With the support of the World Bank, 450 million dollars of financing has been allocated to the Turkish Green Industry Project, which is carried out by TÜBİTAK and KOSGEB under the coordination of the Ministry of Industry and Technology. Within the scope of the project, TÜBİTAK - TEYDEB will support the green transformation of the industry throughout the project with a financing of 175 million dollars. Different types of calls will be opened by TÜBİTAK within the scope of the Türkiye Green Industry Project, which will last for 6 years. One of these calls is the Call for Green Transformation in Industry.

Under this Call, R&D activities related to the green transformation of enterprises at Technology Readiness Levels (TRL) 3–9 will be supported. Projects are expected to primarily focus on technology validation activities aimed at commercialization, such as developing new prototypes based on technologies that have progressed beyond the conceptual stage, further development or improvement of an existing R&D prototype, and testing for the verification or validation of the prototype. Scale-up activities for the developed technology or prototype are mandatory. Activities starting below TRL 3 are considered basic research and therefore fall outside the scope of the Call. Activities starting at TRL 8 are also outside the scope of the Call, as a significant part of the R&D process is considered to have already been completed.

Applications are open to SMEs and large-scale enterprises, and joint applications are also eligible. Interest-free reimbursable financial support will be provided to capital companies, with up to 50% of the support amount being subject to repayment. The support rates are 70% for large-scale enterprises, 80% for SMEs, and 90% for SMEs located in earthquake-affected areas. Repayment of the support will commence one year after the completion of the project. A Bank Reference Letter covering 100% of the requested reimbursable support must be submitted at the application stage, while a Letter of Guarantee covering the same amount must be submitted at the contract stage.

The following changes have been introduced under this Call compared to previous calls:

  • The previous limit of a maximum of two World Bank-supported projects per enterprise has been removed, and an enterprise-based budget monitoring system has been introduced. Enterprises may receive support for more than two projects, provided that they do not exceed the program-specific upper limits determined according to their scale. Enterprises that have previously received support under the Program will be able to view their remaining budget limits under the 1832 Program through PRODİS when submitting a new project application.

  • The Green Transformation R&D and Innovation topic areas covered by the Call have been expanded. Submitted projects are expected to fall within the scope of at least one of the following topic areas:

    • Climate Change, Environment and Biodiversity

    • Clean and Circular Economy

    • Clean, Accessible and Secure Energy Supply

    • Green and Sustainable Agriculture

    • Sustainable and Smart Transportation

  • The requirement that submitted projects must be a continuation of a previously conducted R&D project has been removed. Enterprises may submit new project applications without linking them to any previous project.

  • The scope of eligible R&D activities has been expanded from TRL 5–9 to TRL 3–9. However, projects are expected to reach at least TRL 7 by the end of the project. Scale-up activities are mandatory.

  • The additional 20% grant support previously provided for successfully completed projects has been discontinued.

  • Please note that, in order to apply to the Call, the applicant enterprise must employ at least one staff member with a minimum bachelor's degree in a field related to the project subject.

The maximum project duration is 24 months. The maximum project budgets are as follows:

  • Micro and small-sized enterprises: TRY 15,000,000

  • Medium-sized enterprises: TRY 24,000,000

  • Large-scale enterprises: TRY 51,500,000

Within the scope of the Call, interest-free reimbursable financial support will be provided to capital companies, with up to 50% of the support amount being subject to repayment. Repayment of the support will commence one year after the completion of the project.
