Within the scope of the application, host institutions and firms are expected to submit an invitation letter. How does this process work? What are the criteria that the domestic host institution is expected to meet?
The host institution or firms, which will host the researchers in our ecosystem, are expected to be leading state or foundation higher education institutions, research infrastructure that have received research and managerial competence in critical fields, public research institutes, firms with R&D or design centers or companies that established within technoparks. The institutions or firms that intend to be hosts are also expected to present an invitation letter. Depending on the researcher's ties to our country, both sides may have initiated this process. According to the host institution or firm, the invitation letter is expected to be signed by the rector or vice-rector, the director of the research infrastructure, or the top-level representative of private sector institutions. In the support process, if the host institution is a public institution or a state university, we cover 100% of the support items. If the host institution or organization is a foundation university or SME, 25% of the scholarship amount is expected to be covered, or 40% if it is a large-scale company. In these cases, based on the call, TÜBİTAK covers the remaining percentage.

Türkiye’nin toplam Ar-Ge harcaması 2023 yılında bir önceki yıla göre 178 milyar 873 milyon Türk Lirası (TL) artarak 377 milyar 542 milyon TL'ye yükseldi. Son 22 yılda Ar-Ge harcaması 13 katına çıkarak 2002 yılında 1,2 milyar dolardan 2023 yılında 16,1 milyar dolara ulaştı. Ar-Ge harcamasının Gayrisafi Yurt İçi Hasıla içindeki payı yüzde 1,42 oldu.
En Fazla Ar-Ge Harcaması Özel Sektör Tarafından Yapıldı
2023 yılında özel sektör, Ar-Ge harcamalarında %65,1’lik pay ile temel itici güç olmayı sürdürdü. Özel sektörün Ar-Ge harcamalarındaki payını yüzde 30,0 ile yükseköğretim takip etti. Kamu Ar-Ge harcamalarının toplam Ar-Ge harcamaları içindeki payı ise yüzde 4,9 oldu.
Özel Sektör, Ar-Ge Harcamasının Yüzde 52,6’sını Finanse Etti
Özel sektör yüzde 52,6 ile Ar-Ge finansmanında da ilk sırada yer aldı. 2023 yılında özel sektörü yüzde 33,1 ile kamu, yüzde 12,7 ile yükseköğretim, yüzde 1,6 ile yurt dışı kaynaklar ve yüzde 0,03 ile diğer yurt içi kaynaklar takip etti.
Özel Sektörde En Fazla Ar-Ge Harcaması Ar-Ge Merkezlerinde ve Yüksek Teknoloji Faaliyetlerindeki Girişimler Tarafından Yapıldı
Özel sektör tarafından 2023 yılında gerçekleştirilen 245 milyar 966 milyon TL Ar-Ge harcamasının yüzde 53,2'si Ar-Ge merkezlerinde gerçekleştirildi. Ar-Ge merkezlerinde yapılan Ar-Ge harcamasının yüzde 88,3'ünin büyük ölçekli girişimler tarafından yapıldığı görüldü.
2023 yılında imalat sanayinde gerçekleştirilen 139 milyar 469 milyon TL Ar-Ge harcamasının yüzde 47,5'u yüksek teknoloji faaliyetinde yer alan girişimler tarafından gerçekleştirildi. İmalat sanayindeki toplam Ar-Ge harcamasının yüzde 40,0'ı orta yüksek teknoloji faaliyetindeki girişimler, yüzde 8,5'u orta düşük teknoloji faaliyetindeki girişimler ve yüzde 4,0'ı düşük teknoloji faaliyetindeki girişimler tarafından yapıldı.
Ar-Ge’de İnsan Kaynağı Arttı
Son 22 yılda tam zaman eşdeğeri (TZE) cinsinden Ar-Ge personeli sayısı yaklaşık 10 katına çıkarak 2002 yılında 28 bin 964 kişiden 2023 yılında 290 bin 850 kişiye ulaştı.
2023 yılında TZE Ar-Ge personeli içinde özel sektörün payı yüzde 65,4 oldu. Özel sektörün TZE Ar-Ge personeli sayısı son 22 yılda 32 katına çıkarak 190 bin 341’e ulaştı.
TZE cinsinden toplam Ar-Ge personelinin yüzde 31,4’ü yükseköğretimde ve yüzde 3,1’i kamu sektöründe yer aldı.
Doktora veya eşdeğeri araştırmacıların toplam Ar-Ge personeli içindeki oranı yüzde 31,0; TZE bazında ise yüzde 21,9 olarak gerçekleşti.
TZE cinsinden Kadın Ar-Ge Personelinin Oranı Yüzde 34,1 Oldu
TZE cinsinden kadın Ar-Ge personel sayısı, 2023 yılında 99 bin 195 kişi ile toplam Ar-Ge personel sayısının yüzde 34,1'ini oluşturdu. Sektörler itibarı ile TZE cinsinden kadın Ar-Ge personel oranı yükseköğretimde yüzde 47,7, kamu sektöründe yüzde 29,6, özel sektörde ise yüzde 27,8 oldu.
İmalat Sanayinde 2023 Yılında 61.024 TZE Araştırmacı İstihdam Edildi
Ar-Ge faaliyeti yürüten girişimlerdeki araştırmacı sayıları incelendiğinde 2023 yılında en fazla araştırmacı, yüzde 49,4 oranı ile orta yüksek teknoloji faaliyeti yürüten girişimler tarafından istihdam edildi. Bunu yüzde 30,7 ile yüksek teknoloji faaliyeti yürüten girişimler takip etti.

TÜBİTAK Başkan Yardımcısı İsmail Doğan, MÜSİAD tarafından İstanbul’da düzenlenen "Siber Güç 24" zirvesinde ülkemizin siber güvenlik yaklaşımına dair önemli açıklamalarda bulundu. Doğan, TÜBİTAK’ın "Milli Teknoloji Hamlesi" doğrultusunda yürüttüğü çalışmalarla Türkiye’nin ulusal güvenliğine yönelik teknolojik kabiliyetlerini geliştirme hedefiyle stratejik adımlar attığını vurguladı.
Dijital çağın, bilgi ve veri güvenliğinin ulusal güvenliğin merkezinde yer aldığına dikkat çeken Doğan, teknolojik yeniliklerin refahı artırmasının yanı sıra çeşitli tehditleri de beraberinde getirdiğini belirtti. Bu kapsamda TÜBİTAK’ın, özellikle BİLGEM Siber Güvenlik Enstitüsü aracılığıyla milli ve yerli çözümler geliştirdiğini ifade eden Doğan, "Sadece günümüzün tehditlerine karşı değil, gelecekte ortaya çıkabilecek risklere karşı da hazırlıklı olmayı hedefliyoruz," dedi.
Doğan, TÜBİTAK’ın siber güvenlik alanında kriptografi, yapay zeka tabanlı tehdit tespiti, siber savunma sistemleri ve blok zincir gibi stratejik teknolojilere odaklandığını kaydetti. TÜBİTAK BİLGEM’in, kritik altyapıların korunması kapsamında enerji, finans, sağlık ve ulaşım gibi hayati sektörlerin dijital sistemlerinin güvenliğini sağlamak için sektörel iş birliklerini güçlendirdiğini vurguladı. Ayrıca, yeni nesil teknolojilerin güvenliği konusunda çalışmalar yürüten TÜBİTAK’ın, nesnelerin interneti (IoT) ve 5G gibi yeni teknolojilere yönelik yenilikçi güvenlik protokolleri geliştirdiğini belirtti.
Doğan, kamu kurumları, özel sektör, akademi ve sivil toplum kuruluşlarıyla yapılan iş birliklerinin, ülkenin siber güvenlik kapasitesini artırmada önemli bir rol oynadığını ifade ederek TÜBİTAK öncülüğünde hayata geçirilen projelerin bu alandaki ulusal kabiliyetleri güçlendirdiğini sözlerine ekledi.
TÜBİTAK’ın siber güvenlik alanında yürüttüğü çalışmaların, Türkiye’nin dijital güvenlik konusunda kendine yeten bir ülke olma hedefine katkı sağladığını belirten Doğan, zirvede yaptığı konuşmada Türkiye'nin bu alandaki küresel rekabet gücünü artırmak için tüm paydaşlarla daha güçlü iş birliklerine vurgu yaptı.

2024 calls for Science and Society Support Programmes, which aim to improve science culture and communication in society, have been published.
Since 2007, the Science and Society Support Programmes run by the Science and Society Directorate have been supporting projects that aim to carry out scientific activities for different segments of society, from preschool children to undergraduate students and teachers.
Some of the innovations and improvements implemented within the scope of the 2024 call period:
Updates were made in the scope of 4004 and 4005 Programmes.
Updates were made in the “Thematic Call Areas” under the 4004 Programme.
Updates were made to the conditions for being an executive under the 4005 Programme.

Toplumda bilim kültürünün ve iletişiminin geliştirilmesini amaçlayan Bilim ve Toplum Destek Programları 2024 yılı çağrıları yayınlandı.
2007 yılından bu yana Bilim ve Toplum Başkanlığı tarafından yürütülen bilim ve toplum destek programları ile okul öncesi dönemi çocuklarından lisans öğrencilerine, öğretmenlere, toplumun farklı kesimlerine yönelik bilimsel etkinlikler yapmayı hedefleyen projeler desteklenmektedir.
2024 yılı çağrı dönemi kapsamında gerçekleştirilen yeniliklerden bazıları:
4004 ve 4005 Programları çağrı kapsamlarında güncellemeler yapıldı.
4005 Programı kapsamında yürütücü olma koşullarında güncellemeler yapıldı.
Destek miktarları artırıldı.
4004 Programı kapsamında “Tematik Çağrı Alanları”nda güncellemeler yapıldı.
