Proje önerileri aşağıda belirtilen üç boyuta göre değerlendirilmektedir:
I. Boyut: Endüstriyel Ar-Ge İçeriği, Teknoloji Düzeyi, Yenilikçi Yönü,
II. Boyut: Proje Planının ve Kuruluş Altyapısının Proje İçin Uygunluğu,
III. Boyut: Proje Çıktılarının Ekonomik Yarara ve Ulusal Kazanıma Dönüşebilirliği.
Criteria
Project proposals are evaluated according to the following three main dimensions;
Dimension I: Industrial R&D Content, Technology Level and Innovative Aspect
Dimension II: Suitability of the Project Plan and Establishment Infrastructure for the Project
Dimension III: Convertibility of Project Outputs into Economic Benefit and National Benefit
Yöntem
Projeler, konularında uzman hakemler tarafından firma ziyaretleri/çevrimiçi (görüntülü) görüşme ile değerlendirildikten sonra TÜBİTAK'a rapor edilir. Hakem değerlendirme sürecinde firma ile görüşmelerin ziyaret ile ya da çevrimiçi (görüntülü) görüşme aracılığı ile yapılma koşulları aşağıda belirtilmiştir.
Hakem değerlendirme sürecinde:
- BİLTEG projelerinde hakemler firmanın tercihine göre çevrimiçi (görüntülü) görüşme aracılığıyla firma ile görüşme yaparlar veya firmayı yerinde ziyaret ederler
- BİLTEG projeleri haricindeki projelerde hakemler firmayı yerinde ziyaret ederler
- Hakem, firmanın önceki TEYDEB projeleri kapsamında firmayı son 2 yıl içerisinde ziyaret etmişse firma ile sadece çevrimiçi (görüntülü) görüşme yapar
Değerlendirme sonucunda proje hakemlerden çağrı duyurusunda ilan edilen puanın üzerinde bir ortalama puan elde etmişse Yürütme Kurulu tarafından değerlendirilir. Hakem raporları ve Yürütme Kurulu değerlendirmesi ile bir proje puanı ortaya çıkar. TÜBİTAK tarafından projelerin yeterlilik seviyesi ve bütçe imkanları dikkate alınarak belli bir proje puanının üzerindeki projeler desteklenir.
Değerlendirme aşamasında yukarıda belirtilen üç boyuta ilave olarak başvuru sahibinin TEYDEB tarafından daha önce desteklenen projelerinin ticarileşme performansı, projenin TÜBİTAK tarafından açıklanan öncelikli teknoloji alanları konularına uygun olması koşullarında çağrı duyurusunda belirtilen oranlarda ek puan verilir. Ayrıca proje ile ilgili hakem değerlendirmesi öncesi ya da Yürütme Kurulu değerlendirmesinde çağrı duyurusunda belirtilen kritik tespitlerin belirlenmesi durumunda proje desteklenmez.
Evaluation Method
Projects identified as eligible after preliminary evaluation are evaluated by referees who are experts in their fields. After the referee evaluation, the projects are scored by the board of the relevant technology groups within TEYDEB and the projects deemed appropriate are supported with the approval of the Presidency.
Değerlendirme Formları
Projeyi değerlendiren hakemler; kendileriyle yapılan sözleşme çerçevesinde, PRODİS’te yer alan proje önerisini inceler ve Değerlendirme Yöntem bölümünde belirtilen koşullar doğrultusunda firmayı ziyaret ederek/ çevrimiçi (görüntülü) görüşme aracılığıyla firma ile görüşme yaparak programın Uygulama Esaslarını dikkate alarak hazırladıkları değerlendirme raporunu TEYDEB’e iletir. Sözü edilen sözleşme kapsamında hakemler proje önerisine ilişkin bilgileri üçüncü kişilerle paylaşmaz.
Hakemlerin firma ziyareti sırasında, firmanın proje hakkında sunum yapması; proje yürütücüsü, personeli ve varsa teknik danışmanlarının ziyaret esnasında bulunması beklenir. Hakemler gerek duydukları ek bilgileri/açıklamaları kuruluştan talep edebilirler.
Aşağıda yer alan Proje Değerlendirme Raporu rapor olarak kullanılamaz, bilgi amaçlıdır.
Evaluation Forms
The referees assigned to evaluate the project perform their evaluations in accordance with the Practice Principles of this program and the contract made with them, by reviewing the project proposal document submitted by the companies in accordance with the evaluation report and guide and visiting the company on site (In some conditions, the referees may have the meeting with the company via video conference instaed of visiting the company), and submitting the report to TÜBİTAK in accordance with the guideline in electronic environment on PRODIS.
During the visits of the referees (In some conditions, the referees may have the meeting with the company via video conference instaed of visiting the company), the company is expected to make a presentation on the subject, the project manager, the staff and the technical consultants who will contribute to the project activities are expected to attend the meeting. Referees can request additional information/explanations from the organization before preparing the AGY200 report.

İzleme ve Sonuçlandırma
Projeler, altışar aylık dönemler halinde izleyici(ler) tarafından izlenerek desteklenir. Projenin son döneminde, kuruluş tarafından proje sonuç raporu sunulur.
Monitoring and Conclusion
Projects are monitored and supported by the view of the auditor (s) every six months. In the last period of the project, the project result report is submitted by the organization.
İzleme Formları
Desteklenmeye hak kazanan projeler için altı aylık dönemler halinde PRODİS üzerindeki Ar-Ge Yardım İstek Formu doldurularak elektronik ortamda TEYDEB’e sunulur. Görevlendirilen izleyici, Ar-Ge Yardım İstek Formunu inceleyerek ve firma ziyaretinden (yerinde ziyaret ederek ya da BİLTEG projelerinde firmanın tercihine göre çevrimiçi (görüntülü) görüşme aracılığıyla firma ile görüşme yaparak veya firmayı yerinde ziyaret ederek) sonra hazırladığı dönemsel izleme raporunu TEYDEB’e iletir. Yapılan harcamalar izleyici görüşü ve destek karar yazısı çerçevesinde desteklenir.
Projenin son döneminde, kuruluş tarafından proje sonuç raporu sunulur.
İzleyicinin firma ziyareti (yerinde ziyaret ederek ya da BİLTEG projelerinde firmanın tercihine göre çevrimiçi (görüntülü) görüşme aracılığıyla firma ile görüşme yaparak veya firmayı yerinde ziyaret ederek) sırasında, firmanın proje hakkında sunum yapması; proje yürütücüsü, personeli ve varsa teknik danışmanlarının ziyaret esnasında bulunması beklenir. İzleyici, gerek duyduğu açıklamaları kuruluştan talep edebilir.
Monitoring Forms
Supported projects are evaluated only electronically via the online application (Project Evaluation and Monitoring System -PRODİS) at http://eteydeb.tubitak.gov.tr.
The auditors review the Periodic Report submitted by the firm and they visit the company on site (In some conditions, technical auditor(s) may have the meeting with the company by video conference). The auditors submit the Periodic Monitoring Report to TEYDEB.
During the company visits (In some conditions, technical auditor(s) may have the meeting with the company via video conference instaed of visiting the company), project teams of the companies ( the project manager, staff etc..and also technical consultants) can make a presentation to the auditors. The auditors can request the necessary explanations from the organization.

Kimler başvurabilir?
Türkiye’de yerleşik Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ölçeğindeki sermaye şirketleri başvurabilir.
Başvurular ne zaman yapılır?
1501 Sanayi Ar-Ge Projeleri Destekleme Programına başvurular çağrı duyurularına göre yapılır. Çağrı duyuruları www.tubitak.gov.tr adresinden takip edilebilir. Genel olarak yılda iki çağrı açılır ve yine genel olarak başvuru Ocak-Şubat ve Temmuz-Ağustos aylarında yapılır.
Başvuru nasıl yapılır?
Proje başvuruları çevrimiçi olarak https://eteydeb.tubitak.gov.tr internet adresinden yapılır.
Proje konusu ne olmalıdır?
Çağrı duyurusunda aksi belirtilmediği sürece konu sınırlaması yoktur. Tüm sektörlerden ve tüm teknoloji alanlarındaki Ar-Ge projeleri için başvuru yapılabilir.
Destek oranı nedir ve proje bütçesi en çok ne kadar olabilir?
Çağrı duyurularında belirtilmektedir. Sağlanan destek hibe şeklindedir (geri ödemesizdir).
Hangi giderler desteklenir?
Projedeki Ar-Ge çalışmaları ile ilişkili olacak aşağıdaki giderler desteklenir:
a. Personel giderleri,
b. Proje personeline ait seyahat giderleri (Şehirlerarası ve uluslararası ekonomi sınıfı ulaşım giderleri desteklenebilmektedir.)
c. Alet, teçhizat, yazılım ve yayın alım giderleri (üretim altyapısına yönelik giderler hariçtir),
d. Malzeme ve sarf giderleri,
e. Yurt içi ve yurt dışı danışmanlık ve diğer hizmet alımı giderleri (YMM gideri dahildir.)
f. Türkiye’deki üniversitelere, TÜBİTAK’a bağlı Ar-Ge birimlerine, özel sektör ArGe kuruluşlarına ve benzeri Ar-Ge kurum ve kuruluşlarına yaptırılan Ar-Ge hizmeti giderleri.
Kaç proje sunulabilir?
Çağrı duyurusunda aksi belirtilmediği sürece proje sınırı bulunmamaktadır.
Geçmişte yaptığımız projeler için başvurabilir miyiz?
Hayır. Ar-Ge faaliyetleri proje başvurusundan önce tamamlanmış projeler desteklenmez.
Verilen destek geri alınır mı?
Normal koşullarda geri alınmaz. Ancak, kuruluşun kastı nedeni ile yürürlükten kaldırılan projelerde, yapılan tüm ödemeler, 6183 sayılı Kanunda belirtilen oranlarda gecikme faizi uygulanarak kuruluştan tahsil edilir (bkz. 1501 Programı Uygulama Esasları).
Proje başarısız olursa destek geri istenir mi?
Hayır. (Ayrıca bakınız: Verilen destek geri alınır mı?)
Proje çıktısını satabilir miyiz?
Evet, proje çıktısını satılabilir (NOT: Proje çıktısı bir kamu kurum veya kuruluşuna satılırsa destek kesilir. Detaylı bilgiye 1501 Programı Uygulama Esaslarının Kamu kaynaklı desteklerin düşürülmesi başlıklı 9 uncu maddesinden ulaşabilirsiniz)
Projenin fikri mülkiyet hakları kime ait olur?
Desteklenen projenin yürütülmesi aşamasında veya gerçekleştirilmesi sonucunda fikri ve sınaî mülkiyete konu olabilecek herhangi bir buluş (patent, faydalı model),endüstriyel tasarım (eser, entegre devre topografları ve teknik bilgi) gibi bir fikri ürün ortaya çıkması halinde 17/7/1963 tarihli ve 278 sayılı Türkiye Bilimsel ve Teknolojik Araştırma Kurumu Hakkında Kanunun ilgili hükümleri uygulanır. Desteklenmesine karar verilen projelerle ilgili olarak ortaya çıkması muhtemel fikri ve sınai tüm haklar kuruluşun tasarrufuna devredilir.
Proje bilgilerimiz rakip firmaların eline geçer mi?
TÜBİTAK projede sunulan bilgileri gizli tutar. Proje bilgileri "ticari gizli bilgi" veya “hizmete özel bilgi” olarak kabul edilir ve değerlendirmede görev alan kişiler dışında kimseye aktarılmaz.
Proje nasıl değerlendirilir?
Projeler üç ana boyuta göre değerlendirilir;

Ön değerlendirme sonucunda uygun bulunan projeler alanlarında uzman hakemler tarafından değerlendirilir. Hakem değerlendirmesi sonrasında projeler TEYDEB bünyesindeki ilgili teknoloji gruplarının kurulu tarafından puanlanır ve uygun bulunan projeler Başkanlık onayı ile desteklenir.

Who can apply?
Small and Medium Sized Enterprises (SME) which is resident in Turkey can apply.
What is the application schedule?
Generally, two calls are opened per year and applications are generally made in January-February and July-August. Call announcements can be followed at www.tubitak.gov.tr.
How to apply?
Project proposals are submitted online at https://eteydeb.tubitak.gov.tr.
What should be the project topic?
There is no topic limitation unless otherwise stated in the call announcement.
What is the support rate and what is the maximum project budget?
Please see the call announcement for the support rate and maximum project budget. The support is provided as non-refundable grant.
What expense items can be supported?
The following items related to R&D studies in the project can be included in the project budget:
a. Personnel costs,
b. Travel expenses of the project staff (Intercity and international economy class transportation expenses can be supported.)
c. Expenses for purchasing tools, equipment, software and publications (expenses for production infrastructure are excluded),
d. Material and consumable expenses,
e. Domestic and international consultancy and other service procurement expenses (CPA expense is included.)
f. Expenses for R&D services outsourced to universities in Turkey, R&D units affiliated with TÜBİTAK, private sector R&D organizations and similar R&D institutions and organizations.
How many projects can be submitted?
Unless stated otherwise in the call announcement, there is no limit on the number of projects that can be submitted.
Can we apply for projects we have done in the past?
No, you cannot. Projects whose R&D activities have been completed before the project application are not supported.
Can the support be taken back?
It is not taken back under normal circumstances. However, in projects that are abolished due to the bad faith of the organization, all payments made are collected from the organization by applying default interest at the rates specified in Law No. 6183 (please see 1501 Program Implementation Principles).
If the project fails, will the support be taken back?
No it is not (please see “Can the support be taken back?”)
Can we sell the project output?
Yes, the project output can be sold (NOTE: If the project output is sold to a public institution or organization, the support will be stopped. For detailed information please see Article 9 of the 1501 Program Implementation Principles)
Who owns the intellectual property rights of the project?
In the event that an intellectual product such as any invention (patent, utility model), industrial design (work, integrated circuit topographers and technical information) that may be subject to intellectual and industrial property emerges during or as a result of the completion of the supported project, the relevant provisions of the Law on the Scientific and Technological Research Council of Turkey dated 17/7/1963 and numbered 278 shall apply. All intellectual and industrial rights that may arise regarding the projects supported are transferred to the disposal of the organization.
Will our project information fall into the hands of competitor companies?
TÜBİTAK keeps the information presented in the project confidential. Project information is considered "commercial confidential information" or "service-specific information" and is not transferred to anyone other than those involved in the evaluation process.
