Her başvuru için, Belmont Forum'un duyurduğu takvime göre uluslararası başvuruların https://www.bfgo.org adresinden gerçekleştirilmesi ve aynı şekilde TÜBİTAK tarafından duyurulan takvime göre ulusal başvuruların https://uidb-pbs.tubitak.gov.tr adresinden yapılması gerekmektedir. Başvuruların geçerli olabilmesi için iki başvuru adımın da eksiksiz olarak tamamlanması elzemdir. Her çağrı özelinde, ilan edilen ulusal kurallar titizlikle göz önünde bulundurulmalıdır.
Söz konusu çağrısı kapsamında TÜBİTAK’a yapılacak ulusal başvurular yalnızca elektronik imzayla yapılabilmektedir.
Nitelikli elektronik sertifika kullanılarak yapılacak başvurular için, imza sürecinin belirtilen son tarihlerden önce tamamlanmış olması gerekmektedir. Nitelikli elektronik sertifika kullanılarak yapılan başvurularda proje ekibinde yer alan kişilerin ve tüm yürütücü/katılımcı kurum/kuruluş yetkililerinin Nitelikli elektronik sertifika (e-imza) sahibi olması gerekmektedir.
Çağrı sekretaryası tarafından koordine edilecek uluslararası bağımsız hakem/panel değerlendirmesi sonuçları TÜBİTAK tarafından nihai değerlendirme sonucu olarak kabul edilecektir. Desteklenecek projeler hakem değerlendirme sonuçları temel alınarak tüm fonlayıcıların temsil edildiği Çağrı Yürütme Kurulu toplantısında belirlenecektir. Uluslararası değerlendirme sonucu olumsuz olan projeler, ilgili çağrı kapsamında ulusal desteklerden faydalanamazlar.
In the projects supported within the scope of the TÜBİTAK 1071 support programme, the provisions of the “Principles of Intellectual Property Rights to be Applied in Projects Supported in accordance with the Regulation on Project Incentives and Support Principles” are applied.
TÜBİTAK 1071 destek programı kapsamında desteklenen projelerde ‘Proje Teşvik ve Destekleme Esaslarına İlişkin Yönetmelik Uyarınca Desteklenen Projelerde Uygulanacak Fikri Haklar Esasları’ hükümleri uygulanır.

The same project proposal cannot be applied to more than one programme in the same period.
Consultancy and service procurement expenses received from international project partners are not supported.
The national support start date of the project can be the earliest international project support start date. However, it should be ensured that the national support start date is after the date of completion of the e-signature process of the project proposal via PBS and determined as the first/fifteenth day of the month.
The provisions of the relevant provisions of the Regulation on the Programmes Executed by the TÜBİTAK Research Support Programmes Directorate and the Administrative and Financial Principles to be Applied in Research Projects shall apply to the suspension, abolition and cancellation of the projects. In addition, in cancelled projects, if the project executor private institution(s) is/are at fault, all expenditures made to the relevant project executor private institution(s) within the scope of the project shall be recovered with legal interest.
In the event that the progress/result reports (including Certified Public Accountant audit and certification report for private organisations) are not sent to TUBITAK on the date required by the project agreement, a deduction of up to thirty percent (30%) may be applied on the transfer amount related to the progress/result reports of private organisations for the relevant period with the decision of the Group Executive Committee. This provision shall not apply if it is determined that the delay is due to force majeure.
If the international call secretariat requires a consortium agreement regulating the duties and responsibilities between all partners of the project, the use of project results and issues related to intellectual property rights, the responsibility for the preparation and entry into force of the relevant agreement belongs to the project partners. TUBITAK does not share a draft consortium agreement text to serve as an example. The Turkish partners of the project should request that TUBITAK support be initiated after the consortium agreement is put into force.
In order to support the costs of the partners who are members of the board of directors of joint stock companies, limited liability company partners and limited liability company partner managers working in the project, there must be a provision in the articles of association regarding the wages or a general assembly decision must be taken. In case a general assembly decision is required, the costs after the date of the general assembly decision are supported.

The Economic Cooperation Organization (ECO) was established in 1985 on the legal basis of the Regional Cooperation for Development Organization, established in 1964 by Türkiye, Iran, and Pakistan to develop regional economic cooperation. Türkiye has been a member of the organization since its establishment (https://www.mfa.gov.tr/ekonomik-isbirligi-teskilati-_eit_.tr.mfa).
The organization aims to contribute to the development of member countries, remove trade barriers within the ECO region, develop intra-regional trade, encourage the integration of the ECO region with global markets, and strengthen cultural and historical ties between member countries.
With its geographical location, level of development, and well-established state structure, our country is a founder of the ECO and is in a leading position within it. The European Marine Board (EMB) is an international organization that determines research priorities and strategies related to European seas, ensures cooperation among its members, and aims to carry out studies related to the seas on a common level. The organization previously served as an Expert Board of the European Science Foundation (ESF), but in 2016 it decided to leave the ESF and continue its activities as an independent organization working in the field of environment and sea. The organization, which has the mission of conveying the outputs obtained from scientific research on the seas to decision-makers, is one of the scientific and technological guides of Europe in marine research.
The European Marine Board continued its activities after it became an independent structure in 2016, and our institution continued its participation in the activities of the organization.
Membership of the Organization provides benefits in terms of the participation of TÜBİTAK MAM Environment Institute researchers in the Framework Program projects concerning the Eastern Mediterranean, Aegean and Black Sea coasts, the direction of the projects, and the promotion of the studies through representative participation in the Organization's regular meetings.
The International Centre for Genetic Engineering and Biotechnology (ICGEB) was established as a special project initiated by the United Nations Industrial Development Organization (UNIDO). Its primary objective is to support the establishment of biotechnology infrastructure in developing countries and to enhance their international interactions in the field of biotechnology.
The process of signing the agreement for the establishment of ICGEB was initiated in 1983 as a result of efforts carried out under the United Nations Industrial Development Organization (UNIDO). The agreement entered into force in 1994, following its ratification by 35 countries. Currently, ICGEB has 66 member countries. The organization’s headquarters is located in Trieste, Italy.
ICGEB contributes to advanced scientific studies in life sciences through 44 research laboratories located in Italy (Trieste), India (New Delhi), and South Africa, with over 600 employees. At the same time, the organization is striving to strengthen its impact through Affiliated Centres established in its 66 full member countries, as well as through the newly introduced Regional Research Centres project.
Türkiye became a member of ICGEB in 1989 through an intergovernmental agreement. The purpose of this membership is to enable Turkish researchers working in the fields of molecular biology, genetic engineering, health sciences, biomedical sciences, and agricultural biotechnology to benefit from ICGEB’s knowledge and technologies in these areas, and to contribute to the increase of international cooperation in the topics covered by ICGEB’s activities.
Since 1989, the TÜBİTAK Marmara Research Centre, Vice Presidency of Life Sciences, has been serving as the ICGEB Affiliated Centre and as the National Liaison Office for Türkiye.

The Black Sea Economic Cooperation Organization (BSEC) was established in 1992 with the participation of 11 countries to promote peace, stability, and economic and political cooperation among its member states. The organization aims to enhance regional collaboration and integration through various Working Groups, including Science and Technology. The current members of BSEC include Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Serbia, Türkiye, and Ukraine.
Türkiye is represented in the BSEC Working Group on Science and Technology by TÜBİTAK.
To ensure regional benefits, project proposals submitted to the Project Development Fund must include at least three BSEC member countries as partners.
Project partners can be any legal entity based in a BSEC member country.
Non-BSEC members can also participate, provided they finance their own activities.

Proje Geliştirme Fonu’na verilecek proje önerilerinin bölgesel bazda yararlı olabilmesi amacıyla, proje gruplarına en az üç KEİ üye ülkesinin katılımı istenmektedir.
