Desteklenmeye hak kazanan projeler için altı aylık dönemler halinde PRODİS üzerindeki Ar-Ge Yardım İstek Formu doldurularak elektronik ortamda TEYDEB’e sunulur. Görevlendirilen izleyici, Ar-Ge Yardım İstek Formunu inceleyerek ve firmayı ziyaret ettikten sonra hazırladığı dönemsel izleme raporunu TEYDEB’e iletir. Yapılan harcamalar izleyici görüşü ve destek karar yazısı çerçevesinde desteklenir.

Projenin son döneminde, kuruluş tarafından proje sonuç raporu sunulur.

İzleyicinin firma ziyareti (yerinde ziyaret) sırasında, firmanın proje hakkında sunum yapması; proje yürütücüsü, personeli ve varsa teknik danışmanlarının ziyaret esnasında bulunması beklenir. İzleyici, gerek duyduğu açıklamaları kuruluştan talep edebilir.

For the projects that are entitled to be supported, Periodical interim report on PRODIS are filled in and submitted to TEYDEB electronically in six-month periods. The auditor reviews report and forms. After visiting the company, the auditor submits the periodic monitoring report to TEYDEB. Expenditures are supported within the framework of auditor opinion and support decision letter.

In the last period of the project, the project final report is submitted by the company.

During the auditor’s on-site visit, it is expected that the company will make a presentation about the project, and the project coordinator, staff, and any technical consultants should be present during the visit. The auditor may request explanations as needed from the organization.

Takvim yılı içerisinde iki dönem tanımlanmıştır. Birinci dönem 1 Ocak – 30 Haziran, ikinci dönem 1 Temmuz – 31 Aralık tarih aralıklarını kapsar. Yapılan çalışmalar, öngörülen hedefe göre ilerleme durumu ve giderler, Dönem Raporları ile TÜBİTAK’a sunulur. Projenin dönem raporu, izleyici görüşleri ve proje önerisi dikkate alınarak gerektiğinde GYK tarafından izlenir.

Two periods are defined within the calendar year. The first period covers January 1st to June 30th, and the second period covers July 1st to December 31st. The progress status and expenses related to the planned objectives are submitted to TÜBİTAK with periodical interim report. The project's period report is monitored by the Group Executive Board as needed, taking into account the auditor’s opinions and the project proposal.

Ar-Ge, bilimsel ve teknik bilgi birikimini artırmak amacıyla, sistematik bir temelde yürütülen yenilikçi faaliyetler ve oluşan bilgi birikiminin yeni uygulamalarda (ürün, süreç) kullanımıdır. Yenilik ise, bir fikri, geliştirilmiş, iyileştirilmiş ya da yeni ve satılabilir bir ürüne veya sürece dönüştürmeye yönelik bir dizi bilimsel, teknolojik, mali ve ticari faaliyeti ifade eder.

1501 Sanayi Ar-Ge Destek Programı ile Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ölçeğindeki kuruluşların proje esaslı araştırma - teknoloji geliştirme ve yenilikçilik faaliyetlerinin desteklenmesi hedeflenmektedir. 1501 Sanayi Ar-Ge Destek Programı çağrılı olarak yürütülmektedir.

Sağlanan destek hibe şeklindedir (geri ödemesizdir).

Çağrı duyurusunda aksi belirtilmediği sürece projeler için konu sınırlaması yoktur. Tüm sektörlerden ve tüm teknoloji alanlarındaki Ar-Ge projeleri için başvuru yapılabilir.

Proje destek süresi çağrı duyurusunda belirtilir ve Programın Uygulama Esasları gereği 36 ayı aşamaz. Sunulacak proje sayısı sınırı vb. diğer özel koşullar çağrı duyurularında belirtilir.

1501 TUBITAK Industrial R&D Projects Grant Program will be carried out with budget-based calls to be opened twice a year, starting from January 2020, in order to ensure more efficient use of public resources for country needs and national targets.

1501 TUBITAK Industrial R&D Projects Grant Program Implementation Principles were changed at the TÜBİTAK Board of Directors meeting held on March 14, 2019, and it was stipulated that only organizations of SME scale can apply to the program.

The program aims to support project-based research-technology development and innovation activities of Small and Medium-Sized Enterprises (SMEs).

The determination of the projects to be supported will also take into account the outcomes and impacts of the applicant companies (if any) within the scope of their previously supported projects, attempts to benefit from alternative non-public funding sources (especially applications to the European Union Framework Programs) and the priority of the project subject.

Maksimum Project duration is 36 months.

There is no budget limit.

1501-Sanayi Ar-Ge Destek Programı kapsamında projeye uygulanacak destek oranı, firmanın desteklenen proje sayısına göre aşağıdaki şekilde kademelendirilerek belirlenecektir. 

* Proje başına TÜBİTAK katkısı 20 milyon TL ile sınırlandırılmıştır.

Firmaların 1 Ocak 2020 tarihinden itibaren sözleşmesi imzalanmış projeleri ilk 5 proje kapsamındadır. İlk 5 proje desteği içerisinde 1505, 1512/1812, 1831, 1702 programlarında desteklenen projeler dahil değildir. 1711 ve 1707 çağrılarında sadece tedarikçi kuruluşun desteklenen projeleri dikkate alınacaktır. 

Proje kapsamında uygulanacak destek oranı projenin destek kapsamında belirtilecek ve proje süresince değişmeyecektir.

Program kapsamında desteklenen gider kalemleri aşağıda belirtilmiştir.

a) Personel giderleri,

b) Seyahat giderleri,

c) Alet, teçhizat, yazılım ve yayın alım giderleri,

d) Malzeme ve sarf giderleri,

e) Yurt içi ve yurt dışı danışmanlık hizmeti ve diğer hizmet alım giderleri,

f) Ar-Ge kurum ve kuruluşlarına yaptırılan Ar-Ge hizmet giderleri.

The support rate for a project is defined based on the rules listed below

For the first 5 supported projects of the company:

The support rate is 75% and maximum grant is 20 Million TL*

For the 6th and subsequent supported projects of the company:

The support rate is 60% and maximum grant is 20 Million TL*

 * The maximum grant amount funded by TÜBİTAK is 20 Million TL

Supported costs are: personnel costs, travel costs, tools, equipment, software and technical documents costs, R&D service expenses, consultancy or other services costs, materials and consumables costs,

• Proje önerileri PRODİS (Proje Değerlendirme ve İzleme Sistemi) (http://eteydeb.tubitak.gov.tr) üzerinden TÜBİTAK’a gönderilir.
• Proje önerileri alanında uzman kişiler ve kurullar tarafından değerlendirilir ve uygun bulunan projeler desteklenir.
• Desteklenen projeler için firma ile TÜBİTAK arasında bir sözleşme imzalanır.
• Firma projeyi yürütür ve altışar aylık dönemlerde proje giderlerini ve proje faaliyetlerini içeren dönem raporunu (Ar-Ge Yardımı İstek Formu) TÜBİTAK’a sunar.
• İzleme aşamasında TÜBİTAK alanında uzman bir izleyici görevlendirir, projelerin ilerleyişini izler ve destek ödemesini yapar.
• Projenin son döneminde ilave olarak bir Proje Sonuç Raporu hazırlanır.
• Tamamlanan projenin Ticarileşme Süreçleri takip edilir.

• Project proposals are evaluated by experts and committees, and projects that are found suitable are supported.
• A contract is signed between the company and TÜBİTAK for the supported projects.
• The company carries out the project and submits the period report containing the project expenses and project activities to TÜBİTAK in every six months.
• During the monitoring phase, TÜBİTAK assigns technical auditor(s), monitors the progress of the projects and makes the support payment.
• Project Final Report is additionally submitted in the last period of the project.
• Commercialization Processes of the completed project are monitored.
