Desteklenen projeler sadece elektronik ortamda http://eteydeb.tubitak.gov.tr adresindeki çevrimiçi (online) uygulama Proje Değerlendirme ve İzleme Sistemi (PRODİS) üzerinden değerlendirilmektedir.

Desteklenmeye hak kazanan projeler için altı aylık dönemler halinde PRODİS üzerindeki Ar-Ge Yardım İstek Formu doldurularak elektronik ortamda Başkanlığımıza sunulur. Görevlendirilen izleyici, Ar-Ge Yardım İstek Formunu inceleyerek ve firmayı ziyaret ederek hazırladıkları değerlendirme raporunu Başkanlığımıza iletir. Yapılan harcamalar izleyici görüşü ve destek karar yazısı çerçevesinde desteklenir.

Projenin son döneminde, kuruluş tarafından proje sonuç raporu sunulur.

İzleyicinin firma ziyareti sırasında, firmanın proje hakkında sunum yapması; proje yürütücüsü, personeli ve varsa teknik danışmanlarının ziyaret esnasında bulunması beklenir. İzleyici, gerek duyduğu açıklamaları kuruluştan talep edebilir.

Method

Supported projects are evaluated only electronically via the online application (Project Evaluation and Monitoring System -PRODİS) at http://eteydeb.tubitak.gov.tr.

For supported projects, the R&D Assistance Request Form (AGY303) is filled in PRODİS and submitted to TÜBİTAK in six-month periods. The observers who are assigned to monitor the project, prepare the Periodic Monitoring Report (AGY403) by reviewing the AGY303 Report and visiting the company on site. And then, they submitted their AGY403 report to TÜBİTAK in the electronic environment on PRODİS. Project expenditures are supported within the framework of observers’ opinion and support decision letter.

In the last period of the project, the Project Result Report is submitted by the company.

During the visits of the observers, the company is expected to make a presentation on the subject, and also, the project manager, the staff and the technical consultants, if any, are expected to be present during the visit. Observers can request the explanations they need from the company before preparing the AGY403 report.

Başvurular nasıl yapılır?

1509 programı ulusal proje başvurusu öncesinde EUREKA altında yer alan araçlara uluslararası ortaklı proje başvurusu yapılmış olmalıdır. Bu araçlar altında açılan çağrı duyurularının https://eureka.org.tr web adresinden takip edilmesi ve eureka@tubitak.gov.tr e-posta adresinden bilgi alınması önerilmektedir. Uluslararası proje başvuru süreçleri tamamlandıktan sonra 1509 proje başvuruları çevrimiçi olarak https://eteydeb.tubitak.gov.tr internet adresinden yapılır.

Başvurular ne zaman yapılır?

Her uluslararası proje/program kapsamında çağrı takvimi farklılık gösterebilmektedir. Bu nedenle, çağrı özelinde ayrıntılı bilgi almak için ilgili uluslararası çağrının TÜBİTAK internet sayfasında yayınlanan veya tarafınıza yapılacak duyurular takip edilmelidir.

Proje önerileri hangi dilde yazılır?

Firmanın 1509 programına yapacağı başvuru Türkçe olarak yapılır. Bu başvurunun ekinde İngilizce olarak hazırlanan uluslararası proje dokümanı da sunulur.

Uluslararası proje ortakları hangi programa başvuru yapar?

Yalnızca Türk firmalar TÜBİTAK’a başvurur. Uluslararası proje başvurularında, proje ortaklarından her biri kendi ülkesindeki ilgili kuruluşa başvuru yapar.

Geçmişte yaptığımız projeler için başvurabilir miyiz?

Ar-Ge faaliyetleri proje başvurusundan önce tamamlanmış projeler desteklenmez.

Destek oranı nedir ve proje bütçesi en çok ne kadar olabilir?

Çağrı duyurusunda aksi belirtilmediği sürece destek oranı büyük ölçekli firmalar için %60, KOBİ ölçeğindeki firmalar için %75’tir. Uluslararası çağrı duyurusunda aksi belirtilmediği sürece projenin toplam bütçesi için sınır yoktur. Sağlanan destek hibe şeklindedir (geri ödemesizdir).

Temel Ar-Ge ve altyapı projeleri program kapsamında desteklenir mi?

Program kapsamında ''araştırma ve deneysel geliştirme (Ar-Ge)'', “teknolojik açıdan yeni veya iyileştirilmiş ürün”, “teknolojik süreç yeniliği” odaklı projeler beklenmektedir.

Hangi giderler desteklenir?

Projedeki Ar-Ge çalışmaları ile ilişkili olacak aşağıdaki giderler desteklenir:

  1. Personel giderleri,
  2. Proje personeline ait seyahat giderleri (ekonomi sınıfı ve şehir içi hariç),
  3. Alet, teçhizat, yazılım ve yayın alım giderleri (üretim altyapısına yönelik giderler hariçtir),
  4. Malzeme ve sarf giderleri,
  5. Yurt içi ve yurt dışı danışmanlık ve diğer hizmet alımı giderleri,
  6. Türkiye’deki üniversitelere, TÜBİTAK’a bağlı Ar-Ge birimlerine, özel sektör ArGe kuruluşlarına ve benzeri Ar-Ge kurum ve kuruluşlarına yaptırılan Ar-Ge hizmeti giderleri.
Verilen destek geri alınır mı?

Sadece kuruluşun kastı nedeni ile yürürlükten kaldırılan projelerde, yapılan tüm ödemeler, 6183 sayılı Kanunda belirtilen oranlarda gecikme faizi uygulanarak kuruluştan tahsil edilir (bkz. 1509 Programı Uygulama Esasları).

Ortaklık, proje sonlanmadan bozulursa, farklı ortak bulunabilir mi? Ya da diğer ortaklar, ayrılan ortağın iş paketlerini paylaşarak projeye devam edebilir mi?

Bu durum TÜBİTAK’a en kısa sürede bildirilmelidir. Programının amacı uluslararası ortaklı projelerin desteklenmesi olduğundan, projedeki tek yabancı ortağın ayrılması durumunda, farklı ortak bulunsa bile proje devam edemez. Ancak birden fazla uluslararası ortağın olduğu ve birinin ayrıldığı durumda, TÜBİTAK, projenin devam etmesi konusunu değerlendirir.

Ortak sayısında bir sınır var mıdır?

Uluslararası çağrı duyurusunda belirtilmedikçe böyle bir sınırlama yoktur.

Aynı uluslararası projede birden fazla Türk ortak olması durumunda 1509 başvurusu nasıl yapılır?

Türk kuruluşlar, ortak proje önerisi hazırlayarak tek bir 1509 proje başvurusu yaparlar. Proje önerisinde, kuruluşların projedeki faaliyetleri ve bütçeleri her kuruluş için ayrı ayrı hazırlanmalıdır. Ortakların projedeki katkıları, ilgili programın uluslararası başvuru formunda belirtilen proje katkılarıyla uyumlu olmalıdır.

Proje ortağı nasıl bulunabilir

İnternette yer alan ortak bulma araçları ya da web sayfaları kullanılabilir. Bu süreçte TÜBİTAK Uluslararası İşbirliği Daire Başkanlığı bünyesinde görevli ulusal irtibat noktalarından (https://ufukavrupa.org.tr/tr/kim-kimdir) da bilgi alınabilir.

Projenin fikri mülkiyet hakları kime ait olur?

Projelerde ortaya çıkması muhtemel fikri ve sınaî tüm haklar, aksi proje sözleşmesi ile belirtilmedikçe kuruluşun tasarrufuna devredilir. Olağan uygulama bu şekildedir.

Proje bilgilerimiz rakip firmaların eline geçer mi?

TÜBİTAK projede sunulan bilgileri gizli tutar. Proje bilgileri "ticari gizli bilgi" veya “hizmete özel bilgi” olarak kabul edilir ve değerlendirmede görev alan kişiler dışında kimseye aktarılmaz.

How to apply?

 Before applying for a national project under the 1509 program, an international partnership project application must be submitted to EUREKA vehicles. It is advised that you follow the call announcements posted under these vehicles on the website https://eureka.org.tr and obtain information from the email address eureka@tubitak.gov.tr. After the international project application process is finished, 1509 project applications are submitted online at https://eteydeb.tubitak.gov.tr.

What is the application schedule?

The call calendar may differ for each international project/program. To learn more about the international call, refer to the announcements on the TÜBİTAK website or those provided to you.

Can we apply for projects we have done in the past?

Projects whose R&D activities have been completed before the project application are not supported.

What is the support rate and what is the maximum project budget?

The support rate is 60% for large-scale enterprises and 75% for SME-scale companies, unless otherwise specified in the call announcement. The project's overall budget has no upper limit, unless the international call announcement specifies otherwise. The assistance is given in the form of a grant, which is non-refundable.

Are basic R&D and infrastructure projects supported under the program?

Within the scope of the program, projects focused on "research and experimental development (R&D)", "technologically new or improved product", and "technological process innovation" are expected.

Which expenses are supported?

The following expenses related to R&D studies in the project are supported:

  1. Personnel expenses,
  2. Travel expenses of project personnel (excluding economy class and city),
  3. Tool, equipment, software and publication purchase expenses (excluding production infrastructure expenses),
  4. Material and consumable expenses,
  5. Domestic and international consultancy and other service purchase expenses,
  6. R&D service expenses provided to universities in Turkey, R&D units affiliated with TUBITAK, private sector R&D organizations and similar R&D institutions and organizations.
Will the support given be taken back?

In projects that are terminated solely due to the intention of the organization, all payments made are collected from the organization by applying delay interest at the rates specified in Law No. 6183 (see 1509 Program Implementation Principles).

If the partnership dissolves before the project is completed, can a different partner be found? Or can the other partners continue the project by sharing the work packages of the partner who left?

This situation needs to be notified to TUBITAK as soon as feasible. Because the program's goal is to assist projects with international relationships, if the project's sole foreign partner leaves, the project will be unable to continue, even if a new partner is recruited. However, if there are multiple overseas partners and one of them leaves, TUBITAK considers whether the project should continue.

Is there a limit on the number of partners?

There is no such limitation unless specified in the international call announcement.

How to apply for 1509 if there is more than one Turkish partner in the same international project?

Turkish organizations apply for a single 1509 project by preparing a joint project proposal. In the project proposal, the activities and budgets of the organizations in the project should be prepared separately for each organization. The project partners' contributions should be compatible with those indicated in the appropriate program's international application form.

How to find a project partner?

Partner finding tools or web pages on the internet can be used. During this process, information can also be obtained from national contact points (https://ufukavrupa.org.tr/tr/kim-kimdir) within the TUBITAK International Cooperation Department.

Who owns the intellectual property rights of the project?

All intellectual and industrial rights that may arise in projects are transferred to the organization's disposal unless otherwise specified in the project contract. This is the usual practice.

Will competitor businesses gain access to our project information?

TUBITAK keeps the project's information secret. Project material is classified as "commercial confidential information" or "service specific information" and is not disclosed to anybody other than those involved in the evaluation.

Eureka Network projeleri kapsamında açılan uluslararası çağrılarda en az iki EUREKA üyesi ülkeden (en az biri AB üyesi ya da Ufuk Avrupa Asosiye ülkesi olmak kaydıyla) kuruluşun yer aldığı uluslararası Ar-Ge projeleri aracılığıyla, piyasaya sürülebilecek ürün, süreç ya da hizmet ortaya koyulabilmesi amaçlanmaktadır.

Eureka Network Projeleri çağrıları kapsamında özel sektör öncülüğünde, üniversite ve kamu iş birliğiyle ihtisaslaşmış bir Ar-Ge ve Yenilik konsorsiyumu oluşturulması ve bu konsorsiyum aracılığıyla ülkemizdeki teknik yeterliliğin ve bilgi birikiminin artırılarak özel sektör kuruluşlarının uluslararası teknoloji birikimine erişiminin ve teknoloji transferinin sağlanması hedeflenmektedir. Ayrıca, edinilen uluslararası teknolojik bilgi ve deneyimin kuruluşlar bünyesinde içselleştirilerek özgün teknolojilerin geliştirilmesinde ivme kazandırıcı ve yönlendirici bir etken olması ve özel kuruluşların uluslararası pazarlarda yer almasına katkı sağlanması amaçlanmaktadır.

1719 Eureka Network Calls

In the context of Eureka Network projects, international calls aim to create marketable products, processes, or services through international R&D projects involving at least two Eureka member countries (with at least one being an EU member or an Horizon Europe Associated country).

These calls encourage the formation of specialized R&D and innovation consortia led by the private sector, in collaboration with universities and public institutions. The goal is to enhance the technical capacity and knowledge base within the country, facilitate access to international technology expertise and technology transfer for private sector organizations, and foster the development of original technologies. Additionally, it aims to leverage acquired international technological knowledge and experience to drive and guide the development of unique technologies and contribute to the presence of private organizations in international markets.

For information regarding the project budget and duration within the scope of Eureka Network Program National Calls, it is necessary to review the Call Announcement published for the specific call you are targeting.

National applications should be submitted online via the website https://eteydeb.tubitak.gov.tr according to the call schedules specified in the call announcements.

Destek Kapsamı

Projeler dönemsel desteklemeye esas harcama tutarına uygulanacak destek oranı ile desteklenir. Çağrı kapsamında uygulanacak destek oranı büyük ölçekli kuruluşlar için %60, KOBİ ölçeğindeki kuruluşlar için %75, genel bütçe kapsamındaki kamu idareleri ile özel bütçeli idareler ve vakıf üniversiteleri, eğitim ve araştırma hastanesi, kamu araştırma merkez ve enstitüleri için %100’dür.

 

Program kapsamında desteklenen ve desteklenmeyen giderler için çağrı duyurusunu inceleyiniz.

Scope of Support

The support rate applied within the scope of the call is 60% for large-scale companies, 75% for SMEs and 100% for public administrations within the scope of the general budget, administrations with special budgets and foundation universities, training and research hospitals, public research centers and institutes.

Süreç
  • Uluslararası İşbirliği Daire Başkanlığı tarafından alınan başvurularda uygun bulunan öneriler için Ulusal değerlendirme süreci başlatılır. 
  • 1719 başvurusu süreci  için proje önerileri PRODİS (Proje Değerlendirme ve İzleme Sistemi) (http://eteydeb.tubitak.gov.tr) üzerinden TÜBİTAK’a gönderilir.
  • Proje önerileri alanında uzman kişiler ve kurullar tarafından değerlendirilir ve uygun bulunan projeler desteklenir.
  • Desteklenen projeler için firma ile TÜBİTAK arasında bir sözleşme imzalanır.
  • Firma projeyi yürütür ve altışar aylık dönemlerde proje giderlerini ve proje faaliyetlerini içeren dönem raporunu (Ar-Ge Yardımı İstek Formu) TÜBİTAK’a sunar.
  • İzleme aşamasında TÜBİTAK alanında uzman bir izleyici görevlendirir, projelerin ilerleyişini izler ve destek ödemesini yapar.
  • Projenin son döneminde ilave olarak bir Proje Sonuç Raporu hazırlanır.
  • Tamamlanan projenin Ticarileşme Süreçleri takip edilir.
Process

• The national evaluation process is initiated for the suggestions deemed appropriate in the applications received by the Department of International Cooperation.

• Project proposals for the 1509 application process are sent to TÜBİTAK via PRODİS (Project Evaluation and Monitoring System) (http://eteydeb.tubitak.gov.tr).

• Project proposals are evaluated by experts and committees in the field and the projects deemed appropriate are supported.

• A contract is signed between the company and TÜBİTAK for the supported projects.

• The company carries out the project and submits the period report (R&D Assistance Request Form) containing project expenses and project activities to TÜBİTAK every six months.

• During the monitoring phase, TÜBİTAK appoints a monitor who is an expert in the field, monitors the progress of the projects and makes the support payment.

• An additional Project Result Report is prepared in the last period of the project.

• Commercialization Processes of the completed project are followed.
