Hayvan Sağlığı ve Refahı konulu EUPAHW, Ufuk Avrupa alt alanlarından "Gıda, Biyoekonomi, Doğal Kaynaklar, Tarım ve Çevre Kümesi" alanı kapsamında desteklenmekte olan ve ülkemiz adına TÜBİTAK'ın da üye olarak yer aldığı, farklı ülkelerden bölgesel veya ulusal bazda araştırmalara destek veren 30 farklı fonlama kuruluşunun ve 60 Araştırma Merkezi ve Bakanlığın bir araya gelerek oluşturduğu bir Avrupa Ortaklığıdır. EUPAHW Ortaklığı; öncelikle gıda güvenliğine ve sağlıklı beslenmeye katkıda bulunacaktır. Ayrıca, EUPAHW, daha sürdürülebilir hayvancılık ve su ürünleri sektörlerine katkıda bulunarak, bu sektörlerin daha fazla ekonomik büyümesini ve kırsal kalkınmaya destek olmayı, su ve kara kaynaklarının daha sürdürülebilir kullanımına destek vermeyi amaçlamaktadır. EUPAHW projesi 2024 yılı proje çağrısı 08/05/2024 tarihi itibariyle açılmıştır.

Çağrı Kapsamı:

Açılan bu çağrı yeni ve gelişmiş teknolojiler geliştirmeye yönelik yenilikçi araştırmaları destekleyerek ve hem karada hem de suda yaşayan hayvanların hayvan sağlığı ve refahı konularında önleme, tespit, değerlendirme ve yönetim ile ilgili temel ve sosyoekonomik bilim sorularını ele alarak hayvan sağlığını ve refahını geliştirmeyi amaçlamaktadır.

Stratejik Araştırma ve Yenilik Ajandasına (SRIA) ortaklık kapsamında aşağıda belirtilen çağrı konularındaki projelerinin desteklenmesi hedeflenmektedir:

Konu 1: Hayvan Sağlığı ve Refahında Önleme, Tespit Etme, Değerlendirme ve Yönetime Yönelik Yeni Teknolojiler

● Sağlığın genomik boyutta takibinden ve gelişmiş hastalık teşhis yöntemlerinden yeni veya geliştirilmiş aşılara ve aşı platformlarına kadar değişen teknolojiler,

● Hayvan refahını izlemeyi ve iyileştirmeyi amaçlayan yeni teknolojilerin geliştirilmesi, örneğin sensörlerin, karar destek araçlarının veya yenilikçi hayvancılık ve su ürünleri yetiştiriciliği sistemlerinin oluşturulması

Konu 2: Hayvan Sağlığı ve Refahına Yönelik Temel Araştırma

Öncelikli patojenler (önemli ekonomik kayıplardan veya insanlara bulaşma riskinin yüksek olmasından sorumlu bakteriler, parazitler, virüsler, mantarlar veya prionlar), konakçı mikrobiyomu ile etkileşimler, teşhisler, immünoloji ve refah göstergelerinin (normal davranış, olumlu duygusal durum, termal konfor, hareket kolaylığı, hastalığın olmaması) hakkında yeni bilgiler sunabilecek araştırmalar

Konu 3: Hayvan Sağlığı ve Refahı ve Toplum

Patojenlerin, yeni teknolojilerin veya iyileştirilmiş hayvan refahının çiftçileri, balıkçıları, su ürünleri yetiştiricilerini, tüketicileri veya üretim zincirini nasıl etkileyebileceğini inceleyen sosyal, ekonomik veya etik çalışmalar

Biyogüvenlik, refah algısı ve talep üzerindeki etkiler ile ilgili insan davranışlarına odaklanan çalışmalar ve çiftçiler ve üreticilerle iletişimi de kapsayan hayvan sağlığı ve refahı farkındalığını ve tanınmasını geliştirecek araştırmalar (yani politikaların kabul edilebilirliği, sürdürülebilir üretime geçişi kolaylaştırma).

Bu çağrı, ulusal ve bölgesel düzenlemeler kapsamında özel sektörden ortakları içerebilecek başvuruları teşvik etmektedir.

Ancak, temel olarak aşağıdaki konulara odaklanan araştırmalar çağrı kapsamında değildir:

● İnsan sağlığının iyileştirilmesi

● Refakatçi hayvanlar

● Gıda kaynaklı patojenler

● AMR özellikle halk/insan sağlığına odaklanıyor

● Hayvan sağlığı ve/veya refahını entegre etmeyen sosyo-ekonomik projeler

● Yeni antimikrobiyallerin geliştirilmesi

Çağrı sekretaryasına iletilecek uluslararası proje başvurularının yanı sıra projelerde Türkiye’den yer alacak araştırmacılar tarafından TÜBİTAK’a ulusal proje başvurusu yapılması zorunludur. Söz konusu çağrı kapsamında ülkemizden sunulacak proje önerileri, TÜBİTAK 1071 Uluslararası Araştırma Fonlarından Yararlanma Kapasitesinin ve Uluslararası Ar-Ge İşbirliklerine Katılımın Artırılmasına Yönelik Destek Programı kapsamında desteklenecektir. Başvuru kurallarına uyulmaması durumunda başvurunun değerlendirmeye alınmadan iade edilmesi söz konusu olduğundan, başvuru öncesinde ulusal başvuru kurallarının detaylı bir şekilde incelenmesi gerekmektedir. 

Not: T.C. Tarım ve Orman Bakanlığı Tarımsal Araştırmalar ve Politikalar Genel Müdürlüğü (TAGEM) çağrının fonlayıcı kuruluşlarından biridir bu sebeple TAGEM ve bağlı enstitülerden yapılan başvurular kabul edilmeyecektir.

Çağrı Takvimi

• Tüm ortakların temsil edildiği uluslararası çağrının Yürütme Kurulu’nun takvimde değişiklik yapma hakkı saklıdır. Aynı şekilde TÜBİTAK tarafından ulusal başvuru tarihlerinde değişiklik yapılabilir.

* Uluslararası programın/projenin yürütülmesinden sorumlu TÜBİTAK Birimi tarafından belirlenecek 2. aşama ulusal başvuru son tarihi proje yürütücülerine bildirilecektir.

1812 - TÜBİTAK Yatırım Tabanlı Girişimcilik Destek Programı - 2024-2 BİGG Yatırım çağrısı kapsamında Mükemmeliyet Mührü ile desteklenmeye hak kazanan girişimciler için destek tutarı, TÜBİTAK BİGG Fonu tarafından  %3 hisse karşılığında yatırım olarak aktarılacaktır.    

Eş yatırım alan iş planları hızlı destek uygulamasından faydalanabilecektir. Bu doğrultuda Uygulayıcı kuruluş veya kendi aralarındaki sözleşmeye göre uygulayıcı kuruluş adına hareket eden tüzel kişiler, 1812-TÜBİTAK Yatırım Tabanlı Girişimcilik Destek Programı çerçevesinde girişimlere TÜBİTAK BİGG Fonu ile beraber eş yatırım yapabilecektir. Eş yatırım taahhüdü yerine getirilen iş planları için ayrıca panel değerlendirmesi yapılmadan Mükemmeliyet Mührü verilmesi hususu BiGG Yatırım Fonu görüşü alınarak Grup Yürütme Kurulu tarafından değerlendirilerek Başkanlık tarafından karara bağlanacaktır. Eş yatırım taahhüdü yerine getirilen iş planları için çağrıya yapılan tüm iş planı başvurularının değerlendirmelerinin tamamlanması beklenmeyecektir.

Ayrıca, Birleşmiş Milletler Sınai Kalkınma Teşkilatı UNIDO iş birliğinde TÜBİTAK tarafından yürütülen Küresel Temiz Teknolojiler Girişimcilik Programı (Global Cleantech Innovation Programme-GCIP) kapsamında girişimlere ek yatırım da yapılabilecektir.

GCIP Türkiye Hızlandırıcı programlarında ilk 10’a kalan finalist takımlara 5 ek ödül puanı verilecektir.

1. Aşama İş fikri başvuruları 6 Mayıs 2024 – 5 Temmuz 2024 tarihleri arasında aşağıdaki dosya listesinde yer alan 149 Uygulayıcı Kuruluş tarafından alınacaktır. Uygulayıcı Kuruluşlar girişimcilerin iş fikirlerinin toplanması, değerlendirilmesi, seçilen iş fikirlerinin iş planına dönüştürülmesine yönelik eğitim, rehberlik, kuluçka vb. hizmetler ile iş fikirlerinin doğrulanması ve girişimcinin TÜBİTAK’a sunacağı iş planı önerilerinin onaylanması gibi faaliyetleri gerçekleştireceklerdir. Uygulayıcı Kuruluşlar tarafından 2. Aşamaya geçmesi onaylanan iş planları 2 Temmuz 2024 – 16 Temmuz 2024 tarihleri arasında TÜBİTAK’a sunulabilecektir. BiGG Uygulayıcı Kuruluşları kendi web sayfalarında ilan edecekleri duyuru ile altı tematik alanda iş fikri başvurularını kabul edecekler. Çağrı dokümanına ulaşmak için tıklayınız.

2025 yılı içerisinde 1812–TÜBİTAK Yatırım Tabanlı Girişimcilik Destek Programı kapsamında açılması öngörülen birinci  BiGG Yatırım Çağrısının taslak takvimi de bu çağrıda duyurulmuştur.

The following points should be taken into consideration during the application:

• The Principal Investigator (PI), researchers and consultants should register in the TUBITAK - Researcher Information System (ARBIS) Database and their records should be up-to-date,
• The PI, researchers and consultants should reside in the territory of Republic of Türkiye (Non-Turkish citizens can be PI/researcher/consultant in a project if they are working in an institution located in Türkiye.),
• "Limits for Taking Part in Projects" for PI and researchers should not be exceeded,
• Not to apply to another program with the same project proposal before the evaluation procedure is concluded (In case of multiple applications, the first application is taken into consideration, the other project application is returned without being evaluated),
• To fill all the titles in the application form completely and with sufficient information to evaluate the project scientifically,
• To use the most up-to date format of the application form which is available on the Online Application System, and to prepare the application in Turkish(*) (excluding abstract in English and international publications given as reference)
• The application form not exceed 6 pages except Annex-1 References and Annex-2 Budget and Justification,
• In case the same/similar project proposal has been submitted to 1002-B Emergency Support Module previously and rejected as a result of scientific evaluation, to fill in the "Project Proposal Modification Form" created automatically by the system in line with the information entered into the Electronic Application System considering all the comments/corrections given in scientific evaluation report.
• The statements in proposal text should not be substantially similar to the statements in the projects previously submitted to our Institution (including the projects ongoing and concluded),
• The members of the project team should not have ongoing, concluded or recently proposed projects submitted to TÜBİTAK or to a different institution/organization with the same/similar content of the proposal,
• The proposal should not include field work in abroad,
• The amount of fund requested from TÜBİTAK should not exceed the budget upper limits determined for the “1002-B Emergency Support Module” (The amount of fund requested in "General Budget Table” in the “Annex-2 Budget and Justification” should not differ from the amounts requested during the online application.),
• The plan for field study carried out within the scope of the project should be submitted,
• To complete the steps in the Online Application System completely, making sure that the files uploaded to the system are openable and correct,
• The e-signature process must be completed within 15 days (The project team - the PI, the researcher(s), the consultant(s) - the rights holders other than the project team and all the executive/participant institutions/organizations must have qualified electronic certificates),
• As an authorized officer for e-signature; the signature of the Rector or authorized Vice Rector in universities and hospitals /institutes affiliated to universities, Hospital Director, Chief Physician or authorized Deputy Chief Physician in hospitals, the General Manager or Deputy General Manager / President or Deputy President for other institutions is required,
• The project complies with the research project criteria, should not be a routine study for the assessment of current situation or data collection,
• The project should not be aimed at building infrastructure,
• The list of references attached should be associated with the text, and all the studies referred in the project proposal should be included in the list of References,
• To determine whether the project requires an Ethics Committee Approval and Legal / Private Permit. If required, in case the project is decided to be supported, the documents should be submitted fully within the time given and in desired format. If the documents cannot be obtained within the given time, the project will not be implemented. Thus, the application to the relevant organizations to get these documents should not be delayed. (Ethics Committee Approval Information, Legal/Private Permits Information),
• If an application was made to the 1002-B Emergency Support Module with the same project proposal, and if the project did not found appropriate to be supported 2 times within the scope of this Module as a result of the scientific evaluation;  not to apply for the 1002-B Emergency Support Module  3rd time with the same project proposal,
• The persons working in TÜBİTAK Headquarters/ Institutes shall not be included in the project team as PI / researcher/consultant.

(*) It is possible for foreign nationals to fill in the Application Form and its annexes in English; however, the language to be used in the Application Form and the Final Reports to be prepared during the monitoring process must be the same.

Başvuru sırasında aşağıdaki hususlara dikkat edilmesi gerekmektedir:

• Proje yürütücüsü, araştırmacı ve danışmanların TÜBİTAK - Araştırmacı Bilgi Sistemi (ARBİS) Veri Tabanına kayıtlı olmaları ve kayıtlarının güncel olması (ARBİS’te “Kişisel Bilgiler”, “Öğrenim Bilgileri”, “Deneyim/İşyeri Bilgileri” ve “Uzmanlık Alanları” (Anahtar Kelimeler ve Bilimsel Teknolojik Faaliyet Alanları)  bölümleri ile yayın/eser/makale bilgileri var ise ilgili bölümlerin eksiksiz olarak doldurulması gerekmektedir.),
• Proje yürütücüsü, araştırmacı ve danışmanların Türkiye Cumhuriyeti sınırları içerisinde ikamet etmeleri (Yabancı uyruklu bir kişi Türkiye sınırlarındaki bir kurum/kuruluşta görev yapmak koşulu ile projede yürütücü/araştırmacı/danışman olarak görev alabilir.),
• Proje yürütücüsü ve araştırmacılar için "Projelerde Görev Alabilme Limitleri"nin aşılmamış olması,
• Doktora ve yüksek lisans tezi kapsamında, tamamlayıcı nitelikteki/devam niteliğinde çalışma içeren proje ile, cihaz bozulması, bakım/onarım gideri vb. için destek ihtiyacı gibi gerekçeler ile başvuru yapılmaması
• Öngörülebilir nitelikteki zaman kısıtlılığı, takvimde yaşanan gecikme/aksamalar, kişisel nedenlerle aciliyet içeren durumlar, düzenli olarak gerçekleşen olaylar vb. hususların aciliyet olarak değerlendirilmemesi, bu kapsamdaki projeler ile başvuru yapılmaması
• Aynı proje önerisi ile başvuru sonuçlanmadan başka bir programa başvuru yapılmaması (Birden fazla başvuru yapıldığı takdirde ilk başvuru dikkate alınır, diğer proje başvurusu değerlendirmeye alınmayarak iade edilir),
• Çevrim içi başvuru sisteminde (ARDEB-Proje Başvuru Sistemi) yer alan başvuru ekranındaki proje içeriğine ilişkin adımların "1002-B Acil Destek Modülü Başvuru İçeriği Bilgi Notu"nda belirtilen hususlar dikkate alınarak eksiksiz olarak doldurulması ve projeyi bilimsel olarak değerlendirebilecek yeterlilikte bilgi içermesi
• Başvuru içeriğinin Türkçe (*) doldurulmuş olması (İngilizce özet ve referans olarak verilen uluslararası yayınlar hariç),
• Aynı proje önerisi ile daha önce 1002-B Acil Destek Modülüne başvuru yapıldı ve bilimsel değerlendirme sonucunda projenin desteklenmesi uygun bulunmadı ise, Elektronik Başvuru Sistemine girilen bilgiler doğrultusunda sistem tarafından otomatik olarak oluşturulan “Proje Önerisi Değişiklik Bildirim Formu” panel raporunda belirtilen değişiklik ve düzeltmeler dikkate alınarak doldurulması,
• 1002-B Acil Destek Modülü dışındaki diğer destek programları kapsamında sunulan ve desteklenmesi uygun bulunmayan bir proje önerisinin revize edilerek 1002-B kapsamında sunulmaması
• Aciliyet gerekçesinin 1002-B Modülüne uygun olmaması nedeniyle iade edilen proje önerisinin yeniden 1002-B kapsamında sunulmaması
• Proje önerisinde yer alan metinsel ifadelerin, daha önce Kurumumuza sunulmuş olan (sonuçlanan/yürürlükte olan projeler dahil) projelerde yer alan ifadelerle büyük ölçüde benzerlik içermemesi,
• Proje ekibinde yer alan kişilerin TÜBİTAK’a ya da farklı bir kurum/kuruluşa sunulmuş aynı/benzer içerikli projelerinin yürürlükte/sonuçlanmış ya da öneri durumunda olmaması
• Projenin yurt dışı saha çalışması içermemesi,
• TÜBİTAK’tan talep edilen destek miktarının "1002-B Acil Destek Modülü" için belirlenen destek üst limitini aşmaması,
• Proje kapsamında yapılacak arazi çalışması için arazi planının sunulması,
• Elektronik Başvuru Sistemindeki başvuru adımlarının eksiksiz olarak tamamlanması, ve elektronik başvuru sistemine girilen bilgiler doğrultusunda sistem tarafından oluşturularak “Ek Dosyalar” adımına eklenen dosyaların açıldığından içeriklerinin doğru bir şekilde oluşturulduğundan emin olunması,
• Elektronik Başvuru Sistemindeki başvuru adımlarının eksiksiz olarak tamamlanması, sisteme yüklenen dosyaların açıldığından ve doğru belge olduğundan emin olunması,
• E-imza sürecinin başvuru adımlarının tamamlanması ve başvurunun onaylanmasının ardından 15 gün içerisinde tamamlanmış olması (Proje ekibinde yer alan kişilerin -yürütücü, araştırmacı, danışman-, proje ekibi dışındaki hak sahiplerinin ve tüm yürütücü/katılımcı kurum/kuruluş yetkililerinin nitelikli elektronik sertifika sahibi olması gerekmektedir.),
• Kuruluş yetkilisi olarak; üniversitelerde ve üniversitelere bağlı enstitülerde/hastanelerde Rektör veya yetki verdiği Rektör Yardımcısının, üniversitelere bağlı olmayan hastanelerde Hastane Yöneticisi, Başhekim veya yetki verdiği Başhekim Yardımcısının, diğer kuruluşlarda Genel Müdür veya yetki verdiği Genel Müdür Yardımcısı/Başkan veya yetki verdiği Başkan Yardımcısı/İl Müdürü veya yetki verdiği İl Müdür Yardımcısının imzasının olması,
• Projenin araştırma projesi kriterlerine uygun olması, durum tespitine/veri toplamaya yönelik rutin bir çalışma niteliğinde olmaması,
• Projenin altyapı oluşturmaya yönelik olmaması,
• Sunulan kaynak listesinin metin ile ilişkilendirilmesi, proje önerisinde atıf yapılan tüm çalışmalara kaynakçada yer verilmesi,
• Projenin Etik Kurul Onay Belgesi ve Yasal/Özel İzin Belgesi gerektirip gerektirmediğinin belirlenmesi, (Gerekli olması ve projenin desteklenmesine karar verilmesi durumunda, söz konusu belgelerin destek kararının bildirildiği tarihten itibaren 15 gün içerisinde eksiksiz olarak ve istenilen formatta Kurumumuza iletilmesi gerekmektedir. Aksi taktirde proje yürürlüğe alınmayacaktır. Bu sebeple proje başvuru aşamasında gerekli belgelerin temini için ilgili mercilere müracaatta bulunulması büyük önem arz etmektedir.) . • Aynı proje önerisi ile daha önce de 1002-B Acil Destek Modülüne başvuruda bulunulmuş ve bilimsel değerlendirme sonucunda bu modül kapsamında 2 kez projenin desteklenmesi uygun bulunmamış ise aynı proje önerisi ile 3. Kez 1002-B Acil Destek Modülüne başvuruda bulunulmaması,
• Herhangi bir program kapsamında 5 kez sunulan ve desteklenmesi uygun bulunmayan bir proje ile aynı veya farklı bir program kapsamında yeniden başvuruda bulunulmaması,
• 1002-A Hızlı Destek Modülü ve 1002-B Acil Destek Modülü kapsamında aynı anda en fazla 2 projede yürütücü veya 1 projede yürütücü ve 2 projede araştırmacı veya 4 projede araştırmacı olarak görev alınabileceği hususuna dikkat edilmesi,
• TÜBİTAK Merkez/Enstitülerinde çalışan kişilerin yürütücü/araştırmacı/ danışman olarak proje ekibinde yer almaması

(*) Yabancı uyruklu kişilerin başvuru içeriğini İngilizce doldurmaları mümkündür; ancak, başvuru ile izleme sürecinde hazırlanması beklenen Sonuç Raporlarında kullanılacak dilin aynı olması gerekmektedir.

• Please make sure that you upload all required documents in the online application system. The application system will be open during the application period. You can make changes in your information and upload new documents before confirming your application.

• Documents to be uploaded to the application system must be in English.

• Documents without signature are not accepted.

• Acceptance Letter must be taken from the highest authority of the host institution. The highest authority of the host institution is in the case of universities, the rector or the authorized vice-chancellor, the director of the public research centers in Türkiye.

• All application documents must be prepared prepared according to the template of TÜBİTAK-TWAS. Documents in different formats will not be accepted. For the templates, please see the “application forms”.

• TÜBİTAK will be responsible for a monthly allowance to cover accommodation/living expenses and medical facilities for minor ailments as available in Türkiye at amounts to be specified by TÜBİTAK.

• TWAS will cover one air ticket to reach Türkiye at the beginning of the fellowship and the return journey on completion of the fellowship, and visa related expenses incurred at the start of the programme.

• Candidates must organize their own comprehensive medical insurance for the period of their stay to meet any untoward incidents and major ailments before travelling to Türkiye.

• There is no retroactive payment to the fellows who choose to arrive to Türkiye by their own means before the date on the acceptance letter.

• TÜBİTAK and TWAS reserve the right to make changes to this call announcement at any time.

Method of Application

• To be able to submit the online application form to TÜBİTAK, the candidate must first create a profile on the platform in the TÜBİTAK Researcher Information System (ARBIS) that is available at ARBİS.

• The information of the researchers in the Researcher Information System (ARBIS) to apply for the programme and the academic advisor(s) in Türkiye must be up-to-date before applying online.

• Applications are submitted online via the TÜBİTAK online application system through TYBS within the dates indicated in the call announcement.

• During the application stage, it is sufficient to upload the documents into the application system and they are not required to be delivered to BIDEB by email or post.

• Documents to be uploaded to the application system must be in English. Documents prepared in other languages must be accompanied by their certified English translations.

• A guide containing important principles and rules regarding the use of Generative Artificial Intelligence (GenAI) has been prepared in order to protect research integrity, data privacy, and the transparency of processes in TÜBİTAK support processes. It is of great importance that you carefully review the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes” before starting the application and research processes.

Within the application period, the application can be withdrawn from the online system.  After the application period is over, a signed petition stating the application year and period for withdrawal process in the evaluation stage should be sent to BIDEB. Application Documents

It is mandatory to upload the documents listed below to the application system, during the online application period. Templates for these documents are available for download.

• Research proposal form prepared in the format determined by TÜBİTAK;

• Acceptance letter of the candidate's chosen host institute in Türkiye signed by the Head of the institute. (Without preliminary acceptance, the application will not be considered for selection);*

• Scanned copy of the identity and visa sections of the passport;

• English proficiency certificate. **

Additional documents specific to doctoral students

• The official/notarized copy of the Master degree’s certificate;

• The official Registration & No Objection Certificate indicating that the candidate is registered as a PhD student abroad and that he/she is successful in PhD proficiency exam/being an advanced stage of their PhD research is taken in the last three months before the application date (It can also mention briefly the timeline and research work planned).

Additional documents specific to postdoctoral researchers

• The official/notarized copy of PhD diploma. If the diploma of the applicant is not ready, a temporary graduation certificate or an official letter on the applicant’s graduation can be accepted;

• Supporting statement from the head/director of the applicant’s current employer on official headed paper to prove that you are employed there and will be given leave, if granted the award.

* The acceptance letter must be written on the letterhead of the inviting institution and signed by the highest authority of the Host Institute in Türkiye. The maximum number of academic advisors in Türkiye can be 2.

**If the medium of education was not English: provide evidence in English, e.g. standardized test card (TOEFL, IELTS etc.) or a home university-issued letter certifying the knowledge of the language. If medium of education was English, please write a brief statement indicating what type of education was in English, e.g. high school, BSc or MSc degrees. This statement must be signed and dated by the applicant.
 

A. Proje Yürütücüsü

Proje yürütücüsünün;

• Üniversite/Eğitim ve Araştırma Hastanesi personeli olması durumunda, projeyi öneren kuruluşun kadrolu/tam zamanlı personeli olması ve doktora veya eşdeğer bir dereceye sahip olması gerekmektedir.
• Emekliler ve herhangi bir kurum/kuruluşta çalışmayan doktora sonrası araştırmacılar için kadrolu/tam zamanlı çalışma şartı aranmaz.
• Araştırma Enstitüsünde çalışması durumunda, projeyi öneren kuruluşun kadrolu/tam zamanlı personeli olması ve en az dört yıllık üniversite lisans eğitimi almış olması gerekmektedir.
• Türkiye Cumhuriyeti sınırları içerisinde ikamet etmesi gerekmektedir.

Kimler Proje Yürütücüsü Olamaz?

Kamu kurum/kuruluşlarının en üst düzey yöneticileri, vekil ve yardımcıları (Rektör, Rektör Yardımcısı, Başhekim, Başhekim Yardımcısı, Hastane Yöneticisi, Bakan, Bakan Yardımcısı, Genel Müdür, Genel Müdür Yardımcısı, İl Milli Eğitim Müdürü vb.) başvuru sırasında görevlerinin devam etmesi durumunda proje yürütücüsü olarak görev alamazlar. Projelerde danışman olarak ve en fazla 3 (Uluslararası projeler, 1000 ve 1002 projeleri belirtilen kotaya dahil değildir.) projede araştırmacı olarak görev alabilirler.

B. Araştırmacı ve Danışman

Proje ekibinde yer alacak araştırmacı veya danışmanların;

• En az dört yıllık üniversite lisans eğitimi almış olmaları ve görev yaptıkları katılımcı kurum/kuruluşun kadrolu/tam zamanlı personeli  olmaları gerekmektedir.
• Emekliler kadrolu/tam zamanlı çalışma şartı aranmaksızın projelerde araştırmacı ve danışman olarak görev alabilir.
• Herhangi bir kurum/kuruluşta çalışmayan doktora sonrası araştırmacılar kadrolu/tam zamanlı çalışma şartı aranmaksızın projelerde araştırmacı olarak görev alabilir ancak danışman olamazlar.
• Türkiye Cumhuriyeti sınırları içerisinde ikamet etmeleri gerekmektedir.

Danışman: Projenin özel uzmanlık gerektiren tali konularından birinde bilgisinden yararlanılan araştırmacı veya uzmanı ifade etmektedir. Bir projede danışman yer alabilmesi için projenin özel uzmanlık gerektiren konu ya da konularının olması ve bu hususun proje önerisinde gerekçeli olarak belirtilmesi gerekir. Bir projede görev alacak danışman sayısı o projedeki özel uzmanlık gerektiren konu sayısı ile sınırlıdır.

Projedeki katkı oranı %10’un altında olan kişiler araştırmacı olarak görev alamazlar, ancak danışman olabilirler.

ARDEB'te görevli olan Grup Yürütme Kurulu ve Danışma Kurulu üyeleri; başvuru sırasında görevlerinin devam etmesi durumunda, proje yürütücüsü veya araştırmacı olarak görev alabilir ancak danışman (Avrupa Birliği Çerçeve Programları kapsamında açılan çağrılara sunulan projeler ve ortak değerlendirmenin uluslararası bağımsız hakemler tarafından gerçekleştirildiği projeler hariç) olamazlar.

Proje ekibinde yurt dışı araştırmacı ve yurt dışı danışman olarak görev alınamaz.

Not: TÜBİTAK Merkez/Enstitülerinde çalışan kişiler bu program kapsamında sunulan projelerde yürütücü/araştırmacı/danışman olarak görev alamazlar.

C. Bursiyer

Türkiye’deki yükseköğretim kurumlarında (KKTC’den sunulan projeler için ise KKTC’deki) lisans ve lisansüstü (Yüksek Lisans ve Doktora) eğitimlerine devam etmekte olan "öğrenciler" (özel öğrenciler ve hazırlık öğrencileri hariç) veya öğrenci statüsündeki "Araştırma Görevlileri" ile doktora sonrası araştırmacılar bursiyer olarak proje ekibinde yer alabilirler.

Lisans bursiyerlerinin herhangi bir kurum/kuruluşta çalışmaması gerekmektedir. Bir projede aynı anda en fazla 4 (dört) lisans öğrencisi bursiyer olarak yer alabilir.

Doktora Sonrası Araştırmacı bursiyerlerinde aranan koşullar:

• Doktora veya eşdeğer bir dereceye sahip olup herhangi bir kurum/kuruluşta çalışmama
• Doçent ve üstü akademik unvana sahip olmama
• Doktora veya eşdeğer derecenin alındığı tarih ile kişinin proje kapsamında görevlendirileceği tarih (talep tarihi) arasında kalan sürenin 7 yıldan fazla olmaması (Belirtilen süre içinde kadın araştırmacılarımızın doğum sebebiyle izne ayrılması durumunda; doğuma ilişkin belge ya da çocuklarına ilişkin kimlik belgesinin dilekçe ekinde deik@tubitak.gov.tr adresine e-posta ile iletilmesi halinde, her doğum için bu süreye bir yıl ilave edilecektir.)

Hızlı Destek projeleri, projelerde görev alabilme limitinin dışında tutulur ancak,

1002-A Hızlı Destek Modülü ve 1002-B Acil Destek Modülü kapsamında toplamda; aynı anda en fazla,

• İki projede yürütücü veya
• Dört projede araştırmacı veya
• Bir projede yürütücü, iki projede araştırmacı olarak görev alınabilir.

The fellow is obliged to initiate the research and fellowship within 12 months of the announcement of the support decision by coming to Türkiye. The status of the fellows who cannot start their research due to health, natural disaster and similar force majeure and other reasons can be evaluated by GYK and the fellowship initiation period can be deferred up to 6 months at the most. A fellow who does not begin his/her research within 12 months without the decision of the GYK cannot claim any rights on the fellowship.

Required Documents to Initiate the Fellowship

• Selected candidates will be sent an official award letter jointly signed by TÜBİTAK and TWAS-UNESCO. Before any visa and travel arrangements can start, fellows must sign the award letter and return it to TWAS-UNESCO and BİDEB-TÜBİTAK.

• Letter of commitment signed by the researcher and the academic advisor(s) at the university in which the research will be carried out.

• If the research requires, the approval certificate obtained from the Ethics Committee of the university in which the research will be conducted or from any relevant Ethics Committee, should be submitted to BİDEB. 

After the submission of the above-mentioned documents to BİDEB, support payments of the fellow will be initiated based on the starting date of the research.

General Provisions

• The fellow is obliged to initiate the research and fellowship within 12 months of the date of the award letter. The status of the fellows who cannot start their research due to health, natural disaster and similar force majeure and other reasons can be evaluated by GYK and the fellowship initiation period can be deferred up to 6 months at the most. A fellow who does not begin his/her research within 12 months without the decision of the GYK cannot claim any rights on the fellowship.

• The fellow is obliged to report all kinds of fellowship or financial support, which are received from another institution in Türkiye during the fellowship period to BİDEB within 15 days from the starting date of the support. If the fellow has some financial support received from another institution, the amount of the support within the scope of this programme might be separately determined by the GYK.

• The fellows have to maintain their research studies full-time during the fellowship period. The fellow is obliged to inform TÜBİTAK about any short or long-term visits away from the host institution and the duration of such visits within 10 days of the occurrence causing the time away. Duration of time away for less than 15 days per year shall not interrupt the fellowship payment. For any durations longer than 15 days GYK and the Presidency may consider temporary suspension, repeal or cancelation of the fellowship. In such a scenario, any stipend paid for this period will have to be returned to BİDEB by the fellow.

• Those who receive fellowship within the scope of this programme cannot receive project incentive bonus (PTI), fees, royalties, and similar financial support from other projects supported by TÜBİTAK at the same time.

• In the case of those who receive or are eligible to receive fellowship from other programmes of TÜBİTAK, this situation should be reported to TÜBİTAK in writing by the fellow. If otherwise determined, the fellow is obliged to pay back the entire fellowship amount to BİDEB along with the legal interest.

• It is essential for the fellows to complete his/her research successfully within the fellowship period assigned by TÜBİTAK and TWAS-UNESCO. If fellows, who are supported for less than the maximum support period wish to extend their fellowship, they should deliver the following documents to BİDEB 2 months before the end date of the fellowship period:
  Request Form for Fellowship Extension. The form must include the summary of the research carried out by the fellow during the period of support and justification for the fellowship extension. The form must be signed by both, the fellow and academic advisor(s) in Türkiye.
  A detailed research report on the studies that will be carried out within the requested period. This report should be prepared in the “Progress Report” format in the Application Forms available on the official programme website.

If the request for extension is deemed appropriate by GYK, it will be finalized with the approval of the TÜBİTAK Presidency and UNESCO-TWAS. The extended period cannot exceed fifty percent of the initially awarded support period of the fellowship.

Once the extension is approved, an official addendum to the TÜBİTAK-TWAS-UNESCO award letter will be sent to the fellow for signing. The signed addendum must be returned to BIDEB and UNESCO-TWAS.

• In case of non-compliance with the obligations, action is taken in accordance with the provisions of this Call Announcement and the Letter of Commitment.

• A guide containing important principles and rules regarding the use of Generative Artificial Intelligence (GenAI) has been prepared in order to protect research integrity, data privacy, and the transparency of processes in TÜBİTAK support processes. It is of great importance that you carefully review the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes” before starting the application and research processes.

Progress and Final Reports

• In relation to their research, the fellows should upload progress and final reports to the online monitoring system on the dates specified by TÜBİTAK. It is sufficient to upload the reports to the online monitoring system and it is not required to deliver them to BİDEB by post.

• A progress report is not requested from the fellows whose support periods are less than 10 months, and it is sufficient for them to upload their final reports to the online monitoring system on the dates specified by TÜBİTAK. Fellows whose support period is determined as 10 months and more are required to upload progress report(s) every 6 months following the start date of their research and a final report within 2 months of the end date of their research.

• Progress reports can be uploaded to the online monitoring system no more than 10 days after the submission dates specified by TÜBİTAK. In case of any delay of the submission of progress reports, the fellowship payments will not be paid and the fellow will be given an additional period of 2 months. The fellowship payments of the fellows who submit their progress reports within the given time period will continue where they left off. The support given to the fellows who do not submit their progress reports to BİDEB within 2 months without relying on force majeure reasons may be repealed or canceled with the decision of the Group Executive Committee (GYK) and the approval of the Presidency.

• If the final report is not uploaded to the online monitoring system within 2 months following the research end date, the fellow can request additional time with a reasoned and signed petition. If the request is considered appropriate by the GYK, additional time may be given for the completion of the report. The fellowship support of the fellow who does not submit their final reports to BİDEB in the additional time given, can be repealed or canceled by the GYK decision and the approval of the Presidency.

• Progress and final reports are evaluated by academic experts to be assigned by BİDEB. Reports that are not sufficient as a result of the evaluation are requested to be revised within 2 months. The support of the fellow who does not send the necessary revisions within the given time period or whose revised reports are not accepted can be repealed or canceled by the decision of the GYK and with the approval of the Presidency. 

• TÜBİTAK and TWAS-UNESCO support should be stated in the publications within the scope of the programme and, if available, the publication should be uploaded to the online monitoring system in addition to the progress and final reports.

Change of Host Institution, Mentor or Research Title

• In case of a request to change the host institution/organization or the academic advisor(s) in Türkiye, the fellow should apply to BİDEB  submitting the following documents:
  Request Form to Change of Host Institution/Academic Advisor(s). The fellow and the current, and the new academic advisor(s) in Türkiye must be signed the relevant parts of the this form.
  The acceptance letter from the highest authority of the new host university in which the research will be conducted.

If GYK decision approves the request, the transfer can proceed. Following the approval, the Letter of Commitment of the fellow will be renewed.

• In case the fellow requests to make changes on the research title without changing the research subject to which it is entitled to support, the fellow must apply to BİDEB along with a letter of justification signed by the fellow and the academic advisor(s) in Türkiye. With the GYK approval, the research title can be changed.

Suspension and Early Cessation

• In the event of a situation requiring the suspension of fellowship based on force majeure, the fellow and the academic advisor(s) in Türkiyemust apply to BİDEB with a justification within 20 days from the date of the incident. Fellowship support can be suspended if GYK deems appropriate. The suspension period may be up to 12 months during the support period and no payment will be made to the fellow during this period. Upon request of the fellow and the academic advisor(s) in Türkiye regarding the resumption of the discontinued support, if deemed appropriate by the GYK, the fellowship support will recommence and the suspension period will be added to the fellowship period.

• In the event that no request is submitted by the fellow and the academic advisor(s) in Türkiye for the resumption of support within the suspension time, the support of the fellow can be repealed or canceled by the decision of the GYK and with the approval of the Presidency.

• If the fellow wants to leave the programme earlier than the end date of the fellowship without completing the research, the fellow and academic advisor(s) in Türkiye must apply to BİDEB with appropriate justification. In the case of abandonment of the fellowship without successful completion of the programme the following conditions will apply:
  The fellowship stipend will no longer be paid from the date of abandonment. If a payment was already made, the fellow must refund it.
  The final report that is prepared for research results and outputs obtained until the date the research was stopped must be uploaded to the online monitoring system within 2 months.
  The fellowship support will be repealed or canceled by the decision of the GYK and the approval of the Presidency.

• If the fellow completes the research earlier than the end date of the fellowship, the fellow and academic advisor(s) in Türkiye must apply to BİDEB with a justification. In case of early completion of the research the following applies:
  The monthly fellowship payments will not be paid from the date of completion. If a payment was already made, the fellow must refund.
  The support of the fellow is terminated with GYK decision and with the approval of the Presidency, based on the approval of the final report as a result of the monitoring evaluation by scientific experts.

Ethical Rules

• The fellow and the academic advisor(s) in Türkiye must comply with universal scientific research and scientific publishing rules during the conduct of the research. Where necessary, it is obligatory to obtain the Ethics Committee Approval document and the legal permission from the relevant institutions for the research to be done.

• In case of a violation of the above-mentioned rules, legal actions shall be carried out in accordance with the provisions of TÜBİTAK Directive ın Research and Publication Ethics Committee (AYEK).

Other Provisions

• TÜBİTAK will be responsible for a monthly allowance to cover accommodation/living expenses and medical facilities for minor ailments as available in Türkiye at amounts to be specified by TÜBİTAK.

• TWAS will cover one air ticket to reach Türkiye at the beginning of the fellowship and the return journey on completion of the fellowship, and visa related expenses incurred at the start of the programme.

• Candidates must organize their own comprehensive medical insurance for the period of their stay to meet any untoward incidents and major ailments before travelling to Türkiye.

• There is no retroactive payment to the fellows who choose to arrive to Türkiye by their own means before the date on the acceptance letter.
