As part of the Eureka Network Projects — one of Eureka’s key support mechanisms — the 'Disaster Resilience' call was launched on 10  June  2025, with the participation of eight countries, including Türkiye  (Austria, Belgium-Flanders, Brazil, Spain, Lithuania, Chile, and Ukraine). In line with Eureka’s objectives, the call will support projects aimed at developing market-oriented products, processes, and services with high commercialization potential.

Purpose of the Call
The aim of this call is to support international, collaborative research, development, and technology projects that contribute to society’s preparedness for, effective response to, and recovery from both human-induced (e.g. destruction caused by conflict and war, urban fires, industrial accidents) and natural disasters (e.g. avalanches, floods, droughts, earthquakes, storms, wildfires, volcanic activity).

Call Spesific Requirements

  • Projects must target at least one type of disaster and include at least one clear and concrete application related to that disaster.

  • Each project must aim to develop a product, process, or service with commercialization potential. The implementation of project outcomes (e.g., market launch) should take place no later than 24 months after project completion.

  • Projects may involve the development of entirely new technological innovations or the adaptation, redesign, or repurposing of existing technologies for different applications.

  • While the Technology Readiness Level (TRL) may vary at the project’s start, no project is expected to begin below TRL 4.

Companies with legal entity status (capital companies), higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550 in Türkiye are eligible to apply for the call. Applications from these institutions will only be accepted if submitted in partnership with at least one capital company.

1719 – Eureka Disaster Resilience, Response, and Recovery and Eureka Network Disaster Resilience, Response, and Recovery 2025 National Call Announcement.

It is strongly recommended to carefully review the call documents before submitting a national application. Applications that do not comply with the national call rules may be rejected without evaluation.

An online information meeting regarding the Disaster Resilience Call under the Eureka Network Projects will be held on 17 June 2025. You can register for the information session about the call 24/7 via this link.

Entities eligible to apply for the 1719 – Eureka Disaster Resilience Call from Türkiye  include capital companies, higher education institutions, public research centers and institutes, training and research hospitals, and research infrastructures defined under Law No. 6550.
Applications from these institutions will only be accepted in partnership with at least one capital company.

Within the scope of the call, the capital company must serve as the Project Coordinator (Main Applicant).

Application Process

Applications will be carried out in two stages: international and national.

  1. Stage1 – International Application: All project partners are required to complete the Eureka Project Application Form online, available on the call's official website.

  2. Stage 2 – National Application (for participants from Türkiye):In addition to the international application, participants from Türkiye  must submit a national application to TÜBİTAK under the 1719 – Eureka Disaster Resilience national call by 12 December 2025, along with the international application form.

  • International Call Closing Date: 31 October 2025 (14:00 GMT)

  • National Call Opening Date : 31 October 2025

  • Deadline for Organization-Based Pre-Registration: 11 December 2025 (23:59 UTC+3)

  • National Project Application Deadline: 12 December 2025 (23:59 UTC+3)
