TÜBİTAK Science Fairs Support Programme has been launched and the first call was published in 2013. This program aims to accelerate the dissemination of scientific culture therefore supports the secondary and high schools to organize Science Fairs in their schools.  The Ministry of National Education and TÜBİTAK signed a protocol in 2015 for activities to promote the development of the science culture of students at secondary and high schools. The main purpose of this programme is to raise awareness about research techniques, reporting, and presentation skills among 5th-12th grade students, and to encourage them to carry out scientific studies and contribute to the development of their scientific approach skills.

Monitoring and Finalization

The approved amount of expenses of Project Brokerage Events are paid by TUBITAK to the special bank account of the organization which is specified in the application form. A separate bank account must be opened for the event.

In the scope of the supported event, all payments related to the expenses that are found eligible to support must be completed most lately within one month after the end of the event.

Within one month after the end of the event, Project Brokerage Events Event Report (AGY354) and Final Account Form must be prepared by the authority responsible from the event and submitted to TUBITAK by the organization official. Event outputs such as reports, publishing and so on should not be sent in the attachment of the Event Report form.

Important Considerations

Legal Structure of Funds

Within the scope of the program the legal structure of the Venture Capital Funds may be any of the following:

  • Venture Capital Investment Funds or Venture Capital Investment Company subject to the legislation of the Capital Markets Board of Turkey
  • Funds that can invest in ventures resident in Turkey established within the framework of the relevant country legislation (except for countries covered by the black list announced by the Organization for Economic Development and Cooperation (OECD)).

Features of Funds

  • Funds will invest in early stage technology-based ventures in Turkey
  • University research, spin-off and start-up investments as well as the commercialization of R & D activities and innovation will be financed.
  • General Partner (GP) must participate at least 1% of the fund.
  • More than 20% of the fund size should not be invested in a single venture company or group company.
  • Technology Development Zones (TDZs), Technology Transfer Offices (TTOs) and Research Infrastructures (RIs), the Ministry of Treasury and Finance and third party investors (commercial banks, investment banks, pension funds, angel investors, private investors, private corporations, public institutions and other foreign institutions like EIF, EBRD, IFC, FMO) will participate as limited partners
  • Funds will be managed and decided independently

Features of the Early Stage Technology Based Initiatives

SME-scale companies located in Türkiye that meet both conditions stated below are defined as early stage technology-based enterprises.

a) As of the date when the fund first invested in the venture, companies of SME scale whose maximum 10 calendar years have passed through the establishment date

b) SME scale companies that have received R&D and innovation project support from the public institutions and organizations specified in the Tech-InvesTR call as of the date of the submission of the term report and have successfully completed this project or whose project support continues

TÜBİTAK will support 50% of TTO/TDZ/RI's contributions to VC funds in the form of grants for investments to be made in these companies residing in Türkiye and having the above characteristics.

Conditions of Grant

The grant support to be provided by TÜBİTAK has two conditions, namely capital accumulation condition and experience accumulation condition.

  1. Capital Accumulation Condition: After the fund’s exit from the investments, TUBITAK grants will be accumulated in TTO, TDZ, RIs and will be used in the funding of early stage technology-based initiatives.
  2. Experience Accumulation Condition: It is aimed to transfer experience from Funds to TTO, TDZ, RIs. At least one representative from TTO, TDZ, RIs will be involved in at least 3 due diligence studies each year, and they will get experience on company valuation, legal transactions, commercialization etc. about fund management. These experiences are expected to be transferred to the ecosystem.

Exit Strategy Report

The amount to be obtained from the investments will be distributed in accordance with the agreement signed between all investors including TTO, TDZ, RIs and the fund manager. The amount corresponding to the TÜBİTAK grant will be kept in the special account.

TTO, TDZ, RIs will submit an Exit Strategy Report containing the future strategy on the corresponding amount of TUBITAK grant from the amount to be obtained from the Fund. Exit Strategy Report must be submitted within six months after the end of the Fund’s investment cycle.

With the approval of the exit strategy report by TUBITAK, the amount in the special account will be suitable for the use of TTO, TDZ, RIs. The project will be accepted as completed and the support process will be terminated.

Documents to Initiate the Fellowship

In order for the support to be initiated, the following documents must be uploaded to BIDEB Applicatıon and Monitoring System by Host Scientist.

  • Signed copy of the Letter of Commitment (for applications between 3 and 12 months).

  • Paymaster Document (if the payment to the visiting/sabbatical scientist is to be made through the host scientist)

  • Ethics Committee Approval, if required.

Matters Related to Disbursement of Fellowship and Expenditures

Supported visiting/sabbatical scientist must arrive in Türkiye and commence their research within 6 months from the date of the support notification. Any support not utilized within this 6-month period will be forfeited. 

In cases where commencement is delayed due to force majeure (such as health issues or natural disasters) or other reasons deemed acceptable by the GYK, the situation will be evaluated separately by GYK. The start period of the support may be extended by a maximum of 6 months with the approval of GYK.

Visa and residence procedures for supported visiting/sabbatical scientist must be carried out either by the scientist themselves or by the host institution/organization.

The flight ticket for the visiting/sabbatical scientist is purchased and delivered by TÜBİTAK. For flight ticket procedures, the information of the visiting /academic on leave must be entered by the inviting scientist at http://seyahat.tubitak.gov.tr. In order for the cost of a flight ticket procured by the visiting scientist personally to be reimbursed, the payment document must be submitted to the program’s e-mail address by the host scientist. In flight ticket reimbursements, the most reasonable cost determined by TÜBİTAK through market research shall be paid in Turkish Lira, calculated according to the exchange rate valid on the date of payment.

The visiting scientist is responsible for any fare differences and additional charges arising from changes made to the flight ticket issued by TÜBİTAK.

For the payment to the visiting/sabbatical scientist, the host scientist must enter either their own or the visiting scientist’s bank account information into BIDEB Applicatıon and Monitoring System. Even if the documents have been submitted, payments will not be made for scientists who do not enter the bank account information into the system. In case the bank account into which the payment is made is to be changed, the new bank account information must be updated in BIDEB Applicatıon and Monitoring System. It is the responsibility of the host scientist to ensure that the bank account information is entered correctly, and any delays in payments due to incorrect information shall be borne by the host scientist.

For long-term support, payments are made regularly at the end of each month following the commencement of research, in accordance with the budget release principles and rates set by the Ministry of Treasury and Finance, and subject to TÜBİTAK’s funding availability.

For visiting/sabbatical scientist entitled to health support, the cost of a private health insurance policy purchased by the scientist after arriving in Türkiye may be reimbursed by BİDEB, provided that the policy is submitted and the reimbursement remains within the specified limits.

The first call of the Eurostars-3 for the year 2025 (cut-off 8) has been launched on 10 January 2025. Within this call, joint international R&D projects aimed at developing market-oriented innovative products, processes and services will be funded with the participation of at least one Turkish and one foreign organization from any Eurostars member country. Unilateral project applications are not accepted. An innovative SME is expected to take part in the project consortiums as the coordinator. 

Eurostars-3 is a partnership created under the Horizon Europe/ European Innovation Ecosystems Program as the European Partnership on Innovative SMEs with the cooperation of the Eureka Secretariat and 37 member countries. Within the scope of the program to be carried out between 2021-2027, it is aimed to support innovative SMEs to increase their R&D, innovation capacity and productivity, and to help them reach into global value chains and new markets.

In Eurostars-3 calls, bottom-up, international R&D projects with a civilian purpose, are funded led by innovative SMEs, regardless of any technology field or sector. Stock corporations and researchers based in Türkiye can submit joint  proposals to Eurostars-3 2025/1 call. If there is more than one partner from Türkiye in the same international project, the partners are required to apply with a single joint project together. Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of Law No. 6550 can participate jointly under the leadership of stock corporations. Eligible national consortiums will be funded according to the rules of the national funding programme coded “1709-EUREKA-EUROSTARS 2025/1” and "Eurostars-3 Program National Call Announcement".

Before the national application, the call text should be carefully examined, if the application rules are not followed properly, the application may be returned without being evaluated. 

National pre-registration and national pre-submission must be done to TÜBİTAK on the specified dates via TÜBİTAK PRODIS. In addition, after the international evaluation process, the accepted Turkish teams have to make a national application to TÜBİTAK.

  • The deadline for national pre-submission 27 March 2025, at 23:59 (Türkiye time)

Important Considerations for the Call:

1) Within the scope of this call, the following increases have been made in the project budget compared to previous calls; 

- National call budget upper limit is 4 million Euro (previously 2.5 million Euro)

- Individual project budget upper limit is 600 thousand Euro (previously 500 thousand Euro)

- The upper limit of the project budget in partner projects is 850 thousand Euro (previously 750 thousand Euro)

- The upper limit of the budget of institutions other than capital companies is 300 thousand Euro (previously 250 thousand Euro)

2) Please note that Greece, Israel, one of the NFBs in Italy (Ministry of Enterprises and Made in Italy (MIMIT)), South Korea, Switzerland and United Kingdom do not foresee public funding for organisations from their country applying to the 8th call of Eurostars-3. Organizations from these countries are welcome to apply but will have to fully self-finance their part of the project.       

Note: There is funding available for Italian organizations through the NFB MUR.

Within the scope of the TÜBİTAK 1071 Programme, this call has been launched under the cooperation protocol between TÜBİTAK and Poland’s National Centre for Research and Development (NCBR) and will support joint R&D and innovation projects in which industrial organizations from both countries take part.

Under this call, universities and public institutions/organizations from Türkiye may also participate in projects as partners together with industrial organizations.

Method of Application
  • Applications will be made online via TYBS within the dates indicated in the call announcement.

  • Before applying, the application conditions, the evaluation method and process should be read carefully. (See Call Text)

  • Documents to be uploaded to the application system must be in Turkish or English. Certified Turkish or English translations must be provided for any documents prepared in other languages.

  • Uploading the required documents to the system will be sufficient during the application stage, additional submission of documents to BİDEB is not required.  

  • Following the announcement of the call evaluation result, applicants must submit the required documents to the project tracking system (PTS).

  • A guide containing important principles and rules regarding the use of Generative Artificial Intelligence (GenAI) has been prepared in order to protect research integrity, data privacy, and the transparency of processes in TÜBİTAK support processes. It is of great importance that you carefully review the “Guide on the Responsible and Trustworthy Use of Generative Artificial Intelligence in Support Processes” before starting the application and research processes. Since 2007, TÜBİTAK Science and Society Directorate have been supporting projects that aim to carry out scientific activities for different segments of society, from preschool children to undergraduate students and teachers.

The 2026 call for 4007-Science Festivals Support Programme, which aims to promote scientific culture and communication in society, has been published.

Several significant updates and improvements have been made for the 2026 call period. The key changes include: 

  • Support categories have been updated to Science Festivals and Science Days.

  • The terms “Science Festival” and “bilimfest” have been introduced.

  • The maximum support limits and program scope have been revised.

  • Minimum numbers of events and required protocols have been updated.

  • The Visibility Guide has been revised.

  • For projects supported under Science Festivals, the option to transfer the budget to the executing institution/organization has been introduced.

  • The percentage allocated for the machinery and equipment expenses has been updated.

In line with the objective of developing human capital, one of the core components of the National Technology Initiative, the evaluation process for the applications submitted to the 12th term 4006-A and 4006-B calls of the 4006-TÜBİTAK Science Fairs Support Programme, which aims to encourage students to prepare scientific projects, has been completed.

A total of 166.176 project applications were submitted by 11.055 schools, within the framework of 63 thematic topics and 12 main fields determined in line with the priority areas of the science, technology and innovation ecosystem specified in the call texts.

In order to enhance project quality, all applications were subjected to similarity check. As a result, 133.550 projects from 8.683 schools were found eligible to proceed to the scientific evaluation stage. These projects were evaluated by 1.175 external consultants (academics and experts).

As a result of the evaluation process; 58,117 projects, prepared by thousands of middle and high school students from 3,715 schools across 81 provinces were entitled to receive support.

We congratulate our young scientists and wish them continued success in contributing to our country and humanity today and in the future. We also extend our sincere thanks to all teachers and students who contributed to the process.

Since 2007, TÜBİTAK Science and Society Directorate have been supporting projects that aim to carry out scientific activities for different segments of society, from preschool children to undergraduate students and teachers.

Within this framework, 4009-Rural Schools Support Programme has been designed to ensure a more balanced nationwide distribution of project-based activities by reducing regional and spatial disparities. 

Under the programme, it is aimed to bring project-based activities related to science, technology and education together with students studying in rural schools and local residents; to increase awareness of science and technology not only in provincial and district centers but also in smaller settlements; to strengthen scientific literacy and to enable the comprehension of scientific concepts through interactive practices.

  • The maximum support amount is 150,000 TRY.

  • Applications from village schools will be accepted as “host institution applications”.

  • Two separate applications will be received: “implementing institution/organization applications” and “host institution applications” and matching will be carried out following the evaluation process.

Monitoring Forms

Supported projects are evaluated only electronically via the online application (Project Evaluation and Monitoring System -PRODİS) at http://eteydeb.tubitak.gov.tr.

The auditors, assigned to monitor and to evaluate the project, review the monitoring report submitted by the firm and guide within the framework of the project proposal also support details/documents. They visit the company on site and submit the report to our Agency in accordance with the guide in the electronic environment on PRODIS.

During the company visits, project teams of the companies ( the project manager, staff etc..and also technical consultants) can make a presentation to the auditors. The auditors can request the necessary explanations from the organization.

o. Projenin Yürütüldüğü Kurum/Kuruluş: Proje yürütücüsünün fiilen görev yaptığı Kamu kurum/kuruluşu, Üniversite, Belediye ve Kamu ve Belediye İştiraklerinin işlettikleri Bilim Merkezlerini, 

ö. Protokol: Yürütücü kuruluş/yürütücü ile destek veren kuruluş arasında imzalanan ve tarafların karşılıklı sorumluluklarını ifade eden yazılı metni,

p. Rehber: Proje kapsamında kendisinden hizmet alınan, eğitim süresince katılımcılara eşlik eden, etkinliğin bilimsel içeriğinden sorumlu olmayıp, etkinliklerin hazırlık ve uygulamalarında görev alan (eğitim düzeyi olarak en fazla doktora eğitimine devam eden) yardımcı kişiyi (projenin hedef kitlesinde yer alan özel gereksinimli bireylerle ilgili eğitim almış ve/veya çalışma tecrübesi olan kişilerin tercih edilmesi önerilmektedir), 

r. Sağlık Personeli: Tıp doktoru, hemşire, sağlık memuru, acil tıp teknisyeni ve çevre sağlığı teknisyeni diplomasına sahip ilk yardım eğitimi almış olan kişiler ile diğer sağlık personeli sertifikasına sahip kişileri, 

s. Sonuç Raporu: Proje sözleşmesinde belirtilen süre içerisinde, TÜBİTAK tarafından belirlenen formata uygun olarak proje yürütücüsü tarafından hazırlanan raporu, 

ş. Uzman Personel: En az lisans derecesine sahip, projenin konusu ile ilgili uzmanlığı bulunan ve bir kamu kurum/kuruluşunda, üniversitede, belediyede ya da bilim merkezinde tam zamanlı ve kadrolu çalışan kişiyi, 

t. Vasi: Reşit olmamış küçükler ile kanuni hakları kısıtlanmış kişilere mahkemece atanan yasal temsilciyi, 

u. Yasal/Özel İzin Belgesi: Hedef kitle ya da çalışılan konu, ortam itibarıyla ilgili kurum/ kuruluşlardan alınan izin belgelerini ifade eder.

The EU-LAC Interest Group is a group of funding agencies from LAC, EU Member States and Associated Countries wishing to cooperate in bi-regional science, technology and innovation.

The goal of the EU-LAC 5th Joint Call is to initiate sustainable and multilateral research cooperation between researchers from European, Latin American and Caribbean countries, i.e. to establish long-term cooperation between EU Member States, Associated Countries and LAC by offering transnational calls in the field of research and innovation. In this regard, the EU-LAC Interest Group will open its 5th Joint Call for applications on 24 February 2025.

Within the scope of this call, projects to be developed jointly by researchers in their thematic areas will be supported:

-Open Science

-Bioeconomics (Bioeconomy, Nature-Based Solutions),

-Energy (Energy transition),

-Global Challenges (Biodiversity, Food Security, Agriculture),

-Health (Global Health, Infectious Diseases)

According to the international call rules, project consortia that will apply to the call must include researchers from at least four different countries. Each consortium must include at least two European countries and at least two Latin American countries. Participants from Türkiye that will take part in the consortia will submit their national applications to TÜBİTAK via https://uidb-pbs.tubitak.gov.tr/. Project proposals to be submitted from Türkiye within the scope of this call will be supported within the scope of TÜBİTAK 1071 Support Programme for Increasing the Capacity to Benefit from International Research Funds and Participation in International R&D Collaborations. The main objective of the 2026 OH-TREAT Call, opened under Horizon Europe’s One Health Antimicrobial Resistance (OHAMR) Partnership, is to increase treatment success rates in humans, animals, and plants affected by bacterial or fungal infections by providing new therapeutic options while simultaneously reducing the risk of antimicrobial resistance within diverse One Health settings.

Research and innovation proposals submitted to the EUP OHAMR 2026 OH-TREAT Call must address one of the following topics:

Topic 1: Development of new combination treatments using existing or innovative antimicrobials and/or adjunctive therapies.

Topic 2: Development of tools and methods to improve adherence to treatment protocols.

Topic 3: Assessment of the impact of veterinary and agricultural antimicrobial use on AMR transmission to humans and the environment, supporting policy decisions on restricting certain antimicrobials for human-only use.

International project proposals must strictly comply with the call requirements. A project consortium must consist of at least three partners requesting funding from three different countries participating in the call. Each partner will receive support from their respective national funding agency.

In addition to the international proposal submitted to the Call Secretariat, Turkish researchers participating in OH-TREAT projects are required to submit a national proposal to TÜBİTAK.
