The Scientific and Technological Research Council of Türkiye (TÜBİTAK) and the United Nations Industrial Development Organization (UNIDO) successfully completed the first year activities of Phase 2 of the Global Cleantech Innovation Programme (GCIP).  In Phase 2 of GCIP, with the aim of transforming solutions in the field of clean technology into startups and increasing the number of existing startups, as well as preparing clean technology entrepreneurs for the national and global market, the successful teams of the GCIP Türkiye 2023 Accelerator Program, received their awards at the ceremony held in Ankara.

"As Türkiye, we take a pioneering approach in the fight against climate change"

In his speech here, Minister of Industry and Technology Mehmet Fatih Kacır said that the world is going through an important bottleneck due to multidimensional crises such as wars, global epidemics and climate change.

Emphasizing that the construction of a sustainable and inclusive economic model by taking early measures against these risks that threaten the economic and social welfare of humanity is urgent in order to leave a livable world for future generations and to prevent the degradation of nature, Kacır said:

"As Türkiye, we take a pioneering approach in the fight against climate change. The 'Zero Waste Project' carried out under the auspices of Mrs. Emine Erdoğan is a concrete example of this approach. We continue our efforts to implement an emission trading system in line with the carbon border regulation in our country. We have also started the process of harmonizing our national policies and programs with the European Green Deal. By strengthening our green transformation infrastructure and developing the technologies we will need with local and national opportunities, we will continue our country's growth journey on the route of investment, employment, production and exports in the Turkish Century."

Providing information on the supports provided, Kacır said, "With the incentives we have provided for renewable energy, energy efficiency and environmental investments, we have paved the way for 10 thousand 535 investments with an investment size exceeding 637 billion liras since 2017."

Emphasizing that the share of renewable energy sources in total installed electricity capacity has reached 55 percent, Kacır said that they have recently increased their cooperation with international financial institutions to support green investments.

Kacır said that through the "Decarbonization Roadmaps for the Steel, Aluminum, Cement and Fertilizer Sectors" prepared with the contributions of the European Bank for Reconstruction and Development, they determined the applicability of alternative technologies, expected emission reductions, the size of the required investments and the policies to be implemented in these strategic sectors.

Kacır pointed out that they developed "sectoral road maps" and offered perspectives for the future, and reminded that they launched the World Bank-supported " Türkiye Organized Industrial Zones Project" and the " Türkiye Green Industry Project" to accelerate the transformation of organized industrial zones (OIZs) into green OIZs.

Kacır stated that with a budget of 250 million dollars allocated to KOSGEB, they support projects that will reduce the carbon footprint of SMEs and increase resource efficiency.

"'Green Growth Technology Roadmaps' are a guide for our industrialists in determining their innovation and R&D technology needs"

Stating that they provide R&D support to companies conducting R&D and innovation studies focusing on green production processes, increased energy and resource efficiency, and private sector-led collaborations with the $175 million portion of the project allocated for TÜBİTAK, Kacır said, "The 'Green Growth Technology Roadmaps' we prepared with our sector representatives serve as a guide for our industrialists in determining their innovation and R&D technology needs. Our goal is to develop the green technologies needed by our industry with domestic and national opportunities, to become a country that exports technological products and services by establishing leading technology initiatives in the field of green technologies."

Stating that there is an important window of opportunity to achieve this goal, Kacır said that global green transformation policies require companies to take bold steps.

Pointing to the rising demand for climate-friendly products and services, green energy, equipment and infrastructure required for the production of these products, Kacır said:

"The demand for green technologies will create an annual economy of 12 trillion dollars by 2030. With the approach of transforming paradigm shifts in technology into opportunities for the development of our country, we are mobilizing our R&D and technology development infrastructure, human resources and entrepreneurship ecosystem. Through TÜBİTAK scholarship and support programs, we have provided 14.7 billion TL support to 2,869 projects and 2,661 people in the field of green transformation and climate change in 22 years. We support projects directly related to priority R&D and innovation issues within the scope of compliance with the Green Deal with TÜBİTAK. In this context, we will open our Green Transformation Focused TÜBİTAK 1004 Center of Excellence Support Program call as of today and continue to strengthen the ecosystem. With this call, we will support research platforms consisting of project bundles."

Kacır stated that they launched the "Entrepreneurship Support Program (BiGG) Green Growth Calls" for green growth, offering support of up to 900 thousand liras to entrepreneurship projects, and that within the scope of the calls, they ensured the realization of 237 initiatives in priority R&D and innovation topics that serve green growth.

Emphasizing that they also support entrepreneurs with the Global Clean Technologies Entrepreneurship Program, Kacır said, "In the second phase of the program, which we launched last year, 28 teams selected among 91 applications were entitled to participate in mentoring and acceleration training."

Kacır informed that the winning teams will represent Türkiye at the "Global Cleantech Days' event to be held in Vienna, the capital of Austria, in June.

"From awareness to necessity"

In his speech, Prof. Dr. Hasan Mandal, President of TÜBİTAK, said that within the scope of a total of 5 accelerators organized in 2013-2018, covering the first phase of the program, applications were received from 899 initiatives with solution proposals in the field of clean technology, 139 of which were included in the "GCIP Accelerator". Mandal said, "When you go back 10 years ago, considering climate change and its impacts, it was a more awareness-oriented process. We were talking about the same issues, but for that day, some of the scenarios for the future were challenging. However, for that day, the prominent dimension of the program was more awareness-oriented."

Stating that the second phase of the program was launched in June 2022, Mandal noted that this phase covers the years 2022-2027 and is carried out by TÜBİTAK in cooperation with UNIDO with a budget of 18.8 million dollars.

"Cooperation network created"

Mandal stated that 91 teams applied to the first call opened in May last year, and after evaluating them in terms of "team", "technology", "product" and "market" dimensions, 28 initiatives were included in the accelerator program and 12 teams made it to the finals.

Prof. Dr. Mandal said: "When we look at the future, our entrepreneurs have efforts and efforts at the point of creating solutions to our needs, which are at the point of necessity, both for our country and for humanity. First of all, I congratulate all our entrepreneurs, 12 of them are here today, but I also congratulate our 91 entrepreneurs who set out on this journey. We find their efforts very valuable."

Emphasizing that the Ministry of Industry and Technology, the Ministry of Energy and Natural Resources, the Ministry of Energy and Natural Resources, the Ministry of Environment, Urbanization and Climate Change, and the Ministry of Agriculture and Forestry came together for the success of the program, Mandal said that a solid cooperation network was created with the participation of the private sector and non-governmental organizations, and that this is one of the best examples of the vision of developing and achieving together.

"It will contribute both socially and economically"

Mandal said, "When we look at the future, our friends are trying to create a technology based solution towards the complexity, volatile and dynamism of the issue. However, the impact it creates and the impact it will create is quite critical when we compare it with other fields, both socially and economically, and when we consider the geopolitical advantages and difficulties of our country.  This impact will contribute to our country both socially and economically. Therefore, we find the Global Clean Technologies Entrepreneurship Program valuable in creating solutions for the needs of our country and people."

Stating that 28 entrepreneurs were selected and subjected to trainings within the scope of the accelerator, Mandal noted that a critical process was left behind under the follow-up of both UNIDO and mentors, and said that they would learn the winners together with everyone from the Minister today.

Emphasizing that the excitement will not end here, Mandal said, "Together with the 15 countries in this program, we will enter a competition that will take place in June, where the winners of the international competition will compete. Therefore, I congratulate all our entrepreneurs and wish success in advance for the entrepreneurs who will represent us."

Announcing that they are preparing for a new call, Mandal said, "We will open a new call in 2024 and these calls will continue to be opened until 2027."

Süleyman Yılmaz, President of UNIDO Türkiye, informed that GCIP is implemented in 16 countries, including Türkiye, and said:

"We invited the ambassadors of these countries to the ceremony. The reason for this is that we may have cooperation opportunities with them. We may also have some global activities. The main purpose of this project is to develop a clean technology innovation and entrepreneurship ecosystem. Our goal here is to support start-ups, entrepreneurs and SMEs. We have divided these categories into energy efficiency, renewable energy, water efficiency, green buildings, waste recovery, advanced materials and chemicals, and smart transportation."

Awards were presented

As a result of the accelerator, business ideas in the field of clean technology were supported with awards given by TÜBİTAK. The first prize was 300 thousand liras, the second prize was 200 thousand liras and the third prize was 150 thousand liras. The winners of the Successful Women Entrepreneur Award and the Successful Entrepreneur Award in the Field of Sustainability were presented 100 thousand liras each.

OSTİM Teknopark, one of the GCIP stakeholders, gave "PROTA Special Membership Award" to 3 GCIP teams. Entrepreneurs selected within the scope of this award will be able to use the Makerspace area in the PROTA Technology Production Workshop free of charge for 1 year and will be able to meet their prototype production demands with the machines in the High Technology Machine Park with a 20 percent discount.

The winning teams at the national level will represent Türkiye in the global competition where entrepreneurs from 16 countries where GCIP is conducted will take part. TÜBİTAK, in cooperation with UNIDO and with the support of stakeholders, will continue its activities until 2027 to create investment-ready and scalable initiatives that can create global change in the field of clean technologies through GCIP.

The program is carried out under the auspices of the Ministry of Industry and Technology with the participation of stakeholders such as the Ministry of Energy and Natural Resources, the Ministry of Environment, Urbanization and Climate Change, the Ministry of Agriculture and Forestry, METU, OSTİM Teknopark, Izmir Development Agency, Arçelik AŞ and the Cooperative for Circular Economy (DCUBE).

After the speeches, plaques were presented to the 12 finalist teams. The winners received their awards from Minister Kacır.

First place went to Myconom, second to Vesselx and third to Microhobist. Microhobist also won the "Successful Women Entrepreneur Award". Biolive won the "Successful Entrepreneur Award for Sustainability". In addition, EvBEE, SMEFF and VESSELX teams were awarded the "PROTA Special Membership Award" by OSTİM Teknopark, one of the project stakeholders.

Collective Research Network (CORNET) 39th Call is open for applications for proposals to realise further international research projects for the benefits of small and medium-sized enterprises (SMEs). The deadline for the submission of project proposals is 26 March 2025. 

CORNET combines existing national or regional funding programs and brings together financial resources from two (or more) countries/regions into one project budget.  Project consortiums should involve at least 2 partner countries, and the international application must include three stakeholders from each country:

1. R&D and innovation activities must be carried out by the research partner (higher education institutions, training and research hospitals, public institutions and organizations within the scope of the Higher Education Law).

2. Project topics must be determined by an SME Association in line with the needs of SMEs. The task of the SME Association is to determine the needs of its members and ensure the dissemination of project outputs.

3. An SME User Committee consisting of at least 3 SMEs must be defined in applications. The SME User Committee is expected to direct the project team and increase the efficiency of the project.

Within the scope of the call, a national application must be submitted as well as an international application. International application should be done through the CORNET Submission Tool. Higher education institutions, training and research hospitals, public institutions and organizations located in Türkiye can apply through the TÜBİTAK Submission Tool.

The 36^th call of the IRA-SME (International Research Activities by Small and Medium-sized Enterprises) Network aims to support international research, development and innovation projects involving small and medium-sized enterprises.

The call, which will be open until 24 September 2025, allows bilateral and multilateral cooperation with SMEs in Austria, Germany, Belgium (Flanders and Walloon Regions), Brazil, Czechia, Luxembourg and Switzerland.

In addition to industry-academia cooperation is recommended for applications from Türkiye to the call, SME-SME cooperation projects involving at least 2 call partner countries can be supported.

Innovative SMEs are invited to apply to the fourth call of “the EU Partnership on Innovative SMEs / Innowwide”. The call for proposals for feasibility studies to assess the feasibility of research or commercial objectives in international markets will be open to the 70 highest-scoring projects. A maximum grant of €60,000 (70% support rate) per project will be awarded.

Choosing a target region and country and finding a local counterpart are required for the feasibility projects. The market feasibility project over a six-month period, SMEs are expected to conduct market feasibility studies for innovative projects or solutions and work with local experts in your selected target country.

Funding is for SMEs in EU Member State or Türkiye, Iceland, Israel, Norway, Switzerland or United Kingdom partnering with a counterpart in Africa, Americas, Asia or Oceania.

Between 8 and 31 July 2025, a total of 12 researchers, including 9 Turkish and 3 foreign researchers, conducted significant scientific studies in the Arctic Ocean and its surrounding areas. Researchers from Argentina, Bulgaria and Ecuador also contributed to the scientific studies.

19 Projects, 12 Researchers, 3 High School Students

During the expedition, a total of 19 scientific projects were carried out, primarily in the fields of oceanography, biology, chemistry, atmospheric science, meteorology, and satellite systems. The work was conducted by an expedition team consisting of 5 women and 7 men. The expedition successfully completed a route of over three thousand nautical miles, covering 70 scientific sampling stations designated in the Arctic Ocean.

TASE V also hosted young scientists this year. Three high school students, selected from among the winners of the TÜBİTAK 2204-C and 2204-D High School Student Research Projects Competitions, had the opportunity to test the projects they developed under Arctic conditions.

Scientific Observations: Atmosphere, Microplastics, CTD Profiles

Within the scope of the research, the following activities were carried out in the Arctic Ocean: analysis of seawater properties along CTD profiles, surface temperature and salinity measurements, water and sediment sampling, microplastic analysis, monitoring of atmospheric processes using GNSS data, and observation of meteorological variables on regional and temporal scales.

TASE V also involved researchers from 2 public institutions, 5 universities, and 3 high schools.

Turkey's Polar Vision is Strengthening

The Arctic Region, which is directly related to many fields such as global climate change, marine sciences, life sciences, and meteorology, is of strategic importance in Turkey's scientific diplomacy and sustainability policies.

The National Arctic Scientific Research Expeditions, organised under the coordination of TÜBİTAK MAM KARE, aim to strengthen our country's scientific capacity in the polar regions and increase international scientific cooperation. In this context, the expeditions regularly conducted in the Arctic are making Turkey's scientific presence more visible on a global scale.

Researchers who will apply to the program must be working in Türkiye as of the first day of the application.
As of the date of application, any of the following work experiences must be provided.

• Researchers who received their doctoral degree at least 7 years ago and having at least 4 years of research experience and working as at least a faculty member at a university or a team leader in a public research center or researchers who have conducted independent academic research

• Researchers from the private sector with 6 years of full-time research experience after their bachelor's degree, provided that they work in the private sector for at least 3 years (maximum 1 year of completed master's education with thesis or maximum 3 years of completed doctorate education is considered within this scope).

At least 2 of the following 1,2,3,4 options must be provided:

1. Provided that the number of publications* of the executive is at least 10, at least 50% of all publications* are included in journals in the 25% / Q1 with the most citations

2. Scopus Field Weighted Citation Impact (FWCI) or WoS Category Normalized Citation Impact (CNCI) value** of the researcher is greater than 1

3. Having a completed *** European Research Council (ERC) project or has been a coordinator in the research and innovation action and innovation action (RIA / IA) projects within the scope of Horizon 2020

4. Having received TUBITAK Science or TUBITAK Special or TUBA Academy award.

The 1515 Program applies an integrated perspective that extends beyond a consideration of the initial, establishment phase of the R&D laboratory. We realize that R&D laboratories flourish with long-term commitments. For this reason, the support of the 1515 Program extends to the phase of sustaining the activities of R&D laboratories in the long-run.

The 1515 Program offers an entirely grant-based financial model to cover up to 75% (for personnel expenditures, in some cases up to 100%) of the operating expenses of the R&D laboratory in Turkey with up to 10 million TRY for each calendar year for a duration of at most 10 years.

The coverage of the grant support consists of the following items:

• Personnel Costs
• Consultancy and Education Fees
• General Operating Costs

For eligibility to have personnel costs covered in the total grant amount, at least 50% of the personnel must hold Turkish citizenship and at least 1/3 should have a doctoral degree.

The presence of the R&D laboratory in Turkey will further open the possibility of benefiting from any one of TUBITAK’s other grant-based mechanisms, which are over 50 support mechanisms in total. These mechanisms, including call-based programs in areas of priority, are open for the application of all research entities in Turkey.

In addition to the grant that is provided for the budget under the relevant R&D support programs, the R&D laboratory will quality to receive a “Project Incentive Premium” for each R&D project.

In order to benefit from the 1515 Program, all that your company needs to submit to TUBITAK is a “Letter of Intent”. Provided that the letter of intent is approved, the Aplication Form should be presented. These documents should describe the qualities of the proposed R&D laboratory in being provided with grant based support for undertaking frontier R&D activities in Turkey.

The program is designed to “facilitate” the process of allowing leading firms to undertake frontier R&D activities in their laboratories in Turkey. The basic expectations after a positive evaluation is that the R&D laboratory puts into place a research plan to realize the following:

• Expand the boundaries of existing scientific understanding,
• Bring new scientific understanding to natural phenomena,
• Conduct research activities that are directed to providing solutions to existing scientific challenges or those that are probabilistic in the future,
• Conduct research that have the potential to influence new, emerging technological trends,
• Perform basic and/or applied research for “proof of concept”activities and/or those that are directed to the establishment of new scientific frameworks.

Within the scope of the 2204-A High School Students Research Projects Competition Program carried out by our Presidency, 22,586 projects prepared by 37,206 students in 12 fields were applied for in 2025.

The applied projects were evaluated by academicians working at various universities in our country during the preliminary evaluation phase of the competition and as a result of this evaluation, a total of 2,488 students, the owners of 1,200 projects, were entitled to exhibit their projects in the regional competition.

The first term call application results for the 2205-Undergraduate Scholarship Programme for the year 2024, carried out by TÜBİTAK Science Fellowships and Grant Programme Directorate announced. Applicants can view the results regarding their application status from "My Applications" section by logging in BİDEB Application and Monitoring System (ebideb.tubitak.gov.tr).

2205-Undergraduate Scholarship Program for the Year 2024, First Term applications have been received between 11–29 March 2024. In total, 63 students from 10 different universities who met the application conditions were entitled to receive scholarships.

IMPORTANT NOTE: No documents are requested from candidates who are eligible to receive a scholarship. Students who are not eligible for the scholarship will be informed via e-mail.

2nd term calls of 2205-Undergraduate Scholarship Programme in 2024 will be open for applications between 7-25 October 2024. We are pleased that your interest in our programs continues to increase, and we wish you success in your education and scientific studies.

Under the auspices of the Presidency and the Ministry of Industry and Technology, the 10th National Antarctic Science Expedition (TAE X), conducted by the TÜBİTAK Polar Research Institute (KARE), will take place between 26 January 2026 and 1 March 2026. As part of the expedition, a team of 17 people, including 16 Turkish and 1 foreign researchers, set off from Istanbul to the White Continent to carry out scientific studies in Antarctica. 

Following the ceremony held at Istanbul Airport to bid farewell to the 10th National Antarctic Science Expedition team, our Minister of Industry and Technology, Mr. Mehmet Fatih Kacır, made remarks on the matter, highlighting the importance of polar expeditions:

“Since 2017, our Turkish scientists have been conducting polar science expeditions under the patronage of our President. To date, we have organised 9 Antarctic and 5 Arctic expeditions; over 200 Turkish scientists have participated in these expeditions and been involved in over 150 scientific research projects. We have also hosted over 30 foreign researchers on these expeditions to date. Undoubtedly, these expeditions enable the Turkish scientific community to carry out high-quality scientific research projects in polar regions with exceptional terrestrial conditions. We, too, are striving to ensure that these expeditions are carried out under the most suitable conditions within the Ministry of Industry and Technology and the TÜBİTAK Polar Research Institute.

Minister Kacır noted that 17 scientists, including one guest from abroad, and accompanying delegation members will conduct high-quality research in Antarctica, particularly on climate change, throughout the expedition. "They will also carry out a number of studies that are a continuation of the research we began in previous years. Our goal is to gain “Consultative Party” status within the Antarctic Treaty System and to establish a permanent Turkish Scientific Research Station in Antarctica. The studies to be carried out at the Turkish Scientific Research Camp currently located in Antarctica will make valuable contributions towards these goals. To date, we have collaborated with 35 different international institutions. In this sense, polar research expeditions also make valuable contributions to Türkiye's stronger presence on the global scientific stage."

Minister Kacır emphasised that ‘the South and North Poles now feature at the top of every country's and international agenda,’ adding, "We also need to advance our scientific capabilities to higher levels in all these endeavours. The research that Turkish scientists will carry out through these scientific expeditions will make valuable contributions to Türkiye's industrial and technological vision, the goals we have set out in the 2030 Industry and Technology Strategy, and our Türkiye Century vision."

Minister Kacır noted that our scientists were accompanied this year by three high school students from Aydın and Ankara who won the TEKNOFEST Polar Research Project Competition, saying, "I would like to congratulate our high school students, their teachers and their families. Participating in such an expedition at high school age is actually one of the most important indicators of the vision Türkiye offers its young people for the future. Here is Turkish youth, here is the TEKNOFEST generation! With their excitement for scientific research extending to the poles, they will be Türkiye's bright future."

What Work Will the 10th National Antarctic Science Expedition Team Carry Out? 

As part of the expedition, a team of 17 people, including 16 Turkish and 1 Bulgarian researchers, will carry out fieldwork for the TÜBİTAK Kutup 1001 projects. During the expedition, annual data will be collected from the low-frequency (VLF) measurement station established jointly with the USA, maintenance/upkeep work will be carried out at the Turkish Scientific Research Camp located on Horseshoe Island, long-term monitoring studies will be conducted, maintenance will be performed on our GNSS stations, and work will continue on the nautical charting of Horseshoe Island and its surroundings.

Proje Ekibi

Proje ekibinde proje yürütücüsü, araştırmacı, danışman, yardımcı personel ve bursiyer görev alabilir. Proje ekibinde yer alacak kişilerin TÜBİTAK - Araştırmacı Bilgi Sistemine (ARBİS) kayıtlı olmaları ve kayıtlarının güncel olması gerekmektedir.

Proje ekibinde yer alacak yürütücü, araştırmacı veya danışmanların;

• Üniversite personeli olmaları durumunda, doktora/sanatta yeterlik/tıpta uzmanlık derecesine sahip olmaları gerekmektedir (Bu koşul eğitim ve araştırma hastanelerinde çalışanları da kapsamaktadır).

• Kamu veya yükseköğretim kurumlarında yürütülecek projelerde, yürütücünün (emekliler hariç) söz konusu kurum/kuruluşun kadrolu personeli olması gerekir.

• Proje yürütücüsü, araştırmacı ve yardımcı personellerin Türkiye Cumhuriyeti sınırları içerisinde ikamet etmeleri gerekir. Yabancı uyruklu bir kişi Türkiye sınırlarındaki bir kurum/kuruluşta görev yapmak koşulu ile projede yürütücü/araştırmacı/yardımcı personel olarak görev alabilir.

• Projedeki katkı oranı %10’un altında olan kişiler araştırmacı olarak görev alamazlar, ancak danışman olabilirler. Bir projede danışman yer alabilmesi için projenin özel uzmanlık gerektiren konu ya da konularının olması ve bu hususun proje önerisinde gerekçeli olarak belirtilmesi gerekir. Bir projede görev alacak danışman sayısı o projedeki özel uzmanlık gerektiren konu sayısı ile sınırlıdır.

• Emekliler, projenin yürütüleceği kurum/kuruluş üst düzey yetkilisi tarafından projede görev alabileceklerine dair yazılı onay verilmesi şartıyla PTİ veya herhangi bir ücret ödemesi yapılmaksızın, proje yürütücüsü olarak görev alabilirler.

• Türkiye Bilimsel ve Teknolojik Araştırma Kurumu Kurulması Hakkında Kanun’un 16. maddesinin 2. fıkrasında PTİ ödemelerine ilişkin olarak yer alan ifade gereğince, sadece kamu kurum veya kuruluşlarının (vakıf üniversiteleri dâhil) kadro ve pozisyonlarında bulunanlara PTİ ödemesi yapılabilmektedir.

• Bu çağrı kapsamında Türk proje ekibinde yurtdışı araştırmacı görevlendirilemez.

• Proje yürütücüsünün veya araştırmacıların gözetimi altında, projenin yürütülmesinde tam veya kısmî zamanlı, proje süresiyle sınırlı olarak ve işvereni kurum olmak üzere istihdam edilen, sonuç raporunda adı geçmeyen uzman, teknik eleman, teknisyen, laborant, işçi ve benzeri yardımcı personel görevlendirilebilir.

Bursiyerler

Türkiye’deki yükseköğretim kurumlarında lisans ve lisansüstü (Yüksek Lisans ve Doktora) eğitimlerine devam etmekte olan "öğrenciler" veya öğrenci statüsündeki "Araştırma Görevlileri" ile doktora sonrası araştırmacılar bursiyer olarak proje ekibinde yer alabilirler.

BİDEB’den tam burs alan Lisansüstü ve Doktora Sonrası Bursiyerler için projeden de ek burs ödemesi yapılabilir. BİDEB bursu ve projeden yapılacak ek burs ödemesinin toplamı, belirlenen aylık burs limitlerini aşamaz. Burs miktarı üst sınırları aşağıda paylaşılan tabloda sunulmuştur. BİDEB’den kısmi burs alanlara projeden ayrıca burs ödemesi yapılmaz. TÜBİTAK’ın desteklediği herhangi bir projeden burs alanlar ise, ikinci bir projede bursiyer olarak görev alamazlar.

Lisans bursiyerlerinde aranan koşullar:

• Herhangi bir kurum/kuruluşta çalışmama,

• Türkiye’de Kurulu bir yükseköğretim kurumunun lisans programında 3. sınıf ve üzeri öğrencisi olmak,

• Üniversitenin not sistemi esas olmak üzere, hazırlık hariç önceki yılların ağırlıklı genel not ortalamasının en az 4 üzerinden 2,5 veya 100 üzerinden 65 olması veya bölümünde hazırlık sınıfı hariç önceki yıllara ait ağırlıklı genel not ortalamasında ilk %20 lik dilime girilmiş olması.

Öğrencinin sınıfta kalması durumunda bursu kesilir. Bir projede aynı anda en fazla 2 (iki) lisans öğrencisi bursiyer olarak yer alabilir.

Doktora Sonrası Araştırmacı bursiyerlerinde aranan koşullar:

• Doktoralı olup herhangi bir kurum/kuruluşta çalışmama,

• Doçent ve üstü akademik unvana sahip olmama,

• Doktora/tıpta uzmanlık derecesinin alındığı tarih ile ulusal son başvuru tarihi arasında kalan sürenin 7 yıldan fazla olmaması.

Yabancı Uyruklu Yüksek Lisans/Doktora bursiyerlerinde aranan koşullar:

• Yüksek lisans bursiyerlerinin 30 yaşın altında olması*

• Doktora bursiyerlerinin 35 yaşın altında olması*

(*) Başvuru yılının ilk günü itibariyla belirtilen yaşların doldurulmamış olması.

Kimler Proje Yürütücüsü Olamaz?

Rektör, Rektör Yardımcısı, Başhekim, Başhekim Yardımcısı, Hastane Yöneticisi, Genel Müdür, Genel Müdür Yardımcısı, İl Milli Eğitim Müdürü; başvuru sırasında görevlerinin devam etmesi durumunda proje yürütücüsü olarak görev alamaz, ancak araştırmacı olarak görev alabilirler.

TÜBİTAK’ta görevli olan Grup Yürütme Kurulu ve Danışma Kurulu üyeleri ise; başvuru sırasında görevlerinin devam etmesi durumunda, proje yürütücüsü veya danışman olarak Avrupa Birliği Çerçeve Programları kapsamında açılan çağrılara sunulan projeler (ortak değerlendirmenin uluslararası bağımsız hakemler tarafından gerçekleştirildiği projeler) hariç görev alamaz, ancak araştırmacı olarak görev alabilirler.

Başvuru ve Değerlendirme Süreçleri

Proje başvuruları, uidb-pbs.tubitak.gov.tr internet adresi üzerinden, son başvuru tarihinden önce ve yalnızca elektronik imzayla (e-imza) yapılabilmektedir. E-imza sürecinin belirtilen son tarihlerden önce tamamlanmış olması gerekmektedir. Bursiyer, yardımcı personel ve yurtdışı danışman hariç proje ekibinde yer alan diğer kişilerin ve tüm yürütücü/katılımcı kurum/kuruluş yetkililerinin nitelikli elektronik sertifika (e-imza) sahibi olması gerekmektedir.

The European Molecular Biology Organization (EMBO) provides various scholarship and support programmes for scientists working in the field of life sciences. These programmes, which are financed by the European Molecular Biology Conference (EMBC) Member States and EMBO/EMBC global partners, provide grant, accommodation and networking support to the researchers.

Postdoctoral Fellowships provide international mobility and research opportunities in different countries for postdoctoral researchers working in the field of life sciences.

Eligibility:

• Applicants must hold a doctorate degree or equivalent or they must pledge to hold it at the start of the fellowship.

• Applicants who already hold a PhD at the time of application are eligible to apply only if they obtained it during the two years prior to the date the application is submitted.

• Applicants must have at least one first author research paper accepted in or published in an international peer reviewed journal at the time of application.

• All applications must involve movement between countries.

• Applications to go to the country in which the PhD was obtained or to return to a laboratory in which having worked in the past for more than six months will not be considered.

• Candidates who have already started working in the host laboratory can apply only if they have been working in the host laboratory for less than six months at the time of the application.

• EMBO provides grants to the host institutions to cover the cost of an employment for the awardee. The grant rates depend on the country being visited.

A. Principal investigator (PI)

Principal investigator (excluding retirees and post-doctoral researchers not working in any institution/organization);

• In the case of University/ Training and Research Hospital staff, he/she should be permanent staff of the organization proposing the Project, have a degree of doctorate / specialty in medicine, dentistry, pharmacy, veterinary medicine /proficiency in art.
• In the case of working at the Research Institute, he/she should be permanent staff of the institution proposing the Project, have a minimum four-year undergraduate degree from university.
• In the case of a doctorate student / specialty in medicine, dentistry, pharmacy, veterinary medicine student / proficiency in art student, he/she should have obtained his doctorate qualification and apply for doctoral thesis accepted by the relevant Institute.

For doctorate students / specialty in medicine, dentistry, pharmacy, veterinary medicine students / proficiency in art students, it is not necessary to be a permanent staff in the institution / organization where the project will be carried out (the higher education institution where one is a student). In case of doctorate students / specialization students in medicine, dentistry, pharmacy, veterinary medicine /proficiency in arts students are the PI, the project proposal shall be submitted with justification of meeting the needs that arise during the execution of the doctoral theses

Members of the Group Executive Board and Advisory Board working in ARDEB can take part as a PI or researcher while their duties continue during the application, but not as a consultant (*).

One can take part as a PI for a maximum of five times in total within the scope of the 1002-A Short-Term Support Module and the 1002-B Emergency Support Module throughout her/his career. It is not possible for people who have been assigned as a PI in five or more 1002-A and 1002-B projects, for which a support decision has been made and/or in case of a proposal, to apply to Module 1002-A or 1002-B as PI.

B. Researcher / Consultant

The researchers or consultants whom will take part in a project team;

Must have a minimum four-year undergraduate degree and be a permanent/full-time staff of the participating organization/institution under which they’re working (excluding retirees and post-doctoral researchers not working in any institution/organization)

The PI, researchers and consultants should reside in the territory of Republic of Türkiye.

Retirees who do not work in any organization can take part in the project team as PI, researcher, or consultant and post-doctoral researchers who do not work in any organization can take part as a PI or researcher. In order for the retirees and post-doctoral researchers to become PI, an approval on that they can take part in the project is necessary from the senior authority of the institution / organization where the project will be carried out.

Thesis advisors of doctorate students /specialty in medicine, dentistry, pharmacy, veterinary medicine students / proficiency in art students who apply for a project as PI cannot take part in the project team as a researcher but can be consultant.

It is not possible for the ones being abroad to take part in the project team as a foreign researcher and a foreign consultant.

People working in TÜBİTAK Headquarters / Institutes cannot take part as PIs / researchers / consultants in the projects proposed under this Module.

Individuals with a contribution rate of less than 10% in the project cannot work as researchers, but they can be consultant. In order for a project consultant (**) to take part, the project must have specific expertise or subjects and this issue should be justified in the project proposal. The number of consultants to take part in a project is limited to the number of subjects that require special expertise in that project.

C. Scholar

Undergraduate and graduate students (except for special students and prep students) and “Research Assistants” studying in higher education institutions in Türkiye and post-doctoral researchers can take part as scholar in projects.

Undergraduate scholars should not work in any institution/organization. If the student fails the class, the scholarship is terminated. A maximum of 4 (four) undergraduate scholarship students can take part in a project at the same time.

The requirements to be a post-doc researcher scholar;

• Scholar should have a PhD but not work in any institution/organization,
• Scholar should not have an academic title of associate professor or higher,
• The period between the date of obtaining the doctorate/ specialty in medicine, dentistry, pharmacy, veterinary medicine/ proficiency in arts degree and the date when the person will be assigned within the scope of the project (request date) should not be more than 7 years (In case that female researchers have taken maternity leave within the specified period;  one year will be added to this period for each birth given that the birth certificate or the identity document of the children is sent to deik@tubitak.gov.tr by e-mail attached to the request letter)

WHO CANNOT BE PRINCIPAL INVESTIGATOR?

The highest level managers of the public institutions/organizations, deputies and assistants of them (Rector, Vice Rector, Chief Physician, Deputy Chief Physician, Hospital Director, Minister, Deputy Minister, General Manager, Deputy General Manager, Provincial Director of National Education, etc.) cannot act as PI if they are still working in those positions during the application, but they can be researchers in 3 (***) projects at most.

Short-Term R&D Funding Program projects are excluded from the limit of being able to take part in projects, however;

Within the scope of the 1002-A Short-Term Support Module and the 1002-B Emergency Support Module one can take part simultaneously at maximum,

• In two projects as PI or
• In four projects as Researcher or
• In one project as PI and in two projects as a researcher.

(*) TÜBİTAK Governing Board and Advisory Board members can take part in projects applied to the calls under EU Framework Programs (calls where joint evaluation is carried out by international independent reviewers) as consultant.

(**)  Consultant: researcher or expert whose knowledge is used for a secondary subject of project, requiring special expertise.

(***) International projects, 1000, 1002-A and 1002-B projects are not included in the specified quota.

1707 Sipariş Ar-Ge Programı, Müşteri Kuruluş’un gereksinimlerini karşılamak üzere tasarlanan çözüm önerilerinin, KOBİ'ler tarafından Ar-Ge faaliyetlerine dönüştürülerek ticarileşebilir çıktılara ulaşılması hedefini benimsemektedir. TÜBİTAK ve Müşteri Kuruluş, bu önemli süreçte eş finansman yoluyla KOBİ'lerin gereksinim odaklı Ar-Ge faaliyetleri gerçekleştirmelerini sağlamaktadır.

KOBİ’ler müşterisi hazır yenilikçi ürün ve süreçler gerçekleştirmektedir. Sanayi kuruluşları arasında finansman riskinin paylaşılmasına ve fikri sınai haklar üzerinde anlaşılmasına zemin hazırlanmakta, proje yönetiminde görece daha deneyimli olan kuruluşların deneyimlerini KOBİ’lere aktarmasına imkân tanınmaktadır.

Proje başvuruları TEYDEB Proje Değerlendirme İzleme Sistemi (PRODİS) üzerinden 01 Ekim 2024 –30 Kasım 2024 (saat 23:59) tarih aralığında alınacaktır.

1707 Sipariş Ar-Ge 2024 yılı 3. Çağrı Döneminde açılan çağrılar kapsamında Yeşil Mutabakata Uyum Kapsamındaki Öncelikli Ar-Ge ve Yenilik Konularında sunulan projelere değerlendirme aşamasında öncelik verilecektir.

A. Proje Yürütücüsü, Araştırmacı ve Danışman

Proje ekibinde yer alacak yürütücü, araştırmacı veya danışmanların;

• Üniversite personeli olmaları durumunda, doktora/sanatta yeterlik/tıpta uzmanlık derecesine sahip olmaları gerekmektedir. (Bu koşul eğitim ve araştırma hastanelerinde çalışanları da kapsamaktadır.)
• Kamu kuruluşları veya özel kuruluşlarda çalışmaları durumunda, en az dört yıllık üniversite lisans eğitimi almış olmaları yeterlidir.

Proje yürütücüsü, projeyi öneren kuruluşun kadrolu personeli olmak zorundadır.

Proje yürütücüsü ve araştırmacıların Türkiye Cumhuriyeti sınırları içerisinde ikamet etmeleri gerekir. (Yabancı uyruklu bir kişi Türkiye sınırlarındaki bir kurum/kuruluşta görev yapmak koşulu ile projede yürütücü/araştırmacı olarak görev alabilir.)

Projedeki katkı oranı %10’un altında olan kişiler araştırmacı olarak görev alamazlar.

Herhangi bir kuruluşta çalışmayan emekliler, PTİ almamak şartıyla proje ekibinde araştırmacı veya danışman olarak görev alabilirler. (Türkiye Bilimsel ve Teknolojik Araştırma Kurumu Kurulması Hakkında Kanun’un 16. maddesinin 2. fıkrasında PTİ ödemelerine ilişkin olarak yer alan ifade gereğince, sadece kamu kurum veya kuruluşlarının kadro ve pozisyonlarında bulunanlara PTİ ödemesi yapılabilmektedir). Emeklilerin, proje yürütücüsü olarak görev alabilmeleri için mutlaka herhangi bir kuruluşta tam zamanlı olarak çalışıyor olmaları gerekmektedir.

Bir projede danışman yer alabilmesi için projenin özel uzmanlık gerektiren konu ya da konularının olması ve bu hususun proje önerisinde gerekçeli olarak belirtilmesi gerekir. Bir projede görev alacak danışman sayısı o projedeki özel uzmanlık gerektiren konu sayısı ile sınırlıdır.

B. Bursiyer

Türkiye’deki yüksek öğretim kurumlarında lisans ve lisansüstü (Yüksek Lisans ve Doktora) eğitimlerine devam etmekte olan "öğrenciler" veya öğrenci statüsündeki "Araştırma Görevlileri" ile doktora sonrası araştırmacılar bursiyer olarak proje ekibinde yer alabilirler.

BİDEB’den tam burs alan Lisansüstü ve Doktora Sonrası Bursiyerler için projeden de ek burs ödemesi yapılabilir. BİDEB bursu ve projeden yapılacak ek burs ödemesinin toplamı, belirlenen aylık burs limitlerini aşamaz. BİDEB’den kısmi burs alanlara projeden ayrıca burs ödemesi yapılmaz. TÜBİTAK’ın desteklediği herhangi bir projeden burs alanlar ise, ikinci bir projede bursiyer olarak görev alamazlar.

Lisans bursiyerlerinde aranan koşullar:

• Herhangi bir kurum/kuruluşta çalışmamak,
• Türkiye’de kurulu bir yükseköğretim kurumunun lisans programında son iki sınıf öğrencisi olmak,
• Üniversitenin not sistemi esas olmak üzere, hazırlık hariç önceki yılların ağırlıklı genel not ortalamasının en az 4 üzerinden 2,5 veya 100 üzerinden 65 olması veya bölümünde hazırlık sınıfı hariç önceki yıllara ait ağırlıklı genel not ortalamasında ilk %20 lik dilime girilmiş olması.
• Bir projede aynı anda en fazla 2 (iki) lisans öğrencisi bursiyer olarak yer alabilir.
• Bursun devamlılığı için başlangıçtaki şartlar aranmaz. Ancak öğrencinin sınıfta kalması durumunda bursu kesilir.

Doktora Sonrası Araştırmacı bursiyerlerinde aranan koşullar:

• Doktoralı olup herhangi bir kurum/kuruluşta çalışmama,
• 40 yaşını doldurmamış olma,
• Doktora/tıpta uzmanlık derecesinin alındığı tarih ile ilgili programın son başvuru tarihi arasında kalan sürenin 5 yıldan fazla olmaması.

Kimler Proje Yürütücüsü Olamaz?

Kamu kurum/kuruluşlarının en üst düzey yöneticileri (Rektör, Başhekim, Hastane Yöneticisi, Genel Müdür, İl Milli Eğitim Müdürü vb.) başvuru sırasında görevlerinin devam etmesi durumunda proje yürütücüsü olarak görev alamaz, ancak araştırmacı olarak görev alabilirler. Kamu kurum/kuruluşlarının en üst düzey yöneticileri vekil ve yardımcıları (Rektör Yardımcısı, Başhekim Yardımcısı, Genel Müdür Yardımcısı vb.) ise bu çağrı kapsamında proje yürütücüsü olarak görev alabilir.

Ülkemizin üyeleri arasında yer aldığı ve TÜBİTAK tarafından temsil edildiği COMSATS, 1994 yılında kurulmuş hükümetlerarası bir organizasyondur. COMSATS’ın amacı, gelişmekte olan ülkelerin, bilim ve teknolojiyi kullanarak ve uygulayarak sosyo-ekonomik gelişmelerini sağlamaktır. Sekretarya’sı Pakistan’ın başkenti İslamabad’dadır. Ülkemizin 2017 yılında dâhil olduğu COMSATS'ın günümüzde 27 üyesi bulunmaktadır.

• Üye ülkelerdeki teknik proje uygulamaları için danışmanlık hizmeti verilmesi,

• COMSATS Mükemmeliyet Merkezleri ağı vasıtasıyla ortak teknik işbirliği projelerine katılım sağlanabilmesi,

• COMSATS Mükemmeliyet Merkezlerinde kısa dönemli eğitim imkânı sağlanması,

• Bilim insanlarına uluslararası bir tartışma platformundan yararlanma olanağı sunulması,

• Üye ülkelerin görünürlüğünü artırmak ve diğer ülkelerle teknik işbirliğini sağlamak için üye devletlerin ihtiyaçları doğrultusunda ortak uluslararası ve bölgesel çalıştaylar için finansal, teknik ve idari destek verilmesi,

• Üye ülkelerdeki teknik proje uygulamaları için danışmanlık hizmeti verilmesi,

• Bilim ve teknoloji alanında seçilmiş olan uzmanlara COMSATS’ın danışmanlar paneline ücretsiz üyelik imkânı verilmesi,

• Teknoloji transferinin kolaylaşması,

• COMSATS yayınlarından ücretsiz yararlanılması,

• COMSATS elektronik veri tabanına erişim imkânı sağlanması.

COMSATS Mükemmeliyet Merkezleri Ağı, ortak teknik işbirliği projelerine katılım ve COMSATS veri tabanına erişim gibi açılardan ülkemize katkı sağlamaktadır.

COMSATS tarafından oluşturulan Mükemmeliyet Merkezleri Ağı’na Kurumumuz Marmara Araştırma Merkezi de dâhil edilmiştir. İlgili Mükemmeliyet Merkezleri Ağı'nın fonksiyonları arasında; (i) ulusal, bölgesel ve uluslararası düzeyde üst düzey araştırma ve eğitim faaliyetleri yürütmek, (ii) sosyo-ekonomik kalkınma ve çevresel zorluklara çözüm bulmaya yardımcı olmak için temel ve uygulamalı araştırmalar yapmak; (iii) sürdürülebilir kalkınma için küresel etkileri olan sorunlara bilimsel çözümler bulmak için disiplinler arası araştırma ve modelleme yapmak ve (iv) üretim ve hizmet sektörlerine bilimsel ve teknik hizmetler sağlamak yer almaktadır.

COMSATS, 2 aylık periyotlarla bir bülten yayınlamaktadır. "COMSATS Newsletter" adı altında yayınlanan bu bülten, üye ülkelerin bilim ve teknoloji alanındaki faaliyetleri görünür kılma amacını taşımaktadır.
