What are the advantages and disadvantages of proposing a new COST Action?

Creating a new Action will bring great prestige to your career as it will give you the management of a large-scale international scientific platform. Additionally, you will have the chance to have a say in all activities to be carried out within the scope of your COST Action. For example, you can organize large international workshops at the university/institution/organization where you work, entirely with the COST budget. Additionally, if the COST Action you propose is accepted, you can apply for the COST Action Main Proposer Award offered by TÜBİTAK.

If a researcher from Türkiye proposes a COST Action and its proposal is accepted, will its administration be conducted by the Turkish project group? Also, will there be an additional fund for management activities? What are the advantages and disadvantages of the action recommendation?

Since COST is not a European Union project, it would be more useful not to think of it as an international project. COST is an international scientific networking activity. While it does not support research, activities such as workshops, management committee meetings, short-term scientific activities, working group meetings, training courses are supported by COST. In this nature, even if you are the manager, the Management Committee, formed by representatives of all countries, makes decisions together regarding the activities in question. In terms of management, there is no additional support that COST pays directly to the individual, but all activities are covered from the Action budget. You can gain benefits such as being the leader of a large international network in terms of initiating and executing the process from Turkey, and being able to carry out international scientific activities with the COST budget in your institution in Turkey. The disadvantage is; The COST Action is a bit of a difficult task in terms of its proposal and execution after it comes into force, but it will be worth the effort.

Since the COST Actions to be proposed should not be similar to the Actions previously presented, what can we do about this?

The new COST Action to be proposed should not be similar to the previous actions, but COST has a flexible attitude regarding similarity. Before making an action recommendation, it would be useful to review the Actions suggested so far at http://www.cost.eu/COST_Actions/all_actions.

Is it necessary to apply to TÜBİTAK or another organization to receive Short-Term Scientific Visit support? Is it enough to just apply for COST action?

If you are entitled to support, TÜBİTAK has no authority or responsibility regarding the permission you will receive from your institution. However, in order to win COST's Short-Term Scientific Visit, you must first make an agreement with the institution/organization where you will carry out your Short-Term Scientific Visit. The researcher makes an agreement with the institution/organization to which he will make an international scientific visit.

In order to apply for COST Short Term Scientific Visit (STSM) support, one must find a COST Action compatible with the subject of the scientific visit. (To find the appropriate COST Action; https://www.cost.eu/cost-actions/browse-actions/)

After finding a COST Action that is compatible with the subject of the scientific visit, he/she applies at (https://e-services.cost.eu/stsm). The relevant Action must be selected during the application.

The application is evaluated by Action management. The compatibility of the subject of the scientific visit and the subject of the COST Action is examined.

The evaluation result is notified to the applicant.

Kamu kurumlarının Ar-Ge ile giderilebilecek ihtiyaçlarının karşılanması ya da sorunlarının çözümü amacıyla 10 Mart 2005 tarihinde yapılan “Bilim ve Teknoloji Yüksek Kurulu (BTYK)” toplantısında alınan karar doğrultusunda Kamu Kurumları Araştırma ve Geliştirme Projelerini Destekleme Programı (1007 Programı) başlatılmıştır.

Program ile;

Kamuda satın almaya dayalı tedarik yöntemi,
Teknolojik nitelikli ürün/sistem tedariğinin yurtdışından yapılması,
Teknolojik nitelikli ürün/sistem için çok miktarda kaynağın yurtdışına aktarımı,

Ar-Ge’ye dayalı tedarik yöntemi,
Teknolojik nitelikli ürün/sistem tedariğinin ulusal kaynaklardan sağlanması,
Teknolojik nitelikli ürün/sistem ithalatı için yurtdışına aktarılan kaynakların daha az maliyetle yurtiçinde üretime aktarılması,

hedeflenmektedir.

Kamu kurumları tarafından tespit edilen sorunların çözümüne ve/veya ihtiyaçlara yönelik olarak ilan edilen çağrılara üniversiteler, kamu Ar-Ge birimleri ve özel kuruluşların bilgi birikimi, yetişmiş insan gücü ve alt yapı imkanları kullanılarak sunulan Ar-Ge nitelikli projeler desteklenmektedir.

Kamu kurumlarının Ar-Ge nitelikli ihtiyaçlarını giderme öncelikli hedefi yanında;

kamu, özel kuruluş ve üniversite işbirliği teşvik edilmekte,
üniversitelerde yapılan temel ve uygulamalı araştırmaların sonuçları ürün geliştirmede kullanılarak, bilgi ve yüksek teknolojiye dayalı sanayi üretimi hedeflenmekte,
ülkemizdeki Ar-Ge personeli istihdamına katkı sağlanmaktadır.

The Program was initiated in line with the decision taken at the " The Supreme Council for Science and Technology (BTYK)" meeting held on March 10, 2005, in order to meet the needs of public institutions that can be met with R&D or to solve their problems.

Calls are announced for the solution of problems and/or needs identified by public institutions. Within the scope of these calls, projects submitted by using the knowledge, researchers and infrastructure opportunities of universities, public R&D units and private institutions are supported.

In addition to the primary goal of meeting the R&D qualified needs of public institutions, there are 3 different subgoals of this program. These subgoals are listed below;

Encouraging the cooperation between public, private institutions and universities,
Targeting industrial production based on knowledge and high technology by using the results of basic and applied research in universities,
Contributing to the employment of R&D personnel in the country.

Projects submitted to the 1007 Program are supported by two Research Support Groups.

Ar-Ge’ye dayalı çözüme ihtiyacı olan ve proje sonuçlarının uygulanmasını taahhüt eden kamu kurumları “Müşteri Kurum”; proje hazırlama ve proje yürütme, beceri, deneyim ve altyapısına sahip; projenin yürütüldüğü kamu Ar-Ge birimi, üniversite ve/veya özel kuruluş ise “Proje Yürütücüsü Kuruluş” olarak programda yer alırlar.

Desteklenecek projeler çıktılarına göre dört farklı nitelikte olabilir:

Prototip/Sistem/Pilot Tesis Projesi: Çıktısı prototip, sistem veya pilot tesis niteliğinde olan, müşteri kurum ihtiyacının prototipin çoğaltılması, sistemin doğrudan veya çoğaltılarak kullanılması veya pilot tesisin büyük tesise dönüştürülmesiyle karşılandığı, müşteri kurum ihtiyacının karşılanmasının yanında ticarileştirme potansiyeli olan projeler
Model/Yöntem/Süreç Projesi: Çıktısı model, yöntem veya süreç niteliğinde olan, müşteri kurum ihtiyacının bu çıktıların doğrudan kullanımı ile karşılandığı ve ticarileştirme potansiyeli öncelik taşımayan projeler
Teknoloji Birikim Projesi: Teknolojik olarak yerli üretim potansiyeli olmayan ürünleri üretebilme yetkinliği kazanma amacına yönelik, çıktısının doğrudan endüstriyel ölçekte kullanılamadığı, teknolojik birikim elde etmeyi hedefleyen projeler
Fizibilite Projesi: Diğer 3 nitelikte olabilecek projenin yapılabilirliğine karar vermeye yönelik, süresi bir yılı geçmeyen, toplam proje bütçesi çağrı aşamasında belirlenen ve ek süre ve ek ödenek verilmeyen projeler.

Müşteri Kurum, 1007 Programı kapsamında desteklenen projelerin çıktılarını kullanmayı taahhüt ettiği Proje Sonuçları Uygulama Planını (PSUP) TÜBİTAK’a sunmaktadır. TÜBİTAK proje sonuçlarının müşteri kurum tarafından uygulamaya aktarılmasını bu plana göre takip etmektedir. Teknoloji birikim projelerinde PSUP yerine proje yürütücüsü kuruluşlar tarafından Teknoloji Kazanım Yol Haritası (TKYH) düzenlenmekte ve bu yol haritası doğrultusunda teknoloji geliştirme süreci izlenmektedir.

Proje Süresi

1007 Programı kapsamında sunulan projelerin Ar-Ge süresi en fazla 48 aydır.

Çağrı Bütçesi

Bütçe üst limitleri çağrı sürecinde belirlenmekte olup çağrı konusuna ve kapsamına göre değişmektedir.

Proje Destek Bütçesi

Personel (yürütücü, araştırmacı, danışman, bursiyer), makine-teçhizat, sarf malzemesi, hizmet alımı ve seyahat giderleri %100 oranında desteklenmektedir. Özel kuruluşların seri üretim amacıyla da kullanılabilecek makine-teçhizat talepleri en fazla %40 oranında desteklenmektedir. Ayrıca, proje bütçesinin %10’u oranında kurum hissesi ve %20’sini geçmemek üzere Bilgi ve Kazanımların Sürekliliği Bütçesi verilmektedir.

Scope Of Research Program

Public institutions that need solutions based on R&D and undertake the implementation of the project results are included in the program as "Customer Institution". Project preparation and project execution, skills, experience and infrastructure; The public R&D unit, university and/or private institution where the project is carried out are included in the program as the "Project Executive Organization".

The projects to be supported can be of three different qualities according to their outputs:

Prototype/System/Pilot Facility Project: Projects with the potential of commercialization as well as meeting the needs of the customer institution, whose output is a prototype, system or pilot facility, where the needs of the customer institution are met by reproducing the prototype, using the system directly or by reproducing, or converting the pilot facility into a large facility.
Model/Method/Process Project: Projects whose output is a model, method or process, where the needs of the customer institution are met by the direct use of these outputs, and the commercialization potential is not a priority.
Technology Knowledge Project: Projects aimed at gaining technological knowledge, where the output cannot be used directly on an industrial scale, for the purpose of gaining the competence to produce products that do not have a technological potential for domestic production.

The Customer Institution submits the Project Results Implementation Plan (PSUP), which it undertakes to use the outputs of the projects supported under the 1007 Program, to TÜBİTAK. According to this plan, TÜBİTAK monitors the transfer of the project results to the application by the customer institution. In technology knowledge projects, Technology Acquisition Roadmap (TKYH) is prepared by the project coordinator organizations instead of PSUP, and the technology development process is followed in line with this roadmap.

PROJECT DURATION

The maximum support period for a project in 1007 program is 48 months.

CALL BUDGET

Budget upper limits are determined during the call process and vary according to the subject and scope of the call.

PROJECT BUDGET

Personnel (executive, researcher, consultant, scholar), machinery-equipment, consumables, service procurement and travel expenses are supported by 100%. Machinery-equipment demands of private institutions that can also be used for mass production are supported by a maximum of 40%. In addition, 10% of the institution's share and the Continuity of Knowledge and Acquisitions Budget are given, not to exceed 20% of the project budget.

İhtiyaç Analizi Süreci

Müşteri Kurum, Ar-Ge nitelikli ihtiyaçlarını TÜBİTAK tarafından belirlenen formata uygun olarak hazırlar ve TÜBİTAK’a gönderir. Proje çağrısı yapılacak konular, söz konusu Ar-Ge nitelikli ihtiyaç başlıkları arasından belirlenir.

Odak Grup Süreci

Belirlenen ihtiyaç alanlarına ilişkin çağrı dokümanı hazırlanması amacıyla müşteri kurum temsilcileri, konu uzmanları ve TÜBİTAK uzmanlarının katılımıyla Odak Grup çalışması yapılır.

Çağrı Süreci

Çağrılara ilişkin duyuru ve çağrı dokümanı TÜBİTAK internet sayfasında yayınlanır. Proje çağrısının yayınlanmasının güvenlik açısından sakıncalı olduğu durumlarda, TÜBİTAK resmi internet sayfasından çağrı duyurusu yapılmaz, ilgili kuruluş(lar)a çağrı daveti gönderilir

Başvuru Süreci

Proje başvuruları iki aşamalı olarak alınır. Ancak, gerekli görüldüğü hallerde doğrudan II. aşama proje önerileri istenebilir.

KAMAG için, başvurular elektronik olarak yapılmaktadır.

SAVTAG için, Çağrı Dokümanı doğrultusunda belirlenen formatta ve 1007 Program amacına uygun olarak, PYÖK/PYK tarafından hazırlanan Proje Öneri Formları, imzalı olarak elden teslim edilir.

Değerlendirme Süreci

Proje önerileri; TÜBİTAK tarafından belirlenen proje değerlendirme kriterleri çerçevesinde ilgili Grup tarafından değerlendirilir.

Proje değerlendirme sürecinde özel kuruluşlar ve kamu Ar-Ge birimlerinin/merkezlerinin (üniversitelerdeki merkezler dahil) Ar-Ge yeteneklerini değerlendirmek amacıyla söz konusu kurum ve kuruluşlarda yerinde inceleme yapılabilir.

Birinci Aşama Değerlendirmesi, konu uzmanlarından oluşan Komisyon tarafından yapılır. I. aşama proje önerilerinin komisyon değerlendirmesi; (1) Çağrıya uygunluk, (2) Ar-Ge Niteliği, (3) Yapılabilirlik olmak üzere üç ölçüt üzerinden yapılır.

İkinci Aşama Değerlendirmesi, konu uzmanlarından oluşan Panel tarafından yapılır. II. aşama proje önerilerinin teknik panel değerlendirmesi; (1) Ar-Ge Niteliği, (2) Yöntem, (3) Yapılabilirlik ve (4) Bütçenin Uygunluğu olmak üzere dört ölçüt üzerinden yapılır. Ayrıca, proje önerisinde sunulan bütçe gerekçeleri doğrultusunda detaylı bütçe değerlendirmesi yapılır.

İzleme Süreci

Projelerin bilimsel, teknik, idari ve mali açılardan izleme ve denetleme faaliyetleri proje ara çıktılarına, iş paketlerine ve proje aşamalarına göre belirlenen Gelişme Raporları doğrultusunda müşteri kurum temsilci/leri, TÜBİTAK tarafından belirlenen konu uzmanları ve TÜBİTAK uzmanları tarafından gerektiğinde yerinde inceleme yapılarak yürütülür. Ayrıca, KAMAG projeleri için aylık ilerleme raporları ile izleme yapılır, SAVTAG projelerinde izlemeye ait hususların detayları çağrı dokümanlarında belirtilir.

Process

Needs Analysis Process

The Customer Institution prepares its R&D qualified needs in accordance with the format determined by TÜBİTAK and sends it to TÜBİTAK. The subjects to be called for projects are determined among the mentioned R&D qualified needs.

Focus Group process

Focus Group work is carried out with the participation of customer institution representatives, subject matter experts and TÜBİTAK experts in order to prepare the call document regarding the identified need areas.

Call Process

Announcement and call document regarding the calls are published on the TÜBİTAK website. In cases where the publication of the project call is inconvenient in terms of security, the call announcement is not made on the official website of TÜBİTAK, and a call invitation is sent to the relevant organization(s).

Application Process

Project applications are received in two stages. However, when deemed necessary, directly II. Phase project proposals may be requested.

For KAMAG, applications are submitted electronically. Only pages that require signature are requested in print.

For SAVTAG, the Project Proposal Forms prepared by Program Manager Organization (PYÖK)/ Project Executive Organization (PYK) in the format determined in line with the Call Document and in accordance with the 1007 Program purpose are hand-delivered.

Evaluation process

Project proposals; It is evaluated by the relevant Group within the framework of the project evaluation criteria determined by TÜBİTAK.

In the project evaluation process, on-site inspections can be carried out at these institutions and organizations in order to evaluate the R&D capabilities of private institutions and public R&D units/centers (including centers at universities).

First Stage Evaluation is done by the Commission composed of subject experts. Commission evaluation of phase I project proposals; (1) Compliance with the call, (2) R&D Quality, (3) Feasibility.

The Second Stage Evaluation is done by the Panel of subject matter experts. II. technical panel evaluation of phase project proposals; It is based on four criteria: (1) R&D Quality, (2) Method, (3) Feasibility, and (4) Budgetary Appropriateness. In addition, a detailed budget evaluation is made in line with the budgetary justifications presented in the project proposal.

Monitoring Process

Scientific, technical, administrative and financial monitoring and supervision activities of the projects are carried out by customer institution representatives, subject experts determined by TÜBİTAK and TÜBİTAK experts, when necessary, in line with the Progress Reports determined according to the project intermediate outputs, work packages and project stages. In addition, monthly progress reports and monitoring are made for KAMAG projects, the details of the monitoring issues in SAVTAG projects are specified in the call documents.
