TÜBİTAK ve Bulgar Tarım Akademisi (AA) tarafından açılan 2024 yılı çağrısı kapsamında 3 ortak uluslararası projenin desteklenmesine karar verildi. 

2570 – Bulgar Tarım Akademisi (AA) ile İkili İşbirliği Programı 2024 yılı çağrısı değerlendirme süreci sonuçlandı. TÜBİTAK ve AA tarafından desteklenmesine karar verilen toplam 3 projeye ilişkin bilgiler aşağıda paylaşılmaktadır. 

Sanayi ve Teknoloji Bakanlığı koordinatörlüğünde yürütülen Dünya Bankası Türkiye Yeşil Sanayi Projesi kapsamındaki TÜBİTAK 2025-1 dönem çağrıları başvuruya açılmıştır. Türkiye'de sanayinin sürdürülebilir ve verimli yeşil dönüşümünü desteklemek üzere aşağıda belirtilen çağrılar kapsamında hibe ve geri ödenebilir finansman sağlanacaktır.

Katılımcıların toplantıya "İsim Soyisim-Kuruluş" bilgilerini girerek katılım sağlamaları önem arz etmektedir. 

Program kapsamında; Ülkemizin bilim temelli bilgi ve teknoloji üretimi ve bunun için ihtiyaç duyulan nitelikli insan kaynaklarının gelişimi süreçlerine katkı sağlamak amacıyla, doktora derecesi veya tıpta, diş hekimliğinde, eczacılıkta ve veteriner hekimlikte uzmanlık veya sanatta yeterlik eğitimi derecesine sahip veya ilgili dereceye sahip olacak olan araştırmacılara doktora sonrası çalışmalarını yurt içinde eğitim veren devlet veya vakıf yükseköğretim kurumlarında, 6550 kapsamında yeterlik almış araştırma altyapılarında, kamu araştırma enstitülerinde, Ar-Ge veya tasarım merkezine sahip özel sektör kuruluşlarında veya teknoparklar bünyesinde Türkiye’de yerleşik sermaye şirketlerinde sürdürebilmeleri için destek verilir.

Bu kapsamda alınan 2218 Yurt İçi Doktora Sonrası Araştırma Burs Programı 2024 yılı 1. dönem başvurularının bilimsel değerlendirme sonuçları belli olmuştur.

Başvuru sahipleri, başvuru durumları ile ilgili sonucu, BİDEB Başvuru ve İzleme Sisteminden (ebideb.tubitak.gov.tr) kullanıcı girişi yaparak “Başvurularım” alanından görebilirler.

Desteğe hak kazanan adaylarımıza, desteği başlatma ile ilgili bilgilendirme e-posta ile iletilecektir. Reddedilen başvuru sahiplerine ise ret gerekçeleri 18 Ekim 2024 tarihinde iletilecektir.

Bilim temelli bilgi ve teknoloji üretimini ileri seviyeye taşımada önemli roller üstlenecek araştırmacılarımızı tebrik ederiz. Programa ilgilerinizin devamını bekleriz.

Burs süresi, 12 ayı aşmamak koşuluyla, adaya TÜBİTAK tarafından tahsis edildiği bildirilen süre kadardır. Aylık burs miktarı Avrupa ülkeleri için en fazla 2.350 Avro, Birleşik Krallık için en fazla 2.050 GBP ve Diğer ülkeler için en fazla 2.600 Amerikan doları kadardır. Ödemeler aylık olarak yurt içinde veya yurt dışında bulunan banka hesaplarına yapılabilir.

Uçak bileti desteği aşağıdaki alternatifler dahilinde talep edilmesi halinde TÜBİTAK tarafından sağlanacaktır;

• Bursiyerin kendisi, yurt dışına çıkış tarihi itibariyle 12 yaşını doldurmamış olan 1 çocuğu ve yurt dışına çıkış tarihi itibariyle en az 1 aylık sigortalı bakıcısı için yurt dışına tek seferlik gidiş dönüş uçak bileti,

• Bursiyerin kendisi, yurt dışına çıkış tarihi itibariyle 12 yaşını doldurmamış olan 1 çocuğu ve bursiyerin kendisinin veya eşinin annesi/ babası/kardeşi için yurt dışına tek seferlik gidiş dönüş uçak bileti.

Mevcut Çağrılar: 

• Eurostars-3 Programı Ulusal Çağrı Duyurusu (1709-EUREKA-EUROSTARS 2026/1)

Çağrı kapsamında, en az bir Türk ve Eurostars üye ülkesinden bir ortağın katılımıyla, pazara yönelik, yenilikçi ürün, süreç ve hizmet geliştirilmesi amacı taşıyan uluslararası Ar-Ge projeleri desteklenecektir. 2021-2027 yılları arasında yürütülecek Eurostars-3 kapsamında, yenilikçi KOBİ'lerin Ar-Ge, yenilik kapasitelerini ve üretkenliklerini artırmalarına destek verilerek, onların küresel değer zincirlerine ve yeni pazarlara erişmelerine yardımcı olmaları amaçlanmaktadır.

Çağrı kapsamında sunulan projelerde, sermaye şirketleri önderliğinde yükseköğretim kurumları, kamu araştırma merkez ve enstitüleri, eğitim ve araştırma hastaneleri, 6550 sayılı kanun kapsamındaki araştırma altyapılarının da ortak olarak yer alabilecektir.

Eurostars-3 Programı Ulusal Çağrı bütçesi 4.000.000 Avrodur. İlgili çağrıya başvuru yapacak projeler için (Türk proje ortakların) proje bütçesi 600.000 Avroyu geçemez. Türk kurum/kuruluşlarının yapacağı ortaklı proje başvurularında ise proje bütçesi en fazla 850.000 Avrodur. Sermaye şirketi dışındaki kurumların bütçesi toplam proje bütçesinin en fazla %50’si kadar olabilir ve projedeki toplam bütçesi 300.000 Avroyu geçemez.

Proje süresi en fazla 36 ay olabilir.

• Başvuru onaylandıktan sonra sistem tarafından oluşturulan yükümlülüklere uyulacağına ilişkin belge, başvuru sahibi ve proje yürütücüsü (2218 Yurt İçi Doktora Sonrası Araştırma Burs Programında proje danışmanı) tarafından imzalanıp BİDEB tarafından talep edilmesi halinde sunulmak üzere proje yürütücüsü (2218 Yurt İçi Doktora Sonrası Araştırma Burs Programında proje danışmanı) tarafından muhafaza edilir.

• Performans göstergeleri için verilen puanların doğruluğundan başvuru sahibi ve proje yürütücüsü (2218 programı için proje danışmanı) birlikte sorumludur.

• Bursiyer, program mevzuatına uymak, başvuru safhasından itibaren gerçek dışı ve yanıltıcı bilgi vermemek ve bursiyer olarak desteklendiği projedeki yükümlülüklerini yerine getirmekle sorumludur. Başvuru sırasında yanıltıcı veya gerçeğe aykırı bilgi verenler, hukuken sorumlu olacaklardır.

• Bursiyerin yükümlülüklerinden herhangi birini ihlal etmesi halinde GYK’nın değerlendirmesine göre bursiyerliği iptal edilebilir. Bu durumda kendisine yapılan tüm ödemeler, yükümlülükler çerçevesinde yasal faiziyle birlikte geri alınır.

• Burs/destek programından yararlanan kişiler, TÜBİTAK Araştırma ve Yayın Etiği Kurulu Yönetmeliği’nde belirtilen hükümler ve diğer evrensel etik kurallara uymak zorundadır.

• TÜBİTAK BİDEB tarafından bildirimler genellikle elektronik yolla yapılmaktadır. Bu nedenle tebligata elverişli bir elektronik adres verilmesi ve bilgilerin güncel tutulması gerekir.

Milli Teknoloji Kulüpler Birliği (MTKB); üniversitelerde faaliyet gösteren, TÜBİTAK Bilim ve Toplum Başkanlığı'nın
belirlediği yetkinlik ölçütlerini sağlayan, teknoloji ve teknoloji girişimciliği alanında faaliyet gösteren kulüplerinin
oluşturduğu bir iş birliği ve koordinasyon platformudur.
TÜBİTAK Bilim ve Toplum Başkanlığı bünyesinde faaliyet gösterecek olan bu platform, kulüplerin teknoloji ve
yenilik ekosisteminde daha etkin yer almasını sağlamak amacıyla oluşturulmuştur.

Çağrının amacı;

• Teknoloji ve teknoloji girişimciliği alanında faaliyet gösteren öğrenci kulüplerini desteklemek ve öğrenci
  kulüpleri arasında sürdürülebilir bir iş birliği ağı oluşturmak,

• Öğrencilerin bilimsel düşünme, yenilikçi projeler üretme ve girişimcilik yetkinliklerini geliştirmelerini
  sağlamak,

• Kulüplerin, profesyonel mentorlar, alanında uzman konuşmacılarla buluşmasına katkı sunmak,

• Kulüplerin bir araya gelerek ortak projeler yürütmelerini, bilgi paylaşımını ve kapasite gelişimini teşvik
  etmek,

• Etkinlik ve proje desteği ile öğrenci kulüplerinin, Türkiye’nin Milli Teknoloji Hamlesine katkı sağlamasını
  teşvik etmektir.

  Çağrı kapsamında iki aşamalı başvuru yapılır. Birinci aşama Milli Teknoloji Kulüpler Birliği Platformu Üyelik Başvurusu, ikinci aşama Kulüp
  Geliştirme Destek başvurularını kapsar. 

In the project application process;

• The project coordinator, researcher, consultant and assistant personnel are obliged to be registered in the TÜBİTAK - Researcher Information System (ARBIS) Database and their records must be up-to-date.,
• People in the project cannot have projects with the same/similar content which are in the status of proposal/in effect/concluded,
• If the limits for taking part in projects are exceeded, they cannot be assigned as PI, researcher or consultant.
• Those who receive a scholarship from any project supported by TÜBİTAK are not assigned as a scholarship student (under the scope of TÜBİTAK Scientist Support Programs, those who receive scholarships can take part in the project team as a scholarship student, provided that they do not receive a scholarship from the project),
• Submitting the Institutional R&D Capability Self-Assessment Report in every project application of private sector organizations and when public R&D Units apply to the 1007 Program for the first time,
• An organization that submits a project as PYÖK for any call topic does not take place as PYÖK or PYK in another project submitted to the same call topic,
• An organization that will take part in the project as Project Manager Organization (PYÖK) or Project Executive Organization (PYK) must be responsible for at least one R&D qualified work package,
• As of the project application date, the average working time of the staff of the project coordinating organizations in that organization must be 12 (twelve) months,
• Project applications must be in accordance with the special conditions specified in the call document,
• The project must not aim at building infrastructure,
• Project applications must be submitted in accordance with the legislation of the 1007 Program and by filling out the application forms (including the annexes) completely,
• All subject headings in the application form must be filled in completely and contain sufficient information to evaluate the project,
• Project Cover Page and Acceptance and Commitment Statements Pages  must be sent as hard copies,
• The textual expressions in the project should not be copied or quoted without permission from the projects previously submitted to our Institution (including the completed/ongoing projects),
• The documents that need to be sent both electronically and in hard copy should be delivered to TÜBİTAK in full and by the specified date,
• On the Acceptance and Commitment Statements Pages; the signatures of the project manager/executive agent, the proposing institution official must be completed,
• If the application is made from the TÜBİTAK Institute, the approval letter of the TÜBİTAK President must be attached to the application.

The purpose of the program is to support the projects proposed by researchers who are from university, government institution and private R&D firms and do not participate in a project as a principal investigator granted by TÜBİTAK (The Scientific and Technological Research Council of Turkey) ARDEB (Research Support Programs Directorate).

Project Duration

The maximum project duration is 24 months for each project proposed under the program.

Project Budget

The maximum grant amount is 60.000 Turkish Liras (except for project promotion bonus for researchers and public and private institution allocation (ten percent of the total project budget)) regardless of the project duration.

Scholarship

• Undergraduate Student: 500 TL/per month
• Master’s Student: 2200 TL/per month
• PHD Student: 2500 TL/per month
• Post Doctorate: 2800 TL/per month

Travel Expenses

Upper limit for the expenses which cover to attend to a national or international scientific meeting or field work in a project budget is 10.000 TL. 

Dissemination Expenses

Upper limit for the expenses which cover to disseminate the results of a project in a budget is 5.000 TL.

Project Promotion Bonus for Researchers

• There is a conditional Project Promotion Bonus under the program.
• If the principal investigator is granted for a project under a different program (1001, 1003, 1005, 3501, 1007, COST and Bilateral Cooperation (except for a project funded for travel expenses) by TÜBİTAK ARDEB during the project duration or two years after which the granted project is ended under the current program, there will be a project promotion bonus calculated for research team (principal researchers, researchers and advisers).

TÜBİTAK continues to fulfill the dreams of young and innovative entrepreneur candidates come true through the Individual Young Entrepreneur "BiGG" program. Since its initiation in 2012, a total of 2,278 entrepreneurs have established their companies and brought their business ideas to life through the program. 

In the 2024 1st Call of BiGG, 1,917 entrepreneurs submitted their business ideas. 149 Implementing Organizations provided accelerator services, including training, mentoring, incubation, collaboration network utilization, and customer validation support in the 1st stage of the program to 994 entrepreneur candidates. After the accelerator program, 362 matured business plans have been evaluated by TÜBİTAK. As a result of assessments by academics, industry professionals, and investors, 115 entrepreneurs were deemed eligible for the Seal of Excellence in the 2024 1st Call. With the addition of 2 entrepreneurs who previously received the Seal of Excellence under co-investment, a total of 117 entrepreneurs have been awarded the Seal of Excellence.

Within the scope of the Global Cleantech Innovation Programme (GCIP) carried out by TÜBİTAK in collaboration with the United Nations Industrial Development Organization (UNIDO), 3 business plans selected from among the business plans in the field of clean technologies that were awarded the Seal of Excellence and requested additional investment, have been awarded an investment of 1,500,000 TL in total in exchange for a 5% share, including 600,000 TL GCIP additional investment, as a result of TÜBİTAK evaluations. 

Between 2012 and 2024, a total of 2,395 Tech Startups have qualified for BiGG Support.

Along with the entrepreneurs who have earned the Seal of Excellence in the BiGG 2024 1st Call, a total of 2,395 startup companies will be established by benefiting from the program.

As a result of the panel and TÜBİTAK BİGG Fund evaluations, 115 entrepreneurs who have been awarded the Seal of Excellence will establish their companies, sign contracts with the BİGG Fund, and start working to implement their technology-focused business plans.

Company establishment processes must be carried out following the TÜBİTAK notification to benefit from the advantages provided by the Union of Chambers and Commodity Exchanges of Türkiye.

• Applications are submitted online via the TÜBİTAK online application system through TYBS within the dates indicated in the call announcement.

• Please make sure that you upload all required documents in the online application system. The application system will be open during the application period. You can make changes in your information and upload new documents before confirming your application.

• Documents to be uploaded to the application system must be in English.

• Documents without signature are not accepted.

• Acceptance Letter must be taken from the highest authority of the host institution. The highest authority of the host institution is the rector or the authorized vice-chancellor public universities; the person authorized by the board of trustees in the foundation universities; the director of the center in case of a research infrastructure that is qualified under the Law No. 6550.

• All application documents must be prepared according to the template of TÜBA-TÜBİTAK. Documents in different formats will not be accepted. For the templates, please see the “application forms”.

• Support payments of the fellow will be initiated based on the starting date of the research. The start date of the research must be the first day of the month in which the research will start.

• Fellowship payments are paid within the first 10 days of the following month to TRY bank accounts on the names of fellows based on the information given in the letter of commitment by the fellow.

• Candidates must organize their own comprehensive medical insurance for the period of their stay to meet any untoward incidents and major ailments before travelling to Türkiye.

• There is no retroactive payment to the fellows who choose to arrive to Türkiye by their own means before the date on the acceptance letter.

With the support of the World Bank, 450 million dollars of financing has been allocated to the Turkish Green Industry Project, which is carried out by TÜBİTAK and KOSGEB under the coordination of the Ministry of Industry and Technology. Within the scope of the project, TÜBİTAK - TEYDEB will support the green transformation of the industry throughout the project with a financing of 175 million dollars. Different types of calls will be open by TÜBİTAK within the scope of the Türkiye Green Industry Project, which will last for 6 years. One of these calls is the SAYEM Green Transformation Call.

Within the scope of the call, private sector, university, and public collaboration will be supported to create innovation platforms, forming a technology ecosystem for Research and Development (R&D) and Innovation Networks focused on industry. These networks aim to contribute to the sustainable growth of our country by developing high-value-added products or product groups. Under the leadership of the private sector and in collaboration with universities and the public sector, the establishment of a specialized R&D and Innovation Platform is encouraged. Through this platform, the creation of Productization Roadmaps (ÜYH) and support for Productization Programs (ÜPG) aimed at developing products or product groups for green transformation within the framework of these roadmaps will be facilitated. Consortium applications within the platform structure will be accepted for this call. The conditions for becoming the platform coordinator are specified in the call announcement.

Projects that are compatible with the R&D and Innovation Topics within the scope of the Türkiye Green Industry Project are included in the call text. Click here to access the scope.

The support period is max. 36 months, and the upper limit for a program proposal per platform is 300,000,000 TL. Private sector organizations participating in the platform can receive support both as grants and interest-free reimbursable support, while universities and research institutions are eligible for 100% grant support. The budgetary upper limit for organizations involved in the platform is 15 million TL for SMEs, 60 million TL for large-scale enterprises, and 10 million TL for universities and research institutions.

The Scientific and Technological Research Council of Türkiye (TÜBİTAK) continues to contribute to research and development efforts in line with Türkiye’s goal of becoming a leading country in science and technology. The 2026/1 call for 2205–Undergraduate Scholarship Program run by TÜBİTAK Science Fellowships and Grant Programmes Directorate (BİDEB), has been opened for applications. The program aims to encourage students who have successfully passed the university entrance exam to pursue undergraduate studies in basic sciences as well as social and humanities fields, and to support the undergraduate education of students who have achieved outstanding success in science olympiads and research project competitions. 

Applications will be accepted online through the BİDEB Application and Monitoring System until 17:30 (UTC+3) on 24 March 2026.

Proje Yürütücüsü, Araştırmacı (yurt dışı araştırmacı hariç) ve Danışman

• Proje ekibinde yer alacak yürütücü, araştırmacı veya danışmanların;
• Üniversite personeli olmaları durumunda, doktora/sanatta yeterlik/tıpta uzmanlık derecesine sahip olmaları gerekmektedir. (Bu koşul eğitim ve araştırma hastanelerinde çalışanları da kapsamaktadır.)
• Kamu kuruluşlarında çalışmaları durumunda, en az dört yıllık üniversite lisans eğitimi almış olmaları yeterlidir. 

Proje yürütücüsü, projeyi öneren kuruluşun kadrolu personeli olmak zorundadır.

Kurumumuza bağlı Merkez/Enstitülerde görev yapan proje personeli, Başkanlık Oluru ile yürütücü, araştırmacı ve danışman olarak görev alabilir.

Proje yürütücüsü ve araştırmacıların Türkiye Cumhuriyeti sınırları içerisinde ikamet etmeleri gerekir. (Yabancı uyruklu bir kişi Türkiye sınırlarındaki bir kurum/kuruluşta görev yapmak koşulu ile projede yürütücü/araştırmacı olarak görev alabilir.)

Projedeki katkı oranı %10’un altında olan kişiler araştırmacı olarak görev alamazlar.

Herhangi bir kuruluşta çalışmayan emekliler, PTİ almamak şartıyla proje ekibinde araştırmacı veya danışman olarak görev alabilirler.(Türkiye Bilimsel ve Teknolojik Araştırma Kurumu Kurulması Hakkında Kanun’un 16. maddesinin 2. fıkrasında PTİ ödemelerine ilişkin olarak yer alan ifade gereğince, sadece kamu kurum veya kuruluşlarının kadro ve pozisyonlarında bulunanlara PTİ ödemesi yapılabilmektedir). Emeklilerin, proje yürütücüsü olarak görev alabilmeleri için mutlaka herhangi bir kuruluşta tam zamanlı olarak çalışıyor olmaları gerekmektedir.

Bir projede danışman (*) yer alabilmesi için projenin özel uzmanlık gerektiren konu ya da konularının olması ve bu hususun proje önerisinde gerekçeli olarak belirtilmesi gerekir. Bir projede görev alacak danışman sayısı o projedeki özel uzmanlık gerektiren konu sayısı ile sınırlıdır.

Bursiyer

Türkiye’deki yüksek öğretim kurumlarında lisans ve lisansüstü (Yüksek Lisans ve Doktora) eğitimlerine devam etmekte olan "öğrenciler" veya öğrenci statüsündeki "Araştırma Görevlileri" ile doktora sonrası araştırmacılar bursiyer olarak proje ekibinde yer alabilirler.

BİDEB’den tam burs alan Lisansüstü ve Doktora Sonrası Bursiyerler için projeden de ek burs ödemesi yapılabilir. BİDEB bursu ve projeden yapılacak ek burs ödemesinin toplamı, belirlenen aylık burs limitlerini aşamaz. BİDEB’den kısmi burs alanlara projeden ayrıca burs ödemesi yapılmaz. TÜBİTAK’ın desteklediği herhangi bir projeden burs alanlar ise, ikinci bir projede bursiyer olarak görev alamazlar.

Lisans bursiyerlerinde aranan koşullar:

• Herhangi bir kurum/kuruluşta çalışmama,
• Türkiye’de Kurulu bir yükseköğretim kurumunun lisans programında 3. sınıf ve üzeri öğrencisi olmak,
• Üniversitenin not sistemi esas olmak üzere, hazırlık hariç önceki yılların ağırlıklı genel not ortalamasının en az 4 üzerinden 2,5 veya 100 üzerinden 65 olması veya bölümünde hazırlık sınıfı hariç önceki yıllara ait ağırlıklı genel not ortalamasında ilk %20 lik dilime girilmiş olması.

(Öğrencinin sınıfta kalması durumunda bursu kesilir. Bir projede aynı anda en fazla 2 (iki) lisans öğrencisi bursiyer olarak yer alabilir.)

Doktora Sonrası Araştırmacı bursiyerlerinde aranan koşullar:

• Doktoralı olup herhangi bir kurum/kuruluşta çalışmama,
• Doçent ve üstü akademik unvana sahip olmama,
• Doktora/tıpta uzmanlık derecesinin alındığı tarih ile ilgili programın son başvuru tarihi arasında kalan sürenin 7 yıldan fazla olmaması.

Yabancı Uyruklu Yüksek Lisans/Doktora bursiyerlerinde aranan koşullar:

• Yüksek lisans bursiyerlerinin 30 yaşın altında olması (**),
• Doktora bursiyerlerinin 35 yaşın altında olması (**).

Kimler Proje Yürütücüsü Olamaz?

Rektör, Rektör Yardımcısı, Başhekim, Başhekim Yardımcısı, Hastane Yöneticisi, Genel Müdür, Genel Müdür Yardımcısı; başvuru sırasında görevlerinin devam etmesi durumunda proje yürütücüsü olarak, TÜBİTAK’ta görevli olan Grup Yürütme Komitesi ve Danışma Kurulu üyeleri ise; başvuru sırasında görevlerinin devam etmesi durumunda, proje yürütücüsü veya danışman olarak görev alamaz, ancak en fazla 2 (***) projede araştırmacı olarak görev alabilirler.
