There are two stages in national applications. In the first stage, the pre-project application will be done via PRODİS after the organization-based pre-registration process is completed. At this stage, the national preliminary eligibility examination (technical and financial compliance) of the pre-project application will be carried out. Applications that are determined eligible in this examination will be evaluated internationally. Projects that are approved in the international evaluation and receive an invitation letter send their second stage national applications to TÜBİTAK via PRODİS

Proje başvurusu yapılabilmesi için, sermaye şirketi statüsünde bulunan her bir kuruluşta proje konusu ile ilgili en az lisans derecesine sahip asgari bir proje personelinin, üniversite veya eğitim ve araştırma hastaneleri için ise doktora/tıpta uzmanlık derecesine sahip en az bir proje personelinin bulunması zorunludur.

Çağrı kapsamında yükseköğretim kurumları, kamu araştırma merkez ve enstitüleri, eğitim ve araştırma hastaneleri ve 6550 sayılı kanun kapsamındaki araştırma altyapıları çağrıya tek başına başvuruda bulunamazlar. İlgili kurumların başvuruları en az bir sermaye şirketi ortaklığında kabul edilir. Bu çağrı kapsamında sunulan projelerde sermaye şirketi Yürütücü Kuruluş (Muhatap Kuruluş) olmalıdır.

Aynı uluslararası projede Türkiye’den birden fazla ortak bulunması durumunda, ortakların birlikte tek bir ulusal ön proje başvurusu yapmaları ve ortak proje başvurusunda bulunmaları gerekmektedir. Aynı uluslararası projede yer alan kuruluşların ayrı ayrı başvuru yapmaları durumunda bu başvurular kabul edilmez.

Ortakların projedeki katkıları, ilgili programın uluslararası başvuru formunda belirtilen proje katkılarıyla uyumlu olmalıdır.

To submit a project application; it is obligatory to have at least one project personnel with at least a bachelor’s degree related to the project subject in each capital company. For universities or training and research hospitals, it is obligatory to have at least one project personnel with a doctorate/specialty in medicine degree related to the project subject.

Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of law no. 6550 cannot apply to the call alone without the partnership of capital companies. In the projects submitted within the scope of this call, the Executive Organization must be a capital company.

If there is more than one organization from Turkey in the same international project, the partners must apply for a single national project together.

The contributions of the partners in the project must be in line with their contributions in the international project.

Başvuruda bulunabilecek kuruluşlarının aşağıdaki tanımlara uyması gerekmektedir.

1. Sermaye şirketleri,
2. Yükseköğretim kurumları,
3. Kamu araştırma merkez ve enstitüleri,
4. Eğitim ve araştırma hastaneleri,
5. 6550 sayılı kanun kapsamındaki araştırma altyapıları.

Çağrı kapsamında yükseköğretim kurumları, kamu araştırma merkez ve enstitüleri, eğitim ve araştırma hastaneleri ve 6550 sayılı kanun kapsamındaki araştırma altyapıları çağrıya tek başına başvuruda bulunamazlar. Ulusal proje ön başvuruları ve ikinci aşama başvuruları sadece elektronik ortamda http://eteydeb.tubitak.gov.tr adresindeki çevrimiçi (online) uygulama (Proje Değerlendirme ve İzleme Sistemi -PRODİS) üzerinden yapılmaktadır.

Ulusal proje ön başvuru ve ikinci aşama proje başvuruları için gerekli belgeler çağrı duyurusunda belirtilmiştir.

Eurostars programı kapsamında yapılan uluslararası anlaşmaya göre Eurostars sekreteryası tarafından yürütülen uluslararası değerlendirmesi olumlu bulunan projeler tekrar ulusal hakem değerlendirmesine alınmaz. Projeye ilişkin destek kapsamını belirlemek amacıyla yürütücü kurum/kuruluştan Genel Yürütme Kurulu’na (GYK) projeye ilişkin sunum yapması istenir ve GYK tarafından projenin destek kapsamı belirlenir.

According to the international agreement made for the Eurostars program, projects that are determined to be eligible in the international evaluation carried out by the Eurostars Secretariat are not taken into the national referee evaluation again. In order to determine the scope of support for the project, the Executive Organization makes a presentation about the project to the Group Executive Committee and the scope of support is determined by the committee. 

Desteklenen projeler sadece elektronik ortamda http://eteydeb.tubitak.gov.tr adresindeki çevrimiçi (online) uygulama Proje Değerlendirme ve İzleme Sistemi (PRODİS) üzerinden değerlendirilmektedir.

Desteklenmeye hak kazanan projeler için altı aylık dönemler halinde PRODİS üzerindeki Ar-Ge Yardım İstek Formu doldurularak elektronik ortamda Başkanlığımıza sunulur. Görevlendirilen izleyici, Ar-Ge Yardım İstek Formunu inceleyerek ve firmayı ziyaret ederek hazırladıkları değerlendirme raporunu Başkanlığımıza iletir. Yapılan harcamalar izleyici görüşü ve destek karar yazısı çerçevesinde desteklenir.

Projenin son döneminde, kuruluş tarafından proje sonuç raporu sunulur.

İzleyicinin firma ziyareti sırasında, firmanın proje hakkında sunum yapması; proje yürütücüsü, personeli ve varsa teknik danışmanlarının ziyaret esnasında bulunması beklenir. İzleyici, gerek duyduğu açıklamaları kuruluştan talep edebilir.

Supported projects are evaluated only electronically via the online application (Project Evaluation and Monitoring System -PRODİS) at http://eteydeb.tubitak.gov.tr

For supported projects, the R&D Assistance Request Form is filled in PRODİS and submitted to TÜBİTAK in six-month periods. The observers who are assigned to monitor the project, prepare the Periodic Monitoring Report by reviewing the AGY303 Report and visiting the company on site. And then, they submitted their report to TÜBİTAK in the electronic environment on PRODİS. Project expenditures are supported within the framework of observers’ opinion and support decision letter.

In the last period of the project, the Project Result Report is submitted by the company.

During the visits of the observers, the company is expected to make a presentation on the subject, and also, the project manager, the staff and the technical consultants, if any, are expected to be present during the visit. Observers can request the explanations they need from the company before preparing the report.
