpose of the program is to support individuals who would like to pursue their doctorate degrees abroad for those have bachelor's degree on condition that they come back to Turkey. The students who plan to pursue a PhD program abroad in the scientific fields determined by the Board of Science, Technology and Innovation Policies and the TÜBİTAK Board of Directors are awarded a scholarship provided that they enrolled in a PhD program abroad within the scope of the program.
Applications for the 2024/1 term of the 'University Students Research Projects Support Program' have been evaluated by experts, and the projects eligible for support have been determined.
In 2024/1 term, 17.889 projects were entitled to receive support from a total of 34.762 approved applications.

The call for the 2204-A High School Students Research Project Competition and the 2204-B Secondary School Students Research Project Competition, which are organized to encourage secondary school and high school students to conduct studies in basic, social and applied science fields, to guide their studies and to contribute to the development of their current scientific studies, has been published.

Milli Teknoloji Kulüpler Birliği Platformu üyelik başvuruları TÜBİTAK tarafından değerlendirilecek ve uygun bulunan kulüpler platforma kabul edilecektir.
Milli Teknoloji Kulüpler Birliği Platformu’na üyeliğin sağladığı temel avantajlar aşağıda yer almaktadır:
TÜBİTAK Tarafından Yapılan Faaliyetlerde Görevli Olma İmkânı: Üye kulüpler, teknoloji ve bilim
alanında gerçekleştirilen organizasyonlarda ve çalışmalarda ilgili mevzuat hükümleri kapsamında rol
alma fırsatı bulur.
Ağ Genişletme Ve İş Birliği İmkânları: Üye kulüpler, diğer üniversitelerdeki teknoloji ve girişimcilik
kulüpleriyle bağlantı kurarak ortak projeler geliştirme ve iş birliği yapma şansı elde eder.
Organize Sanayi Bölgeleri (OSB) ile İş Birliği: Ar-Ge projeleri yürüten üye kulüpler, ilgili organize sanayi
bölgeleriyle iş birliği yaparak sektörel deneyim kazanma, teknik destek alma ve ortak projeler geliştirme
fırsatına sahip olabilir.
Akran ve Usta Eğitimleri: Platforma üye teknoloji kulüpleri, eğitim ve bilgi paylaşımı yaparak akran
eğitimi faaliyetleri düzenleyebilir. Ayrıca, bir kulübün bağlantısında bulunan sektör uzmanları,
akademisyenler veya girişimciler, platformdaki tüm kulüplere açık seminerler, atölyeler ve eğitim
programları düzenleyebilir. Bu sayede kulüpler, uzman kişilerle doğrudan etkileşim kurma ve teknoloji
alanındaki yetkinliklerini artırma fırsatı elde eder.
Kulüp Geliştirme Destek Çağrısına Başvuru Hakkı: Platforma üye kulüpler, belirlenen ölçütleri
sağladıkları takdirde kulüp geliştirme desteği çağrısına başvuru yaparak mali destek alma fırsatına sahip
olabilirler.
Kimler Başvurabilir?
MTKB Platformu üyeliği için üniversitede Tablo-1’de yer alan tematik alanlarda faaliyet gösteren öğrenci
kulüpleri başvuruda bulunabilir.
Başvuru yapacak kulüplerin, ilgili üniversite tarafından onaylanmış ve en az 10 aktif üyeye sahip olmaları
olması zorunludur.
