Who can apply?

Small and Medium Sized Enterprises (SME) which is resident in Turkey can apply.

What is the application schedule?

Generally, two calls are opened per year and applications are generally made in January-February and July-August. Call announcements can be followed at www.tubitak.gov.tr.

How to apply?

Project proposals are submitted online at https://eteydeb.tubitak.gov.tr.

What should be the project topic?

There is no topic limitation unless otherwise stated in the call announcement. 

What is the support rate and what is the maximum project budget?

The support rate is 75% unless otherwise stated in the call announcement and there is no limit for the total project budget. The support is provided as non-refundable grant.

What expense items can be supported?

The following items related to R&D studies in the project can be included in the project budget:

a. Personnel costs,

b. Travel expenses of the project staff (Intercity and international economy class transportation expenses can be supported.)

c. Expenses for purchasing tools, equipment, software and publications (expenses for production infrastructure are excluded),

d. Material and consumable expenses,

e. Domestic and international consultancy and other service procurement expenses (CPA expense is included.)

f. Expenses for R&D services outsourced to universities in Turkey, R&D units affiliated with TÜBİTAK, private sector R&D organizations and similar R&D institutions and organizations.

How many projects can be submitted?

Unless stated otherwise in the call announcement, there is no limit on the number of projects that can be submitted.

 

Can we apply for projects we have done in the past?

No, you cannot. Projects whose R&D activities have been completed before the project application are not supported.

Can the support be taken back?

It is not taken back under normal circumstances. However, in projects that are abolished due to the intent of the organization, all payments made are collected from the organization by applying default interest at the rates specified in Law No. 6183 (please see 1501 Program Implementation Principles).

If the project fails, will the support be taken back?

No it is not (please see “Can the support be taken back?”)

Can we sell the project output?

Yes, the project output can be sold (NOTE: If the project output is sold to a public institution or organization, the support will be stopped. For detailed information please see Article 9 of the 1501 Program Implementation Principles)

Who owns the intellectual property rights of the project?

In the event that an intellectual product such as any invention (patent, utility model), industrial design (work, integrated circuit topographers and technical information) that may be subject to intellectual and industrial property emerges during or as a result of the completion of the supported project, the relevant provisions of the Law on the Scientific and Technological Research Council of Turkey dated 17/7/1963 and numbered 278 shall apply. All intellectual and industrial rights that may arise regarding the projects supported are transferred to the disposal of the organization.

Will our project information fall into the hands of competitor companies?

TÜBİTAK keeps the information presented in the project confidential. Project information is considered "commercial confidential information" or "service-specific information" and is not transferred to anyone other than those involved in the evaluation process.

How is the project evaluated?

Project proposals are evaluated according to three main dimensions;

Dimension I: Industrial R&D Content, Technology Level and Innovative Aspect 

Dimension II: Suitability of the Project Plan and Establishment Infrastructure for the Project

Dimension III: Convertibility of Project Outputs into Economic Benefit and National Benefit

Projects identified as eligible after preliminary evaluation are evaluated by referees who are experts in their fields. After the referee evaluation, the projects are scored by the board of the relevant technology groups within TEYDEB and the projects deemed appropriate are supported with the approval of the Presidency.

Help Guide

Türkiye Bilimsel ve Teknolojik Araştırma Kurumu (TÜBİTAK), Türkiye’nin bilim ve teknoloji alanında öncü ülke olma hedefi doğrultusunda yürütülecek projelere katkı sağlamayı sürdürüyor.  Alanlarında yaptıkları üst seviye bilimsel ve teknolojik çalışmalar ile öne çıkan ve yurt dışında çalışma deneyimine sahip nitelikli araştırmacıları Türkiye’ye gelmeleri için teşvik etmek amacıyla başlatılan Uluslararası Lider Araştırmacılar Programı ve Uluslararası Genç Araştırmacılar Programı’nın 2024 yılı 2. dönem çağrılarının değerlendirme süreçleri tamamlandı.

2232 Programı başvuru durumunuz ile ilgili sonucu, BİDEB Başvuru ve İzleme Sistemi üzerinden kullanıcı girişi yaparak "Başvurularım" alanından görebilirsiniz.

2232 Programlarının bu dönemki çağrısında araştırmacılar ülkemize gelerek projelerini başlatmaları için destek kazandı. Ülkemize gelecek araştırmacılar; QS (Quacquarelli Symonds) veya THE (Times Higher Education) Dünya Üniversite Sıralaması kapsamında yer alan ilk 150 üniversitelerde; Avrupa Komisyonu Ortak Araştırma Merkezi tarafından yayınlanmış Dünyada En Çok Ar-Ge Harcaması Yapan İlk 2500 Şirkette; Scimago Kurumlar sıralamasında kendi alanında çalışan araştırmacılar olarak dikkat çekiyor.

Desteklenen araştırmacılara yaşam gideri bursu, aile yaşam gideri bursu, sağlık sigortası ve yol desteği sağlanacak. Araştırmacıların ülkemizde öncü bilimsel araştırmalar yapabilmesi için başlangıç paketi ödeneği, araştırma desteği, proje ekibinde yer alacak kişilere yönelik burs ve proje teşvik ikramiyesi ve ev sahibi kurumlara yönelik kurum hissesi desteği verilecek. 

Bu desteklerin yanı sıra program ile daha önce ülkemize gelerek çalışmalarına başlayan lider araştırmacılar tarafından yeni araştırmacılara yönderlik desteği de sağlanacak.

We continue to accelerate the efforts that will strengthen Türkiye's position as an independent and leading country in the field of science, technology, and innovation, and increase the competitiveness of our country around the world, with the great contributions of valuable scientists in our country. The 2232 programmes continues to encourage successful researchers who have experience working abroad to come to Türkiye with high-level scientific and/or technological studies in their fields in order to contribute to the projects to be carried out in areas of strategic value for our country. The evaluation process for 2024-2nd term calls for 2232-A International Fellowship for Outstanding Researchers Programme and 2232-B International Early Stage Researchers Programme has been completed. 

The result regarding your 2232 Programme application status can be viewed in the "My Applications" section by logging in to BİDEB Application and Monitoring System.

In the current call of the 2232 Programmes, researchers have been granted for support to initiate their projects in our country. The researchers coming to our country are distinguished by their experience in leading institutions, including top 150 universities in the QS (Quacquarelli Symonds) or THE (Times Higher Education) World University Rankings, in the World’s Top 2500 R&D spending companies listed by the European Commission Joint Research Centre, and in the Scimago Institutions Rankings.

The supported researchers will be provided with a living expenses scholarship, family allowance, health insurance and travel allowance. In order for researchers to conduct leading scientific research in our country, an initial research grant, a research project grant, scholarships and project incentive bonuses for those who will take part in the project team, and institutional share allowance for host institutions will be provided.

In addition to these supports, the programme will also provide mentorship support to new researchers from leading researchers who have previously come to our country and started their projects.

Dünya Bankası desteğiyle Sanayi ve Teknoloji Bakanlığı’nın koordinasyonunda TÜBİTAK ve KOSGEB tarafından yürütülen Türkiye Yeşil Sanayi Projesi çerçevesinde KOBİ’lerin Yeşil Dönüşüm mevzuatlarına uyum kapsamında gereklilikleri karşılamak üzere alacağı teknik yardım 1831 Yeşil İnovasyon Teknoloji Mentörlük Çağrısı ile desteklenecektir.

Yeşil teknolojiler konusunda güncel teknolojiler için firmaların teknoloji danışmanlığı, kapasite ya da durum analizi, mevcut problemlerin tespiti ve çözüm yaklaşımları ve yol haritası hazırlama gibi konularda uzman kuruluşlardan alacakları hizmetin %90’ı hibe destek olarak TÜBİTAK tarafından karşılanacaktır. Destek süresi en az 3 ay olup en fazla 6 aydır. Proje bütçesi üstü limiti 280.000 TL’dir.   TÜBİTAK, KOBİ’lere yönelik bu hizmetin Çözüm Ortakları aracılığı ile verilmesini sağlayacaktır.

Within the framework of the Türkiye Green Industry Project carried out by TÜBİTAK and KOSGEB under the coordination of the Ministry of Industry and Technology with the support of the World Bank, the technical assistance services that SMEs will receive to meet the requirements within the scope of compliance with the green transformation requirements will be supported by the 1831 Climate-informed and Green Innovation Technology Extension Program

90% of the services that companies will receive from expert organizations on issues such as technology consultancy, capacity or situation analysis, detection of current problems and solution approaches and road map preparation for current green technologies will be covered by TÜBİTAK as grant support. The support period is maximum 6 months and the upper limit of the project budget is 210,000 TL. TUBITAK will ensure that this service for SMEs is provided through Solution Partners.
