Projeler dönemsel desteklemeye esas harcama tutarına uygulanacak destek oranı ile desteklenir. Çağrı kapsamında uygulanacak destek oranı büyük ölçekli kuruluşlar için %60, KOBİ ölçeğindeki kuruluşlar için %75, genel bütçe kapsamındaki kamu idareleri ile özel bütçeli idareler ve vakıf üniversiteleri, eğitim ve araştırma hastanesi, kamu araştırma merkez ve enstitüleri için %100’dür.

Program kapsamında desteklenen ve desteklenmeyen giderler için çağrı duyurusunu inceleyiniz.

• The national evaluation process is initiated for the suggestions deemed appropriate in the applications received by the Department of International Cooperation.

• Project proposals for the 1509 application process are sent to TÜBİTAK via PRODİS (Project Evaluation and Monitoring System) (http://eteydeb.tubitak.gov.tr).

• Project proposals are evaluated by experts and committees in the field and the projects deemed appropriate are supported.

• A contract is signed between the company and TÜBİTAK for the supported projects.

• The company carries out the project and submits the period report (R&D Assistance Request Form) containing project expenses and project activities to TÜBİTAK every six months.

• During the monitoring phase, TÜBİTAK appoints a monitor who is an expert in the field, monitors the progress of the projects and makes the support payment.

• An additional Project Result Report is prepared in the last period of the project.

• Commercialization Processes of the completed project are followed.

• Uluslararası İşbirliği Daire Başkanlığı tarafından alınan başvurularda uygun bulunan öneriler için Ulusal değerlendirme süreci başlatılır. 
• 1719 başvurusu süreci  için proje önerileri PRODİS (Proje Değerlendirme ve İzleme Sistemi) (http://eteydeb.tubitak.gov.tr) üzerinden TÜBİTAK’a gönderilir.
• Proje önerileri alanında uzman kişiler ve kurullar tarafından değerlendirilir ve uygun bulunan projeler desteklenir.
• Desteklenen projeler için firma ile TÜBİTAK arasında bir sözleşme imzalanır.
• Firma projeyi yürütür ve altışar aylık dönemlerde proje giderlerini ve proje faaliyetlerini içeren dönem raporunu (Ar-Ge Yardımı İstek Formu) TÜBİTAK’a sunar.
• İzleme aşamasında TÜBİTAK alanında uzman bir izleyici görevlendirir, projelerin ilerleyişini izler ve destek ödemesini yapar.
• Projenin son döneminde ilave olarak bir Proje Sonuç Raporu hazırlanır.
• Tamamlanan projenin Ticarileşme Süreçleri takip edilir.

Quantum technology involves many layers of technology, from individual methods of quantum information processing to algorithms and the use of quantum computers for various applications.

The main purpose of the call is to support organizations that develop quantum technologies that outperform or accelerate existing technologies and contribute to the solution of problems related to industry, science and society.

Within the scope of the call, project proposals can be within the scope of the following focus areas, but are not limited to these sub-headings of quantum technologies.

Focus Areas of the Call

 I. quantum computing

 ii. Quantum simulation and stack levels

 iii. Quantum communication and cybersecurity

 iv. Quantum sensing and metrology

For projects with international calls, the document or letter stating that the national application is approved and the international application form must be added to the AGY103 annexes section.

Eureka Network Programı Ulusal Çağrılar kapsamındaki önemli hususlar için (çağrı hedefleri, odak alanları vb.) başvuru yapılması hedeflenen çağrı kapsamında yayınlanan Çağrı Duyurusu incelenmelidir.

a) Capital companies,

b) Higher education institutions,

c) Public research centers and institutes,

d) Training and research hospitals,

e) Research infrastructures within the scope of law no. 6550.

Higher education institutions, public research centers and institutes, training and research hospitals, research infrastructures within the scope of law no. 6550 cannot apply to the call alone without the partnership of capital companies. In the projects submitted within the scope of this call, the Executive Organization must be a capital company.

Başvuruda bulunabilecek kuruluşlarının aşağıdaki tanımlara uyması gerekmektedir.

• Sermaye şirketleri,
• Yükseköğretim kurumları,
• Kamu araştırma merkez ve enstitüleri,
• Eğitim ve araştırma hastaneleri,
• 6550 sayılı kanun kapsamındaki araştırma altyapıları.

Çağrı kapsamında yükseköğretim kurumları, kamu araştırma merkez ve enstitüleri, eğitim ve araştırma hastaneleri ve 6550 sayılı kanun kapsamındaki araştırma altyapıları çağrıya tek başına başvuruda bulunamazlar. İlgili kurumların başvuruları en az bir sermaye şirketi ortaklığında kabul edilir. Bu çağrı kapsamında sunulan projelerde sermaye şirketi Yürütücü Kuruluş (Muhatap Kuruluş) olmalıdır.

Institutions/organizations based in Turkey that apply to the Eureka international program and whose international preliminary review is found positive can apply to the Eureka Network Project 2024 Applied Quantum Technologies National Call (1719- EUREKA QUANTUM TECHNOLOGIES). Applications made in this context are evaluated by expert referees during company visits and then reported to TÜBİTAK.

Application Conditions:

• SMEs and large-scale capital enterprises established in Turkey can apply regardless of their sector.
• Joint applications are allowed.
• The budget of the projects to be applied for must be at least 5,000,000 TL, with no upper limit on the project budget.
• An application fee determined by our Presidency will be charged per project for applications made through PRODİS.
• Companies applying within the scope of the call are expected to present the project budget and detailed expenditure items in the project proposal form, even if they do not receive financial support or advance payment from TÜBİTAK.
• Organization-based pre-registration will be carried out. However, organizations that have previously received organization-based pre-registration approval will not need to re-register.
• After completing the pre-registration processes, the project proposal will be sent to TÜBİTAK via PRODİS with an e-signature.

Note: The application fee for the first call in 2024 is 53.000 TL per project. The receipt proving that the application fee has been paid must be included in the project application attachments. (For details and explanations, see the call announcement.)

• Sektörüne bakılmaksızın Türkiye’de yerleşik KOBİ'ler ve büyük ölçekli sermaye şirketleri başvuruda bulunabilecektir. 
• Ortaklı başvuru yapılabilecektir.
• Başvuru yapılacak projelerin bütçesi en az 5.000.000 TL olup  proje bütçesi üst sınırı bulunmamaktadır.
• PRODİS üzerinden yapılan başvuruda proje başına Başkanlığımızca belirlenen miktar kadar başvuru ücreti* alınacaktır. 
• Çağrı kapsamına başvuru yapacak firmaların, , TÜBİTAK’tan mali destek veya ön ödeme almasa dahi proje bütçesi ve projenin ayrıntılı gider kalemlerini proje öneri formunda sunması beklenmektedir.
• Kuruluş bazlı ön kayıt yapılacaktır. Ancak daha önce kuruluş bazlı ön kayıt onayı alan kuruluşlar tekrar kuruluş bazlı ön kayıt yaptırmayacaktır. 
• Ön kayıt süreçleri tamamlandıktan sonra proje önerisi PRODİS üzerinden e-imza ile TÜBİTAK’a gönderilir.
• Başvuru ücretinin yatırıldığına dair dekontun proje başvuru eklerine eklenmesi gerekmektedir. Başvur ücreti ve IBAN için çağrı duyurusuna bakınız.)

Project Evaluation Systematic:

Projects are evaluated within the framework of Part 5, Section 1 (Evaluation and Decision with Referee) of the Innovation Support Program Implementation Principles Directive. Project proposals are evaluated according to the following three dimensions:

1. Dimension: Industrial R&D Content, Technology Level, Innovative Aspect,
2. Dimension: Suitability of Project Plan and Organizational Infrastructure for the Project,
3. Dimension: Economic Benefit and National Gain Convertibility of Project Outputs.

-Proje Değerlendirme Sistematiği

Projeler, Yenilik Destek Programı Uygulama Esasları Yönergesinin 5’inci Kısmının,1’inci Bölümü (Hakem ile Değerlendirme ve Karar) çerçevesinde değerlendirilir.

Proje önerileri aşağıda belirtilen üç boyuta göre değerlendirilmektedir:

 I. Boyut: Endüstriyel Ar-Ge İçeriği, Teknoloji Düzeyi, Yenilikçi Yönü,

 II. Boyut: Proje Planının ve Kuruluş Altyapısının Proje İçin Uygunluğu,

 III. Boyut: Proje Çıktılarının Ekonomik Yarara ve Ulusal Kazanıma Dönüşebilirliği.

-İzleme

 Projeler, altışar aylık dönemler halinde izleyici(ler) tarafından izlenerek desteklenir. Projenin son döneminde,  proje sonuç raporu ve ticarileşme planı sunulur.
