Within the scope of the TÜBİTAK Public Institutions Research and Development Projects Support Program (Program 1007), the call titled “Public Artificial Intelligence Ecosystem – 2026”, in which the Presidency of the Republic of Türkiye Cybersecurity Directorate acts as the client institution, has been launched as of 2 March 2026 by the Public Research Support Group (KAMAG).
The call aims to support the development of artificial intelligence solutions required by public institutions and organizations, as well as to utilize and disseminate the existing knowledge and expertise in the field of artificial intelligence for such solutions.
The call has been structured in three phases:
Stage 1: Applications will be received from public institutions in need of AI solutions.
Stage 2: The submitted needs will be prioritized by the commission (comprising the Cybersecurity Directorate, KAMAG, and TÜBİTAK BİLGEM YZE). Technical requirements documents will be prepared for 10 prioritized needs.
Stage 3: Project proposals will be received from executing institutions in accordance with the specified technical requirements.
The budget for this call is set at 15.000.000 TL.
Under this call, private sector entities or public R&D units operating in the field of artificial intelligence are required to act as the Project Manager Organization (PMO). Depending on the nature of the technology to be developed and the structure of the consortium, universities may also participate as Project Executing Organizations (PEO).

• Smart Education Technologies
Within the scope of this call, the consortium to be awarded project support is required to sign a cooperation protocol with the TÜBİTAK BİLGEM Artificial Intelligence Institute (YZE) prior to contract signature. The consortium submitting a project proposal must provide, as an annex to the proposal, a written commitment stating that the relevant protocol will be signed prior to the contract stage. Public institutions that identify needs must submit their applications to the Cybersecurity Directorate by 2 April 2026.
The needs of public institutions determined within the scope of the call and technical requirements documents will be announced on 5 June 2026 under the "1007 Calls" section on the TÜBİTAK website.
Technical coordination regarding needs and requirements will be provided by YZE.
