Who can apply?
Capital companies of Small and Medium Enterprises (SMEs) scale resident in Turkey can apply.
When are the applications made?
Applications to the 1507 SME R&D Startup Support Program are made according to the call announcements. Call announcements can be followed at www.tubitak.gov.tr. In general, there are two calls per year and applications are generally made in January-February and July-August.

What should be the project topic?
Unless otherwise stated in the call announcement, there is no subject limitation. Applications can be made for R&D projects from all sectors and in all technology areas.
What is the support rate and what is the maximum project budget?
Unless otherwise stated in the call announcement, the support rate is 75% and the maximum project budget is 2.400.000-TL
Which expenses are supported?
The following expenses related to the R&D activities in the project are supported:
a. Personnel expenses,
b. Travel expenses of project personnel (except economy class and local)
c. Purchase of tools, equipment, software and publications (excluding expenses for production infrastructure),
d. Materials and consumables,
e. Domestic and international consultancy and other service procurement expenses (CPA and preparation of AGY101 and AGY301 documents are included).
f. Expenses for R&D services provided to universities, R&D units affiliated to TÜBİTAK, private sector R&D organizations and similar R&D institutions and organizations in Turkey.
How many projects can be submitted?
The first five projects of the companies are supported, provided that at least two of them are partners (After the first five supports, other programs should be applied for).
Can we apply for projects we have done in the past?
No, we cannot. Projects whose R&D activities were completed before the project application are not supported.

Kimler başvurabilir?

Başvurular ne zaman yapılır?
1507 KOBİ Ar-Ge Başlangıç Destek Programına başvurular çağrı duyurularına göre yapılır. Çağrı duyuruları www.tubitak.gov.tr adresinden takip edilebilir. Genel olarak yılda iki çağrı açılır ve yine genel olarak başvuru Ocak-Şubat ve Temmuz-Ağustos aylarında yapılır.
Başvuru nasıl yapılır?
Proje başvuruları çevrimiçi olarak https://eteydeb.tubitak.gov.tr internet adresinden yapılır.
Proje konusu ne olmalıdır?
Çağrı duyurusunda aksi belirtilmediği sürece konu sınırlaması yoktur. Tüm sektörlerden ve tüm teknoloji alanlarındaki Ar-Ge projeleri için başvuru yapılabilir.
Destek oranı nedir ve proje bütçesi en çok ne kadar olabilir?
Çağrı duyurusunda aksi belirtilmediği sürece destek oran %75’tir. Projenin toplam bütçesi ise 3.500.000 TL ile sınırlandırılmıştır. Sağlanan destek hibe şeklindedir (geri ödemesiz). Proje bütçesine ve diğer destek üst limitlerine ulaşmak için lütfen tıklayınız.
Hangi giderler desteklenir?
Projedeki Ar-Ge çalışmaları ile ilişkili olacak aşağıdaki giderler desteklenir:
a. Personel giderleri,
b. Proje personeline ait seyahat giderleri (ekonomi sınıfı ve şehir içi hariç)
c. Alet, teçhizat, yazılım ve yayın alım giderleri (üretim altyapısına yönelik giderler hariçtir),
d. Malzeme ve sarf giderleri,
e. Yurt içi ve yurt dışı danışmanlık ve diğer hizmet alımı giderleri (YMM ve AGY101 ve AGY301 dokümanlarının hazırlatma giderleri dahildir.)
f. Türkiye’deki üniversitelere, TÜBİTAK’a bağlı Ar-Ge birimlerine, özel sektör ArGe kuruluşlarına ve benzeri Ar-Ge kurum ve kuruluşlarına yaptırılan Ar-Ge hizmeti giderleri.
Kaç proje sunulabilir?
Firmaların en az ikisi ortaklı olmak kaydıyla ilk beş projesi desteklenir (İlk beş destek sonrası diğer programlara başvurulmalıdır).
Geçmişte yaptığımız projeler için başvurabilir miyiz?
Hayır. Ar-Ge faaliyetleri proje başvurusundan önce tamamlanmış projeler desteklenmez.
Verilen destek geri alınır mı?
Normal koşullarda geri alınmaz. Ancak, kuruluşun kastı nedeni ile yürürlükten kaldırılan projelerde, yapılan tüm ödemeler, 6183 sayılı Kanunda belirtilen oranlarda gecikme faizi uygulanarak kuruluştan tahsil edilir (bkz. 1507 Programı Uygulama Esasları).
Proje başarısız olursa destek geri istenir mi?

Proje çıktısını satabilir miyiz?
Evet, proje çıktısını satılabilir (NOT: Proje çıktısı bir kamu kurum veya kuruluşuna satılırsa destek kesilir. Detaylı bilgiye 1507 Programı Uygulama Esaslarının Kamu kaynaklı desteklerin düşürülmesi başlıklı 8 inci maddesinden ulaşabilirsiniz)
Projenin fikri mülkiyet hakları kime ait olur?
Desteklenen projenin yürütülmesi aşamasında veya gerçekleştirilmesi sonucunda fikri ve sınaî mülkiyete konu olabilecek herhangi bir buluş (patent, faydalı model),endüstriyel tasarım (eser, entegre devre topografları ve teknik bilgi) gibi bir fikri ürün ortaya çıkması halinde 17/7/1963 tarihli ve 278 sayılı Türkiye Bilimsel ve Teknolojik Araştırma Kurumu Hakkında Kanunun ilgili hükümleri uygulanır. Desteklenmesine karar verilen projelerle ilgili olarak ortaya çıkması muhtemel fikri ve sınai tüm haklar kuruluşun tasarrufuna devredilir.
Proje bilgilerimiz rakip firmaların eline geçer mi?
TÜBİTAK projede sunulan bilgileri gizli tutar. Proje bilgileri "ticari gizli bilgi" veya “hizmete özel bilgi” olarak kabul edilir ve değerlendirmede görev alan kişiler dışında kimseye aktarılmaz.
Proje nasıl değerlendirilir?
Projeler üç ana boyuta göre değerlendirilir;
I. Boyut: Projenin Endüstriyel Ar-Ge İçeriği, Teknoloji Düzeyi Ve Yenilikçi Yönü
II: Boyut: Proje Planının Ve Kuruluş Altyapısının Proje İçin Uygunluğu
III. Proje Çıktılarının Ekonomik Yarara Ve Ulusal Kazanıma Dönüşebilirliği
Ön değerlendirme sonucunda uygun bulunan projeler alanlarında uzman hakemler tarafından değerlendirilir. Hakem değerlendirmesi sonrasında projeler TEYDEB bünyesindeki ilgili teknoloji gruplarının kurulu tarafından puanlanır ve uygun bulunan projeler Başkanlık onayı ile desteklenir.

No, we cannot. Projects whose R&D activities were completed before the project application are not supported.
Can the support be taken back?
Normally, it is not withdrawn. However, in projects that are abolished due to the intent of the organization, all payments made are collected from the organization by applying default interest at the rates specified in Law No. 6183 (see 1507 Program Implementation Principles).
If the project fails, will the support be withdrawn?
No, (See also the answer of the question: “Can the support given be withdrawn?")
Can we sell the project output?
Yes, the project output can be sold (NOTE: If the project output is sold to a public institution or organization, the support will be withheld. Detailed information can be found in Article 8 of the 1507 Program Implementation Principles titled "Reduction of support from public sources")
Who owns the intellectual property rights of the project?
In the event that an intellectual product such as an invention (patent, utility model), industrial design (work, integrated circuit topographers and technical information) that may be subject to intellectual and industrial property arises during or as a result of the execution of the supported project, the relevant provisions of the Law on the Scientific and Technological Research Council of Turkey dated 17/7/1963 and numbered 278 shall apply. All intellectual and industrial rights that may arise in relation to the projects decided to be supported are transferred to the disposal of the organization.
Will our project information fall into the hands of competitors?
TÜBİTAK keeps the information provided in the project confidential. Project information is considered "commercial confidential information" or "service-specific information" and is not transferred to anyone other than those involved in the evaluation.
How is the project evaluated?
Projects are evaluated according to three main dimensions;
Dimension I: Industrial R&D Content, Technology Level and Innovative Aspects of the Project
II: Dimension: Suitability of the Project Plan and Organizational Infrastructure for the Project
III. Transformability of Project Outputs into Economic Benefits and National Gains
Projects that are deemed appropriate as a result of the preliminary evaluation are evaluated by referees who are experts in their fields. After the referee evaluation, the projects are scored by the board of the relevant technology groups within TEYDEB and the projects deemed appropriate are supported with the approval of the Presidency.

Yardım Kılavuzları
The European Molecular Biology Organization (EMBO) provides various scholarship and support programmes for scientists working in the field of life sciences. These programmes, which are financed by the European Molecular Biology Conference (EMBC) Member States and EMBO/EMBC global partners, provide grant, accommodation and networking support to the researchers.
EMBO Scientific Exchange Grants provide funding to researchers working in the field of life sciences to conduct research visits to laboratories in countries that are EMBC members or EMBO/EMBC global partners.
Eligibility:
Being an active researcher at any stage in their career with at least 1 year of graduate research experience at the time of application*;
Currently working in a research laboratory in EMBC members or EMBO/EMBC global partners and their research area being in the field of life sciences and related to EMBO subject areas;
Applying for a scientific exchange in a research laboratory in EMBC members or EMBO/EMBC global partners excluding the country in which their current laboratory is located**;
Not applying to work in a laboratory that the applicant has previously worked or visited;
Not applying to attend courses, workshops or symposia;
Returning to their own laboratory upon the completion of the scientific exchange and staying there for at least 6 months is required.
* Candidates with a medical degree (M.D.), independent researchers and research technicians are also eligible to apply provided they have at least 1 year of graduate research experience and their research area is in the field of life sciences and related to EMBO subject areas.
** Only in exceptional cases, the grants may be awarded for research visits outside the countries that are EMBC members or EMBO/EMBC global partners. For such cases, it is essential to provide a justification for why there is no appropriate expertise or technology in EMBC members or EMBO/EMBC global partners.

Benefits:
Grant is awarded for visits of 1 week up to 3 months.
Grantees can stay longer than 3 months (with a maximum of 6 months) during their visits, but the EMBO grant must be used for the first 3 months of the visit.
Grant contributes towards travel costs and subsistence of the fellow but not of any dependents with the subsistence rate and travel allowance depending on the country being visited.
No fund can be provided for additional expenses other than these items.

Applications must be made directly to EMBO through the application system.
Applications are accepted throughout the year. At minimum, applications must be submitted 30 days before the start date of the research visit. However, it is recommended to apply 3 months before the proposed starting date.

TÜBİTAK tarafından Türkiye’deki yürütücülüğü yapılan Avrupa Moleküler Biyoloji Organizasyonu (European Molecular Biology Organization–EMBO), yaşam bilimleri alanında çalışan bilim insanlarına yönelik çeşitli burs ve destek programları yürütmektedir. Türkiye’nin de üyesi olduğu Avrupa Moleküler Biyoloji Konferansı (European Molecular Biology Conference–EMBC) üye ve iş birliği ortağı olan ülkeler tarafından finanse edilen bu programlar araştırmacılara hibe, dolaşım ve bilimsel ağ oluşturma desteği sağlamaktadır.
Bu desteklerden biri olan EMBO Bilimsel Değişim Hibeleri (Scientific Exchange Grants) ile yaşam bilimleri alanında çalışan araştırmacılara, EMBC üye veya iş birliği ortağı olan ülkelerdeki araştırma laboratuvarlarına bilimsel ziyaret gerçekleştirme olanağı sunulmaktadır.
Başvuru Koşulları:
Kariyerinin herhangi bir aşamasında aktif araştırmacı olmak ve başvuru sırasında en az 1 yıl lisansüstü araştırma deneyimine sahip olmak*;
EMBC üye veya iş birliği ortağı olan ülkelerdeki araştırma laboratuvarlarında çalışıyor olmak ve araştırma alanları EMBO çalışma alanlarına uygun olmak;
Hâlihazırda çalışmakta olduğu laboratuvarın bulunduğu ülke dışındaki EMBC üye veya iş birliği ortağı olan ülkelerdeki araştırma laboratuvarlarında bilimsel değişim yapmak amacıyla başvuru yapmak**;
Daha önce çalışılan veya ziyaret edilen bir laboratuvar için başvuru yapmamak;
Kurslara, çalıştaylara veya sempozyumlara katılmak için başvuru yapmamak;
Bilimsel değişimin tamamlanmasının ardından kendi laboratuvarına dönmek ve orada en az 6 ay bulunmak gereklidir.
* Programa en az 1 yıl lisansüstü araştırma deneyimine sahip olan ve araştırma alanları EMBO çalışma alanlarına uygun olan tıp doktoru (M.D.) ve bağımsız araştırmacılar ile araştırma teknisyenleri de başvuru yapabilirler.
** Bilimsel değişim hibeleri istisnai durumlarda EMBC üye veya iş birliği ortağı olan ülkeler dışındaki ülkelere bilimsel ziyaret yapmak amacıyla sağlanabilir. İstisnai durumdan faydalanmak için EMBC üye veya iş birliği ortağı olan ülkelerde bilimsel değişime konu uzmanlık veya teknolojinin neden bulunmadığına ilişkin gerekçe sunulması gerekmektedir.

Destek Kapsamı:
Destek süresi en az 1 hafta en fazla 3 aydır.
Bursiyerler ziyaretlerinde 3 aydan daha fazla kalabilirler (maksimum 6 ay) ancak EMBO fonu ilk 3 ay için kullanılmalıdır.
EMBO tarafından bursiyerlerin seyahat ve yaşam giderlerine katkıda bulunmak üzere ülkelere göre değişen tutarlarda fon sağlanır.

TEYDEB tarafından yürütülen destek programlarına başvuru yapmak isteyen sermaye şirketlerinin kuruluş bazlı ön kayıt yaptırması gerekmektedir. Sermaye şirketleri kuruluş bazlı ön kayıt işlemlerini aşağıda yer alan Kılavuza göre yapacaklardır.
Kamu kurum ve kuruluşları ile üniversiteler kuruluş bazlı ön kayıt yaptırmayacaktır. Kamu kurum ve kuruluşları ile üniversiteler ön kayıt ve proje gönderim işlemlerini aşağıda yer alan dokumanda belirtildiği şekilde yapacaklardır.
