WARNING: Most up-to-date "Application Form and its Annexes (Annex-1 References, Annex-2 Budget and Justification)" regarding the Module to which you are going to apply should be filled and uploaded to the online application system. In order for the project to be evaluated, the Application Form should be prepared in Arial 9 font and it should not exceed 5 pages except for ANNEX-1 and ANNEX-2. The size of each file to be uploaded to the system should not exceed 20 MB.

• Waiver Form (In case the projects that were previously submitted to our Institution and rejected / returned are resubmitted with the same / similar content, Waiver for those who were right holders in the previous application, but not mentioned as right holder in the new proposed project is formed automatically according to the information entered to application system. The form must be signed via the link in the e-mail that will be send to the concerned people )
• Rationale for Doctoral Dissertation (In case the PI continues her doctorate / proficiency in art / specialty in medicine, it is formed automatically by the system in line with the information entered into the online application system.)
• Doctoral Thesis Advisor Approval Letter (In case the PI continues his doctorate / proficiency in art / medical specialty education, it is automatically formed by the system in line with the information entered into the online application system. The letter must be signed by the doctoral thesis advisor using an electronic signature certificate.)

The following documents must be submitted fully in desired format within the given time by the relevant Research Support Group; if the project is decided to be supported. If the documents cannot be obtained within the given time, the project will not be implemented.

Programın amacı; ülkemizde ihtiyaç duyulan, teknolojik dışa bağımlılığımızı azaltacak ve/veya ülkemizin rekabet gücünü artıracak ulusal/uluslararası yeni bir ürün/süreç/yöntem/model geliştirme amacına yönelik uygulamalı araştırma ve/veya deneysel geliştirme projelerinin desteklenmesidir. 

PROJE SÜRESİ

Proje süresi en fazla 18 aydır.

PROJE BÜTÇESİ

11 Kasım 2024 itibariyle, proje destek üst limiti (burs dahil, proje teşvik ikramiyesi (PTİ)* ve kurum hissesi hariç) 950.000 TL’dir. Burslar ile ilgili üst sınırlar, 1 Ocak 2025 tarihinden itibaren geçerli olmak üzere aşağıda verilmiştir:

** Doktora sonrası araştırmacının projelerde istihdam edilmesi halinde ücret üst limiti 43.200.-TL/ay olarak uygulanmaktadır.

Ayrıca, makine-teçhizat taleplerinin toplam bütçe ile dengeli olması gözetilir. Altyapı oluşturmaya yönelik olan projeler desteklenmez.

KKTC'de yerleşik üniversiteler, ilgili protokol kapsamında bu destek programına başvuru yapabilirler. Bu kapsamda sunulacak proje önerilerinin "Öncelikli Ar-Ge ve Yenilik Konuları"ndan en az biri ile uyumlu olması gerekmektedir. Aksi takdirde proje önerileri KKTC tarafından desteklenmeyecektir.

KKTC’deki araştırmacılar tarafından sunulacak proje önerileri için elektronik imza talep edilmeyecek olup, elektronik başvuru sonrasında çevrim içi başvuru sistemi tarafından oluşturulan başvuru çıktısının ıslak imzalı olarak Kurumumuza (*) ulaştırılması gerekmektedir. Islak imza kopya ulaşmadan değerlendirme süreci başlamayacaktır.

FİKRÎ VE SINAÎ MÜLKİYET HAKLARI

Proje yürütücüsü, üçüncü kişi/kişilere ait fikri ve sınai mülkiyet haklarının proje önerisine konu olup olmadığını, proje önerisini sunmadan önce araştırmak ve araştırma sonuçlarını sunmak zorundadır.

Üçüncü kişi/kişilere ait fikri ve sınai mülkiyet haklarının proje önerisine konu olması durumunda;

a) Proje yürütücüsü, projenin üçüncü kişilerin fikri ve sınai haklarına tecavüz oluşturmadığını taahhüt eder ve varsa ilgili lisans, devir vb. anlaşma metinlerini ibraz eder.

b) TÜBİTAK’ın üçüncü kişilerin fikri ve sınai mülkiyet hakkı ihlali iddiasıyla herhangi bir hukuki muameleye muhatap kalması, TÜBİTAK’a bir uyarı, idari bir ceza ve/veya herhangi bir müeyyide uygulanması ve/veya uygulanacağının bildirilmesi durumunda proje yürütücüsü TÜBİTAK’ın yanında müdahale ederek sorumluluğu üstlenmekle yükümlüdür. Buna rağmen TÜBİTAK hukuksal bir yaptırımla karşı karşıya kalırsa, TÜBİTAK proje yürütücüsüne rücu eder.

Proje yürütücüsünün kusur ve/veya ihmali nedeniyle üçüncü kişilere ait fikri ve sınai mülkiyet haklarına ilişkin ihlallerin tespit edilmesi durumunda Yönetmelik, Araştırma Projelerinde Uygulanacak İdari ve Mali Esaslar ve ilgili mevzuat hükümleri uygulanır. Başvuru yapılan proje konusuyla ilgili olarak ulusal/uluslararası patent/faydalı model/tescil alınıp alınmadığına dair taramalar aşağıda örneği verilen bazı internet sayfalarından yapılabilir.

The aim of the program is to support applied research and / or experimental development projects for the purpose of developing a new national / international product / process / method / model that will decrease our dependence on foreign technology and / or increase our country's competitiveness. PROJECT DURATION

The project duration is maximum 18 months.

PROJECT BUDGET

As of November 11, 2024 the requested budget from TÜBİTAK can be maximum 950.000 TRY (including scholarship, excluding project incentive bonus (PTI)* and overhead) without annual budget limit.

Upper limits for scholarships are as below:

* If postdoctoral researchers are employed in projects, the scholarship upper limit is 43,200 TRY/month.

The budget requested for machine/equipment should be balanced with the total budget.

Projects aimed at developing infrastructure are not supported.

INTELLECTUAL AND INDUSTRIAL PROPERTY RIGHTS

The principal investigator (PI) is obliged to investigate whether the intellectual and industrial property rights of third parties are subject to the project proposal, before presenting the project proposal and should submit the results of investigation in the proposal.

In case the intellectual and industrial property rights of third parties are subject to the project proposal;

a) The PI undertakes that the project does not infringe on the intellectual and industrial property rights of third parties and if any, PI should submit the texts of the agreements like related licenses, transfers, etc.

b) If TÜBİTAK has been subjected to any legal treatment for alleged violations of the intellectual and industrial property rights of third parties, TÜBİTAK is notified that it will be applied and / or enforced in any sanction, an administrative penalty; PI is responsible for taking responsibility. Despite this, if TÜBİTAK faces a legal sanction, TÜBİTAK recourses to PI.

In case of violations of the intellectual and industrial property rights of third parties due to the PI’s defect and / or negligence; the Regulation, “Araştırma Projelerinde Uygulanacak İdari ve Mali Esaslar” and the relevant legislation provisions are applied.
