The first call of the Eurostars-3 for the year 2025 (cut-off 8) has been launched on 10 January 2025. Within this call, joint international R&D projects aimed at developing market-oriented innovative products, processes and services will be funded with the participation of at least one Turkish and one foreign organization from any Eurostars member country. Unilateral project applications are not accepted. An innovative SME is expected to take part in the project consortiums as the coordinator. 

Eurostars-3 is a partnership created under the Horizon Europe/ European Innovation Ecosystems Program as the European Partnership on Innovative SMEs with the cooperation of the Eureka Secretariat and 37 member countries. Within the scope of the program to be carried out between 2021-2027, it is aimed to support innovative SMEs to increase their R&D, innovation capacity and productivity, and to help them reach into global value chains and new markets.

In Eurostars-3 calls, bottom-up, international R&D projects with a civilian purpose, are funded led by innovative SMEs, regardless of any technology field or sector. Stock corporations and researchers based in Türkiye can submit joint  proposals to Eurostars-3 2025/1 call. If there is more than one partner from Türkiye in the same international project, the partners are required to apply with a single joint project together. Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of Law No. 6550 can participate jointly under the leadership of stock corporations. Eligible national consortiums will be funded according to the rules of the national funding programme coded “1709-EUREKA-EUROSTARS 2025/1” and "Eurostars-3 Program National Call Announcement".

Before the national application, the call text should be carefully examined, if the application rules are not followed properly, the application may be returned without being evaluated. 

National pre-registration and national pre-submission must be done to TÜBİTAK on the specified dates via TÜBİTAK PRODIS. In addition, after the international evaluation process, the accepted Turkish teams have to make a national application to TÜBİTAK. 

• The deadline for the call is 13 March 2025, at 14:00 (Brussels time)

• The deadline for national pre-registration 24 March 2025, at 23:59 (Türkiye time)

• The deadline for national pre-submission 27 March 2025, at 23:59 (Türkiye time)

Important Considerations for the Call:

1) Within the scope of this call, the following increases have been made in the project budget compared to previous calls; 

- National call budget upper limit is 4 million Euro (previously 2.5 million Euro)

- Individual project budget upper limit is 600 thousand Euro (previously 500 thousand Euro)

- The upper limit of the project budget in partner projects is 850 thousand Euro (previously 750 thousand Euro)

- The upper limit of the budget of institutions other than capital companies is 300 thousand Euro (previously 250 thousand Euro)

2) Please note that Greece, Israel, one of the NFBs in Italy (Ministry of Enterprises and Made in Italy (MIMIT)), South Korea, Switzerland and United Kingdom do not foresee public funding for organisations from their country applying to the 8th call of Eurostars-3. Organizations from these countries are welcome to apply but will have to fully self-finance their part of the project.       

Note: There is funding available for Italian organizations through the NFB MUR.

Eurostars-3 Programı kapsamında 2025 yılının birinci çağrısı açıldı. Çağrı kapsamında, Türkiye’den bir ve Eurostars üye ülkelerinden en az bir ortağın katılımıyla, pazara yönelik, yenilikçi ürün, süreç ve hizmet geliştirilmesi amacı taşıyan uluslararası Ar-Ge projeleri desteklenecektir. 

Eurostars-3, Eureka Sekretaryası ve 37 üye ülke işbirliğiyle, “Yenilikçi KOBİ’ler için Avrupa Ortaklığı (European Partnership on Innovative SMEs)” altında oluşturulan bir programdır. 2021-2027 yılları arasında yürütülecek Eurostars-3 kapsamında, yenilikçi KOBİ'lerin Ar-Ge, yenilik kapasitelerini ve üretkenliklerini artırmalarına destek verilerek, onların küresel değer zincirlerine ve yeni pazarlara erişmelerine yardımcı olmaları amaçlanmaktadır. Çağrıya proje sunmak isteyen Türk ekiplerin, projeyi birlikte gerçekleştirecekleri en az bir yabancı paydaş ile proje ortağı olarak kendilerinin anlaşmaları gerekmektedir.

Eurostars proje başvuruları ve süreçleri “1709-EUREKA-EUROSTARS 2025/1” kodlu ve “Eurostars-3 Programı Ulusal Çağrı Duyurusu” başlıklı ulusal çağrı kuralları çerçevesinde yürütülecektir. 

Ulusal başvuru öncesinde çağrı metninin dikkatle incelenmesi gerekmektedir, başvuru kurallarına uyulmaması durumunda başvurunun değerlendirmeye alınmadan iade edilmesi söz konusu olabilir. 

Çağrıya proje önerisi sunacak ülkemizde yerleşik tüm kurum ve kuruluşların ulusal ön uygunluk değerlendirmesinin yapılabilmesi için uluslararası başvuruya ek ve ulusal çağrı takvimine uygun olarak kuruluş bazlı ön kayıt başvurusu ile ulusal ön proje başvurusunu TÜBİTAK PRODIS üzerinden belirtilen tarihlerde tamamlanmış olması gerekmektedir. Ayrıca, uluslararası değerlendirme süreci tamamlandıktan sonra kabul alan Türk ekiplerin TÜBİTAK’a ulusal başvuru yapmaları gerekmektedir.

Çağrıya Özel Önemli Hususlar:

1) Bu çağrı kapsamında önceki çağrılara göre proje bütçesinde aşağıdaki artışlar yapılmıştır; 

- Ulusal çağrı bütçesi üst limit 4 milyon Avro (önceki 2.5 milyon Avro)

- Tekil proje bütçesi üst limit 600 bin Avro (önceki 500 bin Avro)

- Ortaklı projelerde proje bütçesi üst limit 850 bin Avro (önceki 750 bin Avro)

- Sermaye şirketi dışındaki kurumların bütçesi üst limit 300 bin Avro (önceki 250 bin Avro)

2) Yunanistan, İsrail, İtalya’daki fonlayıcı kuruluşlardan biri (Ministry of Enterprises and Made in Italy (MIMIT)), Güney Kore, İsviçre ve İngiltere bu çağrıya kamu desteği ayırmayı öngörmemektedir. Adı geçen ülkelerle ortaklık kurulmasının önünde bir engel yoktur ancak ilgili kuruluşlar kendi kaynaklarıyla yani “self-funding” olarak katılım sağlayabileceklerdir. Ar-Ge, bilimsel ve teknik bilgi birikimini artırmak amacıyla, sistematik bir temelde yürütülen yenilikçi faaliyetler ve oluşan bilgi birikiminin yeni uygulamalarda (ürün, süreç) kullanımıdır. Yenilik ise, bir fikri, geliştirilmiş, iyileştirilmiş ya da yeni ve satılabilir bir ürüne veya sürece dönüştürmeye yönelik bir dizi bilimsel, teknolojik, mali ve ticari faaliyeti ifade eder.

1501 Sanayi Ar-Ge Destek Programı ile Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ölçeğindeki kuruluşların proje esaslı araştırma - teknoloji geliştirme ve yenilikçilik faaliyetlerinin desteklenmesi hedeflenmektedir. 1501 Sanayi Ar-Ge Destek Programı çağrılı olarak yürütülmektedir.

Sağlanan destek hibe şeklindedir (geri ödemesizdir).

Çağrı duyurusunda aksi belirtilmediği sürece projeler için konu sınırlaması yoktur. Tüm sektörlerden ve tüm teknoloji alanlarındaki Ar-Ge projeleri için başvuru yapılabilir.

Proje destek süresi çağrı duyurusunda belirtilir ve Programın Uygulama Esasları gereği 36 ayı aşamaz. Sunulacak proje sayısı sınırı vb. diğer özel koşullar çağrı duyurularında belirtilir.

1501 TUBITAK Industrial R&D Projects Grant Program will be carried out with budget-based calls to be opened twice a year, starting from January 2020, in order to ensure more efficient use of public resources for country needs and national targets.

1501 TUBITAK Industrial R&D Projects Grant Program Implementation Principles were changed at the TÜBİTAK Board of Directors meeting held on March 14, 2019, and it was stipulated that only organizations of SME scale can apply to the program.

The program aims to support project-based research-technology development and innovation activities of Small and Medium-Sized Enterprises (SMEs).

The determination of the projects to be supported will also take into account the outcomes and impacts of the applicant companies (if any) within the scope of their previously supported projects, attempts to benefit from alternative non-public funding sources (especially applications to the European Union Framework Programs) and the priority of the project subject.

Maksimum Project duration is 36 months.

There is no budget limit.

1501-Sanayi Ar-Ge Destek Programı kapsamında, yenilik tanımı çerçevesinde; yeni bir ürün üretilmesi, mevcut bir ürünün geliştirilmesi, iyileştirilmesi, ürün kalitesi veya standardının yükseltilmesi veya maliyet düşürücü nitelikte yeni tekniklerin, yeni üretim teknolojilerinin geliştirilmesi konularında yürütülen Ar-Ge nitelikli projeler desteklenmektedir. Programın destek oranı % 75 olarak uygulanır.

Program kapsamında desteklenen gider kalemleri aşağıda belirtilmiştir.

a) Personel giderleri,

b) Seyahat giderleri,

c) Alet, teçhizat, yazılım ve yayın alım giderleri,

d) Malzeme ve sarf giderleri,

e) Yurt içi ve yurt dışı danışmanlık hizmeti ve diğer hizmet alım giderleri,

f) Ar-Ge kurum ve kuruluşlarına yaptırılan Ar-Ge hizmet giderleri.
