1711 – Yapay Zeka Ekosistem 2026 Çağrısı Açıldı.

Yapay zekâ teknolojilerinin müşteri kuruluşların ihtiyaçları doğrultusunda ürün ya da çözümlere dönüştürülmesine katkı sağlamayı ve Türkiye Yapay Zekâ Ekosistemini harekete geçirmeyi amaçlayan 1711-YZE-2026 kodlu Yapay Zekâ Ekosistem 2026 Çağrısı açıldı.

Bu destek modeli ile yapay zekâ çözümlerine ihtiyaç duyan müşteri kuruluşların, teknoloji sağlayıcı olarak en az bir şirket, bu konuda tecrübeli en az bir üniversite araştırma laboratuvarı/merkezi ya da kamu araştırma merkezi/enstitüsü ve TÜBİTAK Yapay Zekâ Enstitüsü ile konsorsiyumlar oluşturarak çözümler üretmeleri hedeflenmiştir. Konsorsiyum kurulmadan yapılan başvurular değerlendirmeye alınmayacaktır. Önceki çağrılarda çıkarılan öğrenilen dersler doğrultusunda çağrıda proje başvuru ve değerlendirme süreçlerinde önemli değişiklikler yapılmıştır. Bu nedenle başvuru yapmak isteyen kuruluşların çağrı dokümanını dikkatlice incelemeleri gerekmektedir.

Firmalar proje önerilerini çevrimiçi olarak eteydeb.tubitak.gov.tr adresi üzerinde sunacaklardır. Çağrıya ve Başvuruya ilişkin detaylı bilgiler 1711-YZE-2026 çağrı metninde bulunmaktadır.

Bu program kapsamında beş öncelikli alan desteklenecektir. Bu öncelikli alanlar 

(1) Akıllı Üretim Sistemleri, 

(2) Akıllı Tarım, Gıda ve Hayvancılık, 

(3) Finans Teknolojileri, 

(4) İklim Değişikliği ve Sürdürülebilirlik 

(5) Akıllı Eğitim Teknolojileri 

olarak belirlenmiştir.

Yapay Zekâ Ekosistem Çağrısının ilki 2022 yılında açılmıştır. Bugüne kadar her yıl açılan periyodik çağrılarda 64 proje 325.089.753 TL ile desteklenmiştir.

The Artificial Intelligence Ecosystem Call aims to transform artificial intelligence technologies developed by companies based in Turkey and committed to implementing the project results in Turkey into products or solutions, in line with the needs of companies that require artificial intelligence solutions internally. This transformation leverages the knowledge accumulated in university/public research centers and institutes.

Under this program, five priority areas will be supported. These priority areas are:

Smart Manufacturing Systems,

Smart Agriculture, Food, and Livestock,

Financial Technologies,

Climate Change and Sustainability,

Smart Education Technologies.

In this support model, it is expected that customer organizations in need of AI solutions will form a consortium with at least one technology provider company, at least one university research laboratory/center or public research center/institute experienced in this field, and the TÜBİTAK Artificial Intelligence Institute. The consortium applying for the project must sign a cooperation agreement prior to the application.

The call schedule is given below. Applications will be sent online at https://eteydeb.tubitak.gov.tr.

Call opening date: 15 June 2026

Organization-based pre-registration deadline: September 14, 2026, at 17:30

Call closing date: 18 September 2026 at 23:59

The project budget will be at most 10.000.000 TL. The duration of the project will be a maximum of 24 months in total.

Çağrıya, Müşteri Kuruluş (KOBİ veya Büyük Ölçekli) ve Teknoloji Sağlayıcı Kurum/Kuruluş (en az bir KOBİ ve en az bir üniversite araştırma laboratuvarı/merkezi ya da kamu araştırma merkezi/enstitüsü) ortak başvuru yapabilecektir.

Azami destek süresi 24 aydır.

Müşteri Kuruluşun, projede teknolojinin geliştirilmesinde yapılacak Ar-Ge faaliyetlerine katılması durumunda sadece geliştirilecek teknolojinin şirket bünyesine kazandırılması için harcayacağı işgücü desteklenecektir. Bu desteğin üst sınırı 18 adam-ay işgücünü geçmeyecektir.  TÜBİTAK “kabul edilen harcama tutarının” %60’ını Müşteri Kuruluşa hibe destek olarak verecek, kalan kısmı Müşteri Kuruluş kendisi karşılamış olacaktır.

Müşteri Kuruluş büyük ölçekli kuruluş ise; izleme aşamasında dönem raporunda Teknoloji Sağlayıcı Kuruluş(lar) tarafından beyan edilen giderin %20’sini Teknoloji Sağlayıcı Kuruluş(lar)a ödeyecek, TÜBİTAK giderleri değerlendirdikten sonra “kabul edilen harcama tutarının” %60’ını Teknoloji Sağlayıcı Kuruluş(lar)a hibe destek olarak verecektir.

Müşteri Kuruluş KOBİ ise; izleme aşamasında dönem raporunda Teknoloji Sağlayıcı Kuruluş(lar) tarafından beyan edilen giderin %10’unu Teknoloji Sağlayıcı Kuruluş(lar)a ödeyecek, TÜBİTAK giderleri değerlendirdikten sonra “kabul edilen harcama tutarının” %70’ini Teknoloji Sağlayıcı Kuruluş(lar)a hibe destek olarak verecektir.

Genel bütçe kapsamındaki kamu idareleri ile özel bütçeli idareler ve vakıf üniversiteleri, eğitim ve araştırma hastanesi, kamu araştırma merkez ve enstitüleri için  destek oranı %100’dür.  Bu kurumların harcamaları proje önerisinde sunulan bütçenin %25’ini geçemez ve tamamı  TÜBİTAK tarafından hibe destek olarak verecektir.

Çağrı kapsamında Teknoloji Sağlayıcı Kurum(lar)/Kuruluş(lar) için desteklenen gider kalemleri aşağıda belirtilmiştir.

a) Personel giderleri,

b) Bursiyer giderleri,

c) Seyahat giderleri,

ç) Danışmanlık giderleri,

d) Hizmet alımı giderleri,

e) Alet, teçhizat, yazılım, yayın alım giderleri,

f) Malzeme ve sarf giderleri,

g) Kurum Hissesi (Yenilik Destek Programı Uygulama Esasları Yönergesi’nin 95 inci maddesinin onbir, oniki ve onüçüncü fıkralarına göre tespit edilen oranda).

The Customer Organization (SME or Large Scale) and Technology Provider Institution/Organization (at least one SME and at least one university research laboratory/center or public research center/institute) can jointly apply to the call.

The duration of the project will be a maximum of 24 months in total.

The expenses of only labor force of the Customer Organization will be supported. The upper limit of this support will not exceed 18 man-months. 

If the Customer Organization is a large-scale;  The Customer Organization will pay 20% of the periodical project expenses to the Technology Provider Organization, and TÜBİTAK will give 60% of the "accepted expenditure amount" to the Technology Provider Organization as a grant after evaluating the expenses.

If the Customer Organization is a SME-scale;  The Customer Organization will pay 10% of the periodical project expenses to the Technology Provider Organization, and TÜBİTAK will give 70% of the "accepted expenditure amount" to the Technology Provider Organization as a grant after evaluating the expenses.

The support rate for university research laboratory/center or public research center/institute is 100% and will be supported  by TÜBİTAK. The budget of university research laboratory/center or public research center/institute can not be exceed 25% of total Project budget.

Supported costs are: personnel costs, travel costs, tools, equipment, software and technical documents costs, R&D service expenses, consultancy or other services costs, materials and consumables costs.

Müşteri Kuruluş, yapay zekâ çözümlerine ihtiyacı olan, bu ihtiyacının karşılanması amacıyla Teknoloji Sağlayıcı Kurum/Kuruluşla iş birliği sözleşmesini imzalayan, sektörüne ve ölçeğine bakılmaksızın, Türkiye’de yerleşik ve proje sonuçlarını Türkiye’de uygulamayı taahhüt eden sermaye şirketlerini ifade eder.

Teknoloji Sağlayıcı Kurum(lar)/Kuruluş(lar) KOBİ ölçeğinde sermaye şirketleri ve üniversite araştırma laboratuvarları/merkezleri ya da kamu araştırma merkezleri/enstitüleri ifade eder.

Çağrıya bir Müşteri Kuruluş ve teknoloji sağlayıcı olarak en az bir KOBİ statüsündeki şirket, bu konuda tecrübeli en az bir üniversite araştırma laboratuvarı/merkezi ya da kamu araştırma merkezi/enstitüsü ortak başvuru yapar. Başvuru ve destek aşamalarında muhatap kuruluş Müşteri Kuruluş olur.

5520 sayılı Kurumlar Vergisi Kanunu ve ilgili mevzuat hükümlerine göre ilişkili kişi kapsamında olan kuruluşlar, Müşteri Kuruluş ve Teknoloji Sağlayıcı Kuruluş olarak aynı projede yer almaz.

Projede teknoloji sağlayıcı ortak olarak görev alacak üniversitede görev alan akademisyenlerin ortak oldukları şirketler konsorsiyumlarda teknoloji sağlayıcı KOBİ olarak yer alamazlar.

Konsorsiyumlarda görev alacak teknoloji sağlayıcı KOBİ’ler üniversitelerde görev alan akademik personelleri çalışan olarak beyan edemezler.

Customer Organization refers to the capital companies established in Turkey, regardless of their sector and scale, that need a solution based on artificial intelligence  and that have signed a cooperation agreement with the Technology Provider Institution/Organization in order to meet this need. Technology Provider Institution(s)/Organization(s) refers to SME scale capital companies and university research laboratories/centers or public research centers/institutes.

A Customer Organization and at least one SME-scale company, at least one university research laboratory/center or public research center/institute as a technology provider jointly apply for the Call. During the application and support stages, the addressee institution becomes the Customer Organization.

According to the Corporate Tax Law No. 5520 and the provisions of the relevant legislation, organizations that are within the scope of related persons are not included in the same project as Customer Organization and Technology Provider Organization.

Academics working at universities who are shareholders in companies cannot participate as technology provider SMEs in the consortiums of the project.

Proje önerileri aşağıda belirtilen üç boyuta göre değerlendirilmektedir:

 I. Boyut: Endüstriyel Ar-Ge İçeriği, Teknoloji Düzeyi, Yenilikçi Yönü,

 II. Boyut: Proje Planının ve Kuruluş Altyapısının Proje İçin Uygunluğu,

 III. Boyut: Proje Çıktılarının Ekonomik Yarara ve Ulusal Kazanıma Dönüşebilirliği.

Project proposals are evaluated according to the following three dimensions:

I. Aspect: Industrial R&D Content, Technology Level, Innovative Aspect

II. Aspect: Eligibility of Project Plan and Enterprise Infrastructure for the Project

III. Aspect: The Turnover of Project Outputs to Economic Benefit and National Benefit

Ek puan uygulaması kaldırılmıştır. 

Projeler panel usulü ile her bir tematik alanda düzenlenecek ayrı panellerle değerlendirilecektir. Konsorsiyumlardan panellerde sunum alınacaktır.

The projects will be evaluated by panels.  The consortium will present to the panels.

Projeler, altışar aylık dönemler halinde izleyici(ler) tarafından izlenerek desteklenir. Projenin son döneminde,  proje sonuç raporu ve ticarileşme planı sunulur.

Projelerde, 3’er aylık periyotlarda Dönem raporlarının teknik bileşeni (AGY300 raporu) kuruluşlarca hazırlanarak takip eden ay sonuna kadar Yapay Zeka Enstitüsüne iletilir. Yapay Zekâ Enstitüsü 2 hafta içinde kendi değerlendirmesini ekleyerek TÜBİTAK TEYDEB Başkanlığına raporları iletir. Dönem raporu ile çakıştığı periyotlarda sadece dönem raporunun kendisi Yapay Zekâ Enstitüsü ile paylaşılır ve Yapay Zekâ Enstitüsü kendi görüşlerini TEYDEB Başkanlığına iletir.

Proje destek süresi bittikten sonra proje çıktılarının ticarileşme durumunun takibi amacıyla en fazla 60 ay olacak ve süresi TÜBİTAK tarafından değiştirilebilecek şekilde bir süreç işletilebilecektir. Bu süreç Ticarileşme başarısının uzun vadeli takip edileceği bir süreç olup üç dönem şeklinde tanımlanmıştır. Birinci ticarileşme dönemi proje destek bitiş tarihinden sonraki birinci yılın sonunu, ikinci ticarileşme dönemi proje destek bitiş tarihinden sonraki üçüncü yılın sonunu, üçüncü ticarileşme dönemi proje destek bitiş tarihinden sonraki beşinci yılın sonunu ifade eder.

Projects are monitored and supported by the view of the auditor (s) every six months. In the last period of the project, the project result report is submitted by the organization.

After the end of the project support period, a process can be run for a maximum of 60 months in order to monitor the commercialization of the project outputs and the duration can be changed by TÜBİTAK. This process is a process in which the success of commercialization will be followed in the long term and has been defined as three periods. The first commercialization period means the end of the first year after the project support end date, the second commercialization period means the end of the third year after the project support end date, the third commercialization period means the end of the fifth year after the project support end date.
