1707 BİGG Ortaklı Sipariş Ar-Ge çağrısı kapsamında ise BİGG veya Teknogirişim Sermayesi almış Tedarikçi Kuruluşlar için üst limit 300.000 TL ve oran proje destek tutarının en fazla %10’u olacak şekilde genel gider desteği verilecektir.
Çağrıya sunulacak projelerde Ar-Ge çalışmalarının Tedarikçi Kuruluş tarafından yapılması; proje çıktısı ürünün Müşteri Kuruluş ve/veya Tedarikçi Kuruluş tarafından pazara sunularak ticarileştirilmesi beklenecektir. Müşteri Kuruluş, Tedarikçi Kuruluşun Ar-Ge maliyetlerine eş finansman desteği sağlayacaktır.
Projeler sayesinde sanayi kuruluşları arasında iş birliklerinin artması ve Ar-Ge çıktılarının daha çabuk ticari ürünlere dönüşmesi beklenmektedir. Ayrıca çağrının, Müşteri Kuruluş içinden ikincil (spin-off) firmalar doğmasını özendireceği düşünülmektedir. Bilginin paylaşılması, yayılması, ürünleştirilmesi süreçlerine doğrudan katkı sağlama yönleriyle çağrının, ulusal yenilik sisteminin etkinliğini artıracağı öngörülmektedir.
Çağrıya KOBİ veya Büyük Ölçekli bir Müşteri Kuruluş ve en az bir Tedarikçi Kuruluşun ortak başvuru yapması ve Tedarikçi Kuruluşun KOBİ ölçeğinde olması şartı bulunmaktadır. Başvuru ve destek süreçleri TÜBİTAK ile Müşteri Kuruluş arasında yürütülecektir. Tüm sektörlerden ve tüm teknoloji alanlarından, ticarileşme potansiyeli yüksek olan Ar-Ge projeleri desteklenebilecektir. Proje önerilerinin Tedarikçi Kuruluşun yapacağı çalışmaları kapsaması gerekmektedir ve pazar araştırması ve ekonomik yapılabilirlik incelemesi son derece önem taşımaktadır. Tedarikçi Kuruluşun, Ar-Ge çalışmalarını yürüterek ürünü (veya süreci) geliştirmesi, Müşteri Kuruluşun projenin hedeflendiği şekilde yürütüldüğünü takip etmesi beklenmektedir.
5520 sayılı Kurumlar Vergisi Kanunu ve ilgili mevzuat hükümlerine göre ilişkili kişi kapsamında olan kuruluşlar, Müşteri Kuruluş ve Tedarikçi Kuruluş olarak aynı projede yer almaz. Fakat aynı fondan yatırım alan kuruluşlar bu yatırım nedeniyle birbirleri ile ilişkili kuruluş olarak değerlendirilmezler.

Proje bütçesi en fazla 7.500.000 TL olacaktır. Proje süresi en fazla 24 aydır. Destek süresi uzatılsa dahi yirmi dört ay aşılmaz.
Sipariş Ar-Ge çağrılarında, Müşteri Kuruluşun yönetim, kalite, test, validasyon ürünün sahada doğrulanması gibi faaliyetlerini yapan proje personelinin giderleri (bu desteğin üst sınırı 18 adam ay işgücünü geçmeyecektir.) ve şehirlerarası seyahat giderleri desteklenir.
Sipariş Ar-Ge çağrısı kapsamındaki projeler için; Müşteri Kuruluş dönemsel olarak gerçekleşen proje giderlerinin %40’ını Tedarikçi Kuruluşa ödeyecek, TÜBİTAK giderleri değerlendirdikten sonra “kabul edilen harcama tutarının” %40’ını Tedarikçi Kuruluşa hibe destek olarak verecektir. BİGG Ortaklı Sipariş Ar-Ge çağrısı kapsamındaki projelerde TÜBİTAK desteği %50 olacaktır.
Sipariş Ar-Ge çağrılarında, proje önerisinin Yeşil Mutabakata Uyum Kapsamındaki Öncelikli Ar-Ge ve Yenilik Konuları arasında olması durumunda projelere 8 puan verilecektir. Geçmişte desteklenen TÜBİTAK projelerinin ticarileşme performansına bağlı olarak 5-10 puan arası ek puan da verilecektir.
Yeni işbirliklerinin oluşturulmasına yardımcı olmak amacıyla TEYDEB ana web sayfası olan https://eteydeb.tubitak.gov.tr/teydebanasayfa.htm linki üzerinden “Tamamlanmış Projeler” seçeneğini kullanarak projelerin veri alanlarına erişim sağlanabilmektedir.
It is expected from the call that cooperation between industrial organizations will increase and R&D outputs will turn into commercial products more quickly. It is also thought that the call will encourage the emergence of spin-off companies within the Customer Organization. It is anticipated that the call will increase the effectiveness of the national innovation system in terms of directly contributing to the processes of sharing, disseminating and productizing information.
There is a condition that a Customer Organization and at least one Supplier Organization jointly apply to the call and the Supplier Organization must be SME scale. Application and support processes will be carried out between TÜBİTAK and the Customer Organization. R&D projects with high commercialization potential can be supported from all sectors and all technology fields. Project proposals need to cover the work to be done by the Supplier Organization and market research and economic feasibility review are of utmost importance. The Supplier Organization is expected to develop the product (or process) by conducting R&D studies, and the Customer Organization is expected to monitor that the project is carried out as intended.

The project budget will be a maximum of 7,500,000 TL. The project duration is a maximum of 24 months.
In Order-Based R&D calls, the expenses of project personnel from the Customer Organization who carry out activities such as management, quality, testing, and validation, as well as field verification of the product (this support will not exceed 18 man-months of labor), and intercity travel expenses are supported.
For projects within the scope of the Order R&D call; The Customer Organization will pay 40% of the periodical project expenses to the Supplier Organization, and TÜBİTAK will give 40% of the "accepted expenditure amount" to the Supplier Organization as a grant after evaluating the expenses. TÜBİTAK support will be 50% for projects within the scope of Order R&D-b calls.

Scope of Support
There is no subject or sector limitation in this call. R&D projects with high commercialization potential can be supported from all sectors and all technology fields. Market research and technical feasibility analysis should also be presented in the project proposals. An R&D project covering the works to be carried out by the Supplier Organization will be submitted to the call. The Supplier Organization will develop the product (or process) by conducting R&D studies. The Client Organization will monitor that the project is being carried out as intended.

Kimler Başvurabilir?
Müşteri Kuruluş, Ar-Ge’ye dayalı çözüme ihtiyacı olan, bu ihtiyacının karşılanması amacıyla Tedarikçi Kuruluşla işbirliği sözleşmesini imzalayan, sektörüne ve ölçeğine bakılmaksızın, Türkiye’de yerleşik sermaye şirketlerini ifade eder. Tedarikçi Kuruluş, Müşteri Kuruluş ile işbirliği anlaşması yapan ve proje kapsamında Ar-Ge çalışmalarında yer alan Türkiye’de yerleşik KOBİ ölçeğinde sermaye şirketini ya da şirketlerini ifade eder.
Çağrıya bir Müşteri Kuruluş ve en az bir Tedarikçi Kuruluş ortak başvuru yapar. Başvuru ve destek aşamalarında muhatap kuruluş Müşteri Kuruluş olur.
5520 sayılı Kurumlar Vergisi Kanunu ve ilgili mevzuat hükümlerine göre ilişkili kişi kapsamında olan kuruluşlar, Müşteri Kuruluş ve Tedarikçi Kuruluş olarak aynı projede yer almaz.
Who can apply?
Customer Organization refers to the capital companies established in Turkey, regardless of their sector and scale, that need a solution based on R&D and that have signed a cooperation agreement with the Supplier Organization in order to meet this need. Supplier Organization refers to the SME-scale capital company or companies located in Turkey that make a cooperation agreement with the Customer Organization and take part in R&D studies within the scope of the project. A Customer Organization and at least one Supplier Organization jointly apply to the Call. During the application and support stages, the addressee institution becomes the Customer Organization. According to the Corporate Tax Law No. 5520 and the provisions of the relevant legislation, organizations that are within the scope of related persons are not included in the same project as Customer Organization and Supplier Organization.
Süreç
Takvim yılı içerisinde iki dönem tanımlanmıştır. Birinci dönem 1 Ocak –30 Haziran, ikinci dönem 1 Temmuz –31 Aralık tarih aralıklarını kapsar. Projede yapılan çalışmalar, projenin öngörülen hedefe göre ilerleme durumu ve Tedarikçi Kuruluşun proje giderleri, Dönem Raporları ile TÜBİTAK’a sunulur. Dönem Raporu, dönemin bitişini takip eden ikinci ayın sonuna kadar sunulur. Projenin sözleşme tarihi itibariyle tamamlanmış dönemleri var ise, söz konusu dönemlere ait raporları en geç, sözleşme tarihini takip eden ikinci ayın sonuna kadar TÜBİTAK’a sunulur.
Proje destek süresi bittikten sonra proje çıktılarının ticarileşme durumunun takibi amacıyla en fazla 60 ay olacak ve süresi TÜBİTAK tarafından değiştirilebilecek şekilde bir süreç işletilebilecektir. Bu süreç Ticarileşme başarısının uzun vadeli takip edileceği bir süreç olup üç dönem şeklinde tanımlanmıştır. Birinci ticarileşme dönemi proje destek bitiş tarihinden sonraki birinci yılın sonunu, ikinci ticarileşme dönemi proje destek bitiş tarihinden sonraki üçüncü yılın sonunu, üçüncü ticarileşme dönemi proje destek bitiş tarihinden sonraki beşinci yılın sonunu ifade eder.
Period
Two periods are defined in the calendar year. The first period covers the date ranges from 1 January to 30 June, and the second period from 1 July to 31 December. The work done in the project, the progress of the project according to the projected target and the project expenses of the Supplier Organization are submitted to TUBITAK with the Term Reports. The Term Report is submitted by the end of the second month following the end of the period. If the project has completed periods as of the contract date, the reports for the said periods are submitted to TUBITAK at the latest by the end of the second month following the contract date.
After the end of the project support period, a process can be run for a maximum of 60 months in order to monitor the commercialization of the project outputs and the duration can be changed by TÜBİTAK. This process is a process in which the success of commercialization will be followed in the long term and has been defined as three periods. The first commercialization period means the end of the first year after the project support end date, the second commercialization period means the end of the third year after the project support end date, the third commercialization period means the end of the fifth year after the project support end date.
