Within the scope of TÜBİTAK 1071 Programme, TÜBİTAK–National Agency for Scientific Research and Innovation (NASRI) Bilateral Cooperation International Exchange Programme will provide comprehensive travel support for collaborative research projects proposed by researchers in Türkiye and Albania. In addition to the travel grant, TÜBİTAK will provide scholarship and representation-promotion grants.
Joint research projects from following thematic areas will be supported within the framework of this call: “Health”, “Food, Agriculture and Livestock Breeding”, Environment”, Social Sciences”, Information and Communication Technologies”.
Researchers in Türkiye who want to submit a joint research project should agree with researchers working in Albania, where they will carry out the project together as project partners. Unilateral project applications are not accepted.

The Black Sea Economic Cooperation Organization (BSEC) was established in 1992 with the participation of 11 countries to promote peace, stability, and economic and political cooperation among its member states. The organization aims to enhance regional collaboration and integration through various Working Groups, including Science and Technology. The current members of BSEC include Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Serbia, Türkiye, and Ukraine.
Türkiye is represented in the BSEC Working Group on Science and Technology by TÜBİTAK.
Türkiye stands as one of the founding members of the Association which has currently 41 member countries.

COST anticipates and complements the activities of the EU Framework Programmes, constituting a “bridge” towards the scientific communities of COST Inclusiveness Target Countries. It also increases the mobility of researchers across Europe and fosters the establishment of scientific excellence through including a renewed evaluation and selection procedure aiming at identifying breakthrough ideas and favoring interdisciplinary and multidisciplinary projects.
COST is a short-cut for Turkish researchers to reach European research groups in a high variety of scientific fields. The platform can be considered as the step between the national level and Framework Programs.
The Western Balkans Call, launched under the Eureka Network Projects one of Eureka’s key support instruments was opened on 26 May 2025 with the participation of Albania, Austria, Montenegro, Serbia, Slovenia, and Türkiye. In line with Eureka’s objectives, the call will support projects that aim to develop market-oriented products, processes, and services with high commercialization potential

The Union for the Mediterranean (UfM), established in 2008, is a regional dialogue platform where current political, economic, social, and cultural issues are discussed. The UfM comprises 42 member countries (27 EU member states + Albania, Algeria, Bosnia and Herzegovina, Egypt, Israel, Jordan, Lebanon, Morocco, Mauritania, Monaco, Montenegro, Palestine, Syria, Tunisia, Türkiye). Syria suspended its membership in 2011, citing EU sanctions. Libya holds observer status.
Aligned with our policy of supporting initiatives contributing to peace, stability, and prosperity in the Mediterranean region, our country became a member of the UfM, which replaced the Barcelona Process in 2008. Initiated in 1995 as a multilateral cooperation platform in the Mediterranean region, the Barcelona Process had already included our participation. Since the UfM's establishment, our country has been represented in all meetings and has contributed to its activities.
Relations among members within the UfM are maintained around six specific areas (business development, higher education and research, social and civil affairs, water and environment, energy and climate action, transportation, and urban development), with research being a part of these efforts.
The UfM Research and Innovation Platform was initially founded in 1995 under the name "The Monitoring Committee for Euro-Mediterranean Cooperation in Research and Technological Development (RTD)" as part of the Barcelona Process. Established by the European Council, its aim was to foster cooperation in research and technological development among Mediterranean countries and support the region’s sustainable development. On December 18, 2013, during its 18th session, the platform was renamed the Euro-Mediterranean Group of Senior Officials in Research and Innovation (EU-Med GSO). Subsequently, following increased activity within UfM platform meetings, its name was changed on April 6, 2020, during a virtual meeting, to the UfM Regional Platform on Research and Innovation.
The platform convenes annually, bringing together EU countries, the European Commission, Mediterranean countries, and our country, which is represented by our institution.
Purpose of the Platform:
The main goal of the UfM Regional Platform on Research and Innovation is to serve as a bi-regional political dialogue platform, uniting EU member states and Mediterranean countries to recommend the joint implementation of Mediterranean research policy priorities. It facilitates meetings of national focal points on science, technology, and innovation and provides guidance and information for the conferences of ministers responsible for higher education, research, and innovation, held every five years. The platform's members include all UfM member countries and the EU, which co-chairs the UfM. Furthermore, with the co-chairs' proposal, the League of Arab States and all relevant institutions and initiatives may participate in meetings as observers.

Activities of the Platform:
Acting as a forum for the exchange of knowledge, opinions, and recommendations on research and innovation policies in the Mediterranean, creating a shared knowledge base.
Identifying regional issues in research and innovation that require Euro-Mediterranean cooperation activities.
Preparing and implementing work programs through the platform or temporary working groups reporting to it.
Proposing specific actions beneficial to the Mediterranean region.
Monitoring and providing feedback on Euro-Mediterranean research and innovation policies, developments, and activities.
Supplying information to UfM Research and Innovation Representatives, the UfM Secretariat, and the Strategic Forum for International Cooperation (SFIC).
Preparing and supporting UfM conferences of ministers responsible for research, higher education, and innovation.
Reporting on and following up on outcomes of ministerial meetings on science, technology, and innovation.

Participation in the call requires that the consortium includes at least one partner from the mentioned Western Balkan countries (Albania, Austria, Montenegro, Serbia, Slovenia). In addition to these, partners from other Eureka countries or from non-Eureka countries may also join, provided that they secure public funding or self-financing within the call deadlines.
There are no thematic restrictions or topic limitations within the scope of the call.

Only companies established as capital companies in Türkiye are eligible to apply for support under the 1509-International Industrial R&D Projects Support Program.
Application Process
Applications will proceed in two stages: international and national.
Stage 1 – International Application: Partners must complete the Eureka project application form online via the call's website.
Stage 2 – National Application: Participants from Türkiye must submit their national applications to the TÜBİTAK 1509-International Industrial R&D Projects Support Program call by 22 October 2025, along with the international application form.

1. GENERAL INFORMATION ABOUT THE ORGANIZATION
The OIC (Organization of Islamic Cooperation) was established in 1969 to strengthen political, economic, cultural, scientific, and social solidarity and cooperation among member states, as well as to protect the rights and interests of the Islamic world.
Since its founding, Türkiye has been a member of the OIC (https://www.mfa.gov.tr/OIC.en.mfa).
The OIC has 57 member countries, including:

In addition to its main organs, the OIC has subsidiary organs, standing committees, and various specialized and affiliated institutions. The organization also hosts a Standing Committee on Scientific and Technological Cooperation (COMSTECH), which provides opportunities for collaboration in science and technology among member states.

2. COMSTECH (Standing Committee on Scientific and Technological Cooperation)
COMSTECH was established in January 1981 at the 3rd Islamic Summit Conference held in Mecca.
The mission of COMSTECH is to develop the individual and collective scientific and technological capacity of OIC member states through cooperation and networks initiated by the committee.
The organization conducts workshops and courses aimed at contributing to the development of scientists in OIC member states and increasing scientific collaborations.
Announcements regarding these workshops and courses are disseminated by TÜBİTAK’s International Cooperation Department to relevant R&D units and institutes, which nominate appropriate scientists to participate in these events.
Researchers from Türkiye are also supported by TÜBİTAK to participate in COMSTECH scientific meetings.
At its 8th General Assembly in 1997, COMSTECH decided to offer a cash prize of $5,000 to scientists in the fields of biology, chemistry, mathematics, and physics for their innovative discoveries.
Additionally, in collaboration with The World Academy of Sciences (TWAS), COMSTECH provides financial support of up to $15,000 for research projects in fields such as geosciences, engineering sciences, information technology, computer sciences, and materials sciences.

Türkiye’s Involvement
Türkiye is a member of the Water Resources Development and Management Network (INWRDAM) and the Oceanography Network (INOC).
The Oceanography Network (INOC), hosted by Türkiye, has its headquarters in Izmir. Other member countries of INOC include: Azerbaijan, Cameroon, Bangladesh, Algeria, Indonesia, Morocco, Lebanon, Iraq, Iran, Syria, Malaysia, Egypt, Mauritania, Pakistan, Senegal, Saudi Arabia, Tunisia, Turkmenistan, Jordan, and the TRNC (Observer).
The Water Resources Development and Management Network (INWRDAM), established in 1987 under the COMSTECH umbrella, is based in Amman, Jordan. This network aims to enhance technical cooperation among its 19 member countries, including Bahrain, Bangladesh, Egypt, Iraq, Jordan, Lebanon, Malaysia, Mali, Niger, Oman, Pakistan, Saudi Arabia, Sudan, Syria, Tajikistan, Tunisia, Uzbekistan, and Yemen.

Establishing a database to facilitate development in the network's areas of focus and enhancing cooperation based on shared interests.
Exchanging information, sharing experiences, and engaging in continuous dialogue on development within the network’s scope.
Undertaking joint projects, providing personnel training, offering consultancy services, and making recommendations.
