TÜBİTAK-BİDEB ve UNESCO-TWAS işbirliği ile yürütülen ve gelişmekte olan ülkelerden Türkiye’ye gelecek olan doğa ve ilgili uygulamalı bilimlerde yurtdışında doktora programına halen kayıtlı olan veya doktorasını almış uluslararası araştırmacılara finansal destek sağlamayı amaçlayan 2216B – TÜBİTAK-TWAS Doktora Sırası ve Doktora Sonrası Araştırma Burs Programları 2024 Yılı 1. Dönem başvurularının bilimsel değerlendirme sonuçları belli oldu.

BİDEB-TÜBİTAK ve TWAS-UNESCO işbirliği ile hazırlanan programın amacı, gelişmekte olan ülkelerden Türkiye’ye gelecek olan doğa ve ilgili uygulamalı bilimlerde yurtdışında doktora programına halen kayıtlı olan veya doktorasını almış uluslararası araştırmacılara finansal destek sağlayarak, Türkiye'nin bilim ve teknoloji alanındaki uluslararası işbirliğini ilerletmektir.

Within the scope of the program, the young researchers are provided with the following support;

• Monthly fellowship (stipend) to cover living costs in Türkiye;

• Visa costs at the start of the program;

• Air ticket to (Tickets to reach Türkiye at the beginning of the fellowship and the return journey on completion of the fellowship)

Amount and Duration of the Support

• For doctoral students: A monthly stipend of 32.500 Turkish Liras and the duration of the support is minimum 6 months and maximum 12 months.

• For postdoctoral researchers: A monthly stipend of 43.500 Turkish Liras the duration of the support is minimum 6 months and maximum 36 months.

Program kapsamında genç araştırmacılara aşağıdaki destekler sağlanmaktadır;

• Türkiye’deki yaşam masraflarını karşılamak için aylık burs;

• Programın başlangıcındaki vize masrafları;

• Uçak bileti (Burs başlangıcında Türkiye’ye ulaşım ve burs bitiminde ülkesine dönüş bileti)
   

Burs Miktarı ve Süresi

• Doktora öğrencileri için: Aylık 32.500 Türk Lirası burs. Destek süresi en az 6 ay en fazla 12 aydır.

• Doktora sonrası araştırmacılar için: Aylık 43.500 Türk Lirası burs. Destek süresi en az 6 ay en fazla 36 aydır.

• Be permanent residents and nationals of a developing country other than the host country (the dual citizens, the individuals who renounced Turkish citizenship for any reason are not eligible for the application). For the list of the developing countries, please see https://twas.org/developing-countries-south;

• Candidates from Science and Technology Lagging countries (STLC) and women are especially encouraged to apply. For the list of STLC, please see https://twas.org/66-countries.

• Must not hold any visa for temporary or permanent residency in Türkiyeor any developed country;

• Not currently residing in the host country (Türkiye);

• Having a passport (expired passports can be also accepted);

• Having an English proficiency certificate;*

• Having an official acceptance at an eligible department, institution or laboratory of a public or foundation university in Türkiye or TÜBİTAK Research Centers and Institutes*;

• Not taking up other assignments during the fellowship period;

• Not previously supported under this programme and 2216 – Research Fellowship Programme for International Researchers;

• Candidates may apply for only one programme per calendar year in the TWAS and OWSD portfolio. Applicants will not be eligible to visit another institution in that year under the TWAS Visiting Professor programmes. One exception: The head of an institution who invites an external scholar to share his/her expertise under the TWAS Visiting Professor programmes may still apply for another programme;

• Being financially responsible for any accompanying family members;

• Committing to return to the home country on completion of the fellowship.
   

For doctoral students;

• Holding a Master’s or equivalent degree in natural and related applied sciences (in the fields specified in the call text);

• By the deadline date of the application, having registered to a doctoral in natural and related applied sciences (in the fields specified in the call text), in a higher education institution in the home country or another developing country. S/he must have successfully passed the  PhD qualifying exam or be  in an advanced stage of their PhD research in natural and related applied sciences (in the fields specified in the call text) taken in the last three months before the application date);

• Being 35 years old or younger on 31 December of the application year.

For post-doctoral researchers;

• Holding a PhD degree in natural and applied sciences (in the fields specified in the call text);**

• Being employed in a developing country (other than the host country) and hold a research assignment there;

• Being 45 years old or younger on 31 December of the application year. 

*If the medium of education was not English: provide any English test result (national or international) or a home university-issued letter certifying the knowledge of the language. If medium of education was English, please write a brief statement indicating what type of education was in English, e.g. high school, BSc or MSc degrees. Please note that reference letters for English competence will not be accepted.

**Requests for acceptance must be directed to the chosen host institution(s) in Türkiye NOT to TÜBİTAK. Without preliminary acceptance, the application will not be considered for selection. The acceptance letter must be written on the letterhead of the inviting institution and signed by the highest authority of the Host Institute in Türkiye. For the definition of the institution’s highest authority, please see the 11. Definitions and Abbreviations section. The maximum number of academic advisors in Türkiye can be 2 (two). Those having received their PhD from a university in Türkiye are required to receive an acceptance from a university other than the one where they received their doctorate degree, and carry out their research with an academic advisor(s) other than their doctoral thesis advisor.

1. Cumhurbaşkanının belirleyeceği hedef, ilke ve politikalar doğrultusunda, Kurumun çalışma ilke, program ve öncelikli alanlarını belirlemek.
2. Araştırma merkezleri, enstitüler ve benzeri diğer birimler ile Başkanlık birimlerini kurmak, kaldırmak ve Kurum organizasyon şemasını onaylamak.
3. Kurumun personel kadroları, ücret cetvelleri ile personel performans değerlendirme kriterlerini, bu değerlendirmeler kapsamında yapılacak ödemeler ile iş tanımlarını ve göreve karşılık gelen pozisyonları Başkanlığın önerisi üzerine görüşerek karara bağlamak.
4. Başkanın teklifi üzerine, merkez başkanlarını ve Başkanlığa doğrudan bağlı enstitü müdürlerini atamak.
5. Kurumun yıllık çalışma programı ve bütçe teklifini onaylamak.
6. Kuruma ve proje yönetimine ilişkin yönetmelik taslaklarını ve esasları hazırlatmak ve onaylamak, meri mevzuata ilişkin değişiklikler üzerinde çalışmak.
7. Kurumun, yurt içinde ve yurt dışındaki ulusal ve uluslararası kurum ve kuruluşlara mevzuat hükümleri çerçevesinde üye olması için karar almak.
8. Kuruma taşınmaz alınması veya Kurum taşınmazlarının satılmasına karar vermek.
9. Kurumun görevlerini yerine getirmesi için yürüteceği faaliyetler sırasında yapacağı ücret, telif, işlenme ücreti ve benzeri ödemelerin tutar veya üst limitlerini belirlemek.
10. Kurumun amacı ve görevleri ile ilgili hususlarda kuluçka ve teknoloji merkezleri, proje geliştirme ve bilgi aktarım merkezleri, teknoloji transfer ofisleri, müze, bilim parkı, bilim merkezi, yurt dışı irtibat büroları ve benzeri oluşumların kurulmasına, yönetimine ve desteklenmesi ile bu konularda gerekli destek programlarının oluşturulmasına ve ilgili Bakanın onayı üzerine şirket kurmaya ve kurulmuş bir şirkette pay sahibi olmaya karar vermek.
11. Kurum bünyesinde elde edilen tüm fikrî ve sınaî hakların bedelli veya bedelsiz olarak devredilmesine, alınan lisans izninin verilmesine veya bu hakların konusu ürünlerin üretim ve satışının yapılmasına ve bu amaçla şirket kurulmasının ilgili Bakana teklif edilmesine karar vermek.

Within the scope of the program; In order to contribute to the science-based knowledge and technology production of our country and the development of qualified human resources needed for this, we offer post-doctoral studies to researchers who have a doctorate degree or a specialty in medicine, dentistry, pharmacy and veterinary medicine or proficiency in art or who will have a relevant degree. training in Türkiye that state or private higher education institutions, 6550 within the scope of the research infrastructure has received qualification, public research institutes, R&D or in the private sector has a design center or technoparks on-site support is given to sustain their resident capital company in Türkiye.

DUYURU (29.01.2026) : 2218 Yurt İçi Doktora Sonrası Araştırma Burs Programı 2025 yılı başvuruları ile ilgili değerlendirme süreci tamamlanmıştır.

Başvuru sonucu, TÜBİTAK BİDEB Başvuru ve İzleme Sistemi (ebideb.tubitak.gov.tr) üzerinden kullanıcı girişi yapılarak “Başvurularım” alanından görüntülenebilmektedir.

Burs almaya hak kazanan adaylar destek üst yazılarını pys.tubitak.gov.tr adresinden kullanıcı girişi yaparak indirebilirler.

Başvurusu reddedilen adaylara ret gerekçelerini içeren üst yazı 2 hafta içerisinde iletilecektir.

Program kapsamında; ülkemizin öncelikli ihtiyaçları doğrultusunda, doktora sonrası araştırmacıların bilimsel üretkenliğini artırmak, ulusal işbirliklerini güçlendirmek ve alanlarında yenilikçi yöntem ve yaklaşımlar edinerek akademik yetkinliklerini geliştirmelerini sağlamak amacıyla; Türkiye’deki yükseköğretim kurumları, araştırma altyapıları , kamu araştırma enstitüleri, Ar-Ge ve tasarım merkezleri ile teknoparklardaki şirketlerde yürütülecek araştırma projelerine destek verilmektedir.

Bu program kapsamında verilen destekler aşağıdaki gibidir.

• Araştırma bursu,

• Araştırma desteği,

• İsteğe bağlı sigorta bursu.
   

Important Considerations for correct and completed application                    

• The call text should be read carefully to the end,

• Attention shoul be paid to the application deadlines.

• The registration of the applicants in the ARBIS system must be up to date.

Doğru ve Eksiksiz Başvuru İçin Dikkat Edilmesi Gereken Hususlar

• Çağrı metni sonuna kadar dikkatlice okunmalıdır.
• Başvuru teslim tarihlerine dikkat edilmelidir.
• Başvuru yapanların ARBİS sisteminde kaydı güncel olmalıdır.

Belirtilen şartlar kesindir bu nedenle uygun olmayanların adaylıkları kabul edilmez.

Partial or full scholarship is paid according to the income level of candidate. The amount of scholarship is as follows;

• Partial Scholarship : 11.500 TL

• Full Scholarhip: 43.500 TL

Candidates may be supported at least 6 up to 24 months.

Destek Süresi

Destek süresi en az 6, en fazla 24 ay olmak üzere TÜBİTAK tarafından onaylanan süre kadardır.

Destek Miktarı

*Talep edilen araştırma desteği, başvuru sırasında sistem üzerinde gerekçelendirilecek ve tutar belirtilecektir. Bütçe için herhangi bir form talep edilmemektedir.

2023 yılı 2. dönem başvurularına dair bilgiler aşağıdaki gibidir:

Başvuruda bulunan 167 başvurudan 161’i bilimsel değerlendirmeye alınmıştır. Toplamda 143 kişi desteklenmiştir. Bilimsel değerlendirmeye giren adayların %88,81’i desteklenmiştir.

• Sağlık Bilimleri alanında bilimsel değerlendirmeye alınan 22 başvurudan 21'i desteklenmiştir. Destek oranı %95,45’tir.

• Sosyal ve Beşeri Bilimler alanında bilimsel değerlendirmeye alınan 14 başvurudan 10’u desteklenmiştir. Destek oranı %71,43'tür.

• Teknik Bilimler alanında bilimsel değerlendirmeye alınan 36 başvurudan 32'si desteklenmiştir. Destek oranı %88,89’dur.

• Temel Bilimler alanında bilimsel değerlendirmeye alınan 63 başvurudan 58’i desteklenmiştir. Destek oranı %92,06’dır.

• Tarımsal Bilimler alanında bilimsel değerlendirmeye alınan 18 başvurudan 16'sı desteklenmiştir. Destek oranı %88,89’dur.

• Yapay Zeka alt alanından bilimsel değerlendirmeye alınan 8 başvurudan 6'sı desteklenmiştir. Destek oranı %75’tir.
