The Technology and Innovation Support Programmes Directorate (TEYDEB) conducts the 1501-Industrial R&D Projects Grant Programme and the 1507-SME R&D Startup Grant Programme to support the project-based research, technology development, and innovation activities of Small and Medium-Sized Enterprises. Two calls are opened each year under these programs.

Applications for the TEYDEB 1501-Industrial R&D Projects Grant Programme and the 1507-SME R&D Startup Grant Programme for the first period of 2026 will start to be accepted as of 1 January 2026 through the application system.

1. In order to apply, an organization-based pre-registration application must be submitted to TUBITAK. The specified date is the deadline for sending the organization-based pre-registration application to TÜBİTAK via PRODİS. Pre-registration documents must reach TÜBİTAK at least one business day before the call closing date. If pre-registration approval cannot be given due to deficiencies in organization-based pre-registration documents, the responsibility belongs to the organization. There is no need to wait for the call opening date for organization-based pre-registration. For this reason, companies planning to apply for the call are recommended to carry out organization-based pre-registration without wasting time. 

2. Organizations that have previously received organization-based pre-registration approval will not pre-register on an organization basis again and will not send pre-registration documents. 

3. This is the deadline for project proposals to be sent via PRODİS. Organization-based pre-registration approval must be obtained for submission. 

Important Remınder: 

Since the project proposals will be sent with e-signature, the e-signature must be provided or, in case of e-signature, the e-signature validity periods must be checked, and the e-signature must be renewed if the e-signature expires until the call closing date.

Küçük ve orta büyüklükteki işletme (KOBİ) ölçeğindeki kuruluşların proje esaslı araştırma, teknoloji geliştirme ve yenilikçilik faaliyetlerinin desteklenmesi amacıyla Teknoloji ve Yenilik Destek Programları Başkanlığı (TEYDEB) tarafından yürütülen, 1501-Sanayi Ar-Ge Destek Programı ve 1507-KOBİ Ar-Ge Başlangıç Destek Programı kapsamında her yıl ocak ve temmuz aylarında olmak üzere iki çağrı açılmaktadır.

TEYDEB 1501-Sanayi Ar-Ge Destek Programı ve 1507-KOBİ Ar-Ge Başlangıç Destek Programı 2026 yılı 1. dönem başvuruları 1 Ocak 2026 tarihi itibarıyla başvuru sistemi üzerinden alınmaya başlanacaktır.

1. Başvuru yapabilmek için kuruluş bazlı ön kayıt başvurusunun TÜBİTAK’a ulaştırılması gerekir. Belirtilen tarih, kuruluş bazlı ön kayıt başvurusunun PRODİS üzerinden TÜBİTAK’a gönderilmesi için son tarihtir. Ön kayıt evraklarının çağrı kapanış tarihinden en az bir iş günü öncesinde TÜBİTAK’a ulaşması gerekir. Kuruluş bazlı ön kayıt evraklarındaki eksiklik nedeniyle ön kayıt onayının verilememesi durumunda sorumluluk kuruluşa aittir. Kuruluş bazlı ön kayıt için çağrı açılış tarihinin beklenmesine gerek yoktur. Bu nedenle çağrıya başvuru yapmayı planlayan firmaların zaman kaybetmeden kuruluş bazlı ön kayıt işlemleri gerçekleştirmesi tavsiye edilir.

2. Daha önce kuruluş bazlı ön kayıt onayı alan kuruluşlar tekrar kuruluş bazlı ön kayıt yaptırmayacak ve ön kayıt evrakı göndermeyecektir.

3. Proje önerilerini PRODİS üzerinden göndereceği son tarihtir. Gönderim için kuruluş bazlı ön kayıt onayı gerekir.

Önemli Hatırlatma: 

Proje önerileri e-imza ile gönderileceğinden e-imza geçerlilik sürelerinin kontrol edilmesi önerilmektedir. Çağrı kapanış tarihine kadar e-imza süresinin bitecek olması durumunda e-imzanın yenilenmesi gerekir.

2523–Joint Mobilization Support Program with Korea National Research Foundation (NRF) 2025 Call scientific review process has been concluded. The 7 projects found eligible to be funded by both TÜBİTAK and NRF are listed below.

The 1707 Order R&D Program aims to transform solution proposals designed to meet the needs of Customer Organizations into commercially viable outputs by SMEs through R&D activities. TÜBİTAK and Customer Organizations facilitate SMEs' need-oriented R&D activities through co-financing during this significant process. SMEs are executing innovative products and processes tailored to their customers. Ground is being prepared for sharing financing risks among industrial organizations and understanding intellectual property rights, allowing organizations with relatively more experience in project management to transfer their experiences to SMEs. 

Under the 1707 Order-Based R&D Projects SME Support Call, three separate call periods are planned for the year 2026. The draft schedule is as follows:

In the 1st Call Period, the SME Support Call for Order-Based R&D Projects 2026-1 (1707 Order-Based R&D 2026-1) has been launched.

Project applications will be accepted through the Technology and Innovation Funding Programs Administration (TEYDEB) Project Evaluation Monitoring System (PRODİS) between 2 January 2026 and 13 March 2026 (23:59, UTC+3).

Within the scope of the call announced under the 1707 Order-Based R&D Program – 1st Call Period of 2026, priority will be given to projects submitted under the Priority R&D and Innovation Topics under the Green Agreement Compliance.

1707 Sipariş Ar-Ge Programı, Müşteri Kuruluş’un gereksinimlerini karşılamak üzere tasarlanan çözüm önerilerinin, KOBİ'ler tarafından Ar-Ge faaliyetlerine dönüştürülerek ticarileşebilir çıktılara ulaşılması hedefini benimsemektedir. TÜBİTAK ve Müşteri Kuruluş, bu önemli süreçte eş finansman yoluyla KOBİ'lerin gereksinim odaklı Ar-Ge faaliyetleri gerçekleştirmelerini sağlamaktadır.

KOBİ’ler müşterisi hazır yenilikçi ürün ve süreçler gerçekleştirmektedir. Sanayi kuruluşları arasında finansman riskinin paylaşılmasına ve fikri sınai haklar üzerinde anlaşılmasına zemin hazırlanmakta, proje yönetiminde görece daha deneyimli olan kuruluşların deneyimlerini KOBİ’lere aktarmasına imkân tanınmaktadır.

Within the scope of the 2202 Science Olympiad Program carried out within our Presidency, a total of 19,447 participants, including 18463 students and 984 teachers in 9 branches applied for the 33rd Science Olympiad First Stage exam in 2025. 

As a result of the First Stage Examination held on 17 May 2025, 511 students qualified to participate in the Summer School and the Second Stage Examination, while 156 teachers became eligible to attend the TÜBİTAK Olympiad Academy training programs.

511 students participated in the Second Stage Exam held in Ankara from 11-20 December 2025. According to the evaluations made as a result of the exam, 224 students won medals. 246 students were invited to the Winter School and Team Selection Exam.

Students who won medals gained additional coefficients in the university exam, the right to become undergraduate scholars, mentoring support and money awards.

In addition, following the certification examination organized for teachers, 114 teachers qualified to receive the TÜBİTAK Science Olympiads Trainer Training Certificate.

1071 - SUPPORT PROGRAMME FOR INCREASING CAPACITY TO BENEFIT FROM INTERNATIONAL RESEARCH FUNDS AND PARTICIPATION IN INTERNATIONAL R&D COOPERATION

Aim and Scope

The aim of 1071 Support Program is to increase the capacity of researchers of our country to apply to international support funds, to improve their success performance in applications, and to support projects within the scope of call areas to be determined for enhancing participation in bilateral and multilateral international R&D collaborations. Within the scope of the Program, the calls are open for applications from academia, academia-industry cooperation or industry in different disciplines and different types of projects. In the calls, the university-industry-public institution collaborations are encouraged in line with the bilateral and multilateral international cooperation mechanisms that support participation in the European Union Framework Programs and similar international programs. Application, evaluation and monitoring procedures of the 1071 Support Program are carried out by the International Collaboration Projects Research Support Group (UPAG).

Two types of project support within the scope of in bilateral calls are given below:

1. Research Projects

The aim of this type of project calls is to support research projects that should contribute to the current state of the art by producing new knowledge, making new scientific interpretations or solving technological problems based on scientific principles.

Funding rate is 100% for “Research Projects”.

2. R&D - Innovation Projects

• Within the framework of the R&D - Innovation Projects calls, the projects with the following objectives are supported:
• Producing a new product,
• Increasing the product quality or standards,
• Developing new techniques to reduce costs and increase standards,
• Developing new production technologies.

The projects, focusing on research and experimental development, “technologically new or improved product”, “technological process innovation” are preferred; basic research projects are not supported within the scope of this type of call.

Funding rates for R&D - Innovation projects are;

• 100% for universities & public institutions,
•  75% for SMEs,
•  60% for large companies.

In the calls opened within the scope of multilateral cooperation, the scope and rules determined within the framework of the international agreements signed are applied.

Application:

For bilateral and multilateral project calls, thematic call areas, application conditions, budget issues, maximum duration of projects, call procedure and other matters specific to the calls are approved by the Presidency of TÜBİTAK and announced in the national call documents.

Applications to TÜBİTAK within the scope of the calls can only be made with electronic signature (e-signature) over the electronic system, https://uidb-pbs.tubitak.gov.tr before the call deadline. The e-signature process must be completed before the specified deadlines. Except for the auxiliary staff and the foreign consultant, other persons in the project team and all executives/participating institutions/organizations authorities must have qualified electronic certificates (e-signature).

Application conditions may differ depending on the call to be applied, so the national call document published on the application page must be read carefully before the application.

Some important points to consider for the application process:

• Applications can only be made with electronic signature. Signatures of project team(s) and institution(s) must be full and complete.
• The application must be completed within the deadline of application.
• The application must be made in accordance with the related call conditions.
• A project proposal can be submitted to a single call during the same application period.
• The application form must be filled in in detail and the required documents must be fully uploaded to the application system.
• If more than one institution/organization from Turkey participates in the same international project, a single national application must be made to TÜBİTAK.
• If an international joint project application is required within the scope of multilateral calls, both national and international applications must be submitted.
• If an application was made to TÜBİTAK before with the same / similar project proposal and the application was rejected as a result of scientific evaluation, Project Proposal Change Notification Form and Waiver Form (if necessary) should be filled.
• Before submit the application, the information regarding the Ethics Committee Approval Certificate, Legal / Special Permit Certificate and Support Letter should be read carefully. If the project is decided to be supported, necessary document should be submitted to TÜBİTAK in the desired format and in full within the time given by the International Cooperation Projects Research Support Group (UPAG). If the documents cannot be obtained within the specified period, the project will not be started.
• Consultancy and service procurement expenses taken from international project partners are not covered by TUBITAK.

Evaluation Procedure and Decision of Support

If the project proposal are evaluated by TÜBİTAK, the proposals will be reviewed according to a certain set of evaluation criteria.

In cases where the scientific evaluations are made by international independent panels/referees in multi-partner projects, the evaluation criteria is determined by call secretariat.

As a result of the evaluation process, the support decision, amount of funds to be transferred and accepted project duration are determined by the approval of TÜBİTAK Presidency.

1071 Destek Programı’nın amacı, ülkemiz araştırmacılarının uluslararası destek fonlarına başvuru kapasitesinin ve başvurularda başarı performansının iyileştirilmesi ile ikili ve çok taraflı uluslararası Ar-Ge işbirliklerine katılımın arttırılmasına yönelik belirlenecek çağrı başlıkları kapsamındaki projelerin desteklenmesidir. Program kapsamında, farklı disiplinlerde ve farklı proje tiplerinde akademiye, akademi-sanayi işbirliğine veya sanayiye yönelik çağrılar açılmaktadır. Açılan çağrılarda Avrupa Birliği Çerçeve Programları ve benzeri uluslararası katılımı destekleyici ikili ve çok taraflı mekanizmalar ile uyumlu bir şekilde üniversite-sanayi-kamu işbirlikleri desteklenebilmektedir.

İkili işbirlikleri kapsamında açılan çağrılarda aşağıda belirtilen iki türde proje desteği verilmektedir.

1. Araştırma Projeleri:

Araştırma Projeleri çağrılarının amacı yeni bilgiler üretilmesi, bilimsel yorumların yapılması veya teknolojik problemlerin çözümlenmesi için bilimsel esaslara uygun olan projeler desteklemektir.

2. Ar-Ge ve Yenilik Projeleri:

 Ar-Ge ve Yenilik projeleri çağrılarıyla; (i) ülkemizdeki teknik yeterliliğin ve bilgi birikiminin artırılması, (ii) özel kuruluşların uluslararası teknoloji birikimine erişiminin ve teknoloji transferinin sağlanması, (iii) edinilen teknolojik bilgi ve deneyimin özel kuruluş bünyesinde içselleştirilerek özgün teknolojilerin geliştirilmesinde ivme kazandırıcı ve yönlendirici bir etken olması ve (iv) özel kuruluşların uluslararası pazarlarda yer almasına katkı sağlanması amaçlanmaktadır.   

1071 programı Ar-Ge ve Yenilik projeleri çağrıları kapsamında değerlendirilen projelerde temel araştırma niteliği aranmamakta, araştırma ve deneysel geliştirme (Ar-Ge), “teknolojik açıdan yeni veya iyileştirilmiş ürün”, “teknolojik süreç yeniliği” odaklı projeler tercih edilmekte ve

• Yeni bir ürün üretilmesi,

• Ürün kalitesinin veya standartlarının yükseltilmesi,

• Maliyet düşürmek ve standartları yükseltmek için yeni teknikler geliştirilmesi,

• Yeni üretim teknolojilerinin geliştirilmesi

hedefleri olan projeler desteklenmektedir.

Kurumumuz, Uluslararası işbirliği ağları ve Avrupa Ortaklıkları (ya da eski adıyla ERA-NET Projeleri vb.) dahil olmak üzere farklı tematik alanlarda ortak sorunları ele almak üzere çok taraflı uluslararası mekanizmalara katılım sağlamaktadır. Ülkemiz araştırmacıları da bu çok taraflı işbirliği mekanizmaları kapsamında açılan ortak çağrılara dâhil olabilmektedir.
