2022-1 BiGG + KOBİ Mentor Arayüz Çağrısı  KOBİ'lerin iş geliştirme ve yenilik kapasitelerini artırmaya yönelik mentorluk mekanizmaları oluşturulması ve yürütülmesine yönelik faaliyetlerin desteklenmesi amacı ile açılmıştır.

Araştırma ve Yenilik alanlarına ayrılan kamu kaynaklarının daha etkin ve verimli kullanılabilmesi amacıyla TÜBİTAK TEYDEB Programları kapsamında desteklenen KOBİ’lerin ürün ve hizmetlerinin ticarileştirilmesi, bu KOBİ’lerin yeni pazarlara girmesi ve ihracat kapasitelerinin artırılması için mentorluk mekanizması geliştirilip uygulanması bu çağrının temel gerekçesidir.  

Mentorluk hizmetinin KOBİ’ler üzerinde iki boyutta etkisi olması beklenmektedir:

· Ticari Olgunluk seviyesinde artış (Örneğin ürün geliştirme aşamasında olan firmaların satış yapması, satış geliri olan firmaların pazar çeşitliliği sağlaması, ihracat yapması vb.)

· Ar-Ge ve yenilik kapasitesinde artış (Örneğin yenilik alanındaki faaliyetlerin sürekliliğinin sağlanması, yenilik faaliyetlerinin kurumsal olarak yürütülmesi vb.).

Mentorluk hizmeti alan KOBİ’lerin aşağıdaki alanlarda gelişme göstermeleri beklenmektedir:

· Ciroda artış

· Mevcut pazar payında artış

· Yeni pazarlara giriş

· Yurtdışına satış ya da mevcut yurtdışı satışlarında artış.

1 Ekim 2022 itibariyle desteklenmeye hak kazanan arayüzler mentorluk faaliyetlerine başlamıştır.

%100 hibe şeklinde verilecek desteğin proje bütçesi üst sınırı genel gider dâhil 2.500.000 (iki milyon beş yüz bin) TL’dir. Proje bütçesi üst sınırı başvuru aşaması için geçerlidir. Destekleme aşamasında maliyet artışları dikkate alınacaktır. Desteklenen gider kalemleri; personel giderleri, hizmet alımları ve genel giderler olarak belirlendi. KOBİ’lere verilecek mentorluk hizmeti ilgili dönemde geçerli bir brüt asgari ücretin en fazla 1/8’i (TL/saat brüt ücret üzerinden) desteklenecektir.

More than 99% of enterprises in Turkey is small and medium-sized enterprises (SME) status. SMEs need increased productivity, growth and institutionalization in order to overcome the competitive pressure brought by economic and technological changes. Access to external information resources and development of in-house learning competencies are important factors in meeting these needs. SMEs can increase their awareness of compliance with competitive conditions with the mentoring service and solve problems they encounter in the change process more easily.

TÜBİTAK TEYDEB conducts various programs to support the R&D and innovation projects of SMEs. However, transforming the results obtained from R&D and innovation activities into economic value in a sustainable way is a multi-dimensional process. SMEs being able to commercialize the outputs obtained from these projects more quickly; it is considered that the mentoring mechanism can be an effective tool in matters such as improving their R&D and innovation capacities and developing products and processes that they can provide a competitive advantage in the market.
With the Mentor Trainer Call, a Mentor Pool was created from people with knowledge and experience in different fields. The pool created by this call can be updated and used by Interfaces when necessary.

In order to use the public resources devoted to the Research and Innovation areas more effectively and efficiently, the mentoring mechanism is developed as a reason for this call to commercialize the products and services of SMEs supported within the scope of TÜBİTAK TEYDEB Programs, to enter new markets and increase their export capacities.

The aim of this call is to increase the competitive power of domestic and international markets by introducing innovative products of SMEs that benefit from TÜBİTAK R&D and innovation supports with a qualified mentoring mechanism. SMEs receiving mentoring services are expected to

improve in the following areas:

  • Increase in turnover
  • Increase in current market share
  • Entry into new markets
  • Overseas sales or increase in current overseas sales.

In the activities to be carried out, it is recommended to focus on a specific sector and/or region, as well as to collaborate with the institutions and organizations listed below and similar ones:

  • Chambers of Commerce and Industry

  • Professional and Sectoral Civil Society Organizations

As of October 1st  2022, the eligible interfaces have started their mentoring activities. 

The support, provided as a 100% grant, has a project budget limit of 2,500,000 TL (two million five hundred thousand TL), including general expenses. This budget limit is valid for the application phase. Cost increases during the support phase will be considered. The eligible expense items for support include staff expenses, service purchases and general expenses. The mentoring service provided to SMEs will be supported at a maximum of 1/8 of the valid gross minimum wage for the relevant period (based on gross hourly wage in TL).

The Scope of the Support, Amount and Duration

The scope of this program is to provide support for projects which having groundbreaking goals, offering the opportunity to meet significant gaps at scientific and technological areas and providing new perspective to researchers, and/or having potential of important discovery and/or inventions at every single area of science and technology; and for researchers working on these projects in Türkiye.

2D magnets based on metal-radical coordination architectures

 

The International Centre for Genetic Engineering and Biotechnology (ICGEB) was established as a special project initiated by the United Nations Industrial Development Organization (UNIDO). Its primary objective is to support the establishment of biotechnology infrastructure in developing countries and to enhance their international interactions in the field of biotechnology.

The process of signing the agreement for the establishment of ICGEB was initiated in 1983 as a result of efforts carried out under the United Nations Industrial Development Organization (UNIDO). The agreement entered into force in 1994, following its ratification by 35 countries. Currently, ICGEB has 66 member countries. The organization’s headquarters is located in Trieste, Italy.

ICGEB contributes to advanced scientific studies in life sciences through 44 research laboratories located in Italy (Trieste), India (New Delhi), and South Africa, with over 600 employees. At the same time, the organization is striving to strengthen its impact through Affiliated Centres established in its 66 full member countries, as well as through the newly introduced Regional Research Centres project.

Türkiye became a member of ICGEB in 1989 through an intergovernmental agreement. The purpose of this membership is to enable Turkish researchers working in the fields of molecular biology, genetic engineering, health sciences, biomedical sciences, and agricultural biotechnology to benefit from ICGEB’s knowledge and technologies in these areas, and to contribute to the increase of international cooperation in the topics covered by ICGEB’s activities.

Since 1989, the TÜBİTAK Marmara Research Centre, Vice Presidency of Life Sciences, has been serving as the ICGEB Affiliated Centre and as the National Liaison Office for Türkiye.

The ICGEB programmes available to Turkish researchers include:

  • Collaborative Research Projects;

  • Return Grants, and Support for the Organization of Courses, Meetings, and Workshops.

The 1707 Order R&D Program aims to transform solution proposals designed to meet the needs of Customer Organizations into commercially viable outputs by SMEs through R&D activities. TÜBİTAK and Customer Organizations facilitate SMEs' need-oriented R&D activities through co-financing during this significant process. SMEs are executing innovative products and processes tailored to their customers. Ground is being prepared for sharing financing risks among industrial organizations and understanding intellectual property rights, allowing organizations with relatively more experience in project management to transfer their experiences to SMEs. Three different call periods for SME Support for 1707 Order-based R&D Projects have been defined for the year 2024:

During the 2nd Call Period of the 1707 Order R&D 2024, priority will be given to projects submitted under the Priority R&D and Innovation Topics under the Green Agreement Compliance.

Overview of the PRIMA Program

The PRIMA Program (Partnership for Research and Innovation in the Mediterranean Area) supports international and multi-partner research and innovation projects in the fields of water resources and food systems. It aims to encourage researchers from many countries in the northern and southern Mediterranean to participate in project calls, deliver innovative solutions to end-users, and support pilot actions.

This multi-partner international research support program operates under Article 185 of the Treaty on the Functioning of the European Union. Launched in 2018, it will run for 10 years. The program supports international and multi-partner research and innovation projects in water, food, agriculture, and agri-food value chains. Numerous countries from the northern and southern Mediterranean participate in these international project calls.

Participants from 20 countries have pledged a total fund of €274 million over 10 years. Additionally, €220 million has been allocated to the program through Horizon 2020/Horizon Europe.

The PRIMA Foundation, based in Barcelona, manages collaborative research and innovation calls under the program.

Participating countries include: Germany, Bulgaria, France, Portugal, Croatia, Greek Cypriot Administration of Southern Cyprus, Greece, Spain, Italy, Luxembourg, Malta, Slovenia, Algeria, Egypt, Jordan, Israel, Lebanon, Morocco, Tunisia, and Türkiye.

The supported projects under PRIMA are divided into two sections:

  1. Section 1: EU-Funded Projects
    These projects are funded throughout the program by resources allocated to PRIMA from Horizon 2020/Horizon Europe. Applications are submitted only to PRIMA.

  2. Section 2: Nationally Funded Projects (Without EU Contribution)
    These projects are supported solely by national funds pledged by funding organizations to PRIMA. Project teams must submit applications both to PRIMA and their respective national funding agencies. Turkish teams apply through TÜBİTAK.

INFORMATION ABOUT TECHNOLOGY

X.400 Messaging System Software Technology ensures that the messaging requirements in the strategic, operative and tactical field are met in a fast, accurate and secure manner with a single common system. X.400 Messaging System Software Technology can be used as an alternative to SMTP (Simple Mail Transfer Protocol) in Message Operating Systems used on ships.

It consists of client and server software components that are completely nationally developed, independent of the operating system, compatible with international military and commercial standards.

 Within the scope of the Messaging System, all client and server communication is carried out after TLS (Transport Layer Security) line security is ensured. Smart card-based strong authentication is applied for logging into the system, flexible and powerful access control mechanisms are provided for access to all servers. In addition to international military standards, it has been adapted and expanded to civilian messaging standards to make it secure. In this way, it is possible to use X.400 Messaging System for military or corporate purposes.

The evaluation process for 27 project proposals submitted to the 1707 2024-1 calls has been completed. Decisions have been made to support 18 projects, while evaluation for 1 project is ongoing. The acceptance rates for the calls are as follows:

  • 1707 Order-Based R&D 2024-1 acceptance rate: 70% (20 applications, 14 accepted)

  • 1707 BİGG Joint Order-Based R&D 2024-1 acceptance rate: 80% (5 applications, 4 accepted) 

*Projects critically assessed and rejected, as well as those still in evaluation, are not included in the acceptance rates.

İslâm bilim ve teknoloji tarihinin karanlıkta kalan dönem, isim, eser ve öğretilerini gün yüzüne çıkarmak üzere gösterdiği büyük gayretle gelecek nesiller için çok kıymetli bir bilimsel miras bırakmış olan Prof. Dr. Fuat SEZGİN’in yapmış olduğu çalışmalara devamlılık sağlamak ve aziz hatırasını yaşatmak amacıyla “TÜBİTAK BİDEB Prof. Dr. Fuat SEZGİN Bursları” hazırlanmıştır.

“Bilim Tarihi” ile ilgili alanlarda çalışma yapan yüksek lisans ve doktora öğrencileri ile doktora sonrası araştırmacılar desteklenecektir. Söz konusu burs ve destekler:

Yurt İçi Yüksek Lisans Eğitim Bursu: Bu programın amacı; Türkiye’de tezli yüksek lisans öğrenimi yapan başarılı öğrencileri destekleyerek ülkemizin önceliklerine ve ihtiyaç duyduğu alanlara yönelik insan kaynağı yetiştirilmesine katkı sağlamaktır. Üniversitelerde bilim tarihi ile ilgili konularda yüksek lisans tez çalışması yapan öğrencilere 12 aya kadar yurt içi yüksek lisans bursu verilecektir.

Bu program “2210-C Yurt İçi Öncelikli Alanlar Yüksek Lisans Burs Programı” mevzuatına göre yürütülecektir.

Yurt İçi Doktora Eğitim Bursu: Bu programın amacı, Türkiye’de doktora öğrenimi yapan başarılı öğrencileri destekleyerek öncelikli alanlarda ülkemizin ihtiyaç duyduğu bilim insanlarının yetişmesine katkı sağlamaktır. Üniversitelerde bilim tarihi ile ilgili konularda doktora tez çalışması yapan öğrencilere 36 aya kadar yurt içi yüksek lisans bursu verilecektir.

Bu program “2211-C Yurt İçi Öncelikli Alanlar Doktora Burs Programı” mevzuatına göre yürütülecektir.

Yurt Dışı Doktora Eğitim Bursu: Programın amacı; yurt dışında bilim tarihi alanında doktora eğitimi alan öğrencilere eğitimlerini tamamladıktan sonra Türkiye’ye dönmeleri kaydıyla destek sağlamaktır. Program kapsamında doktora eğitiminin iki (2) yılı için burs verilmektedir. Bursiyerlere, yaşam gideri, öğrenim harçları ve sağlık sigortası da dâhil olmak üzere yıllık en çok 60.000 ABD doları destek sağlanır.

Bu program “2213-A Yurt Dışı Doktora Burs Programı” mevzuatına göre yürütülecektir.

Yurt Dışı Doktora Sırası Araştırma Bursu: Programın amacı, doktora yeterlik sınavını geçmiş ve tez önerisi kabul edilmiş doktora/tıpta uzmanlık/sanatta yeterlik öğrencilerine, tezleriyle ilgili yurt dışında araştırma imkânı sağlamaktır. Doktora eğitimi sırasında bilim tarihi alanında yurt dışında araştırma yapmak isteyen araştırmacılara 12 aya kadar burs verilmektedir.

Bilim tarihi alanında yurt dışında araştırma yapmak isteyen araştırmacılara 12 aya kadar burs verilmektedir.
